1. Renewed Swiss IFIP Membership: the SI (Swiss Informatics Society)

The Swiss IFIP Committee is (since September 2011) one of the Working Groups of the SI (Swiss Informatics Society) which is now date the new Swiss Member of IFIP. SIC members are the Swiss delegates to the IFIP General Assembly and to the IFIP Technical Committees. It meets once a year to discuss the annual reports of the TC rep's, past and future activities, participation in Swiss associations and events, issues with IFIP and its TC's, etc.. This chapter describes briefly the IFIP Federation recent activities and its various bodies, various aspects of the Swiss participation and contributions to IFIP, the associated amount of efforts and tries to emphasise the value for Switzerland of this participation. Very active in IFIP since its creation in 1960 and although not part of the European Community, Switzerland has not only been a founder of IFIP but has continued to contribute towards its objectives and activities without interruption through the personal involvement of its representatives:

• active presence in the Executive Board and the Council and 3 Presidents covering a period of 12 years.

• R.Morel, Swiss representative to the IFIP GA since 1999, has been Board Member and Councillor from 2004 to 2010, member of the IFIP ILC (International Liaison Committee),

• Bernard Eschermann was elected in 2009 as Councillor to the IFIP Board and finished his term in 2013.

• Strong and active Swiss presence in the Technical Committees and Working Groups dealing with matters of interest to Switzerland :

o Jan Camenisch is Chairman du WG 11.4, o Jolita Ralyte is vice-chair WG 8.1, o Dimitris Kiritsis is Chair WG 5.7, o Philippe Cudré-Mauroux is vice-chair WG 2.6, o Olivier Glassey is Secretary WG8.5,

Today, 82 specialists from Swiss Academia and industry are participating in 11 TC's and 39 WG's. 1 Swiss rep is TC chairman, 1 rep is Secretary and 2 reps are also special consultants. The TC representatives are appointed by SI Board, the Swiss Member of IFIP since 2011. P.-A Bobillier, past IFIP President is in charge for preparing election and renewal of these delegates. The WG members are individual specialists accepted by the WG's for their expertise (there is no country limitation on their number). The personal involvement and the efforts of these specialists contribute, through their international contacts with leading experts, to acquiring and bringing to Switzerland knowledge on new technology developments and strategies discussed within IFIP Working Groups. They are the ambassadors of Switzerland to the TC's and WG's and contribute to the maintenance and improvement of the Swiss international image. This is especially true in areas such as Education, Communications (infrastructure, access, etc..), Security, Software, Human aspects, etc.. which present important potential for Switzerland. Support for these international activities is therefore very important to allow the continuation of an active Swiss participation in the international IFIP activities in all areas of ICT.

The Swiss Committee for IFIP is thankful to the employers of the IFIP delegates; without such support they could not pursue their mission. We have tried hereunder to evaluate the overall effort represented by the activities of the delegates to IFIP functions. The Swiss delegates - http://www.ict-21.ch/SIC/IMG/docx/SIC-Swiss-TCs.docx are appointed for a period of 4 years renewable by periods of 2 years. The names of the Swiss TC and Working Groups representatives are published on the SIC Web site http://www.ict-21.ch/SIC The main functions of a Swiss IFIP TC representative are :

v to assure the both ways communications between Switzerland and his TC (information to the Technical Committee about latest developments and concerns in Switzerland and information to the interested parties in Switzerland about the TC activities),

v organise TC meetings and events in Switzerland when feasible, SI, etc... For more information (cf. para 3) :

2. The Swiss IFIP Committee (SIC) : Activities in 2013

Each IFIP TC (Technical Committee) has from three to nine Working Groups, the members of which are persons experienced in the WG subject. They are not elected by SI but chosen by the WG's for their competence. The current list of WG members residing in Switzerland is on: http://www.ict-21.ch/SIC/IMG/docx/SIC-Swiss-WGs.docx Remark: The above does not include the International Medical Informatics Association (IMIA) which was formed out of the former IFIP TC 4 in 1979 and which has activities of its own. Yearly spendings of Swiss IFIP delegates : in order to get an evaluation of the importance of resources spent by IFIP delegates to TC's and WG's a survey is repeated on a regular basis. The delegates are asked how much they spend annually in: - Person days (meeting attendance, home work, reports, meeting preparation, etc..) and - Travel expenses (airline/train tickets, hotel and meals, registration fees or receptions for invitees, etc..) The numbers vary significantly; for example, the time spent varies from 5 to 50 days/year. The maximum happens when the TC rep has several IFIP functions (for example Council Member, TC Officer, etc..) or when in charge of organising an IFIP event in Switzerland. The last detailed evaluation was done for the year 2006. Total expenses per TC/WG representative were 16.3 kfr/person/year As of December 2013 82 specialists from Swiss Academia and industry were participating in 10 TC's and 39 WG's.

This represents a total Swiss effort of approximately 1'336’600 fr/year of which 140 kfr for airline tickets. These activities would obviously be impossible without the IFIP delegates employers. They however tend to restrict allowing "free time" to their employees for obvious reasons. They are of course encouraged when at least the travel tickets for the TC delegates (although a small part of the total) are covered. The "old" scheme was: support by SATW (20 kFr. via ICTswitzerland) and SARIT (5 kFr.). Since 2010 these supports disappeared and we had to live from the reserve accumulated in the past years which was dried up. Today, 82 specialists from Swiss Academia and industry are participating in 11 TC's and 39 WG's. 1 Swiss rep was TC chairman till end of 2013, 1 rep is Secretary and 2 reps are also special consultants. Various ways were investigated to find the new support and this critical situation has been partially resolved starting 2014: SI and ECDL-SI contribute 25 kFr. towards SIC International activities. ICTswitzerland stopped interest for international and scientific / research aspects and SATW having broken the support contract in force for years, it was necessary to reorganise the IT scene. The IFIP Swiss membership and finances were transfered to SI (Swiss Informatics Society). Following organisation charts were established, thanks to C.-A. Zehnder, regarding all associations: ICTswitzerland, SIRA, SI, SATW, etc.. which achieved the whole transition process. They reflect well the complexity of the current environment.

To summarize : The financial issue was actively studied inside SI and since 2014 a long range solution was found for the continuation of the active presence of Switzerland in IFIP. It must be remembered that no support is provided to the members of Working Groups. Their expenses have therefore to be totally covered by their employer. The current status (travel tickets paid for the TC delegates) allows some freedom in the nomination of TC rep's. The reduction of such support would mean to restrict the selection of new TC rep's to persons fully supported by their employers (a questionable solution!) or to drop the Swiss representation to some Technical Committees. The support by employers to their employees international activities is a very important contribution for the whole Switzerland: they contribute to the Swiss reputation and image, to fruitful international experience exchange and to allow valuable information to be brought back to Switzerland, etc.. They therefore deserve our most sincere thanks for their valuable contributions.

2.2 Swiss Committee for IFIP : Activities in 2013 Besides their current activities (reported in their annual reports) such as participation to their TC meetings, the TC representatives were particularly active in 2013 either by holding a TC executive position or in organising important events. This section gives an overview of the most important activities and events : The 2013 annual meeting took place in Bern on January 21, 2014 attended by nine participants. TC 1 No report

TC 2 P. Felber reported http://www.ict-21.ch/SIC/IMG/pdf/TC2-SIC-report-2013.pdf No specific IFIP TC2 activity took place in Switzerland, although several IFIP-supported events were organized elsewhere, e.g., the International Conference on Software Composition (SC 2013) sponsored by IFIP WG 2.4 and the 9th International Conference on Open Source Systems (OSS2013) sponsored by IFIP WG 2.13.

The IFIP TC2 Meeting was held in Poznan on September 10, 2013. I could not attend personally (I was chairing P2P 2013, which was held at the same dates) but Julia Lawall acted as a proxy. The minutes of the meeting are attached.

Notable points discussed at the meeting include:

• Bertrand Meyer was nominated for the IFIP Silver Core Award.

• A new Web site for TC2 has been set up at http://ifip-tc2.paluno.uni-due.de , as well as a new mailing lis

• The Manfred Paul Award has not been given last year but will be awarded by the OSS conference for the next few years.

• There are concerns that IFIP and TC2 are not visible enough. More work needs to be done by WG's and representatives to advertise IFIP activities.

The most important issues handled by the meetings were:

1. An election for the TC 5 Chair was held. The 1st term of the current Chair – Erich Neuhold - ended in 2012. He was unanimously elected for a second term. He proposed the current Vice Chairs and the Secretary for re-election and they were accepted unanimously by TC 5.

2. The new budgeting rules if IFIP were discussed and accepted as an improvement. It was also decided that in the future the TC 5 Chair or his delegate to the TA and GA meeting can receive expense reimbursements from the TC 5 Budget.

The financial situation of TC 5 is sound, where usually the income surpasses the expenses.

3. The cancellation of the IEEE membership was regretted and it is hoped that in some future IEEE_CS would be willing to join again.

4. In 2011, after several months of discussion, TC 5 decided to create a SIG on “ICT Based E-governance” (see Attachment 1). The group is looking for motivated and active members.

5. In the Amsterdam Meeting the SIG on Advanced Information Processing in Agriculture (created 2010 with http://www.aipa-ifip.org) applied for a status change to a Working Group.

IFIP TC 5 voted unanimously to support this change as the activities of the group have been expanded continuously and the field itself is of utmost importance.

6. The future of the WCC was also discussed: What should it become in the future, to attract more peole, especially from the research community?

The topics must be defined by the TCs if we want them involved. The third option requires a framework and subject, the fourth option needs a list of potential subjects to be addressed and addressable by the different TCs.

The choice should be based on marketing analysis (who are the contributors, who are the customers). It was also proposed to combine conferences that have an established attendance in the WGs, which are sustainable but not profitable enough to justify the efforts spent for organizing them in the future. This would then help to maintain the communities and their conferences/workshop in a bigger event.

Role of the Swiss representation in TC5

Currently, the Swiss delegate is the Secretary of TC5.

TC 6 H. Rudin reported

TC6, The Technical Committee on Communications Systems, is an active technical committee which orchestrates some twenty international conferences and workshops a year. These conferences and workshops typically result in a profit for IFIP of some Sfr. 20,000 per year. One of the goals of TC6 is to offer its technical know-how to developing countries; to this end it organizes meetings and tutorials in developing countries and even has a working group (WG6.9) with this as its major objective. Our outgoing TC6 Chairman is Guy Leduc from Belgium. He will be replaced by Aiko Pras from The Netherlands who was also Chairman of WG 6.6, Management of Networks and Distributed Systems.

The ninth International Conference on Network and Service Management will be held in Zurich from 14-18 October, 2013. We plan to have the TC6 fall meeting in Zurich in conjunction with that conference. ERCIM News has a printed circulation of some 9000 copies. For the online version, some 5000 people have registered. Thus ERCIM News is an excellent place to make our Swiss research in ICT better known! A request for our community: The undersigned would appreciate receiving Swiss research items for ERCIM News ! ERCIM News articles typically are well-ranked by Google, so this is a good opportunity to describe your research in a one- or one-and-a-half page article. (Please see http://ercim-news.ercim.org/) ERCIM News is also a good medium for announcing conferences to be held in Switzerland. Contributions should be sent to [email protected]

TC8 activities in Switzerland or with relation to Switzerland After two years of preparation, CHAIS as a joint activity of IFIP TC8, SI and AIS has finally been officially founded in Fribourg on June 25 in conjunction with the 30th anniversary meeting of SI. In addition to be the core of Swiss TC8 activities, CHAIS is also an official Swiss chapter of the Association of Information Systems (see http://start.aisnet.org/members/group_content_view.asp? group=117293&id=308994) as well as a Fachgruppe of the SI (see http://www.s-i.ch/fileadmin/ daten/si/PDF_Dokumente/Workshop_Inaugural_Meeting_CHAIS__Winter.pdf). For 2014, the following initial CHAIS activities are planned:

• IS winter school with integrated CHAIS networking event in January in Ovronnaz • IS doctoral consortium in June in Zürich • Exchange of information about guest professors visiting Switzerland • Connecting to national research funding bodies as a representation of the Swiss IS research

community In CHAIS all Swiss IS research groups at Universities are represented. By joining forces, we hope to increase IFIP TC8 awareness among Swiss IS researchers who only partially engaged in IFIP so far.

TC 9 in the absence of J-L Chappelet (ill), P-A Bobillier reported No report submitted from Prof Jean-Loup Chappelet because of health problems during 2013. Following his resignation as Swiss representative to the IFIP TC 10 (Computer Systems Technology) as well as from the head of TC 10, we want, in the name of SIC and the Swiss Informatics Community, to express to him our sincere thanks and congratulations for his outstanding IFIP services over the past 16 years: - 2 years as Swiss TC 5 representative (1997-98) and, especially, - 14 years in the TC 10 where he served for 14 years as: - Swiss member (1999-2013), - TC 10 secretary (2002-2008), and Chairman (2008-2013). June 2014 Hosting IFIP SEC 2015: Hamburg, Germany Prof. Dr. Kai Rannenbeg finished his second term as chair of IFIP TC11 and resigned. Prof. Dr. Yuko Murayama was elected as new chair. I like to thank Kai for his outstanding support for IFIP TC11. Publications IFIP TC11: - Computers & Security (COSE) - International Journal of Critical Infrastructure (IJCIP) To get a single point of contact for all IFIP SEC conferences, the website www.ifipsec.org has been published. 3. IFIP SEC 2013 IPIP SEC 2013, organized by our secretary Prof. Dr. Lech J. Janczewski, was with about 100 attendees a great success. 2 keynotes, 42 student papers, 3 workshops, 1 co conference (WISE 8) 4. Working Groups: status of Swiss members The status of Swiss members is still very unsatisfying. Because of reducing traveling budget, the attendance to our conferences or workgroup meetings get always more difficult. 5. Publicity of IFIP TC11 The Swiss PhD students know the IFIP SEC conferences. Accouring to international rakings your conference is not top rated. Because of the low rating, we may get only about 100 papers to review. About 30 papers are required to offer an interesting conference program. Therefor our acceptance rate is a round 30% what is very high and reduces our conference rating. We try to increase the attention of the conference by ads in Google Adwords.

Improving ICT Education & Competency in Switzerland

Position papers on : Lehrplan 21 ICT for Lehrplan-21 (curriculum for primary and low secondary éducation) Informatik an Gymnasien ICT in Gymnasium Zürcher Schulblatt Vision in Zurich area. In addition the Commission KB elaboreted a memorandum on insatisfactory/missing informatics in the Swiss schools . End of 2013-1st semester 2014 took place a long consultation and there was a certain confusion between to reform the existing curriculum and to introduce some new aera like informatics / ICT usages and media education. The target was only for the Swiss German speaking part, the French one was already fixed with PER (plan d’études romand) for primary and low secondary education. Nevertheless there is a lack of reflexion for education with an horizon 2030 in our contry. SI created two working groups/task forces on Education and competencies for 2030 and for elaborating a white paper on Swiss Information Society in 2030 The Hasler Fondation has strongly supported with recommendations for Informatics in High Schools. The Swiss Informatics Society (SI)

The SI represents the computer science profession in Switzerland: professionals with a university degree or equivalent qualification, educational and research institutes, and companies that contribute to computer science. It networks its members and represents their interests in politics, education, business and research.

The SI is primarily active in the following areas: Coordination of Higher Education (Education and Research) by SIRA, coordination of technical exchange in the national and international level through the special interest groups of the SI, coordination of computer science alumni organizations by SI alumni, and promotion of computer science talent at all levels, and of e-Literacy with ECDL SI

5. Creation of the research cooperative Social-IN3 INNOVATION - INCUBATOR – INSTITUTE

Social innovation has become one of the major social challenges of today. The overall objective of the SOCIAL-IN3 project is to develop a transnational collaborative network of IN3 centers as social innovation incubators focusing on testing social innovations in the local contexts with an ultimate aim to enhance socioeconomic development and increase empowerment of their local communities. The ambiguity of the concept of social innovation, as a necessity for development of this issue for the future, is an opportunity for research and international cooperation. The project has three specific objectives

creating the IN3 social innovation incubators internationally;

developing a transnational IN3 social innovation network; and disseminating and scaling-up of the IN3 social innovations across Europe.

The concept of IN3 centers is envisioned to be self-sustained in the model itself; the long-term impact and sustainability will be achieved through dissemination and scaling-up beyond the partners’ network and the project scope. www.social-in3.coop

The WSIS+10 High-Level Event, an extended version of the WSIS Forum, is designed to review the progress made in the implementation of the WSIS Outcomes under the mandates of participating agencies and to take care of the achievements made in the last 10 years based on reports of WSIS Stakeholders, including those submitted by ITU Member States, Action Line Facilitators and other stakeholders.

All Member States are encouraged to submit 10-Year Country Reports on the Implementation of the WSIS Outcomes based on the templates that were agree by multistakeholder consensus during the WSIS+10 Plenary Sessions held during the WSIS Forum 2012.

6.3 ISES (Information Solidarity Education & Education) è IFIP TC3 Task Force This theme, linked to the IFIP Project 5 : Dogital Equity, was already present and presented during the WCCE 2013 at Torun. The team behind this subject is quite active . It was working in the WSIS reviewing process in October and December 2013 as well during the sessions in February and April 2014. (cf. item 6.2 above) This group was also quite present in Potsdam for KEYCIT TC3 conference in July2014 and is the basis of the IFIP TC3 Task Force created at the last TC3 annual meeting after this event. This IFIP TC3 project ISES of this Tasck Force was also a theme for the WSIS + 10 and beyond Forum HLE in June and was included in the WSIS Thematic workshop : Trustworthiness is earned but easily lost ; the benefits of professionalism to your economy (cf 6.6 below) 6.4 Digital equity IFIP Project 5 on Digital Equity Atfer GA’13 and the IFIP strategy 2013-2016, meeting with the Councellor in charge of this project in Barcelona on 20th of February to prepare a first draft for the Board meeting in USA beginning of March 2014. It was also the opportunity to register this theme as a WSIS Thematic workshop for the WSIS + 10 and beyond HLE (Geneva –June 2014). A follow-up toke place in Potsdam in July during KEYCIT TC3 event (cf report TC3 Chair for the TA’14 and contacts were established with TC9 namely.) 8. Revised Government Strategy on the Information Society

Reminder Since February 1998, the Swiss Government has been conducting a massive campaign to promote the information and communication technologies (ICT) http://www.bakom.admin.ch/themen/infosociety/00695/index.html?lang=en In the text which forms the basis for the Confederation’s actions in this area, various official bodies were mandated to lead the federal administration’s ICT activities and to make the Swiss population aware of the challenges of the information era. The site http://www.bakom.admin.ch/themen/infosociety/index.html?lang=en was established which describes the federal actions in promoting ICT. As mentioned in earlier annual reports, the SATW ICT Committee, including several IFIP TC representatives, contribute actively to these activities.

Extracts from the introduction to the report Contributions of the ICT Commission of the Swiss Academy of Engineering Sciences (SATW) towards the revision of the Swiss Government Strategy for an Information Society http://www.ict-21.ch/ICT.SATW.CH/spip.php?article321 After adapting this 1998 strategy, the Federal Council announced in January 2006 its first revision with two major priorities. By the end of 2006 a national strategy for each issue of e-governement and e-health was to be elaborated in cooperation with the cantons. The concept for internal government use of electronic data and documents has to be finalised by mid-2007.

12. A Digital Agenda for 2020 in Switzerland After March 2011, a 40-pages brochure was produced to become conscious that Switzerland is not anymore leader in ICT and needs a strong agenda to achieve to be in a better position in 2020.
