Sub:- Release of Grants to Puducherry as 2"" installment of Preparatory Grant and Infrastructure Grants to 11 Colleges under Rashtriya Uchchatar Shiksha Abhiyan (RUSA).

I am directed to refer t o the approval of the competent authority to release an amount of Rs.3,55,50,000/- (Rupees Three Crore Fifty Five Lakh Fifty Thousand Only) as 2"" installment of

Preparatory Grant and Infrastructure Grants to 11 Colleges at the central: state share of 60:40 t o be

incurred to the State Government of Puducherry, under Rasht riya Uchchatar Shiksha Abhiyan

(RUSA). Under the initi<ltive under reference. the Central Government shall provide assistance t o the State Governments for va rious components, w hich are mentioned as per the guidelines under RUSA.

2. In accordance with the instructions of the Department of Expenditure, Ministry of Finance, Government of India, vide File No.0-11013/02/2015-C5S&CMC Dated 11"' August, 2016 for UT w ith \ Legislature, the funding pattern is revised to 60:40.

Puducherry comes under the General Catego.ry States. 2"" installment of Preparatory Grant and

Infrastructure Grants to 11 Colleges at the central : state share of 60:40 to be incurred to the State Government of Puducheery under Rashtriya Uchchatar Shiksha Abhiyan (RUSI\) amounts t o

Rs.3,55,50,000/- (Rupees Three Crore Fifty Five Lakh Fifty Thousand Only). Further installments of the allocation shall be released by the Ministry only after the State Government concerned releases

its committed share towards non-recurring expenditunc and"recurring grants, besides submission of the Ut ilisation Certificate by the State in respect of the installment of the Central grant released.

3. The sanction is issued in exercise of the pow ers delegated to Ministries under DFPR, 1978, as

amended from time to time. Above grants are being released in accordance with the pattern of

Assistance approved by the Ministry of Finance, Government of India. It is also certified that this Sanction is being issued in conformity with the rules and principles of the scheme.

4. On receipt of sanction letter, the Principal Accounts Officer may issue an advice to the Reserve Bank of India (Central Accounts Sect ion), Nagpur for affording credit of the sanctioned amount to the balance of the State Government. The Principal Accounts Officer may forward a copy of the advice to the Accountant Genera l and Finonce Department of the State Government as well as

Director, Higher Education of the State with a copy to the undersigned. The State will t hen transfer

these amounts to the RUSA bank account of State Higher Education Council (?HEC). ·

8. The Expenditure of Rs.2,75,51,250/- (Rupees Two Crore Seventy Five Lakh Fifty One

9. A certificate of actual utilizat ion of the grants received, for the purpose for which it was

received, should be submitted to the Ministry with in 12 months of the closures of the financial year.

10. The grant has been sanctioned in accordance with the pattern approved by the Ministry of

Finance and is in confo rmity with the rules and principles of the scheme as approved by the Ministry

of Finance.

11. Necessary Sanction ID has been generated.

12. This sanction issues with the concurrence of Integrated Finance Division's Dy. No.4248,
