    What is ICNDT?

ICNDT is an international not-for-profit organisation registered inVienna

Members are the national NDT Societies around 50 in total

Members elect a Chairman and Executive Committee to manageaffairs and a Policy and General Purposes Committee to advise

on strategy ICNDT chooses the NDT Society/country to run the World

    Conference every four years

Recognition of the importance of NDT

NDT is an overhead activity, often with no perceived added value

Value comes from the avoidance of cost, risk and potential

    accidents

Avoid economic and human catastrophe such as Gulf of Mexico

More clearly perceived value when NDT or condition monitoring

is used to permit life extension, or reduction of statutory

outages, or to permit planes to fly

    Forth Road Bridge

    Nuclear power plants

    Fossil Power plants

    Volcanic ash cloud overW Europe

Essential role for ICNDT and NDT Societies to

    promote NDT

    Globalisation of NDT activities

Design, building and operation of plant is globalised

Safety, reliability and availability of plant and machinery

depends on the whole supply chain of companies and

contractors all around the world, each with their own NDT

    personnel

Industrial companies procure equipment and materials from

wherever is most cost effective, increasingly from developing

countries, using local NDT services working to the contract

    standards

Construction may be by home personnel or by teams from third

    countries

    ICNDT focus on Personnel Certification

NDT quality chain very dependent on personnel certification

    We need

NDT Certification that we can rely on all around the world

Certificates gained in one country need to be

    valid/recognised world-wide

Correct implementation of Third Party certification and In-

    company certification(SNT-TC1A)

Harmonisation and mutual recognition of similar Certification

    schemes

    Look further at the background..

Conclusions Lots of detail differences beween these standards but few of

    great significance

Many ought to be resolvable by discussion and compromise

ISO/CEN JointWorking Group on harmonisation of EN473

    and ISO 9712

    Excellent progress

key differences between the standards analysed, experts

discussed how these can be resolved in a harmonised

    standard.

None of the differences were considered sufficiently

    important to prevent mutual recognition

In the meantime, the JWG declared

Notwithstanding the detail differences between the present

versions of ISO9712 and EN473, the competence of NDT

personnel certified according to these standards is

    considered effectively equivalent.

It is the employers responsibility, prior to issue of theauthorisation to work, to check that an individuals

certification (EN473 or ISO 9712) and any additional

    employer-administered job-specific training and examination

are adequate for the NDT tasks to be executed.

    EFNDT Mutual Recognition Agreement

Original ICNDT Guidelines included a model agreement for mutualrecognition

    Some bilateral agreements

European (EFNDT) Mutual Recognition Agreement signed October1994 in Nice

    29 countries recognise 18 schemes

Opened to Certification Bodies outside Europe

Takes advantage of accreditation but can substitute own independent audit ifnecessary
