Asia Pacific (APAC) 2016 Forum
IFE NEWS
The APAC 2016 Forum was held in San Diego,
USA, from 30th Jan 2016 to 3rd Feb 2016. The
APAC Forum was hosted by IFE USA Branch that
coincides with the renowned Fire House Conference.
The event was held at the San Diego Conference and
Exhibition Centre and was attended by Branches
from Australia, Canada, Malaysia, New Zealand and
Singapore. At the Forum, President presented case
studies on Super high Rise fires.

Objectives of APAC:
1. To support and work with IFE head office to better service the needs of IFE branches within Asia Pacific Region.
2. To increase IFE influence within the Asia Pacific Region for branch development.
3. To promote international focus of the IFE Branches in the Asia Pacific Region.
4. To develop a communication strategy for IFE Asia Pacific Region branches.
5. To develop and market IFE to all member countries within the Asia Pacific Region.
6. To facilitate Fire Safety Engineering Technical Forum for branches with the Asia Pacific Region for sharing knowledge, experience and skills.
7. To work with government, semi-government, quasi-government and professional institutions in the Asia Pacific Region.
8. To promote and conduct CPD activities for members and IFERG members.
9. To establish a pool of ‘IFE expert’ speakers within the Region.
10. To foster closer relationship among members of the branches within the Region

FIRE SAFETY ASIA 2016
A 2-days Fire Safety Asia 2016 was held from 24th to 25th February 2016
at Intercontinental Hotel, Kuala Lumpur, Malaysia where IFE Singapore is one of the supporting organisations. IFE Singapore was represented by Er. Yee Poh Kin and Mr Zach Liew. President presented a paper on the relationship between fire codes and legisla-tion. Other popular topics includes component of fire safety regulatory framework including code review and formulation process, performance-based regulatory framework, implementation and its application in buildings, fire safety design considering the aging population, fire safety in refineries and petrochemical plants, smoke spread due to fire in atrium shopping mall, in-volvement of fire safety engineer at conceptual stage, computer modeling and the performances of fire safety engineering, chemical goods storage, embrac-ing risk, latest advancement in fire compartmentations, corrosion protection and passive fire protection in oil and gas industry, arc flashes and electric shock study, risk reduction methods, adequacy fire safety of smoke control
design and impact of cultural difference on evacuation in high rise building. There are also interactive panel discussions to discuss the topics relating to fire
safety design using performance-based approaches versus prescriptive build-
ing and fire regulation where President was one of the Panel members.

Dinner hosted by IFEM
In conjunction with Fire Safety Asia Conference in Kuala Lumpur, the Council
took the opportunity to go to KL for a working meeting and visit to IFE Malaysia.
As part of the efforts to strengthen ties with our counterparts from IFE Malaysia,
the council members participated in a game of golf before adjourning for a sumptu-
ous dinner hosted by IFE Malaysia.
We are grateful for the warm hospitality extended by the IFE Malaysia during our
visit and glad to have met the IFEM's Council, Datuk Wan, Datuk Soh Chye Hock,
IFE International President, Mr Steve Hamm. We also met the Chairlady for the
IFEM Young Professionals Committee, an initiative to recruit and groom Young
Professionals for leadership positions in the Institution.

SERVICING & MAINTENANCE OF FIRE
EXTINGUISHERS COURSE
The 34th run of the Fire Extinguisher Servicing and Maintenance course was held
from the 7 to 15 March 2016 for a class of 17 participants. All passed except for 2, and they were given the Certificate of Competency in the Fire Extinguisher Servic-ing and Maintenance Course issued by IFE Singapore. The next course will be held in July 2016. Look out for details in the IFE web page and enrol early to avoid dis-appointment.

IFE presented Book Prizes at the ITE West graduation ceremony on 24 Feb 2016.
Mr David Goh represented IFE for this occasion and presented the book prizes to
two of their top students in Mechanical & Electrical Engineering courses.

The following circulars were received from SCDF:
Ref: CD/FSSD/12/02/03/01 Date : 30 December 2015 CONDUCT OF FIRE ENGINEERING ASSESSMENT IN SUPPORT OF FIRE SAFETY WAIV-ER APPLICATION Under the Fire Safety Act, plans of fire safety works submitted by the Qualified Person (QP) shall be in compliance with the prevailing Fire Code. In the event of any deviation from code requirements, a waiver application must be submitted to SCDF. 2. While the assessment of some waiver issues by SCDF is relatively straightforward, others may re-
quire fire engineering assessment to substantiate the waiver application so as to provide an objec-tive assessment of the fire safety outcomes. However, presently in many instances, these fire engi-neering assessments are not carried out by the applicant.
3. In light of the above, SCDF has identified specific clauses in the Fire Code (see Annex A), where it
is mandatory that these waiver applications must be supported by fire engineering assessment(s). Unlike a full performance-based plan submission process where fire engineering design brief and engagement of peer reviewer is necessary, this process only requires an additional fire engineering assessment to be conducted by a fire safety engineer in support of the waiver application.
4. This list which can also be accessed via SCDF’s website (http://www.scdf.gov.sg/building-
professionals/downloads) may not be exhaustive and SCDF may still require and will advise ac-cordingly for fire engineering assessment to be carried out for waiver issues that fall outside the list.
5. This circular shall take effect for waiver application submitted to SCDF from 30 June 2016 and is

Ref: CD/FSSD/12/02/03/01 Date : 31 December 2015 FIRE SAFETY REQUIREMENTS FOR SOLAR PHOTO-VOLTAIC (PV) INSTALLATIONS ON ROOF As part of global drive for greater use of green energy, Singapore has taken active steps in adopt-ing solar photovoltaic system as alternative means of electricity generation. In anticipation of the prolifer-ation of projects and increasing scale incorporating solar PV systems in buildings, SCDF has formulated a set of Fire Safety Requirements (FSR) to facilitate its installation on the roof (see attached Annex A - FSR 13: 2015). These requirements were formulated together with relevant stakeholders and after exten-sive consultations with the industry. This FSR shall take effect from 1 July 2016. 2.
