2. BackgroundThe van body described in these specifications must be a commercial type, designed specifically for storage of non-refrigerated dry cargo and equipped for towing a tandem axle trailer with combination agricultural tractor and tow-type dual wing rotary mower weighing 12,000 lbs. ITD furnished truck chassis will be model year 2015.

Regular cab, conventional, four (4) x two (2) truck chassis equipped with single axle dual rear wheels, CA = 130", GVW Rating = 37,000 lbs., engine = three hundred (300) HP diesel, transmission = Allison 3000RDS with PTO provision.

3. TimelineQuotes Due (by 5:00 p.m. MT) Due Date: June 22, 2015

4. Specifications and Requirements The van body must meet or exceed the minimum specifications provided in Appendix A, and be the latest model of the manufacturer's current standard production, as offered to commercial trade (demonstration model will not be considered). Though they are not specifically covered herein, all parts necessary to provide a complete and efficient van body must be furnished with a unit of this type. All parts must conform in design, strength, quality of materials, and workmanship to current engineering practices and accepted standards of the industry.

Contractor furnishing the van body must be a manufacturer authorized dealer for the type of van body offered in response to this RFQ.

The van body must be completely assembled and adjusted when delivered to ITD’s delivery location identified in Section 6. All equipment, including standard and supplemental equipment, must be installed as per the manufacturer’s specifications, and the unit must be serviced and ready for continuous operation at the time of delivery.

Exemption certificates for all allowable excise taxes will be furnished by ITD’s Purchasing Agent or designee.

5. Scope of Work Contractor must have one (1) technician that is Automotive Service Excellence (ASE) certified to oversee and assist in the installation of the dry van body and all related components interfacing with the truck chassis’ electrical and switch systems. Technician certifications must be submitted with quotes. Assembly will be performed in a manner to promote ease of maintenance of the van body and accessories.

Welding – All joints and seams must be closed by full seam welding.

Electrical – All installed electrical cabling must be size to handle the loads of all electrical components. All cabling must be color coded and uninterrupted. All electrical cable terminal ends must be crimped, soldered to the cables, sealed with polyolefin heat shrink tubing or weather proof connectors and protected with dielectric grease. Scotch-Loc and/or crimp butt connectors are NOT acceptable for any electrical connection. All electrical cabling must be clamped and retained in place with stainless steel rubber-insulated, bolt-on clamps. The edges of all holes through which the electrical cabling must pass, must be protected with a grommet. All electrical cabling to the lamps must be stress relieved with six (6) in. of the lamp. It will be the Contractors responsibility to re-locate the factory installed vehicle truck chassis seven (7) way electrical trailer connector to the rear skirt.

Fasteners – All threaded fastener components (bolts, washers, and nuts), must be grade eight (8) composition. Two (2) bolt threads must extend through all nuts when fasteners are applied and properly tightened/torqued. Fasteners (bolts) must have grade identifier marks and a registered manufacturer’s logo. All bolts, washers, and nuts must be zinc plated.

Paint – Rear steel hitch plate, gussets, rear bumper, and all bare metal steel surfaces on the van body must be cleaned and painted the color black with a corrosion resistant finish. Finish must be smooth, shiny, and free of runs, overspray, weld spatter, and/or other defects.

Truck Chassis Alignment – Contractor will be required to perform a center thrust alignment on the completed truck unit after installation of the van body and all accessories prior to delivery (hauled or towed) to ITD. This is to ensure that the axles and wheels are set to the vehicle truck chassis manufacturer’s specifications, to improve drivability, and to prolong tire life. Any deficiencies found in the vehicle alignment, tire balance, tire-to-wheel mounting is to be corrected before delivery of completed van body to ITD. Wheel alignment is to be performed by a vendor normally engaged in performing tire repair and wheel alignment on van body trucks. Documentation stating the before and after alignment settings must be inserted in a clear plastic sheet protector and placed in the truck chassis cab of the completed truck unit at the time of delivery to ITD for final inspection.

6. DeliveryThe Contractor must deliver and unload the complete van body, FOB Destination, to the location below, within one hundred eighty (180) days ARO (after receipt of order), or as coordinated with ITD’s contact for delivery.

7. AcceptanceUpon receipt of the van body, ITD’s Highway Equipment Program Manager, or designee, will inspect it to ensure that it meets the minimum specifications included in the Contractor’s quote. If ITD determines that the unit is not in accordance with the specifications, the Contractor must pick-up, correct any discrepancies, and re-deliver to the ITD specified location at the Contractor’s expense. The timeframe for completion of corrective action must not exceed thirty (30) calendar days from receipt of written notification from ITD.

8. WarrantyThe warranty will be for one (1) year one hundred percent (100%) parts and labor on the entire unit, against defects in materials and workmanship. Warranty documentation must be submitted with the van body at the time of delivery.

9. Award Basis Award will be made to the responsive responsible vendor with the lowest Total Cost, as provided on Appendix C, Price Sheet.

10. ResponseEnter your pricing on Appendix C, Price Sheet, and fax, e-mail, mail [USPS], hand-deliver/courier, or submit your quote via IPRO (http://purchasing.idaho.gov/ipro.html) so that it is received at the location specified on Appendix E, Signature Page, and prior to the deadline established above.

12. Interior Liner – Plywood liner, full height, van body front 1/2 in. thick full, van body sides 3/8 in. thick.

13. Drain Trough – Full width of rear door opening to prevent water from coming over the rear door. Drain trough to be built-in, forward of the rear door frame, and designed to drain water to the sides of the van body.

14. Van Body Mounting – 1-5/8 in. thick wood cushion strips located between the van body longitudinal rails and truck chassis frame rails utilizing full mount U-bolts per manufacturer’s standard.

D. Lighting

1. Requirement – All lighting to be LED type. Sealed light & wiring system designed to meet all State of Idaho requirements and Federal Motor Vehicle Safety Standards (FMVSS-108).

2. Stop, Turn, and Taillights – Two (2) combination stop/turn/ light, six (6) in. oval, grommet mounted and installed in rear corner post with wire support to prevent electrical wiring from sagging.

3. Clearance Lights – One (1) each located in front van body corner caps. One (1) each located at the top of the side rails, one (1) each located at the top of the van body rear corners, and five (5) across van body top rear header.

4. License plate Lamp – One (1), rear frame mounted.

5. Interior Lighting – Van body interior is to be fully illuminated utilizing rope style lighting or equivalent. Lighting is to be arranged down the center of the van body suspended from the ceiling support roof bows. The rear most van body lighting is to be located forward of the rear roll-up door with the door in the open position. All interior lighting is to be controlled by a switch located in the van body rear interior, curb-side of the van body. Interior lighting to include an indicator switch mounted in truck chassis cab dash to alert operator when interior lights have accidentally been left on.

E. Accessories

1. Hitch Plate – Fabricated from high tensile strength steel, minimum 65,000 PSI, 1/2 in. thick plate for mounting pintle hook hitch and safety chain D-rings. Hitch plate to be gusseted and welded to rear of truck chassis frame.

a. Gussets – 1/2" in. thick plate steel formed to insert within the truck chassis frame rail.

b. Safety chain D-Rings – Two (2) D-50 size D rings to accept 1/2 in. safety chains. D-rings to be welded to the outside of the side gussets.

2. Pintle Hook - Premier Model 580J, 6-bolt mount pattern, 1-handed latch operation, secondary lock, tethered latch pin. Bottom of hook mounted twenty three (23) in. above ground.

a. A section of two (2) in. square receiver tube is to be mounted just below the pintle hook assembly.

3. Glad Hands – Contractor to relocate truck chassis manufacturer factory provided trailer brake glad-hands, with covers, and associated airlines to the rear hitch plate.

4. Rear Bumper – Fabricate ten (10) in. structural steel bumper with pooched step and anti-skid surface. Bumper to include four (4), four (4) in. structural steel uprights and two (2) serrated intermediate steps. Rear bumper to be installed to serve as the vehicles main rear under ride protection, meeting Department of Transportation (D.O.T.) requirements. Two (2) additional auxiliary steps are required to provide safe entry and exit of the van body for the ITD operators. Rear bumper and access steps to be approved by ITD’s Highway Equipment Program Manager or his designee.

5. Trailer Connector – The truck chassis’ manufacturer provides a complete trailer brake package including a 7-pin electrical trailer connector compatible with trailers that use combination stop/turn/taillights with the trailer ABS connection located on the center contact pin. The truck chassis manufacturer terminates the trailer connector at the rear of truck chassis frame. Contractor to relocate and re-install the trailer connector on the rear hitch plate, street side of the pintle hitch.

6. Trailer Ramp Connector - One (1) single pole, round, 12-VDC electrical connector to provide power to the ramps on ITD’s equipment trailer. Connector to be located on the rear hitch, street sides of the pintle hitch.

7. Underbody Tool Boxes

a. Front Tool Boxes –Two (2), 14-gauge steel tool boxes, twenty-four (24) in. high x twenty-four (24) in. deep x seventy-two (72) in. long equipped with double swing doors with stainless steel piano type hinge. Boxes to be located at front of van body. One (1) street side and one (1) curb side.

b. Intermediate Tool Boxes –Two (2), 14-gauge steel tool boxes, twenty-four (24) in. high X eighteen (18) in. deep x twenty-four (24) in. long equipped with single drop down type access door with stainless steel piano type hinge and stainless steel drop chains. Boxes to be located directly behind the front tool boxes and before the rear axle. One (1) street side and one (1) curb side.

8. Electrical Inverter – 1600 watt inverter package to include additional gel type deep cycle support battery to make a completed working unit.

a. Battery Box – Sized for deep cycle battery, group twenty-seven (27). Battery box located inside van body cargo area, street side, forward area corner.

b. Stationary Outlet Boxes – Two (2) each, 20 amp, 110V, G.F.C.I. (Ground Fault Circuit Interrupters) quad outlet electrical gang boxes. Gang boxes to be connected to the electrical inverter via electrical cables placed in conduit that has been approved for electrical wiring applications.

c. Mounting Location – Battery box, inverter, and electrical gang boxes to be located inside van body cargo area. Mounting locations to be approved by ITD’s Highway Equipment Program Manager or his designee.

c. Switch – Motors to be controlled by lighted, two (2) position off/on switch located in the truck chassis dash control panel. Contractor to supply and install switch. Switch and blower motor electrical circuit to include circuit protection.
