The IEEE Northern Virginia Section and Washington Section are pleased to announce the 2015 IEEE National Capital Awards Banquet. This year's event will be hosted by the Northern Virginia Section and will be held on Saturday, April 25 at the Springfield Hilton, 6550 Loisdale Road, Springfield, Virginia. The evening will be highlighted by a special presentation from IEEE AESS Distinguished Lecturer Dr. Eli Brookner. Dr. Brookner will give his talk entitled, "Around the World in 60 Minutes Exotic Places with a Twist," a colorful and humorous adventure covering many nations and cultures spanning 8000 years of human history. For the technically minded (or perhaps the notso technicallyminded), Dr. Brookner will offer an explanation on how radars and phased arrays work. Following the keynote address, an awards program will recognize the outstanding local volunteers in IEEE Northern Virginia and Washington Sections. A fiftyfifty raffle is available. Purchase raffle tickets at registration, or at the door. Pick up tickets at the door. All registrants should select their entrée from the menu: Chicken Roulade (chicken stuffed with wild rice, mushrooms, and provolone cheese, served with a Chardonnay sauce) Broiled Salmon Filet (with tomato, artichokes, capers, lemon and grilled braised fennel) Linguini (gluten free) (with sun dried tomatoes and broccoli florets in a rich Milanese sauce) Sign in

    Topic: Around the World in 60 Minutes  Exotic Places With a Twist

    Dr. Brookner will present  an informative, entertaining, humorous evening for the entirefamily.  His talk will cover:

    (1) China: the Yangtze River, Three Gorge Dam, Chinese Opera and Acrobatics, theirdynamic growth, their amazing capitalistic, communistrun country with its very moderncities of Shanghai, Beijing and Xian and its famous terracotta soldiers.

    (2) Nepal: its friendly colorful people, cremations, animal sacrifices, mountains and beautifulcountyside.

    (3) Vietnam: their very warm full of energy people, the colorful ethnic minority tribe people,markets, Hanoi Hilton, Mai Chau and Perfume Pagoda.

    (4) Singapore: it is clean and very strict (known for its canings) but it is also offers some ofthe most interesting things to see in the world like the Indian HinduThaipusam Festival(with cheek, tongue, torso piercing which make our hippies look tame) and Fire Walking(over red hot coal), Chinese, Arab and Malaysian culture, a world class zoo, and lots of goodshopping.

    (5) Sumatra, Indonesia: get close to free roaming orangutans, beautiful scenery and people,very low cost touring, what I call professional travelers go there for 6, 12 or 24 months oftraveling at a time.

    (6) Turkey: take a tour of Capredocia in a hot air balloon and see the famous cave dwelling there, visit Istanbul where the East meetsthe West, opulent heritage dating back some 8,000 years to Neolithic settlements, now a modern, exciting, lively city.

    (7) Saudi Arabia: see the very modern and beautiful King Saud University in Riyadh, visit Jubail (Dharan) and Jeddah and see itspeople and culture, see the separate life of the expatriates.

    (8) Papua, New Guinea: visit these colorful people who where first discovered in 1930 living in an iron age, like going back time andseeing how we lived many years ago, a living museum.

    (9) Thailand: colorful temples, Golden Triangle (where opium is grown), Mekong River, Chiang Mai, elephant farm.

    (10) India, South Korea, Taiwan, Chile, France, Russia, England, Spain, Peru, Japan, Hong Kong, Macau, Mexico, Africa, Shemya (anisland far out on the Aleutian Island Chain of Alaska), Norway, Austria, Holland, Germany, Malaysia, Canada, Israel, Switzerland,Australia, the Netherlands, Belgium, Union of South Africa, Egypt, New Zealand, Brazil, Philippines, Borneo, Bali.

    This will be a talk of adventure, knowledge, humor and colorful slides. The twist is an explanation that all can understand on how radarsand phased arrays work and some of the recent amazing breakthroughs in radars. A show not to be missed.

    Biography:

    Dr. Eli Brookner worked at Raytheon Company from 1962 until 2014 when he retired. There he was a PrincipalEngineering Fellow and worked on radar and surveillance systems in dozens of programs and projects.  Dr.Brookner received his BEE from The City College of the City of New York in 1953 and his MEE and DrSc fromColumbia University in 1955 and 1962, respectively.  He received IEEE 2006 Dennis J. Picard Medal for RadarTechnology & Application “For Pioneering Contributions to Phased Array Radar System Designs, to Radar SignalProcessing Designs, and to Continuing Education Programs for Radar Engineers.”  His other awards andrecognitions include the IEEE 2003 Warren White Award; Journal of the Franklin Institute Premium Award forbest paper award for 1966; IEEE Wheeler Prize for Best Applications Paper for 1998. He is a Fellow of IEEE, AIAA,and MSS and a member of the National Academies Panel on Sensors & Electron Devices for Review of ArmyResearch Lab, Sensors & Electron Devices Directorate (SEDD).

    Dr. Brookner has published four books: Tracking and Kalman Filtering Made Easy, John Wiley and Sons, Inc.,1998; Practical Phased Array Antenna Systems (1991), Aspects of Modern Radar (1988), and Radar Technology (1977), Artech House. He gives courses on Radar, Phased Arrays and Tracking around the world (25 countries). To date, over 10,000 have attended thesecourses. He has authored over 200 papers, talks and correspondences (100 invited), delivered numerous keynote addresses, and holds9 patents.
