Position Location: Kununurra Administration Office (20 Coolibah Drive, Kununurra)

Supervises: Nil

Internal Liaison: All Shire staff

External Liaison: Community

Contractors, Subcontractors and other stakeholders.

Residents, Ratepayers and General Public

Extent of Authority: Works within the confines of standards and procedures under the supervision of the Manager ICT and Records.

Position Objective

Reporting to the Manager ICT and Records, this position is primarily responsible for the delivery of Level 1 and Level 2 support services to Shire staff across all aspects of Information and Communication Technology (ICT).

Key Responsibilities

The ICT Officer is primarily responsible for:

Ensuring that the Shire’s ICT infrastructure is accessible, secure and performs

optimally;

Assisting in the delivery of projects designed to improve services at the Shire;

Championing and assisting stakeholders within the organisation with identifying

opportunities and innovations in new and/ or existing software and hardware that may

enhance the competencies, efficiencies, and productivity of staff;

Coordinating resources to provide instruction and training furthering the organisations’

development in the use of ICT systems as required;

Developing and implementing systems that provide both direct and indirect value to

the community as a whole underpinned by the Shire’s investment in ICT systems and

services;

Contributing to organisational growth by implementing and recommending

improvements to systems and processes;

Maintaining effective security measures in relation to computer systems and access

to corporate data;

Facilitating system upgrades as directed;

Ensuring procedures are followed and adequate documentation is maintained as

directed;

Ensuring that software licenses are adequately maintained;

Ensuring that the ICT asset register is adequately maintained;

Ensuring that Domain Name Registrations and SSL certificates are maintained;

Rolling out and maintenance of the Shires fleet of ICT assets, inclusive of PC’s, Desk

and Mobile Phones, Printers, scanners, Audio/Visual peripherals, and Software

Applications/Suites;

Assisting in the development of corporate business plans and project business cases;

Developing and contributing to core ICT initiatives, such as major infrastructure

projects, and the implementation of contemporary mobile computing solutions;

Liaising with suppliers and contractors to achieve desired results in the delivery of

services;

Promptly attending to customer enquiries in a courteous and effective manner using

appropriate and reasonable time management techniques that satisfy the outcomes

of the organisation as a whole;

Ensuring compliance with the State Records Act 2000 by making sure corporate

documents are recorded in the Shire’s Record Management System;

Fulfilling duty of care requirements at all times as legislated by taking reasonable care

for their own health and safety and that of others who may be affected by their acts or

omissions; and

Any other duties as directed by the Manager ICT and Records and/or line

management within known skills, knowledge and capabilities.

Selection Criteria – Skills, Knowledge, Attributes and Experience

Essential:

Effective interpersonal, communication, presentation and facilitation skills across a

wide variety of customers and stakeholders;

Experience in delivering enterprise wide, business critical projects using structured

methodologies;

Ability to manage multiple tasks effectively with a high degree of flexibility within a

changing workplace environment;

Ability to deliver structured individual and group based training in various aspects of

ICT;

Proven ability in working with enterprise level ICT server and networking infrastructure

and supporting corporate telephone systems, preferably IP based systems;

Proven ability in the identification, troubleshooting and resolution of hardware and

software issues;

Familiarity with standard ICT industry best practices, with emphasis on change control

and contemporary network security methodologies;

Ability to travel between town sites within the Shire boundaries; and

Ability to work outside of normal business hours on those occasions required by the

demands of the position.

Desirable:

Previous experience in Local Government;

Knowledge of specialist Local Government software (i.e. SynergySoft);

In depth practical knowledge of Microsoft SQL Server; and

Familiarity with ITIL or similar methodologies.

Selection Criteria – Qualifications

Essential:

Tertiary qualification/s in information technology related field (minimum Certificate III)

and/or equivalent information technology industry experience; and

Current unrestricted WA “C” Class Driver’s Licence.

Desirable:

Qualification / Certification in Project Management.
