    III. LAWS OF THE GAME AND DECISIONS OF THE BOARD

    1. Law 1 The Field o Play, Commercial Advertising

    To discuss the amended version o the text proposal which was presented to the IFAB during its125th AGM submitted by FIFA

    PRESENT TEXT PROPOSED TEXT

    Commercial advertising shall be at least1m 1yd rom the boundary lines o theeld o play.

    Advertising on the ground shall be at least 1m 1 yd romthe boundary lines o the eld o play.

    Upright advertising shall be at least1m 1yd rom the touch lines o the eld o play.

    Upright advertising shall be at least the same distancerom the goal line as the depth o the goal net and at least1m 1yd either side o the goal.

    All upright advertising within 5 metres o the boundarylines must be parallel to them.

    REASONDue to the increasing use o new advertising boards in an upright position very close to the boundaries o the eld oplay, according to the present text o the Laws it is necessary to dene the location o these upright advertising boards,particularly behind the goal line because they may hide part o the net rom a lateral view and can also be unsae orplayers.

    2. Notes on the Laws o the Game Modications

    To discuss a new text proposal in order to clariy the text presented to the IFAB during its 125 th AGMsubmitted by The Football Association

    PRESENT TEXT PROPOSED TEXT

    Subject to the agreement o the memberassociation concerned and provided theprinciples o these Laws are maintained,the Laws may be modied in theirapplication or matches or playerso under 16 years o age, or womenootballers, or veteran ootballers over35 years o age and or players withdisabilities.

    Any or all o the ollowing modicationsare permissible:

    size o the eld o play size, weight and material o the ball width between the goalposts and

    height o the crossbar rom theground

    duration o the periods o play substitution

    Subject to the agreement o the member associationconcerned and provided the principles o these Laws aremaintained, the Laws may be modied in their applicationor matches or players o under 16 years o age, orwomen ootballers, or veteran ootballers over 35 yearso age and or players with disabilities.

    Any or all o the ollowing modications are permissible: size o the eld o play size, weight and material o the ball width between the goalposts and height o the

    with the consent o the InternationalFootball Association Board

    In addition to the above modications, subject to the

    i such matches are solely or amateursii such matches are not part o the most senior

    domestic competition o a member association

    Further modications are only allowed with the consent othe International Football Association Board

    REASONWe understand that the concern and reason why a previous proposal was not approved was because it wasunclear that the proposal related to recreational ootball only.

    We are thereore submitting the above proposal which we hope makes it clear that the dispensation applies to

    recreational ootball only.

    The appropriate way o dening recreational ootball is to use the word amateur which is consistent with thedenition o amateur in the FIFA Regulations or the Status and Transer o Players and its commentary.

    The denition in the FIFA Regulations is outlined in Article 2.2 Page 10 which states a Proessional is a playerwho has a written contract with a club and is paid more than the expenses he eectively incurs in return or hisootballing activity. All other players are considered as Amateurs.

    The commentary in Para 2.1 o Article 2 Page 12 states an Amateur is a player who pursues sport just orun or as a hobby, without any material gain, and who has never received any remuneration other than orthe actual expenses incurred. Furthermore, he basically has no written contract with the club with which he is

    registered. The social aspect o participating in the group lie o the club as well as his own health and tnessplay a predominant role or an amateur player.

    Permitting modications to the Laws regarding substitutions in amateur/recreational ootball will help withthe growth and retention o players within amateur/recreational ootball. The change will allow memberassociations more exibility to encourage people to take up the sport or to continue their participationin recreational ootball without aecting the proessional game in any way. We also suggest that such amodication not be permitted or a member associations most senior domestic competitions where such acompetition is solely amateur and the proposed amendment makes that clear.

    3. Law 3 The Numbers o Players

    To discuss a new text proposal, ollowing the decision o the IFAB to present it at the 126 th AGMsubmitted by FIFA, with amendments by the Scottish Football Association

    I a named substitute enters the eld o play instead o anamed player at the start o the match and the reeree isnot inormed o this change:

    the reeree allows the named substitute to continue

    the match no disciplinary sanction is taken against the namedsubstitute

    the number o permitted substitutes allowed by theoending team is not reduced

    the reeree reports the incident to the appropriateauthorities.

    REASONIt is not rare that a substitution is made prior to the start o the match and ater the reeree has been inormed o thenames o the players and substitutes. This is normally due to an injury o a player during the warm-up. I the reeree is

    inormed o the substitution, this is permitted but it is necessary to clariy how to proceed i the reeree is not inormedo the change.

    4. Law 3 The Numbers o Players

    Number o substitutionsTo discuss a new text proposal, ollowing the recommendation by the FIFA Task Force Football 2014submitted by FIFA

    Ofcial CompetitionsUp to a maximum o three substitutes maybe used in any match played in an ofcialcompetition organised under the auspiceso FIFA, the conederations or the memberassociations.

    Ofcial CompetitionsUp to a maximum o three substitutes may be used in anymatch played in an ofcial competition organised underthe auspices o FIFA, the conederations or the memberassociations.An additional ourth substitution may be used during extratime.

    REASONThe FIFA Task Force Football 2014, the Medical Committee and the Football Committee support the proposal in orderto maintain the technical level until the 120th minute and to protect the health o the players as a means o preventinginjuries.

    5. Law 4 The Players Equipment

    To discuss a new text proposal or the use o tape on socks

    submitted by The Football Association

    PRESENT TEXT PROPOSED TEXT

    stockings - i tape or similar material is appliedexternally it must be the same colour as that parto the stocking it is applied to.

    REASON

    An increasing number o players are using excessive amounts o tape externally on their socks. This can be a multitudeo colours and, as can be seen rom the ollowing slide, it completely changes the look o the sock. This can causeconusion particularly or assistant reerees who may need to look at the sock to determine who last played the ballbeore it has gone out o play.

    6. Law 8 The Start and Restart o Play

    To discuss a new text proposal regarding the restart o play with a dropped ballsubmitted by The Football Association

    REASONThere have been a number o occasions where goals have been scored rom uncontested dropped balls. This has puta great deal o pressure on the reeree as he has to allow the goal to stand. We then have the unseemly situation wherethe opposition allow the team to score rom the kick o without any players trying to stop them in order to rebalancethe game.

    7. Law 12 Fouls and Misconduct

    The use o the word blatantsubmitted by FIFA

    REASONIt is more important to punish the consequence that the hand ball created rather than the act that it was blatant.In act, a hand ball could be inconspicuous but certainly very important. Furthermore, it is difcult to dene what ismeant by blatantly p.113 and thereore to have a uniorm interpretation, especially by reerees rom dierentcountries or continents, with very dierent experiences. Deleting the word blatantly, and providing that i the hand

    ball prevented the opponent rom gaining possession the player must be cautioned, makes the interpretation easierp.117.

    8. Law 12 Fouls and Misconduct

    A player, substitute or substituted player issent o i he commits any o the ollowingseven oences:

    denying the opposing team a goal

    or a goal-scoring opportunity bydeliberately handling the ball thisdoes not apply to a goalkeeperwithin his own penalty area.

    denying an obvious goal-scoringopportunity to an opponentmoving towards the players goalby an oence punishable by a reekick or a penalty kick.

    A player, substitute or substituted player is sent o i hecommits any o the ollowing seven oences:

    denying an obvious goal-scoring opportunity to

    an opponent moving towards the players goal byan oence punishable by a ree kick outside thepenalty area.

    denying the opposing team a goal or a goal-scoringopportunity by deliberately handling the ball thisdoes not apply to a goalkeeper within his ownpenalty area.

    denying an opponent an obvious goal-scoringopportunity by holding or an oence committedrom behind inside his own penalty area when hehas no opportunity to play the ball.

    REASONThe triple punishment penalty kick + red card + player suspension or a player who denies an obvious goal-scoringopportunity to an opponent moving towards his goal by an oence punishable by a penalty is widely considered to betoo severe.A player would still receive a red card or denying an obvious goal-scoring opportunity outside o the penalty area aswell as or denying an obvious goal-scoring opportunity by deliberately handling the ball, by holding or an oencecommitted rom behind inside his own penalty area when he has no opportunity to play the ball.A penalty kick and a yellow card would be enough sanction or other oences that deny an obvious goal-scoringopportunity committed by a deending player inside his own penalty area.

    I the previous amendment is approved, the ollowing proposal will be submitted by FIFA:
