IDA Ireland positions Dundalk for major BioPharma investment
IDA Ireland is to seek advance planning permission from Louth County Council to facilitate the potential establishment of two major BioPharma facilities and related high quality office developments at the IDA Dundalk Science & Technology Park at Mullagharlin, Dundalk, Co. Louth.
Seeking advance planning permission is part of an IDA Ireland strategy to enable Ireland to enhance its competitiveness globally for inward investment. The strategy has been developed in recent years, in the face of growing international competition, to strategically position Ireland for high value inward investment projects.
Ireland’s key strengths in attracting inward investment have been our highly educated and flexible workforce, our enterprise friendly taxation and regulatory environment and the package of State assistance on offer. However, despite these incentives, there is intense international competition for mobile investment and many of the incentives that Ireland offers are now matched by competitor countries around the globe.
The 44 hectare IDA owned land bank at Mullagharlin, south of Dundalk, has been selected as an ideal location for the establishment of a world-class Science and Technology Park. This is due to its strategic location just off the M1, its position at the centre of the north-south economic corridor, its proximity to Dublin airport and major ports and its access to Dundalk Institute of Technology (DkIT) and a pool of over 80,000 students in the Universities and Institutes of Dublin and Belfast.
The BioPharma sector has provided thousands of high quality jobs, particularly for graduates contributing to the establishment of Ireland as a knowledge-led economy. In addition, the planning application for the Park at Mullagharlin will include proposals to develop office and support facilities suitable for science and technology businesses that will offer a range of employment opportunities and also contribute significantly to the local economy.
Over the following pages you will find further details on the proposal and information on the Science & Technology Park, as well as answers to some anticipated questions.
We hope that this is the beginning of a process that will in the future see the establishment of a major, high value, knowledge intensive investment locating in Dundalk.

The Park is being developed by IDA Ireland as one of Ireland’s strategic national business
site offerings. Substantial and major investment has been undertaken to provide world-
class infrastructure at the Park including installing the latest technologies in utilities
and services, an internal road network which is all set in a low impact parkland setting.
The Park is being developed to match and surpass the highest international design
standards in order to provide the northeast region with a world-class location for
attracting inward investment opportunities.

BioPharma manufacturing is still in its relative infancy in comparison to more traditional
pharmaceutical process techniques and it has only really come to the fore during the past 15 years.
A huge proportion of new drug therapies in development and production across the globe are now
being manufactured using next generation BioPharma processes.
What is BioPharma?Biopharmaceuticals are a key product sector within the
Pharmaceutical industry. They allow the production of
complex biologically active molecules to treat a wide
variety of conditions. In 2007, there were over 400
BioPharmaceutical products on the market in the USA
with a further 8,600 in clinical trials around the world.
The existing products currently treat over 200 diseases
and millions of patients worldwide.
Pharmaceutical companies have made significant
investments in BioPharmaceutical facilities within Ireland in
the last decade and IDA Ireland is committed to continuing
to facilitate the inward investment in this expanding sector
of the Pharmaceutical industry.
The production of BioPharmaceuticals is a lengthy process
and it can take several months to produce the final finished
and packaged product. The processes are carefully
controlled and operate in sealed systems located within
controlled environments in order to protect the purity of
the products, which are often injected directly into patients
bypassing all immunity systems. This contained production
ensures the absolute safety of the manufacturing processes.
Ireland’s Biotechnology industry is well
set for strong growth. Through IDA
Ireland, we continue to attract major
projects from leading BioPharma and
Biotechnology companies to Ireland.
Thirteen of the world’s top 15 Pharma
companies have established operations
in Ireland and the sector currently
employs over 4,000 people.
Ireland already has a strong BioPharma
manufacturing sector typified by
companies like Allergan, Centocor,
Bristol-Myers Squibb, Genzyme, Lilly,
Merck Sharp & Dohme, Pfizer,
Schering-Plough and Wyeth.
IDA Ireland believes that Ireland has
continuing and growing potential to
attract further investment from the
Biotechnology and BioPharma sectors.
Having in place a strategic planning
approval such as the one proposed for
Dundalk extends IDA Ireland’s ability
to market the region as a suitable
and welcoming location for potential
knowledge-led investment.

The Advance Planning Permission Strategy
The application for the IDA Dundalk Science &
Technology Park represents a continuation of a
defined strategy developed by IDA Ireland whereby
an advance planning application which anticipates
future client requirements is submitted to the local
planning authority.
The planned design of the Mullagharlin site is
based on the IDA’s extensive experience of the
establishment of similar facilities elsewhere in
Ireland and abroad. Accordingly the planning
application seeks a ten-year permission to develop
BioPharma manufacturing facilities designed to
facilitate the likely range of requirements of future
IDA clients.
While the advance planning permissions will allow
an investor to commence construction almost
immediately they will still require to apply and
obtain an Integrated Pollution Prevention Control
Licence (IPPCL) and Fire Safety Certificates before
any manufacturing can commence.
Ireland’s planning process is one of the most
stringent and transparent in the world. Our
planning process protects our environment and
ensures that only appropriate development is
permitted.
The purpose of the planning application is to prepare the site for future BioPharma, science
and technology based activity. Having planning permission in place will enhance a competitive
advantage to attract inward investment from the BioPharma manufacturing sector.
Modern technologically advanced industries
such as BioPharma manufacturing are
characterised by ever shortening product
lifecycles and rapid time to market is a key
component of competitive advantage. When
companies in this sector decide to add
capacity, a key-determining factor on the
location of the new investment is the speed
at which a facility can be established and
production brought on-stream.

The Dundalk Proposal
IDA Ireland has recently
completed substantial
infrastructural works to
provide the necessary
services to the Dundalk
Science & Technology Park,
which will enhance the Park
as a location for investment.
IDA Ireland has engaged the services of leading
international industrial facility engineers
Jacobs Engineering and an experienced consultancy
team to undertake the design of the proposed facilities
in the Science & Technology Park.
The design conforms to the best practice standards
being applied by leading edge BioPharma facilities
in the world today and could lead to the development
in Dundalk of a world-class centre of excellence in
BioPharma manufacturing.
The proposal seeks the creation of a world-class
Science & Technology Park at Mullagharlin. The Park
will be capable of accommodating both mid to large
size and mid to small size Biotechnology facilities;
depending on the needs of an investor, together with
ancillary office accommodation, all to be located in a
highly attractive and well landscaped campus and
parkland setting.

litre fermentation capacity;

approximately 5,000 square metres

square metres including a dispensary
and cold rooms;
A Laboratory and Administration
Building of approximately 15,000
square metres in size;
A Combined Utilities Building of
approximately 3,000 square metres;
A Bord Gáis Éireann natural gas
pipeline connection;
A tank farm and ancillary services
facility;
Associated office support buildings;
Parking for 500 cars to accommodate
total staff numbers of between 550 and
650.

Why Dundalk?Dundalk is ideally located for the
development of ‘knowledge-led’
investment for several reasons.
These include Government and
regional spatial economic policy
which has designated it a Gateway
town, the town’s long established
reputation for excellence in process
manufacturing, its central strategic
position on the north-south ‘economic
corridor’ and because of the well-
educated labour pool in the region.
The completion of the M1 and other road links from
Dublin to Belfast sees the town located adjacent to
a highly significant strategic transport corridor. The
upgraded Dublin to Belfast rail line has also further
enhanced the town’s position in this respect.
All of these developments significantly expand the
town’s natural catchment and increase speed of access
to airports and major sea transport links.
More importantly, however, the area is located within a
commuter region, which is home to many of the world’s
leading Biotechnology and BioPharma companies. This
means that there is also access to a pool of skilled and
experienced staff and a good supply of well-educated
graduates who will be required by knowledge intensive
investments of the nature proposed.

Dundalk 2020Coordinated by Sustainable Energy Ireland (SEI), the Dundalk 2020 project initially
focuses on developing a four square kilometre sustainable energy zone in the town.
The project goal, fully supported by IDA Ireland, is to demonstrate how all sectors
can collectively work to significantly reduce their impact on the environment through
a series of initiatives to improve sustainable energy practices across the country.
This aspiration is backed up by specific targets agreed for the sustainable energy
zone to be achieved by 2010, with the commitment to supply 20 per cent of heat and
electricity from renewable sources and improving energy efficiency in designated
buildings by 40 per cent.
IDA Ireland is fully committed to supporting the initiative and plans to include measures
to support energy efficiencies and sustainability at the IDA Dundalk Science &
Technology Park.

The EnvironmentWhen completed the Park will provide Dundalk with a centre of excellence showcased in-high quality
landscaped surrounds. The landscaping will result in an attractive low-impact parkland environment
with berms and water features including ponds attracting a varied range of wildlife. The perimeter of the
site will be planted heavily with mature native tress, plants and shrubs to result in an attractive visual
landscape for neighbours.
The Environmental Impact Statement
An Environmental Impact Statement (EIS) will
be prepared as part of the planning application
and will contain an analysis of the likely effects
of the development on the local environment
and mitigation measures to be in put in place to
minimise any potential impacts.
The EIS will also include a summary of the
project proposal in non-technical language.
Some of the proposed measures to protect the
environment include:
Archaeological A detailed archaeological survey has been
undertaken. A souterrain of importance has
been identified and it will be the subject of a
protection order, which means that it will be
preserved.
Flora & Fauna The site has been farmed in recent years
resulting in no significant impact on flora
and fauna in the area.
Landscape & Visual Impact A detailed landscape plan will be implemented
taking account of views around the site and
encouraging biodiversity through planting of native
shrubs and trees.
WildlifeWater features such as ponds will be set into the
site, which we hope will encourage a greater mix of
wildlife than presently exists.
TrafficThe site is serviced by its own direct access road
from the southern link road (N52) near the Xerox
facility. By having direct access to the site, traffic
impacts on local residents will be minimised.
NoiseMeasures mitigating against noise will be put in
place prior to any construction work commencing
to reduce impacts on neighbours. These measures
will include heavy tree planting and the setting of
berms to reduce noise emissions.
There will be no traffic impacts to local residents surrounding the Park from service or other vehicles, as
direct access is provided to the site. Access to the Science & Technology Park is via the new access road
which links directly to the N52 Southern Link Road at the roundabout to the west of Xerox Business Park.
Electricity
The planning application includes a proposal for the construction
of a new 110Kv sub-station to facilitate the future power needs of
the Park. Underground ducting exists in the recently completed
road infrastructure to allow for power to be distributed to the
Park.
Telecoms and IT
The IDA Dundalk Science & Technology Park is being developed
to take account of all IT and Telecom requirements. Provision
has been made within the new road infrastructure to facilitate a
number of different telecoms providers and to link the Park to the
Metropolitan Area Network (MAN).
Water Supply & Drainage
The Park is served by a recently installed twin 350mm diameter
trunk water mains. All developments within the Park will
provide for on-site attenuation in the form of attenuation ponds
/ lakes thus minimising the peak surface water run-off from the
Park.
Sewerage
A pumping station will be constructed on-site to enable the
Park to be served by the Dundalk Town Council Inner Relief
Road trunk sewer, which conveys sewage to the Coes Road
pumping station and on to the main municipal treatment works
at Soldiers Point.
As part of the continuing development of the
Park, essential business services are being made
available including infrastructure, electricity, gas,
water, drainage and fibre optic cabling for high
speed broadband access.
Utilities and Services
The design development of the Science &
Technology Park takes account of providing
services and related infrastructure such as water
supply, effluent treatment, surface water disposal,
electrical power, gas and communications required
for such landmark developments. The existence
of these services nearby allows these utilities to
readily facilitate this proposed development and will
minimise disruption in the vicinity of the Park.
Gas
Negotiations have taken place with Bord Gáis
to access the North-South Interconnector for
the provision of gas supply. An Above Ground
Installation (AGI) to be located within the Park
will reduce supply pressure from the trunk main
and this will provide sufficient gas supply to
service operations in the Park. The AGI will be
subject to a seperate planning application to
Louth County Council.

Planning ApplicationThe planning application will be accompanied by an Environmental Impact Statement
and will be subject to the statutory procedures and public notice requirements.
When lodged in mid-July, the planning application can be inspected or a copy purchased
for a fee at the offices of Louth County Council, County Hall, Millennium Centre, Dundalk,
Co. Louth, Monday to Friday from 9.00am to 4.00pm.

Questions Answered:Does IDA Ireland have a specific company in mind for Dundalk?
No. IDA Ireland is in constant contact with the world’s leading Pharmaceutical companies.
It is hoped that with an advance planning permission in place that one of these can be
enticed to commit to a significant investment in Dundalk.
Who are these companies?
There are a number of world leaders in the BioPharma field. It would be inappropriate
for IDA Ireland to mention any of them at this point lest this gives rise to any unwarranted
speculation as to the possible likely identity of any future occupant of the IDA Dundalk
Science & Technology Park.
Why is BioPharma manufacturing seen as being of such key importance?
BioPharma manufacturing is at the very forefront and leading edge activity of the global
Pharmaceutical industry. Locations, which boast major BioPharma campuses, tend to
be those which also play host to major clusters of other Biotechnology and Healthcare
companies. Furthermore, the BioPharma sector is highly knowledge intensive and this fits
perfectly with Ireland’s vision of its future as a knowledge-led economy.
Why is Dundalk such an ideal location for such an industry?
The requirements of the international BioPharma manufacturing industry include the
availability of a highly skilled workforce; a stable industrial and business environment;
access to key markets and suppliers through a sophisticated transport and logistics
infrastructure; proximity to leading third level education institutions; and the availability
of a suitable site with the right support infrastructure. Dundalk is in an excellent position
of being able to supply all of these and, with the establishment of the IDA Dundalk Science
& Technology Park, the region is now in a position to attract a world class BioPharma
facility to the area.
What happens if an IDA client company decides that it wishes to make changes
to the design of the facility? Is it too late to have an input at that stage?
Any changes to the design of the facilities envisaged in the IDA Ireland planning
application will require a further planning application to seek approval for any alteration or
amendments to the planning permission granted. This separate planning application will
be submitted to the local planning authority and be subject to the full planning process.
