As you read about the many activities and achievements contained on the regional and international pages of this Journal, I’m sure you will concur that this has indeed been a successful year for the International Committee for Non-Destructive Testing. I hope you will also see that the focus of many events has been on new technologies and techniques and/or centralised certification programmes. Survey results show that the ICNDT is doing an outstanding job of meeting the needs of our members and regional groups. ICNDT is committed to a process of continuous improvement with respect to membership satisfaction and will continue moving forward with your help as the worldwide voice of the non-destructive testing community. Through your input during these technical meetings, conferences and personal contact, it has become obvious that our members have a mutual area of interest that requires ICNDT to take a lead role in developing an electronic networking system for members to access. A discussion forum is presently being developed by the Communication Committee as a tool for members to assist in problem-solving and address concerns whether it is technical, administrative or general knowledge. Our goal is to have the forum completed and accessible by the end of 2006. The International Committee has been very active in keeping abreast of the changes to ISO 9712 and the referencing documents. In the previous issue of the ICNDT Journal, I spoke on the latest approved ISO documents and how they will make implementation of one harmonised NDT Standard much easier (ISO 25108 – Guidelines for NDT Training Organizations, ISO 20807 – NDT Qualifications for Limited Certification, ISO 25107 – Guidelines for NDT Training Syllabuses and ISO 17024 – General Requirements for Bodies Operating Certification of Persons). I would like to take a moment and reflect on ISO 17024 – General Requirements for Bodies Operating Certification of Persons – and what it will do for our goal of one harmonised non-destructive testing certification as this new standard provides a benchmark for certification bodies offering certification of persons in any occupation and facilitates accreditation by national bodies. ISO/IEC 17024 is a comprehensive standard, which lays out the general operating requirements for a certification body, including provisions for a management system. The document describes conditions for application, examinations, surveillance and recertification. It also specifies the requisites for independence of training from certification, confidentiality of information, competence of staff and subcontractors, and the need for stakeholder input into certification schemes. ISO/IEC 17024 is intended as a framework for certification bodies operating a certification programme for persons and as the standard against which an accreditation body can accredit the certification body. The standard itself is not enough to certify Continued on page 2 Dear friends and colleagues At its meeting in Madrid in October 2001, the EFNDT General Assembly awarded the organisation of the 9 th European NDT Conference (ECNDT) to the German Society for NDT (DGZfP), who had applied with the German Capital Berlin as a venue for 25-29 September 2006. DGZfP is proud that this important task has been assigned to it by the European NDT community. Following the 1 st European NDT Conference in Mainz in 1978, it is to be held in Germany for a second time. Berlin, after the fall of the Iron Curtain in 1989, has become a lively, exciting and fascinating city. The preparations are progressing very well. We are indebted to our sponsors who are contributing so much. Thanks to participating companies it is possible to organise such a challenging event. The exhibition space with more than 100 exhibitors is fully booked. It will be the showcase of new products. The Conference venue is the ESTREL Convention Centre. The technical programme is now available. 507 oral presentations, 176 posters and 40 posters with short presentations in all the relevant fields of NDT will be presented in 116 sessions. We thank the programme committee, especially its Chairmen Dr Gerd Dobmann and Prof Anton Erhard, for their engagement. a person. It is designed to be used inconjunction with a ‘scheme standard’,which lays out the education, knowledge,skills and experience requirements that acertified person in each occupation wouldbe expected to meet.

To build on the above and mylast message, the key element for trueharmonisation is to maintain an equallevel of difficulty internationally. Thisenhances the need for ICNDT to take theleadership role in developing a universalaccrediting body for non-destructivetesting certification schemes to ensure thattrue harmonisation is met.

During the week of 27 February2006, a meeting was held withDr Kwaku Aboagye Danso,

Deputy Director, National NuclearResearch Institute, Ghana Atomic EnergyCommission, to discuss the benefits andopportunities for the NDT community inGhana to join the International Committeefor Non-Destructive Testing. The NDTcommunity in Ghana with the supportof the International Atomic EnergyAssociation has done an excellent jobin promoting non-destructive testing toindustry. Although Ghana does not have itsown Centralised Certification Programme,NDT technicians are certified to ISO 9712through South African Institute of Weldingin Johannesburg, SA. The NDT communityin Ghana is relatively small but growing.

To facilitate their growth, they utilise theirmembership in the African Federationfor Nondestructive Testing, AFNDT andbenefits provided by ICNDT.

IAEA WorkshopIn support of the Fourth African RegionalConference and First Exhibition on Non-Destructive Testing, the InternationalAtomic Energy Agency was invited toattend a Project Coordinators meeting,hosted by the Egyptian Atomic EnergyAuthority, to discuss and strengthen thetraining capabilities in non-destructivetesting within the region. Attendeesinclude: Algeria, Cameroon, DemocraticRepublic of Congo, Egypt, Ghana, Kenya,

NDT community gathered for the FourthAfrican Regional Conference and the FirstExhibition on Non-Destructive Testing,from 11-13 February 2006 in Cairo, Egypt.

Opening Ceremonies were held on11 February, with keynote lectures givenby Douglas J Marshall, Chair ICNDTand Neil Jarvis, IAEA. Throughout theconference, nine technical sessions wereheld along with a poster session for a totalof 73 presentations. Approximately, 300participants were in attendance for thisevent.

Concurrently with the conference, theFourth African Regional Conference held itsfirst Exhibition on non-destructive testing.Exhibitors included: General ElectricInspection Technologies, MDS Nordion,Gammamat, Sonatest and NDT Balteau,Sofrates, Computerised InformationTechnologies, African NDT Center, SGS,Olympus, Yxlon International, Innov – XSystems, MEC, Modsonic, FOMA and theChinese Society for NDT.

Organisers of this event stopped atnothing to ensure participants not onlywere updated on the latest innovations inNDT but also that their stay in Egypt wasenjoyable.

Organisation of this conference andexhibition included the development ofthe AFNDT website and newsletter. The

Project Coordinators MeetingA Project Coordinators Meeting of theAFRA Region on ‘Strengthening RegionalTraining Capability in Non-DestructiveTesting’ was held in conjunction with the4th Regional Conference for NDT organisedby the African Federation for NDE (AFNDT)in Cairo, Egypt, the week of 13 February2006.

The meeting was hosted by the EgyptianAtomic Energy Authority. Attendanceincluded representatives from Algeria,Cameroon, Democratic Republic of Congo,Egypt, Ghana, Kenya, Libya, Mauritius,Morocco, Nigeria, South Africa, Sudan,Tunisia, United Republic of Tanzania,Zambia and Zimbabwe. Other participantsincluded: Mr N Jarvis (IAEA), Mr I Einav(IAEA), Mr F Herelli (Project ScientificConsultant), and Mr D Marshall (ICNDTChairman).

As this project has been active since2002, this final meeting of the Coordinatorswas to review the achievement at both thenational and regional levels.

Notable achievements include:q Significant laboratory upgrades in

approximately 13 countries.q Approximately 65 personnel have been

trained or attended training coursesrelating to management and qualityassurance systems.

q Approximately five countries haveauthorised training and examinationfacilities, some with the assistance ofexternal certification bodies.

q Level III examinations have beenongoing since 2003.

q Several hundred training and inspectioncontracts have been secured or areongoing throughout the project.

The AFRA region has made great stridesbut there are still some constraints whichrequire further investigation. In particular,the ability for the NDT facilities to continueto function and remain relevant in itsefforts to provide services in training and/or inspection services. A new project hasbeen proposed for consideration by theIAEA to address:q The development and implementation

of regional training and certificationstrategy for the various levels of NDTpersonnel.

q To enhance competitiveness of NDTinspection service facilities throughgood managerial practices, financialmanagement, quality management,

marketing and strategic planning.q The strengthening of the sustainability

of the NDT facilities.

WorkshopThe meeting broke into small groups whereProject Coordinators were requested toprepare strategic plans for their NDTfacilities.MrDMarshall (ICNDTChairman),Mr F Herelli (Project Scientific Consultant),Mr N Jarvis and Mr I Einav (IAEA) acted asfacilitators for this breakout session.

Recommendations

To finalise the meeting, recommendationsmade to the IAEA included:q Recognise the achievements which have

been made and continue to support theendeavours of the AFRA region throughthe provision of equipment, expertservices and training to enable theproject to achieve its objectives.

q Enhance coordination between IAEA-supported national NDT projects andthe AFRA region.

q Continue to foster the use of innovativeand good management practices inNDT institutions.

The 12th APCNDT Conference is now just 7 months away andour workload gets bigger each day. The call for abstractsclosed on 31 March and as of mid-April there were some

120 abstracts and poster sessions loaded. Now begins the difficulttask of shortening this list to give a wide spread of topics and to fitwithin the programme constraints.

The website continues to be updated regularly with newinformation, with registration forms, conference hotels, partnersprogrammes, keynote speaker profiles and as we go to print, thedraft programme topic-by-topic across the five days.

We are very pleased to announce that Dr Baldev Raj of India,will be our main Keynote Speaker at the conference openingsessions and he is to also give papers of his own, which will drawon his expertise and broaden your knowledge.

The meeting of the ICNDT’s Policy & General PurposesCommittee will be held on Sunday 5 November, so the worldleaders in the NDT profession will be present for the remainder ofthe week to assist in the IAEA workshops.

The 12th APCNDT Conference

John Maccarone,AINDT delegateto APCNDT since

1998, has receivedthe prestigiousJ H Cole Awardfor 2005 from theAustralian Institutefor Non-DestructiveTesting at theInstitute’s nationalconference dinnerheld in Fremantlelast November. Thisaward is issued foroutstanding servicesto the Institute.

John is wellrecognised ininternational circlesand has played animportant role inAPCNDT, includingthe hosting of the10th APCNDTconference heldin Brisbane inSeptember 2001. Despite the collapse of a national airline, andthe added implications from the ‘9-11’ disaster only days before,it was John Maccarone’s calm, assured manner that steered theconference to a successful conclusion despite the intense pressuresthat threatened disaster.

Besides being a strong advocate for AINDT’s involvement inAPCNDT over many years, he has also played an instrumentalrole in the Australian Institute, including becoming secretary forsix years from 1993 to 1999. This was followed by a further threeyears as president from 2000 to 2003. During all these years, beinga detail man, he was to implement the many changes necessary toplace the Institute where it is today – a leader in its professionalismand in its approach to international harmonisation for certificationof personnel in Australia. John is still an active member as avoting delegate on APCNDT and also is a non-voting delegate toICNDT.

In managing these duties, John has also played a major rolethroughout his career in the aviation industry, particularly indeveloping new techniques for the inspection of front-linefighter aircraft such as the F111. His dedication to perfection hascontinued into the oil and gas industry through his work at theBP Refinery in Brisbane. Over the last year he has been a principalplayer in establishing the criteria for certification of personnel fortesting tank bottom floors, using magnetic flux leakage and othertechniques. This work has been extended to produce a nationalstandard for testing floors of oil storage tanks.

It is not possible to list all the contributions that John Maccaronehas made to NDT both on a national and international level. Whatis perfectly clear is that he is a person who fully deserves theJ H Cole Award for his efforts and achievements in making theNDT industry in Australia what it is today.

Regional Report

ASNT held its 15th Annual Research Symposium from14 to 17 March 2006 in Orlando, Florida, providing ASNTmembers with the opportunity to discuss with colleagues

from around the world the very latest developments in NDTresearch and innovative applications of cutting-edge technology.Held at the Wyndham Orlando Resort, the symposium featured67 papers in 17 sessions with topics ranging from QuantitativeUltrasonic Characterisation of Laser Engineered Parts from ArmyMobile Parts Hospital to Structural Health Monitoring by In-situMaterials Analysis and Space Shuttle Wing Leading Edge ImpactDetection System. Presentations of special significance were theKeynote Address, the Research Award for Sustained Excellenceand the Research Award for Innovation.

Bill Lord, Emeritus Distinguished Professor of Engineering –Iowa State University, gave the Keynote Address, ‘ElectromagneticNDT Methods – A 40 Year Retrospective or Retirement for Cause’.The address drew such a large crowd that additional seatingwas required. Lord discussed the use of magnetic flux leakage,eddy current and microwave techniques in the aerospace,nuclear power and gas pipeline industries, drawing on his ownexperiences to illustrate their development and discussing possiblefuture directions for NDT research in this area.

Yoseph Bar-Cohen, of the Jet Propulsion Laboratory at theCalifornia Institute of Technology, was honoured with the ResearchAward for Sustained Excellence in recognition of his work in thefield of biomimetics. His address, ‘Biomimetics – Using Nature asan Inspiring Model for Innovation’, was an exciting, multimediaoverview of this advancing field.

The Research Award for Innovation was presented toShant Kenderian, of the Aerospace Corporation, for his workon developing the laser-air hybrid ultrasonic technique. Hespoke on ‘Dynamic Railroad Inspection Applications Using theLaser-air Hybrid Ultrasonic Technique’, explaining the history,characteristics and potential applications of the technique.

Prior to the opening keynote address, ASNT President SharonVukelich recognised Research Council and National ProgramChair Glenn M Light, of the Southwest Research Institute, andProgram Committee Chair Lisa Brasche, of Iowa State University,for the professional programme. All members of the organisingcommittee were acknowledged by President Vukelich for theirwork on behalf of the Society.

Two short courses were offered at this year’s Annual ResearchSymposium. Steven Shepard, of Thermal Wave Imaging, taughta course on ‘Thermographic NDT’, which addressed both thepotentials and limitations of thermographic testing techniques forvarious applications. Joseph Rose, of Penn State University, taughta short course on ‘Guided Wave Ultrasonics’. The course providedan introduction to guided waves, covered the principal theoreticalconcepts and discussed the use of guided wave technology asapplied to NDT and structural health monitoring.

Thirty-five exhibitors presented the latest NDT equipment,supplies and services in the industry and spoke with attendeesabout what the future holds during the tradeshow. Participantswere exposed to the latest innovations in NDT technology andwere able to observe demonstrations of developments in NDTtechnology, techniques and applications.

ASNT thanks all those who helped make the 15th AnnualResearch Symposium a success. The Society looks forward to the2007 symposium, which will also be held at the Wyndham Resortin Orlando from 26-30 March. Abstracts are sought and can besubmitted through 15 September 2006. CONAEND and IEV will have greater participation of the Latin American audience

Due to the entry of the IEV – International Conference on IntegrityEvaluation and Life Cycle of Industrial Equipment – in the XXIVCONAEND, the event will have greater participation of the LatinAmerican audience this year. In 2004, 62% of the internationalparticipants at CONAEND were from South America. This yearthe Latin American presence is expected to be 30% higher. Eventswill be held in the city of São Paulo from 23-26 July 2006. Thecore subjects of both events will be ‘Technological Innovationsin Inspection, NDT Evaluation, Structural Integrity and LifeExpansion of Equipment’. CONAEND already has four sponsoringcompanies: ABTCP – the Brazilian Pulp and Paper Association,ABIQUIM – the Brazilian Chemical Industry Association, AAENDE– the Argentine NDT Association and AENDUR – the UruguayanNDT Association.

Committee on Studies to Qualify Rope Access Professionals will develop standards

for the subjectThe Committee of Temporary Special Studies for Qualificationand Certification of Rope Access Professionals met on 20 March2006 at ABNT headquarters in Rio de Janeiro. The objective ofthis Committee is to develop a Qualification Standard for thesubject. There is no technical certification in the country yet.On 3 November 2005, representatives of 17 companies met atABENDE headquarters to discuss the certification for Rope Accessor ‘Industrial Alpinism’. ABENDE will be the certifying entity forprofessionals in this activity in Brazil. Rope access can be usedin several sectors, among them platforms, ships, industries, tanksand others. Using this technique, workers can work on clearing,treatment and painting of surfaces, inspections, equipmentinstallation and maintenance. It is an optional technique for workat height that combines the most advanced techniques for access tohigh sites and to confined space using ropes and climbing specificequipment in works involving risk of fall and/or difficult access. Itallows for a reduction in working time generating a productivityincrease and cost reduction, all in compliance with the safetystandards established by the Regulatory Standard -18 (WorkingConditions and Environment in the Construction Industry).

ABENDE holds an event for theautomotive industry

The 1st Workshop on Nondestructive Testing for the AutomotiveIndustry will be held on 24-25 July 2006. It is a 16-hour workshopdirected to the automotive industry professionals. One of the guestsholds a doctorate and PhD degree and is an expert in ultrasoundspot welding: professor at the Physics Department of the Universityof Windsor, Canada, Roman Gr Maev.

Reinstallation of the Study Committee on Staff Qualification and Certification

The purpose is to review the NBR ISO 9712:99 Standard andcompliance with ISO 9712:05. After review, this Standard willbe set as a Mercosur Standard and published in two languages:Portuguese and Spanish.

ONS 58 – Sector Standardisation Agency approves two new standards

In January 2006 two new Brazilian NDT standards wereapproved: ABNT NBR 8048 – Non-Destructive Testing – Industrial

Radiography – Terminology that defines the terms used innon-destructive testing by conventional and digital industrialradiography. The ABNT NBR 15307 standard was also approved.It relates to the Non-Destructive Testing – Dynamic Load Testingon Large Structures – Procedures. This standard establishes theprocedure for dynamic load testing on large structures. Thesestandards can be purchased at ABNT at the site: www.abnt.org.br

The MERCOSURN o r m a l i s a t i o nmeeting and theV CORENDE has an important delegation from Brazil. Also, atechnical exhibition of NDT products and services was held inparallel with the conference; companies from Argentina, Spain,Uruguay and the USA were present.
