ICSCC Memo #5, June 2003 The Official Publication of the International Conference of Sports Car Clubs In this issue : President’s Message Race Announcements: Race #6 CSCC / Portland Aug 2/3 Race #7 IRDC / Seattle Aug 16/17 Points through Race #4 (June 7/8) Four down, eight to go. Already one third through our race sea- son, and it’s not even officially summer yet. Where the heck does the time go? By the time this Memo is out, it will already be time to start thinking about rule change proposals, and maybe giving some thought to giving some time back to ICSCC in the year 2004 by filling the Assistant Steward role, and yes, even the position of President. I know for a fact that both of those spots will be up for grabs next year. I’ve only made it to a couple of events, but will try and im- prove that record over the rest of the season. The E-Board was figuring lower race entries this year due to the economy, that just doesn’t seem to be holding true for the moment, as for the most part, entries are holding to last year’s totals. Either you are stretching those brake pads and tires to the limit of wear, or there must be plenty of Mac & Cheese dinners during the week to help supplement the race budget. Or maybe there are more of you that are independently wealthy than I had thought. On the other end, I see the Race Steward has been plenty busy with race penalty fines to help supplement the ICSCC budget. I certainly don’t mind any contributions you’d like to send my way, but I’d really rather prefer you had those funds available to go racing. Let’s just keep everything on the up and up, and you’ll find your wallet won’t be so light at year-end. While on this subject, per the ICSCC Rule Book, Section 10, letter D, in regard to an appeal by car #65, Group 5, from the Seattle May 18 th race. The Contest Board has voted to uphold the decision of the Race Steward, and decline the appeal. This driver was also not aware of the rule that requires you to remain at the track for a one hour time period after the comple- tion of your race. I’m betting most of you were also not up on this one. This time frame has to do with the ability for a driver to file a protest within ½ hour after the end of the race, and then for the Race Stewards the ability to obtain incident re- ports, interview witnesses, and talk to the drivers. If you’ve already blown town, that makes it even more difficult for the Stewards to do their job, which in turn holds up the approval of race results, until the Steward can make a decision. And you just thought the guys walking around with the radios at day’s end have nothing better to do. One more race in June, then you can all take a month’s vaca- tion. I’ll be on vacation in July, but the boss just won’t ap- prove a month’s worth. President’s Message

Race Announcements: Race #6 CSCC / Portland Aug 2/3 Race #7 IRDC / Seattle Aug 16/17

Points through Race #4 (June 7/8)

Four down, eight to go. Already one third through our race sea-son, and it’s not even officially summer yet.

I’ve only made it to a couple of events, but will try and im-prove that record over the rest of the season.

While on this subject, per the ICSCC Rule Book, Section 10, letter D, in regard to an appeal by car #65, Group 5, from the Seattle May 18th race. The Contest Board has voted to uphold the decision of the Race Steward, and decline the appeal.

This driver was also not aware of the rule that requires you to remain at the track for a one hour time period after the comple-tion of your race. I’m betting most of you were also not up on this one. This time frame has to do with the ability for a driver to file a protest within ½ hour after the end of the race, and then for the Race Stewards the ability to obtain incident re-ports, interview witnesses, and talk to the drivers. If you’ve already blown town, that makes it even more difficult for the Stewards to do their job, which in turn holds up the approval of race results, until the Steward can make a decision. And you

just thought the guys walking around with the radios at day’s end have nothing better to do.

One more race in June, then you can all take a month’s vaca-tion. I’ll be on vacation in July, but the boss just won’t ap-prove a month’s worth.

See you at the track -

Chris Bowl, ICSCC President

Races #3 and #4 are now in the books. I can’t tell you if the racing was good or not as Group 5 was the first out the gates and it took the rest of the afternoon and evening to work through the stack of turn reports. I heard it was good racing, though. I am going to leave the standard Steward yellow flag, blah, blah, rant for another day. Hopefully it won’t be needed. But…I would like to discuss the dreaded black flag. There are just too many of us that don’t remember or fully understand the meanings and uses of the black flag. An open black flag with your number displayed does not mean apply FIA rules and complete your next three laps at speed and then report to the hot pits. A closed/furled black pointed at you does not require you to stop mid-race unless you just can’t stop wondering what we do and why you’re out on the track. Read up on the flags, they are the best at-speed communication we have from our friends in white. Portland weather was terrific all weekend. Almost Thun-derhill type weather. I actually got to enjoy watching a bit of action. Large amounts of grease sweep was used to

clean up after the Club Fords, who seemed to have taken on responsibility for lubricating the asphalt during quali-fying and the race. They had a little help from an RS car that installed a new block inspection port at the S/F line. Black flags were missed by a surprisingly large number of Group 5 drivers during qualifying. Oh forgot, already been there….. There have been a couple of incidents of overnight car tampering. One of them was loosened suspension bolts. This is a very serious situation and a very serious penalty would be handed out to anyone who is caught in this act. The ROD fund is setting records with every event. Over $1300 total was donated to the ROD from the drivers at Seattle and Portland. These donations have gone a long way to offsetting the travel and lodging costs of our turn marshals. It is money well spent and for a good cause. Keep it up. Best Regards, Rick Delamare, ICSCC Race Steward
