Message from the Director’s Desk The Indian Institute of Farming Systems Research (IIFSR), Modipuram, Meerut is dedicatedto develop climate resilient, profitable, multi-enterprise models of farming systems by synergizing land, water, livestocks, biodiversity, solar energy and human skill for assuring food, nutrition, livelihood and environment security in all agro-climatic regions of the country.The major challenges before us are to improve the standard of living of small and marginal households, which are expected to go beyond 90 per cent in the next 15 years. The initial result of farming system research from various locations suggests up to 70 per cent of nutrient requirement can be met within the farm itself through recycling and various integrations. However, a self-sustainable farming system should aim to meet all the input and energy requirements within the boundaries of farm, besides providing the household’s food and nutritional security. Since, it involves highly location specific and dedicated multi-disciplinary team, development of self-sustainable farming system across the region may consume time and resource, but once created, it will meet the long term goal of the nation such as reducing the poverty, unemployment and malnutrition. Modelling of the farming systems under given constraints is the area, which needs attention of researchers. Capacity building for all the stakeholders such as farmers, development departments, scientists and all those who are related in farming system’s domain, is also an important area to develop skilled manpower. I would like to appreciate the efforts of the editors of this volume of ICAR-IIFSR Newsletter which include sweeping informations and recent developments in farming system in pellet form with the hope, that, this newsletter will serve as a common platform for sharing the informations in the field of farming systems research and development and welfare of the discipline. The Indian Institute of Farming SystemsResearch (IIFSR), Modipuram, Meerut, attained thestatus of a full-fledged institute of ICAR w.e.f.27th November, 2014 from its former ProjectDirectorate forFarming Systems Research(PDFSR). The goal and mandate of the institutewere revised as per new challenges andresponsibilities in farming system’s research.Presently, the ICAR-IIFSR is running with 4 divisions:

i. Integrated Farming System Management(IFSM),

ii. Cropping Systems and Resource Management(CSRM),

iii. Organic Agriculture Systems (OAS) and

iv. Technology Transfer, Refinement and HumanResource Development (TTHRD).

AICRP on IFS and Network project on OrganicFarming (NPOF)are also the integral part ofinstitute.

Dr. Trilochan Mohapatratook over the charge ofSecretary, Department ofAgricultural Research andEducation (DARE) & DirectorGeneral, ICAR on 22 February,2016. Dr. Mohapatra washolding the position of Director-cum-Vice Chancellor of theprestigious Indian Agricultural Research Institute,New Delhi. Prior to this, he worked as the Directorof National Rice Research Institute (formerly CRRI),Cuttack. He served National Research Centre onPlant Biotechnology, IARI, New Delhi as researcherand teacher for about 20 years. He is a scientist ofglobal repute working in the area of moleculargenetics and genomics. He has over 145 researchpapers in journals ofnational and international reputeand several book chapters in his credit. His researchaccomplishments include development of the first

He has completed his graduation inAgricultural Engineering from Allahabad University,Naini in 1976 and post-graduation (M.Tech.) fromIndian Institute of Technology, Kharagpur in 1978.Dr. Sikka did his Ph.D. from Utah State University,Logan, USA. He joined ICAR in 1978 at Central Soiland Water Conservation Research and TrainingInstitute (CSWCRTI), Dehradun and rose to theposition of Director, ICAR Research Complex forEastern Region, Patna. He has served as faculty ofUniversity of Arizona, Tucson and Oregon StateUniversity, Corvallis, USA; as Benchmark BasinCoordinator of Indo-Gangetic Basin, CGIARChallenge Programme on Water and Food; andTechnical Expert, National Rainfed Area Authority,Planning Commission, New Delhi. He hasnumerous prestigious awards in his credit whichinclude Dr. Rajendra Prasad Puraskar,VasantraoNaik Award, ICAR Award of TeamResearch etc. Dr. Sikka has contributed significantlytowards watershed management and irrigationwater management in the country and abroad.

Dr. Azad Singh Panwar took over the charge ofDirector of ICAR-Indian Institute of Farming SystemsResearch (IIFSR), Modipuram, Meerut on30.01.2016. He has started his carrier as TechnicalAssistant G-I (Field) which later re-designated asFarm Manager at Dr. Y. S. Parmar University ofHorticulture and Forestry, Solan, (H.P.) in May, 1989.He has 27 years experience in the field of researchin various capacities. He joined ICAR as SeniorScientist at ICAR Research Complex, Barapaniduring 1999 where he rose up to the post of PrincipalScientist (Agronomy) and Head, Division of CropProduction till 29th January, 2016. He has guidedfive M.Sc. and four Ph.D. students and has morethan 350 published research papers/reviews/popular articles besides 10 books. He is the lifemember of various prestigious societies i.e. IndianSociety of Agronomy, Farming Systems Researchand Development Association, Indian Associationof Hill Farming, Society for Recent Developmentsin Agriculture and Sikkim Science Society. He isadorned with Fellow of Society for RecentDevelopments in Agriculture and Indian Associationof Hill Farming. Dr. Panwar is the winner of fourprestigious awards i.e. Fakruddin Ali Ahmed Awardof ICAR for outstanding research in tribal area, ICARTeam Research Award, Scientist of the Year Award(2011-15) from different prestigious Societies andICAR. He has developed ten Farming SystemModels for upland and lowland ecosystems in hillagriculture based on different farming situations andpioneered in developing of marshy land/ waterlogged soils for crop production; crop diversificationand intensification for food and nutrition security.ICAR-IIFSR, Modipuram and farming systemresearch will reach to new heights under hisdynamic leadership and guidance.

The 67th republic day was celebrated on 26th

January, 2016 by the Institute. All the employees ofInstitute participated in the function. The programmewas started by hosting Tricolour and renderingsalute to it by the Director and staff of the Institute.It was followed by National Anthem and address of

programme. Dr. Azad Singh Panwar, Director,IIFSR welcomed chief guest, dignitaries andfarmers. He highlighted the programmes beingoperated by the Institute for economic and livelihoodupliftment of farmers in the region. Dr. Panwar hasalso elaborated about the schemes which are being

A practical demonstration on mechanicalsugarcane planting was also done by the chiefguest before all the participants. At this occasion,eight leaflets developed by IIFSR on variousimproved technologies viz. management of mangoorchards, integrated nutrient and pest managementin sugarcane, women friendly agriculturalimplements and schemes recently launched byGovernment of India were also released by the chiefguest. Practical demonstrations and lectures usefulfor the farmers were delivered on various subjectsby different subject matter specialists. The farmershave taken active part in Farmer’s-Scientistsinteraction. An exhibition on various agriculturaltechnologies was also displayed by ICAR Institutesand companies engaged in production of inputs foragriculture. An animal show was also organizedwhich was appreciated by all the participants.

The Institute has organized another one day“Farmer’s Fair and Farm Field School” at Meerapur-Dalpat village of district Muzaffarnagar (U.P.) on25.05.2016. Honorable Union Minister of State forAgriculture and Farmer’s Welfare, Govt. of India,Dr. Sanjeev Kumar Baliyan inaugurated the functionand graced the occasion as chief guest. Shri VijayPal Singh Tomar, President Rashtriya KisanMorcha, Shri Chandra Pal Fauji, Leader BhartiyaKisan Union were special guests during thefunction. More than two thousand farmers belongingto different villages (11Nos.) of Western U.P.participated in the programme. At this occasion,

Dr. Baliyan expressed hisconcern about depletion and pollution ofgroundwater especially in western U.P. andappealed to all the farmers to conserve water in allagricultural operations. He has appealed to thefarmers not to pollute surface and sub-surfacewater for maintaining its purity for drinking purposeand to safeguard the availability of clean water forfuture generations. As the cost of agriculturalmachinery is beyond the power of purchase,Dr. Baliyan advocated for custom hiring of improvedimplements being used in cultivation of sugarcanethrough co-operative society in the village for makingagricultural operations easier and faster. Dr. A. K.Singh, DDG, Agricultural Extension highlightedvarious schemes being operated at ICAR level. Heemphasized that there is need for improving thesoil productivity and to enhance profitability ofsugarcane based farming system. Livestock arethe important component of sugarcane basedfarming system, the enhancement in productionthrough livestock in the region will further improvethe income of the farmer, Dr. Singh added. Exposure visits of 6groups of about 300farmers, including 14 farmwomen were organized bythe Institute during theKrishi Unnati Mela, ICAR-IARI, Pusa, New Delhi from19-21 March, 2016.Farmers were exposed tovarious technological stallsand demonstrations of different Institutes andmultinational companies including processing andvalue addition techniques for various fruits,vegetables, flowers, grains etc. They were alsoexposed to latest agricultural technologies includingfarming system’s approach, gender friendlyfarming, dairy and post-harvest equipments andmachineries, new varieties of different crops,vegetables and breeds of livestocks, quality planting

The scientists and employees of the institutehave extended their farm advisory services regularlyto the farmers and other stakeholders with the helpof local newspapers, mobile phones, radio talks,FM Radio, TV talks, field days, personal visit tofarmer’s field or to visiting farmers in the institute.Farmers and visitors of the region were providedappropriate technological inputs in the field ofweather forecasting and planning of farmingsystem, water and resource conservation, fruitsand vegetable production, roof top gardening,organic farming, integrated pest/disease and cropmanagement, mushroom production, poultry,fishery, livestock production and management etc.

and Non-chemical farming, Principal Investigatorsof Network Project on Organic Farming (NPOF),officials from DAC&FW, National Centre for OrganicFarming and Scientists of ICAR-IIFSR participatedin the workshop and deliberated on policy forpromotion of organic farming in the country withoutcompromising the crop productivity and soil health.Shri Ashok Dalwai, Additional Secretary (INM) waschief guest during the function. In his openingremarks, Shri Ashok Dalwai, informed the housethat, organic farming in the country is beingpromoted under Paramparagat Krishi Vikas Yojanawith a target of creating 10,000 clusters of organicfarmers. Crop productivity under organic farmingis a major concern and considering the food securityissues, proper policy of promoting organic farmingin the country is essential. Dr A.K. Sikka, DDG(NRM), ICAR, in his address, informed that organicfarming has advantages over chemicalmanagement in agriculture, but considering the foodrequirement in terms of quantity and quality, properpolicy needs to be designed for organic farmingtaking in to consideration of crop productivity indifferent regions of the country. Dr J.P. Singh,Director (Acting), ICAR-IIFSR welcomed theparticipants while Dr. N. Ravisankar, PrincipalScientist & National PI, NPOF presented anoverview of results of NPOF especially on cropproductivity and soil health along with policy input.The workshop was organized as a pre-cursor to“National Conference on Sustainable Agriculture andFarmer’s Welfare” to be held during 17-18 January2016 at Gangtok, Sikkim. After the detaileddeliberations, recommendations for promotion oforganic farming were finalized besides identificationof researchable issues.

implementation of CCAFS

A brain storming meeting between the scientistsof CIMMYT and ICAR-IIFSR was held on 6th

March, 2016 at IIFSR under the chairmanship ofDr. A. S. Panwar, Director, ICAR-IIFSR. The mainobjective of the meeting was to finalize the role ofboth the collaborating organizations forimplementation of the Climate Change, Agricultureand Food Security (CCAFS), a flagship programme

of International Maize and Wheat ImprovementCentre (CIMMYT). In his opening remarks, Dr. A. S.Panwar, Director, IIFSR briefed about the journeyof IIFSR with its mandate, vision and mission alongwith the research work being carried out by IIFSRwith its network partners (AICRP-IFS and NPOF)for the upliftment of the farming community.Dr. M. L. Jat and Dr. Santiago Lopez-Ridaurarepresented the delegation from CIMMYT. Dr. M. L.Jat in his opening presentation, gave a briefintroduction about the CCAFS programme, its workplan in a climate smart villages (CSV’s) concept.Dr. Santiago Lopez-Ridaura presented theimportant role of farming system typologies inscaling the climate smart agriculture practices(CSAP’s) in small farming systems with examplesfrom India and also explained about farm designmodel for understanding the diversity of farmingsystem used for targeting of climate smartagricultural practices. Activity milestones for theproject were identified and it was decided to identifya suitable team of scientists for the implementationof CCAFS with IIFSR. Dr. A. S. Panwar, in hisconcluding speech stated that a team from IIFSR

Ravisankar presented the actiontaken report on the recommendations of last RACmeeting and the Committee was satisfied with theaction taken report. He also presented in brief, theresearch achievements of AICRP-IFS.

Anti-Terrorism Day observed

The Institute observed the Anti-Terrorism Dayon 21.05.2016. On this occasion, Dr. Azad SinghPanwar, Director of the Institute explained theimportance of anti-terrorism day to the employeesin the context of current socio-political scenario ofthe country. He stressed the need for fighting all theforms of terrorism including disruptive activities anddisregard to the Constitution of India. All theemployees took the pledge of abiding faith in theCountry’s tradition of non-violence and tolerance,and oppose all forms of terrorism and violence. Theemployees also pledged to uphold and promotepeace, social harmony and understanding amongall human beings and fight the forces of disruption.

India-National RAPs Technical ExpertsConsultation Meeting organized

One day National Level Technical Expertsconsultation meeting was organised on 26th May2016 at Jaypee Siddharth Hotel, New Delhi by AgMIPSouth Asia Regional Research Teams. The meetingwas supported by AgMIP, coordinated by AgMIP-IGBand ICRISAT. The broad objectives of the meetingwere to document AgMIP National RAPs that willserve as a base for future research, understandingthe expectations of stakeholders from AgMIPresearch, opportunities for integrating the AgMIPresults into National and regional policy decisionmaking and exploring the possibilities for a largerAgMIP-India programme.

At the outset, Dr. A. S. Panwar, Director, ICAR-IIFSR welcomed the participants and appealed toall the participants to take stock of the RAPsnarratives in Indian context. Dr. A.K. A two days training on “Oilseeds for FarmingSystems” was organized from 29-30 March, 2016at ICAR-IIFSR, Modipuram, Meerut under thescheme of FLD on oilseeds for the activities ofcropping/farming systems involving oilseeds otherthan groundnut. The programme was inauguratedon 29.03.2016 by the Director, IIFSR, Dr. Azad SinghPanwar. Twenty six participants involving extensionofficers/ SMS from state government (15 Nos.), inputdealers (1 No.) and field work associatedemployees from IIFSR (11 Nos.) participated in thetraining. In his inaugural address, DirectorDr. Azad Singh Panwar welcomed all the participantsand explained the role of farming systems in

increasing oilseed production and therebyincreasing edible oil production in the country. Healso emphasized that incorporation of soybean infarming systems of western U. P. will not onlyincrease the overall oilseed production, but can alsoimprove financial conditions of farmers alongwithavailability of good quality oil cake for livestocks inthe region.

A total of eight lectures viz. on role of oilseedsin farming systems, promising oilseed basedcropping system and their sustainability, soil fertilitymanagement in oilseeds, post-harvestmanagement and processing of oilseeds, integratedpest management in oilseeds, extensionapproaches and ethics in oilseeds production andpractical demonstration on oilseeds in farmingsystems were delivered by the experts from ICAR-IIFSR and other institutes. The participants tookkeen interest in all the lectures/ practical withextensive interaction in between. Maize (greencobs Madhuri sweet corn) – mustard (Pusa Bold) -Sesbania green manure} under organic, inorganicand integrated production systems. Organicproduction system included 100% organic and 75%organic+ innovative practices or IP(Trichodermaand cow urine), inorganic included 100% inorganicnutrient and state recommendation, integratedsystem included 50% organic+50% inorganicnutrient management and 75% organic+25%inorganic nutrient sources. Insect pests anddiseases were controlled with neem oil spraywhereas weeds with traditional methods of handweeding. Results of the experiment revealedthat,cropping sequence ‘maize (popcorn)–potato–okra+Sesbania (green manure)’ recorded highestrice equivalent yield (REY) of 368.49q/ha/crop cycleand net of return of Rs. 336692/ha/crop cycle,whereas cropping system ‘rice-wheat-Sesbania(green manure)’ recorded lowest rice equivalentyield of 57.2q/ha/crop cycle and net return ofRs. 32449/ha/crop cycle. Highest rice equivalentyield (150q/ha) and net return (Rs.148803/hs) wasrecorded with 75% organic + IP treatment andlowest under 100% inorganic treatment. Theresidual fertility of different production systems wasevaluated. The higher soil organic carbon (SOC),P and K after completion of crop cycle was foundunder organic production system followed byintegrated crop management and lowest under100% inorganic treatment. Soil pH and EC was notsignificantly affected by different productionsystems.
