IEI’s specialized project experience includes site and building ATFP, physical security and blast design consulting for private sector and federal government clients including the Depart-ment of Defense (DoD), Department of Home-land Security (DHS), US Department of Agricul-ture (USDA) and the US Veterans Administration (VA) on both new and renovation projects. This experience includes providing ATFP, physical security and blast design on more than $245 million in new construction projects located throughout the US. These projects include military aircraft hangars, aviation maintenance facilities, explosive ordinance disposal (EOD) storage facilities, student barracks and VA Outpatient Clinics. IEI has also performed approximately $50 million in renovation projects ranging from embedded behavioral clinics (EBH), bachelor officer’s quarters and barracks, to military warehouse and agricultural inspection stations at major airports, as well as physical security retrofits to DoD, VA and private sector facilities. Efficient Design

ATFP, physical security and blast design can be economically incorporated into the design of a new facility or renovation project when addressed early in the design process. Many "Blast Engineers" advertise that their involvement begins after 35% design and that they do not regularly assume "Engineer of Record" (EOR) responsibilities. In most cases, consideration of physical security after 35% design is far too late. Physical security design needs to start during the site selection and programming stages to result in an efficient design.

Optimum Stand-Off Distance

The distance between the Design Basis Threat (DBT) or bomb and the target or building is known as stand-off distance. The effects of explosives, the weapon of choice for terrorists, diminish exponentially with increasing stand-off distance. However, increasing stand-off distance requires more land and decreasing stand-off distance requires more extensive hardening of the building to achieve the same level of protection. A study of blast effects versus stand-off distance will result in the optimum stand-off distance where the desired level of protection can be achieved at the least cost. Additionally, utilizing a heavy and ductile building envelope is important as it will absorb bomb blast energy better than a light weight and/or brittle envelope which results in an economic design. Too often physical security design is not considered until after 35% design when not only has the site been selected, but many other design features such as the exterior wall construction have been selected.

Multi-Discipline Consulting

Other design discipline considerations such as a controlled perimeter, vehicle access and approaches to the building, and the location of critical infrastructure also need to be considered at the onset of design to provide an economical final building design.

Selecting a Blast Specialist

Your “Physical Security Consultant” or "Blast Specialist" should routinely act as "Engineer of Record" for building designs so they under-stand the importance of this early involvement and are familiar with the fine points of the entire building design process. They should have experience interfacing with other disciplines so they can offer useful constructive design input early in the design process.
