I. NOTICE INVITING TENDER

I. IDBI Bank Ltd. (“the Bank”) invites Prequalification applications cum tender bids in a two

cover system (Technical and Price bid) for selection of Architect/Consultant for Repair and

Renovation works of Bank’s Residential quarters at Bhubaneswar, Odisha.

II. The time for completion of repair/renovation works of the Buildings shall be 4 (Four) months

from the date of commencement of work. However, the architect/consultant services are

required till the completion of the works carried out by the contractors.

III. The last date is for submission of Technical bid is 11th March 2019 by 5.00pm.

IV. The above application cum tender and the rates quoted will be valid for a period of 60 days

from last date of submission of Tender.

V. The application cum tender document can be downloaded from Bank’s website viz.

www.idbi.com in Notices & Tenders. Corrigendum, if any, would appear only on the above

website. No separate press advertisement will be issued.

VI. The application cum tender document duly filled/completed in all respects giving the aforesaid

information along with copies of relevant documents is required to be submitted to “Deputy

General Manager (IMD), IDBI Bank Ltd, Ground Floor, Unit IX, Janpath, Bhubaneswar-

751022” and should be enclosed in a sealed cover super scribing in the top left hand corner of

the cover as "Application cum Tender for Selection of Architect/Consultant for

Repair/Renovation works of Bank’s residential quarters at Bhubaneswar, Odisha” and

dropped in the tender box kept for the purpose on or before 11th March 2019 by 5.00pm.

VII. The sealed cover should necessarily be dropped in the tender box only kept on above location

for the above purpose. The Bank would not be responsible incase the tender is handed over or

submitted in person to any official/person in the office.

The Bank reserves the right to reject any application cum tender without assigning any

reason thereof and to restrict the list of bidders to any number as deemed suitable, if too many

applications/tenders are received satisfying the basic pre-qualification criteria. Bank also has the

right to reject all the applications and to go in for re-advertisement without assigning any reason

thereof.

II. INSTRUCTIONS TO APPLICANTS/TENDERERS

1. Applications cum tenders are required to be submitted giving full details about the

organization, experience, technical personnel in the organization, proven competence to handle

major works, in-house computer aided design facilities, etc. in the enclosed proforma, which

will be kept confidential. Applicants should ensure submission of all the

documents/certificates, supporting work experience, value of works executed/on hand etc. duly

signed by respective clients / owners of the projects. In case of completed works, completion

certificate from the clients shall be treated as valid proof.

2. As the time is the essence of the project, the ability and competence of the Applicant/Tenderer

to render required services within the specified time frame, will be a major factor while

deciding the selection of the Architect for award of work.

3. The Application cum tender document shall be signed by the person/s on behalf of the

organization having necessary Authorization / Power of Attorney to do so. Each page of the

application cum tender document shall be signed (Copy of Power of Attorney / Memorandum

of Association shall be furnished along with the application cum tender document).

4. If the space in the Performa is insufficient for furnishing full details, such information may be

supplemented on a separate sheet stating therein the part of the Performa and serial number.

Separate sheets shall be used for each part of the application cum tender format duly signed by

the authorized signatory.

5. While filling up the application with regard to the list of important projects completed or in

hand, the Applicant/Tenderer shall only include those works which individually cost not less

than the specified value as mentioned in the selection criteria.

6. The Applicant/Tenderer should assign task for the above project to one qualified Graduate

Architect having adequate experience in planning/ designing and execution of interior works

from a regular establishment with not less than 5 years’ experience. The above Architect

should be always available for consultation/furnishing required help to complete the work

within the timeframe provided by the Bank.

7. The Applicant/Tenderer must read the terms and conditions of the tender carefully and should

submit the bid only if eligible and having possession of all the required documents.

8. The Applicant/Tenderer must ensure to quote the fee in percentage. The fee shall be quoted

upto 02 (two) decimals. The rate quoted shall be exclusive of GST.

9. The Applicant/Tenderer is required to quote strictly as per the terms and conditions,

specifications, standards given in the tender documents and not to stipulate any deviations.

10. Set of Tender Documents :

The following documents will constitute as a Technical Bid:

a. Notice Inviting Tender

b. Instruction to Applicants/Tenderers.

c. Scope of Services to be offered

d. Brief Method /Stage of payment

e. Forms/ Annexure

11. List of the documents to be submitted in hard copy along with Technical Bid:

a) Affidavit (in original) for correctness of Documents / Information.

b) Letter of Acceptance of Tender Conditions.

c) Certificate of Charted Accountant towards Turn Over (in Original) for last three financial

years.

d) Certificates from the Clients towards satisfactory completion of projects executed by the

Applicant/Tenderer which are in line with prequalification criteria.

e) Registration certificate from the council of Architects.

f) Copy of empanelment certificate from Bhubaneswar Development Authority.

The Financial/ Price Bid (to be enclosed in a separate cover)

The Applicant/Tenderers are advised to submit complete details along with their bids. The

Technical Bid evaluation will be done on the basis of the documents submitted. The information

should be submitted in the prescribed Proforma. Bids with incomplete / ambiguous information

will be rejected. The bid for the works shall remain open for acceptance for a period of 60 days

from the last date of submission of bid including the extension given, if any. In case any

Applicant/Tenderer withdraws the bid before the said period or issue of acceptance, whichever is

earlier, or makes any modification in the terms and conditions of the bid which are not acceptable

to the Bank then the Bank shall, without prejudice to any other right or remedy, be at liberty to

forfeit the said EMD as aforesaid.

12. Date of start of work shall be reckoned from 7th day after the issue of the work order by

the Bank.

13. The selected firm shall be required to execute an agreement with the Bank in the prescribed

proforma before start of the work.

14. The application cum tender document have to be submitted in a prescribed format in two cover

system viz. Technical and Price bid in two separate covers super scribed as ‘Technical Bid’

and ‘Price Bid’ along with other details etc. as laid down in the enclosed Annexures. Both the

above sealed covers one named as ‘Technical bid’ and the other ‘Price bid’ should be placed in

a third sealed cover super scribed with the legend "Application cum Tender for Selection of

Architect/Consultant for Repair/Renovation works of Bank’s Residential quarters at

Bhubaneswar” and dropped in the tender box kept for the purpose on or before 5.00pm on

11th March 2019.

15. The applications shall be addressed to “The Deputy General Manager (IMD), IDBI Bank Ltd,

Unit IX, Janpath, Bhubaneswar – 751022”

16. Applications cum tenders which do not fulfill all or any of the terms & conditions and/or

incomplete in any respect are liable to be rejected. The Bank shall not be responsible for the

fee quoted by Applicant/Tenderer, if any discrepancies, omission, ambiguities in the

Application cum tender format arises or any doubts/clarifications are brought to the notice of

the Bank after pre-bid meeting.

17. Decision of the Bank in regard to selection of the Architect shall be final and the Bank is not

bound to assign any reason thereof. The Bank also reserves the right to reject any or all the

applications/tenders without assigning any reason thereof.

separately to the shortlisted agencies.

The selected firm is required to open Savings or Current Account with IDBI Bank Ltd for

receiving payments from the Bank.

III. QUALIFICATION/ELIGIBILITY CRITERIA

1. The architect/consultant should have sound financial position (minimum turnover of Rs 50

lakh every year) reflected in their annual turnover during the last three previous financial

years ending March 31, 2018 (Copies of audited statements to be enclosed as proof for the

same)

2. The architect/consultant should have designed and executed successfully similar works

during last 3 years ending March 31, 2018 which should be either of the following:-

(a) Three similar completed works (at least one of them should be in Central Govt./Central

Autonomous Bodies/ Central Public Sector Undertaking/ Financial Institutions/Banks)

each costing not less than Rs.80 lakhs

(or)

(b) Two similar completed works costing not less than Rs.100 lakhs

(or)

(c) One similar completed work costing not less than Rs.160 lakhs

3. The architect/consultant should be empanelled with Bhubaneswar Development Authority

and should submit the copy of the certificate along with the bid.

Similar works include internal and external renovation of Buildings including electrical works.

IV. SCOPE OF SERVICES

1) Scope of work:

Based on the structural audit conducted on the Bank’s buildings, it is proposed to take up the

necessary repair and renovation works of the buildings. The consultant will be responsible for

detailed examination of the structure, preparation of detailed specifications along with the

estimates for the work in consultation with Bank’s Engineer, inviting tenders from suitable

agencies and supervision of the entire work. Briefly the work will involve external

plastering/structural repair works, replacement of plumbing lines, external painting, terrace

waterproofing, internal plastering of the common areas and external development works.

2) Time Schedule:

The detailed time schedule after issue of work order is as follows:

3) Professional Fee:

The fee is to be quoted as percentage of the total amount of work to be done. The fee quoted shall

be written in both words as well as in figures and the rates quoted shall be exclusive of GST.

Please note that no extra payment will be made above the quoted rate under any circumstance. In

case of any variation in quantity or value, the same will not be made as a subject matter for dispute

by the Bidder/ Tenderer.

The professional fee quoted shall be payable in the following phases on completion of works:

4) Submission of Tender:

The filled-in price bid of the tender shall be submitted to Deputy General Manager (IMD), IDBI

Bank Ltd, Ground floor, IDBI House, Unit IX, Janpath, Bhubaneswar – 751 022. Duly filled in

and completed tenders should be dropped only in the tender box placed on Ground floor of IDBI

Bank at Janpath on or before 5.00pm on 11th March 2019. The date of opening of Price bids of

the qualified architect/consultant firm will be intimated separately to the shortlisted

agencies.

5) Other Instructions:

i. All Consultants are advised to study the site conditions before quoting the rate. Bids submitted

by unauthorized agents and FAX/ email bids shall not be entertained/ considered.

ii. The Consultant should quote their rates strictly adhering to Terms and Conditions stipulated in

the Tender Document. Unsolicited correspondence after opening of the Tender shall not be

entertained. Conditional/ Deviational Tenders may be rejected without making any reference to the

Tenderers.

iii. The Bank shall award the work on lowest bid so received for the job.

iv. Rates should be filled in the Tender neatly and as far as possible, no correction shall be made.

The rates quoted should be written legibly in words and figures. If on check, differences are

observed between the rates given by the Structural Consultant in words and figures, the rate given

in words will be considered as the quoted rate.

v. Bank also reserves the right of super session of any of the conditions stipulated in the Tender

Document.

PROFORMA FOR SUBMISSION OF THE PRICE BID

We have understood the prequalification/selection criteria, scope of the services to be offered, the

terms and conditions for the appointment to be rendered by the Architect/Consultant firms

specified by IDBI BANK LTD in the Technical Bid as well from the standard agreement for the

captioned purpose and we will abide by the same in case our proposal is accepted.

Accordingly, we now quote total lump sum professional fee @___% (in figure and

___________________________________ in words) of the estimated project cost or actual

project cost whichever is lower plus GST at actual and as applicable for rendering Architectural

Services/consultancy services for the captioned project. We also agree that the above payment of

the fee will be released to us by the method as mentioned in technical bid at pre-determined

stages related to the progress of work based on the standard terms of IDBI Bank Ltd. in this

regard.

The brief scope of work includes

a) Preparation of specifications, estimates, Bill of Quantities, tender documents, drawings, etc. in

coordination with Bank’s engineer and based on the site requirements.

b) Supervision of work on day-to-day basis by engaging technically qualified personnel and

monitoring the quality of work at the site to ensure quality of work.

c) Joint measurements of works at the site with representative of the contractors in presence of

Bank’s Engineer and certifying contractors’ running bills/final bills

The rates quoted shall be exclusive of GST.
