The Information Fusion Centre (IFC) Monthly MARSEC Report Map aims to
provide the shipping industry with a graphic situational awareness review of
the seven maritime threats monitored by the IFC in its Area of Interest.

KEY EVENTS & OBSERVATIONS:
- During this month 8 incidents were recorded (lower figure as compared to the 12 incidents in March 2017).
- All of the recorded incidents transpired while the attacked vessels were at anchor and during the period of darkness (POD).
- In this period, a total of 2 incidents (not reported to local authorities) were recorded in the Caofeidian Anchorage (Bohai Gulf) being
the first 2 incidents since December 2017. In said area 5 incidents have been recorded since January 2017 (2 Sea Theft and 3
attempted actions), 9 since 2016, and 13 since 2015; all of them with same characteristics, namely: incidents transpired during the
POD, while anchored, perpetrators escaped when spotted or when alarm raised by crew, little to no violence.

KEY EVENTS & OBSERVATIONS:
- One Attempted Action was recorded in West Jawa (Jakarta Bay). Previous incident in that area occurred in 22/05/17 (Sea
Theft).
- One kidnapping & hijacking (K&H) incident was recorded in the Bay of Bengal (Sundarbans area, Bangladesh). As compared to
previous years, the amount of such type of incidents has been reduced dramatically with 4 incidents since 2017 (as compared to
the 15 K&H and 1 shooting attack incidents in 2016; and to the 16 K&H and 3 shooting attacks incidents in 2015); this is
attributed to the Bangladesh Government forces operations carried out in said area.
- A total of 2 incidents were recorded in the Samarinda Anchorage. In said area 5 incidents have been recorded since January
2018 (2 Sea Theft and 3 attempted actions), 13 since 2017, 20 since 2016, and 21 since 2015; all of them with same
characteristics, namely: incidents transpired during the POD, while anchored, perpetrators escaped when spotted or when alarm
raised by crew, little to no violence.
- Of note is that prompt reporting of the crew and the fast action taken by the local authorities allowed the capture of 8
perpetrators involved in the Sea theft incident in Dumai that occurred on the 2nd March. As of this month, since January 2018, 8
incidents have been either foiled or the perpetrators detained and the stolen items recovered by local authorities (3 in
Bangladesh, 1 in India, 3 in Indonesia and 1 in Philippines).

KEY EVENTS :
In Tawau, the Malaysian Maritime Enforcement Agency (MMEA)
picked up 28 Indonesians for attempting to enter Malaysia
illegally via the waters off Tanjung Doris on 15 March.
MMEA continues to carry out enforcement tasks to combat
IHM in territorial waters, with 5 successful interceptions
reported in March.

KEY EVENTS : - The numbers in some areas may be attributed to the stringent preventive measures undertaken by the local authorities
as well as active reporting of the incidents by resident media. In particular, the Vietnamese Government has
implemented multiple measures across Ministries, Sectors and Provinces to disseminate information to fishermen
against the conduct of IUU fishing. These include heavy financial penalties as well as legal action. In addition, 11 of 28
coastal provinces have released their own regulations derived from the government's law and policy.

KEY EVENTS : • On 15 Mar 18, product tanker “Hafidyah” went missing in the East Java Sea. To date, she is still missing and all possible
options for her disappearance remains under scrutiny.
• On 21 Mar 18, the sand dredger “JBB Rong Chang 8” capsized and sunk in the strait of Malacca. Despite SAR effort, out
of the 15 crew members, 5 are dead and 5 are still missing. This is the second incident in this location after the loss of the
sand dredger “JBB Yu Hang 258” on 05 Nov 17.
• On 31 Mar 18, a major oil spill occured in the port of Balikpapan. Set on fire, the burning oil killed 5 persons and seriously
damaged a berthed bulk carrier. As of 08 Apr, efforts are still ongoing to clean the place.

• The numbers in some areas may be attributed to the stringent preventive measures undertaken by the local authorites as well as
active reporting of the incidents by resident media.
• There was a noticeable reduction in reported drugs incidents in Mar 18 (1 out of total 18 incidents) as compared to Feb 18
(8 out of 24) and Jan 18 (14 out of 35).The reported percentage for drugs was 5% of reported incidents in March compared to general
average of 30-40% of reported incidents.
• There was a noticeable increase in reported domestic products smuggling incidents in Mar 18 (9 out of total 18 incidents) as
compared to Feb 18 (4 out of 24) and Jan 18 (5 out of 35).The reported percentage for domestic products smuggling was 50% of
reported incidents in March compared to general average of 15-20% of reported incidents.

RECOMMENDATIONS IFC Advises:
1. All mariners to report any incidents in a timely manner to the nearest coastal state and the IFC at the earliest possible time.
2. Ships moving at slow speeds or choosing to remain at anchor in areas where sea robbery/theft is regularly reported should remain vigilant and
adopt necessary and/or added security measures.
3. All mariners to take note of a description of the perpetrators and to take photos of the perpetrators if possible. Where available, CCTV footage
capturing the incident should be provided to the coastal state authorities for follow-on investigation.
4. Shippers and Seafarers operating in Sulu Sea and in vicinity of East Sabah Waters are strongly recommended to be vigilant and to establish
contact with both Malaysian and Philippines Authorities to report their presence. Please refer to IFC Spot Commentary 1/18 for the latest
assessment of the situation in that affected area.
5. Shippers are advised to take note that the threat of terrorist activity in the maritime domain remains a possibility in the region due to ISIS and
the Al-Qaeda. The possibility of this threat was previously quoted in Al-Qaeda’s online magazine “Resurgence”, which called for the disruption of
global trade and shipping through acts of piracy, among other tactics. Shippers are therefore advised to exercise vigilance and to adopt self-
defensive measures as stated in the Regional Guide to Counter Piracy and Armed Robbery Against Ships in Asia, especially when transiting
narrow choke points and areas which are known to have experienced incidents of sea robbery/piracy.
Note: Information herein has been derived from various internal and external sources such as Focal Points, OPCENs and other
maritime stakeholders. Seafarers should remain vigilant especially in areas where the threat level is assessed to be of concern in
accordance with the IFC’s assessments via its Weekly Report or Spot Commentaries. Ships should apply the appropriate security
measures (such as the Tugs and Barge Guide, Guide for Tankers Operating in Asia and the Regional Guide to Counter Piracy and
Armed Robbery Against Ships in Asia). Ship masters should also be aware of and refer to the Maritime Security Charts Q6112 and
Q6113, both published by the UK Hydrographic Office.
