    Importance of DFCC

    • Dedicated Freight Corridor enlisted as one of the iconic/

    Flagship project of India being monitored by PMO.• DFC will provide not only schedule time services but also time

    bound services .• The transit time will be less than half from present levels.• The average speeds of freight trains will go up from 25 kmph

    to 70 kmph .• DFC will enable introduction of private rolling stock as per

    customers requirement.• DFC can explore new areas of traffic like automobiles, road

    railers and Roll On Roll Off services.

    February 2007 CCEA approved the PETS reports by RITES at a cost of28000 crores.• September 2007 MD & Directors in position.• February 2008 MR’s commitment in Parliament to start Construction

    February 2008 Cabinet approval received for starting the preliminaryworks on Eastern & western Corridors• April 2009 Work started on 105 Kms. of Eastern Corridor

    Mandate for DFC as per Cabinet Decision

    • DFC project to be implemented through SPV.• SPV entrusted with planning, construction, maintenance and

    operation of DFC infrastructure.• SPV to be independent in decision making and should be able to

    function with market focus and business orientation duringConstruction maintenance & operation.• SPV to have status of railway administration under Indian Railways

    Act, 1989.• The relationship with Railways and DFCC to be governed by

    Concession Agreement.• All contracts would be based on Design & Build lump sum with

    time bound completion.• Any stoppage on account of client may end in huge claims.

    the project.• August 2005 PM announced development of DFC in his I-Day Speech.• August 2006 CCEA approved formation of a SPV (DFCCIL) for execution of

    • Land Acquisition is being done as per RailwayAmendment Act, 2008. Compensation is guided by thePrinciples enshrined in National Rehabilitation and Re-settlement Policy (NRRP), 2007

    • DFC passes through 9 states and 60 districts whichmakes the land acquisition the most challenging task

    • Land Acquisition is required for 10840 hectares• So far7100 hectares acquired i.e. 70% of the total

    requirement• Entire DFC land acquisition is likely to be completed by

    Dec 2012

(Both International & Domestic)• Mineral handling terminals.• Cement / Fertilizer terminals or bagged commodities.• Automobile terminals.• Roll On Roll Off service terminal• Storage and Distribution logistics.• Consolidation/de-consolidation.• Transhipment.• Warehousing (conventional/cold storage/ product specific).• Allied activities like manufacturing, industrial and commercial activities

    (hotels, banking, food parks, entertainment).
