More than 30 states have entered into a “Wildlife Violator Compact.” This means if your hunting, fishing or trapping license is revoked by any of the member states, all the remaining states will revoke the same license or privilege for the same time period. In addition, any nonresident who does not satisfy the requirements of an Idaho citation will have his/her hunting and fishing license revoked in their home state until those requirements are satisfied. To use this brochure:• Pick the species and area you want to hunt, then refer

to the section on that bird.

• Season and limit pages include maps of the three hunting areas of the state.

• For help in the process, try the online Hunt Planner at the Fish and Game website http://fi shandgame.idaho.gov.

Waterfowl hunting is split into three areas in Idaho. Area 1 includes the northern and eastern parts of the state. Area 2 is the southwest corner of the state. A third area has been added for light geese. Area 3 is that portion of the Upper Snake Region within Bingham County in Game Management Unit (GMU) 63 south of highway 20 and west of the west bank of the Snake River, and that portion of the Southeast Region within Bingham and Power counties in GMU’s 68 and 68A west of the west bank of the Snake River and American Falls Reservoir.

General seasons for waterfowl are set for these areas. Hunters should check to make sure which area includes the place they want to hunt. Ducks, Wilson’s snipe and American coot seasons and limits are on page 8; goose seasons, limits and areas are on pages 6 and 7, and waterfowl shooting hours are on pages 10-12.

Detailed rules and restrictions begin on page 18. License requirements and fees begin on page 23.

Special Youth Waterfowl Hunting Days

• Open to licensed hunters 10 to 15 years of age.

• Duck, goose, snipe, and coot hunting open for two days only, on September 24 and 25, 2011.

• Federal migratory game bird harvest information program validation – required.

• Federal migratory bird (duck) stamp – not required.

• Daily duck, goose, snipe, and coot bag limits: Same limits statewide that are in effect during regular seasons.

• At least one adult 18 years or older with a valid hunting license must accompany each youth hunting party into the fi eld at all times. Adults are not authorized to hunt.

• All other state rules and federal regulations pertaining to the taking of migratory game birds are in effect for this hunt.

What’s New?In 2011, the waterfowl season in Area 2 will open one week later than it has in recent years. This decision was based on public input we received from hunters in recent years as well as comments gathered online and at recent regional open house meetings. Hunters in Southwest Idaho told us they would like the opportunity to hunt later into January.This winter, Fish and Game is going to conduct a statewide survey that will help determine what waterfowl seasons in Idaho will look like over the next fi ve years. The concept of the survey is to ask waterfowl hunters in each region of the state what type of season they prefer (continuous vs. split; early vs. late). Look for it in the mail!

Reduced Fees Available to Nonresident Disabled VetsA new state law that took effect July 1 extends reduced license and tag fees to nonresident disabled American veterans participating in a hunt in association with a qualifi ed organization. See License page 27 for qualifi cation requirements.

Requirements for individual properties vary, so plan first. Respect for lands and landowners will help ensure the continued success of this program. Help yourself and your department keep hunting traditions alive in Idaho.

Purple loosestrife(Lythrum salicara)

Purple loosestrife is a semi-aquatic, hardy perennial that can grow over 8 feet tall. Stems are usually 4 sided and much branched, bearing opposite or whorled, 4-inch long, lance-shaped leaves. Crowded flower spikes develop at the stem tips in midsummer. Flowers are 1 inch in diameter with 5 to 7 reddish-purple, wrinkled petals that appear as if they have been crushed. A single plant may produce over 2.5 million tiny seeds per year.

What to do when you see this weed . . .• Do not pull it. You may spread this weed if you

pull it out of the water. A piece of this plant the size of a postage stamp can sprout and grow an infestation of weeds.

• Contact your local county weed superintendent listed under County Government in the phonebook or website at www.agri.idaho.gov/.

Be on the lookout for noxious weeds! Non-native invasive plants replace native vegetation, creating poor habitat for game birds and animals .

You can prevent the spread of this noxious weed.• Clean boat and trailer before entering and after leaving the

water.• Dispose of the weed by placing it into the nearest trash

receptacle.The six areas that you need to clean are shown in the drawing below..

SOfficial Shooting Hours for the 2011-2012 Waterfowl Season

Official shooting hours are from 1/2 hour before sunrise until sunset (Standard Time). Actual beginning and ending times are shown in the tables below and have been adjusted to actual shooting hours; no further adjustments are necessary.

Benewah, Bonner, Boundary, Clearwater, Kootenai, Latah, Lewis, Nez Perce and Shoshone counties and that portion of Idaho Co. north of the Salmon River (Pacific Time).

Ada, Adams, Boise, Canyon, Elmore, Gem, Owyhee, Payette, Valley and Washington counties and that portion of Idaho Co. south of the Salmon River (Mountain Time).

Blaine, Butte, Camas, Cassia, Custer, Gooding, Jerome, Lemhi, Lincoln, Minidoka and Twin Falls counties (Mountain Time).

Bannock, Bear Lake, Bingham, Bonneville, Caribou, Clark, Franklin, Fremont, Jefferson, Madison, Oneida, Power and Teton counties (Mountain Time).

Don’t Shoot! Swans are Protected!

Two species of swans are found in Idaho: tundra swans, smaller and more numerous; and trumpeter swans, the largest and one of the rarest waterfowl species in the world. Both are protected and cannot be hunted in Idaho.

These slow, low-fl ying birds are vulnerable to accidental and illegal shooting. Because they are larger with longer necks and adult birds are completely white, swans do not closely resemble any legal game bird. Trumpeters have a seven-foot wingspan and weigh 25 to 30 pounds. Snow geese and Ross’ geese are also white but are much smaller and have black wing tips. Young swans (cygnets), are a medium gray color with paler belly and wing linings, weigh 15 to 20 pounds, have wingspans of almost 7 feet and fl y with a slow, distinct wing beat.

Hunters Must Be Sure of Their Targets! Report all sightings of swans with neck collars to the nearest Fish and Game offi ce. (See Page 2)

General Rules and Information

Most of the waterfowl harvested in Idaho are produced in Canada. Southern Alberta is especially important for breeding waterfowl that come to Idaho during the hunting season. Idaho’s waterfowl season is set within a framework determined by the U.S. Fish and Wildlife Service in late July after meeting with all state fish and wildlife agencies.

Public open house meetings are conducted in all Fish and Game regions of the state. The time for comment is necessarily short, but hunters have an opportunity to be heard.

License Requirements: To hunt upland game birds, waterfowl, such as ducks, geese or brant, common snipe, mourning doves and sandhill cranes, small game, predators and unprotected species or to practice falconry in Idaho, all hunters must have in their possession an Idaho hunting license with the appropriate validations and stamps.

• Federal Migratory Bird Stamp, costs $15 from the Post Office. Receipt from Fish and Game offices and vendors costs $17.75, and signed in ink by the holder, effective from July 1 through June 30 of the following year. Required for any waterfowl hunter 16 or older.

• Federal Migratory Game Bird Harvest Information Program validation (federal HIP), costs $1.75 for residents, or $4.75 for nonresidents, effective from January 1 through December 31 of each year. Required for all waterfowl hunters.

Both are available online at: https://id.outdoorcentral.us/, and at any license vendor.

Information from the federal HIP allows migratory game bird managers to estimate more accurately the annual harvest of waterfowl, shorebirds (snipe, for example), and doves to gain a better understanding of bird populations.

The U.S. Fish and Wildlife Service and all state wildlife agencies are cooperating in this program to gather better harvest information on migratory game birds. Idaho joined the program in 1996.

Migratory Birds are birds protected by federal law as a result of treaties signed with other countries. Protected migratory birds are listed in Title 50 Code of Federal Regulations, Section. 10.13. This list includes almost all birds found in the United States with the exception of the house sparrow, feral pigeon (commonly called rock dove), European starling, Eurasian collared-dove, mute swan, and upland game birds (which are protected by state laws).

All migratory birds are protected. However, a subset of migratory birds classified as migratory game birds may be hunted in accordance with State and Federal regulations. The list of migratory game birds includes species of ducks, geese (including brant), swans, doves and pigeons, cranes, rails, coots, gallinules and moorhens, woodcock and snipe, if there is an open season.

Stamps and ValidationsNo person shall hunt mourning doves, sandhill cranes, ducks, geese, brant, coots or common snipe anywhere within the state of Idaho without having in possession the appropriate hunting license that has been validated for the Federal Migratory Game Bird Harvest Information Program (Federal HIP). The validation cost is $1.75 for residents and $4.75 for nonresidents, and is available at any license vendor. This validation is in effect from January 1 through December 31 of each year.

The U.S. Fish and Wildlife Service and all state wildlife agencies are cooperating in this program, which began in 1992, to gather better harvest information on migratory game birds. Idaho joined the program in 1996. The Federal HIP will allow migratory game bird managers to more accurately estimate the

Nontoxic Shot: Nontoxic shot is required for all waterfowl hunting in Idaho. Hunters may have in their possession only nontoxic shot approved by the U.S. Fish and Wildlife Service that is 0.20 inches in diameter (T size) or smaller. Federal RegulationsIn addition to state rules, the following federal regulations apply to the taking, possessing, shipping, transporting, or storing of migratory game birds. This information is only a summary of the major federal regulations which are found in Title 50, Code of Federal Regulations, Part 20, and which are available at http://www.access.gpo.gov/nara/cfr/waisidx_08/50cfr20_08.html. Violation of federal regulations is also a violation of state law.

It is against the law to take migratory game birds:

• With a trap, snare, net, rifle, pistol, swivel gun, shotgun larger than a 10 gauge, punt gun, battery gun, machine gun, fishhook, poison, drug, explosive, or stupefying substance.

• With any shotgun capable of holding more than three shells unless it is plugged with a one-piece filler which is incapable of removal without disassembling the gun.

• From a sink box (a low floating device having a depression affording the hunter a means of concealment beneath the surface of the water).

• From or with the aid or use of a car or other motor-driven land conveyance, or any aircraft, except that paraplegics and single or double amputees of the legs may take from any stationary motor vehicle or stationary motor-driven land conveyance (Also see: “It Is Unlawful” section on page 20). “Paraplegic” means an individual inflicted with paralysis of the lower half of the body with involvement of both legs.

• By use or aid of live birds as decoys.

• From or by means of any motorboat or sailboat unless the motor has been completely shut off and/or the sail furled, and its progress therefrom has ceased.

• Using records or tapes of migratory bird calls, or sounds, or electronically amplified imitations of bird calls.

• By driving, rallying, or chasing birds with any motorized conveyance or any sailboat to put them in the range of the hunters.

• By the aid of baiting (placing feed such as corn, wheat, salt, or other feed to constitute a lure or enticement), or on or over any baited areas. Hunters should be aware that a baited area is considered to be baited for 10 days after removal of the bait, and it is not necessary for the hunter to know an area is baited to be in violation.

• During the closed season.

• Outside legal shooting hours (pages 10-12).

Wanton Waste:No person shall kill or cripple any migratory game bird without making a reasonable effort to retrieve the bird, and retain it in his actual custody, at the place where taken or between that place and either (a) his automobile or principal means of land transportation; or (b) his personal abode or temporary or transient place of lodging; or (c) a migratory bird preservation facility; or (d) a post office; or (e) a common carrier facility.

Federal Limits:Daily Bag Limit: No person shall take in any one day more than one daily bag limit.

No person shall possess while in the field, have in custody, or transport more than one daily bag limit between the place where taken and either:

• His/her automobile or principle means of land transportation.

• His/her personal abode or temporary place of lodging.

• A migratory bird preservation facility.

• A post office.

• A common carrier facility.

Other Possession:• No person shall possess more than one daily limit on the

opening day of the season.

• No person shall possess more than the possession limit even when such birds are stored at home or are being processed at a commercial preservation facility.

• No person including commercial facilities shall possess migratory birds of another unless such birds are tagged by the taker with the total number of birds and species, date killed, and signed by the taker.

Tagging:No person shall give, put or leave any migratory game birds at any place or in the custody of another person unless the birds are tagged by the hunter with the following information: (a) the hunter’s signature, (b) the hunter’s address, (c) the total number of birds involved, by species, and (d) the dates such birds were killed. Tagging is required if the birds are being transported by another person for the hunter, or if the birds have been left for cleaning, storage (including temporary storage), shipment, or taxidermy services (see proxy statement on page 13).

Termination of Possession: The possession of birds taken by any hunter shall be deemed to have ceased when such birds have been delivered by him to:

• Another person as a gift when accompanied by a proxy statement.

• A post office, or a common carrier, or a migratory bird preservation facility, and consigned for transport by the Postal Service or a common carrier to some person other than the hunter.

(Note: Migratory birds left in processing or storage facilities, home freezers, etc., are part of a hunter’s “possession limit” until conditions above are met. Birds must be given or assigned to someone other than the taker in order to end or terminate possession.)

Species Identification:No person shall transport within the United States any migratory game birds, except doves and band-tailed pigeons, unless the head or one fully feathered wing remains attached to each such bird at all times while being transported from the place where taken until they have arrived at the personal abode of the possessor or a migratory bird preservation facility.

Shipment:No person shall ship migratory game birds unless the package is marked on the outside with: (a) the name and address of the person sending the birds, (b) the name and address of the person to whom the birds are being sent, and (c) the number of birds, by species, contained in the package.

Importation: For information regarding the importation of migratory birds killed in another country, hunters should consult 50 CFR 20.61 through 20.66.

Other Regulations:National Wildlife Refuges: More restrictive regulations may apply to National Wildlife Refuges. Hunters should check refuge regulations before hunting.

Indian-owned Reservation Lands: Federal law prohibits unauthorized trespass on Indian-owned reservation lands for hunting, fishing, or trapping purposes (18 US 1165).

• To enter private land to hunt, fi sh or trap without permission if the land is either cultivated or posted with legible “No Trespassing” signs. Proper posting means either signs, 100 square inches of fl uorescent orange paint or an entire fl uorescent orange metal fence post every 600 feet around the property and at reasonable access points

• To fail to stop and report at any Fish and Game check station – with or without game or fi sh – encountered on your route of travel, even if your hunting, fi shing or trapping activity occurred outside the state of Idaho.

• To hunt on cultivated or posted private lands without permission.

• To hunt or take any wildlife without a valid hunting license on your person.

• To take any game without the proper tag or permit.

• To shoot from or across the traveled portion, shoulders, or embankments of any road maintained by any government entity.

• To hunt game from any motorized vehicle, except for holders of a valid handicapped persons Motor Vehicle Hunting Permit. See page 25.

• To operate any vehicle in an area designated as closed for that specifi c vehicle type.

• To use aircraft to locate game and communicate location to persons on the ground, or to use any helicopter to transport hunters, gear or game except at established landing fi elds.

• To fail to produce wildlife in possession for inspection upon request of a conservation offi cer or other person authorized to enforce Idaho Fish and Game laws.

• To transfer any license, tag or permit or use another’s license, tag or permit.

• To party hunt, or help fi ll another hunter’s bag.

• To acquire more controlled hunt permits or tags per species than that species’ bag limit.

• To destroy or disturb traps or remove any wildlife from traps belonging to others.

• To enter Idaho with livestock without a health certifi cate for transport and a brand inspection slip.

• To intentionally interfere with the lawful taking of wildlife or lawful predator control by another.

• To hunt any game animal or bird by means of baiting with grain, salt in any form (liquid or solid), or any other substance (not to include liquid scents) to constitute an attraction or enticement, with the exception of applicable rules for the black bear baiting permit.

• To possess or transport game or parts, including processed meat, taken by another person without having a proxy statement.

Areas Closed to Hunting of Migratory Game Birds:

• Any part of federal refuges, state game preserves, state wildlife management areas, bird preserves, bird refuges, and bird sanctuaries closed to bird hunting by legislative or Commission action including:

• The part of Ada County within Veterans Memorial Park and the area between State Highway 21, Warm Springs Avenue and the Boise city limits.

• Springfi eld Bird Preserve in Bingham County.

• Craters of the Moon National Monument in Blaine and Butte counties administered by the National Park Service.

• Fort Boise Wildlife Management Area in Canyon County from September 15 through the end of waterfowl hunting season in the area within the

• Fort Hall Indian Reservation in Bingham, Bannock and Power counties within 300 yards each way of the Fort Hall Bluffs from Bigbend Boat Launch to the west boundary of the Fort Hall Indian Reservation, and within 100 yards of any improved roadway or inhabited dwelling any place within the reservation boundary.

• Hagerman Fossil Beds National Monument in Twin Falls County, except within an area 50 feet above the high water level of the Snake River – the upslope area is marked by yellow fiberglass markers, and hunting is permitted downslope to the river.

• Hagerman Wildlife Management Area in Gooding County in the area within the boundary beginning 200 yards west of the point at which U.S. Highway 30 crosses the south bank of Gridley Island, then northwest along a line 200 yards southwest of and parallel to U.S. Highway 30 to a point 200 yards west of the junction of U.S. Highway 30 and the wildlife management area entrance, then west and north and east along a line 200 yards outside of the wildlife management area boundary, which is marked by a fence, to the point at which the fence meets U.S. Highway 30, then east and south along a line 500 yards outside of the wildlife management area boundary to the Snake River, then downstream along the north bank of the Snake River and then along the south bank of Gridley Island to the point where U.S. Highway 30 crosses the south bank of Gridley Island, then 200 yards west of U.S. Highway 30 to the point of beginning. • Harriman State Park Wildlife Refuge in Fremont County.

• Hubbard Reservoir in Ada County, including the shoreline area within 200 yards of the existing water line.

• Idaho National Laboratory in Bingham, Bonneville, Butte, Clark, and Jefferson counties.

• Lewiston Preserve in Nez Perce County which includes the area along the Clearwater River from the Lewiston city limits upstream to Spalding railroad bridge, between Highway 95/12 on the north side and the Camas Prairie railroad on the south side.

• Manns Lake in Nez Perce County and extending 300 yards beyond the Bureau of Reclamation property line that encompasses the lake.

• Mormon Reservoir in Camas County including the shoreline area within 200 yards of the ordinary high water line.

• Nez Perce National Historical Park in Clearwater, Idaho, and Nez Perce counties.

• Roswell Marsh Wildlife Habitat Area in Canyon County on Sundays, Mondays, Tuesdays and Wednesdays from September 15 through the end of the waterfowl hunting season in the area enclosed by the following boundary: Beginning at the entrance to the habitat area parking lot on the south side of State Highway 18 (about two miles west of the town of Roswell), then west and south along the habitat area boundary fence to the southwest corner of the habitat area, then east along the habitat area boundary fence to the southeast corner of the habitat area (about 10 feet east of East Alkali Drain), then north, generally northeast and east along the habitat area boundary fence to Pebble Lane, then north along Pebble Lane to State Highway 18, then west along State Highway 18 to the entrance to the habitat area parking lot, the point of beginning.

• Spokane River in Kootenai County from the Post Falls Dam to Lake Coeur d’Alene at the orange pilings, within 200 yards of the ordinary high water line (2,128 feet above sea level).

• Thompson Lake in Kootenai County in the area enclosed by the following center-of-roadway boundary: Beginning at the junction of State Highway 97 and Thompson Lake Road 317 north of the town of Harrison, then along Thompson Lake Road 317 to the junction of Blue Lake Road 318 east of Thompson Lake, then along Blue Lake Road 318 to the junction of Anderson Lake Road 319 at Springston, then along Anderson Lake Road 319 to the bicycle trail on the former Union Pacific Railroad tracks, then west along the bicycle trail on the former Union Pacific Railroad tracks to the junction of State Highway 97 west of Harrison, then along State Highway 97 to the point of beginning.

Salmon Dam diversion canal) to the Gridley Bridge on U.S. Highway 30, the point of beginning.

• Minidoka and Cassia counties in the area enclosed by the following boundary: Within 200 yards of the high water line of the Snake River from Milner Dam upstream to Meridian Road (north side of the Snake River) and 650 East Road (south side of the Snake River), approximately six and one-half miles east of the city of Burley.

The David Thompson Preserve in Bonner County is open to migratory game bird hunting.

Activities on Fish and Game LandsSome of the activities prohibited on all lands, waters and roads under control or administration of Idaho Fish and Game include:

• Entering, using or occupying lands or waters posted against such entry, use, or occupancy.

• Constructing blinds, pits, platforms, or tree stands where the soil is disturbed, trees are cut or altered, and artificial fasteners, such as wire, rope, or nails are used. All blinds shall be available to the public on a “first-come, first-served” basis.

• Leaving decoys unattended. Decoys may not be placed earlier than two hours before official shooting hours for waterfowl. All decoys must be picked up and removed from the hunting site no later than two hours after official shooting hours for waterfowl for that particular day. Driving on Fish and Game property to place decoys is prohibited.

• Special rules relating to uses of and activities on wildlife management areas are detailed in a brochure titled “Public Use of Department Lands and Access Areas,” available from Fish and Game regional offices.

State Park RulesCertain types of hunting are allowed on some state parks. Please contact the state park you are interested in visiting to determine hunting opportunity.

Protection of Wildlife: All molesting, injuring or killing of any wild creature is strictly prohibited, except as provided by action of the Idaho State Parks and Recreation Board and as established in board policy. Persons in possession of wildlife, which may be legally taken within state park boundaries, must comply with Idaho Fish and Game rules.

Personal Safety: No person may purposefully or negligently endanger the life of any person or creature within any land administered by the Department of Parks and Recreation. No person may discharge firearms or any other projectile firing devices within any lands administered by the Department of Parks and Recreation, except in the lawful defense of person, persons or property or in the course of lawful hunting, or for exhibition or at designated ranges as authorized by the Director of the Department of Parks and Recreation.

Purchasing Licenses and Permits To Buy a License, Tag or Permit:

• In person, go to any Idaho Fish and Game office or license vendor throughout the state.

• By credit card, within the United States call 1-800-554-8685. Outside the U.S., use the Internet or mail. A service fee of 3% plus $5.50 of the total sale is added for this transaction.

• On the Internet, go online to http://fishandgame.idaho.gov. A service fee of 3% plus $3.50 of the total sale is added for this transaction.

• Commercial licenses, duplicate tags, documents that require proof of disability, lifetime licenses, and bear baiting permits may be purchased only at Fish and Game offices.

When buying licenses by telephone, the buyer, on request, will be assigned a validation number that may be used in lieu of the actual license for 14 days from the date of issue. When this number is used, the person must carry their driver’s license or identification card. A validation number may not be used in lieu of a tag. Purchasers must wait until tags or permits arrive.

Any license, tag or permit that is defaced or altered is invalid from the date and time of issue. It is unlawful to use or attempt to use any license that has been defaced or altered.

Sale Dates: Licenses and tags go on sale December 1 of each year. All licenses are valid only for the calendar year for which they are issued.

Hunter and Bowhunter Education• To buy a hunting license, all hunters must show proof

that they have completed a hunter education course if they were born on or after January 1, 1975, unless they have held a hunting license from Idaho or another state.

• To buy an archery permit, all bowhunters must show proof they have completed an approved bowhunter education course or show evidence of having been licensed for an archery-only hunt in Idaho or another state, or complete an affidavit to that effect.

• The Hunter Education Course includes 15-17 class hours plus a two- to four-hour range and live-fire exercise. The curriculum includes training in firearms safety, basic archery safety, hunting ethics, wildlife management, conservation, survival, regulations and a final written exam.

• The Bowhunter Education Course averages 12 class hours plus a field exercise. Subjects include bowhunting equipment, techniques, safety, shot placement, ethics, treestand safety, outdoor preparedness and the state final exam.

• Independent study courses include a workbook option and two Internet-based course options for hunter

education and an internet-based course for bowhunter education as alternatives to the traditional classroom courses for students 10 years or older. There is a small additional cost for the Internet courses that is paid directly to the course provider. All independent study courses require the successful completion of an additional six- to seven-hour scheduled field day. Course and registration information can be found on the Hunter Education Program page of the Idaho Fish and Game website at http://fishandgame.idaho.gov/cms/education/hunter_ed/ or obtained from a regional Fish and Game office. It is highly recommended that individuals planning to participate in fall hunts register for a course early in the year and before June 30 . Hunter education and bowhunter education classes are taught by volunteer instructors who, like other hunters, want to be afield early in the hunting season. The number of classes and independent study course field days available becomes very limited because of a decrease in instructor availability close to and during the hunting season . Your Social Security Number is Safe: The 1998 Idaho Legislature required that all applicants for licenses issued by the state, including hunting or fishing licenses, tags and permits, must give their Social Security number for a license or permit to be issued. The Idaho Privacy Law protects your Social Security number. It is considered confidential, will not be printed on your license and will not be given to any private person or organization.

Residency Requirements Residents and Nonresidents: To buy hunting and fishing licenses with a VISA or MasterCard, call 1-800-55HUNT5, or go to the Fish and Game website at http://fishandgame.idaho.gov, 24 hours a day. Residents must have an Idaho driver’s license to verify residency. The information must be read exactly as it appears on the license. Most licenses will be valid for use immediately. Some tags and permits are also available from these sources. The charge for processing phone-in applications is 3 percent of the transaction plus $5.50; the charge for Internet applications is 3 percent of the transaction plus $3.50. Call 208-334-3700 for more information.

Resident:Proof of residency is required to buy any resident license. A resident is anyone who has lived in Idaho with the intent of making it their permanent residence, for at least six months immediately preceding the date of application for any license, tag or permit. A senior resident is anyone over 65 who has lived in the state at least five years immediately preceding the date of application for a senior license or tag.

A driver must prove residency with a valid Idaho driver’s license. Nondrivers may use other suitable proof of residency, such as an Idaho Identification Card issued by the Department of Transportation, or two documents bearing his or her name and address, not issued by himself or herself, such as rent receipts or mortgage statements for the previous six months, home utility bills for the previous six months, a notarized statement from an employer on business letterhead, or proof of voter registration dated six months prior, or in the case of a

child under 18, identification from a parent. A previous year’s hunting, fishing or trapping license is not proof of residency.

A member of the military of the United States or of a foreign country, or a member of the Idaho National or Air National Guard, together with spouse and children under 18 residing in his or her household, on active duty and permanently stationed in Idaho for 30 days preceding application shall be eligible to buy a resident license, as long as such assignment continues.

Idaho residents, who are in the U.S. military and maintain Idaho as their official state of residence, together with spouse and children under 18 residing in his or her household, shall be eligible to buy a resident license. The service person himself or herself is eligible to buy a furlough license from any vendor while on leave. Other permits and validations must be attached as required.

Nonresident:You are considered a nonresident if you:

• File income taxes as a resident in another state.

• File a homeowner’s exemption in another state.

• Have a driver’s license in another state.

• Register to vote in another state.

Owning real property or paying property taxes within the state of Idaho is not a qualification for residency. No one can claim Idaho resident privileges while claiming resident privileges in another state, except military personnel.

sResident Disabled LicensesAnyone certified as eligible for federal supplemental income (SSI), social security disability income (SSDI), railroad retirement board disability, a nonservice-connected veteran’s pension, or a service connected veteran’s disability benefit with 40 percent or more disability, may qualify for a “disabled” license. Bring current year documentation when applying. Disabled licenses may be purchased at Fish and Game offices, selected license vendors (see website for list), and through the mail.

Resident Lifetime License CertificatesRegardless of your age, purchase of a lifetime license could be the best investment you ever make. Lifetime combination hunting and fishing licenses authorize all privileges associated with a corresponding annual license. These licenses are valid for the lifetime of the license holder and are available to all Idaho residents. If a lifetime certificate holder moves out of Idaho, they will continue to receive an annual license, but they will have to pay nonresident tag and permit fees.The lifetime certificate does not include tags and permits. Lifetime certificates can be purchased at Idaho Fish and Game headquarters and regional offices only.

To qualify for reduced license and tag fees, nonresident disabled veterans must meet the defi nition and provide documentation listed below to an Idaho Fish and Game offi ce in person or by mail to: License Supervisor, P.O. Box 25, Boise, ID 83707.• A letter from the Veterans Affairs offi ce verifying a

service-connected disability rating of 40 percent or more. The letter can bear any date prior to license application.

• A current letter from a qualifi ed organization documenting that the license applicant is participating in a hunt in association with the organization.

• Documentation that the organization is a nonprofi t under section 501(c)(3) of the Internal Revenue Code and qualifi ed to offer opportunities, experiences and assistance to disabled veterans, or the qualifi ed organization is a government agency with a mission to offer opportunities, experiences, and assistance to disabled veterans

Nonresident disabled veterans meeting these conditions may be eligible for reduced fees, which are: a hunting license $5; deer tag $10.75; elk tag $16.50; bear tag $6.75; and turkey tag $10.75.

1 The sportsman’s package includes hunting and fi shing licenses, and deer, elk, turkey, bear and mountain lion tags, and archery, muzzleloader, salmon, and steelhead permits.2 Available only at Idaho Fish and Game offi ces.3Disability must be certifi ed by a medical doctor on a Fish and Game form.4 Must have a senior combination license, a Junior combination or hunting license, or a DAV combination license.5 Must have a senior combination license, a Junior combination or hunting license, or a DAV combination license, or a Youth Small Game hunting license.6 Anyone hunting with this license must be accompanied in the fi eld by an adult license holder close enough to be within normal conversation or hearing range without shouting or the aid of electronic devices.7 Must have a Junior Mentored hunting license. The accompanying adult must have a tag(s) for the same species, valid in the same area(s). The junior mentored deer tags are not valid for bear or mountain lion. Price not valid for leftover nonresident, general season deer or elk tags purchased as second tags.8 Must have a Junior Mentored hunting license or a Youth Small Game hunting license.

Note: Nonresident lifetime license holders must buy tags at Fish and Game offi ces if nonresident deer and elk tags are sold out.

Super HuntThe fi rst Super Hunt ticket for each species costs $6; each additional ticket for that species purchased at the same time costs $4. The fi rst Super Hunt Combo ticket costs $20; each additional ticket purchased at the same time costs $16.
