Today, despite increased information demand from consumers and food chain players alike, Europe's food businesses andfarmers are slow at adopting digital technologies. This is due in part to the inherent complexities of relevant products andprocesses, and in part to the dynamically changing open network organisation of the food sector with its multitude ofSMEs, its cultural diversity, its differences in expectations and in the ability to serve transparency needs. The agri-foodsector needs to take more advantage of the potential of digital technologies. Relevant technologies may include Internetof Things, Artificial Intelligence, Big Data technologies, remote and localised sensing. This sub-topic will engage the agri-food community in supporting the development of solutions to remove the barriers to adoption of digital technologies,taking a multi-actor approach across different supply chains (conventional and organic) from farm to fork. These solutionswill be targeted to supporting third party development of a variety of digital technologies which can take advantage of,integrate with, and complement the standardisation efforts and platform developments in other Horizon 2020, EuropeanStructural and Investment Funds (ESIF) and regionally/nationally-funded projects. In addition, this sub-topic will supportthe development of new data-driven ICT platforms and solutions which derive value for multiple actors from the datacollected throughout the food chain, thereby enabling new business models which will increase the affordability andadoption of such solutions, reduce the environmental footprint, increase system resilience, and empower consumers.Interregional and international cooperation will be encouraged and complementarity with other ERA-NETs will beensured throughout the project development stages by means of active collaboration and communication. SFS-31-2019: ERANETs in agri-foodSpecific Challenge: The agri-food sector is subject to multiple external pressures, such as rising demand for food, competition for land and other natural resources with other biomass uses, globalisation, threats from animal or plant diseases, environmental changes and public health considerations. This implies the need to become more efficient and sustainable; improve its impact on consumer health; take advantage of new technological developments; and become more transparent and responsive to consumer demands, within a food-system approach.Scope: Proposals should address one or more of the following sub-topics (A) to (C) and should clearly indicate to which one they refer.

• Improve coordination between national and EU funding and ensure better use of resources in the priority research areas above [A, B, C];

• Reduce the environmental footprint of the sector by reducing inputs and waste [A, B].

• Realise the potential of ICT and digital technologies to share data throughout the food value chain, thereby driving greater sustainability, offering new business models and helping to empower consumers to make smarter, more sustainable, healthier and more personal food and dietary choices, taking into account data regarding environmentalimpact, origin, nutrition, safety, integrity, etc., underpinned by the concept of transparency[A];

• Integrate effectively with major digital platforms from food actors, ICT solution providers and consumers [A];

• ERA-NET COFUND has the central and compulsory element of implementing one substantial joint call with EC top-up funding (cofunded call). In addition to the 1 cofunded call the ERA-NET must also implement additional joint activities (other joint calls, events etc.) which are fixed in the grant agreement.

• Some third countries (high-income countries) can participate but their commitments are not considered for calculating the EC contribution. Structural funds (ESIF) are also not eligible for EC top-up funding.

• Implementation costs of the cofounded call are NOT eligible. It is up to the consortium to agree on how to cover the implementation costs of the Cofunded call.

1. We have a target of €5.000.000 in total funding from the EC (top-up + Unit costs).

2. The EC top-up will be 33% of the national commitments for the cofounded call.

3. We can claim “Unit cost” to cover administration / coordination of Additional activities.

4. Which means:a. If the consortium contributes: €8.121.212,12 in national commitments.b. The EC will top-up with €4.000.000 (bringing the total call budget up to:

Financial issuesUse of EU top-up - common vs national pots

A large proportion of the EU funding will be used as top-up funding in the first joint call. This can be :

• Used in a common pot, aimed at filling possible funding gaps.

• Shared on a pro-rata basis topping-up the national pots.

• The consortium decides which proportion is likely to deliver the most convenient result (=max. number of funded proposals AND fixed return)

• The GA is a contract between the European Commission and beneficiaries. The coordinator signs in the name of the whole consortium & all partners sign ACCESSION FORM to GA.

• Non-EU partners (ex. NZ, US etc.) also need to sign the GA if they wish to participate in the activities and have some tasks allocated. However, the signature of GA may be complicated for these countries as they cannot accept the law under which conflicts are resolved (Brussels law).

• The rules of call implementation and evaluation are specified in the GA.

• The consortium agreements should be signed before the grant agreement. They cover issues that will or may arise during the project.

• The template for an ERA-NET Cofund Consortium Agreement can be found on www.eralearn.eu. It is based on the DESCA Model but adapted according to the ERANET Cofund needs.

• The consortium agreements covers (*Among other things):Governance structure (structure, procedures, decision taking).Financial provisions (Payments, budgeting, insufficient financial contribution of

the EC, Cost of Certificates of the Financial Statement).Call implementation (selection process, use of EU-Top-Up funding for

Approach and MethodologyWork Packages

Work Package 1: Management

Management of the ERA-Net will be coordinated by WP1. This Work Package will work to enhance cooperation with on-going research initiatives and infrastructures.

Work Package 2: Preparing and launching the calls

This Work Package will finalise and make call texts available and administer the call through a user friendly online submission tool.

Work Package 3: Evaluation and Selection of Proposals

WP3 will oversee the evaluation and selection of proposals in the co-funded call. All procedures will be supported and endorsed by a Call Steering Committee (CSC), comprised of one representative from each funding agency.

Work Package 4: Monitoring of Projects

Monitoring and evaluation of the projects will be conducted in close collaboration with the national funders (Governing Board). Key Performance Indicators (KPIs) will be developed and published alongside the launch of the first call.
