The International Conference on Advances in ICT for Emerging Regions - ICTer2012 13th & 14th December 2012 MESSAGE FROM THE CONFERENCE CHAIR The International Conference on Advances in ICT for Emerging Regions (ICTer) is the successor to the International IT Conference IITC, the major IT Conference in Sri Lanka since 1998. It is a forum for the sharing of knowledge through the presentation of research carried out on various aspects of ICT in the region. This year particular effort was made to establish the conference web site and to include all its past conference papers as well as to index them in Google Scholar. Publicity for the conference was made through many conference promotion sites which led to more site access om over 100 countries. Conference also attracted around 15 international submissions in addition around 60 local papers. Due to the acceptance of a larger number of high quality papers two parallel sessions have been organized. This year we have selected three international keynote presentations, seven invited talks, 19 full papers, 15 short papers and 12 poster papers. Due to non-availability of some authors to present their papers final schedule consists of 34 author presentations in addition to the keynotes and invited talks. The proceedings of ICTer2012 are published both printed proceedings and as well as in electronic form and subsequent inclusion with IEEE Explore. The best research work presented in the conference will be invited to be published in an expanded form in the International Journal on Advances in ICT for Emerging Regions. In addition to the main conference programme, there are also three high quality Workshops and two Tutorials on topics of current interest internationally. ICTer2012 being the prestigious international forum on ICT to be held in Sri Lanka, and will no doubt contribute in taking the research presented to the global ICT research and innovation space. It is also expected to form a firm foundation for future ICTer activity in the region, through both its annual meetings as well as its more formal publication, the International Journal on Advances in ICT for Emerging Regions.
