ICAO Documents Related to Aerodrome Certification

Page 11: ICAO Requirements on Certification of Aerodromes Module - 1 · 2016-10-24 · ICAO Requirements on Certification of Aerodromes Objectives: Review the basic provisions found in ICAO

Article 15 of the ICAO Convention:

Requires that all aerodromes open to publicuse, under the jurisdiction of the country, provide uniform conditions for aircraft of allother contracting States.

October 16 Module - 2 11

ICAO Requirements on Certification of Aerodromes

How do you do that?

Through the certification of aerodromes.

Page 12: ICAO Requirements on Certification of Aerodromes Module - 1 · 2016-10-24 · ICAO Requirements on Certification of Aerodromes Objectives: Review the basic provisions found in ICAO

ICAO member States have agreed to a standard aboutcertifying aerodromes

Module - 2 13

ICAO Annex 14 Volume I has standards that require:

“States shall certify aerodromes used for internationaloperations in accordance with the specifications contained in thisAnnex as well as other relevant ICAO specifications through anappropriate regulatory framework”

Additionally, ICAO Annex 14 requires that:

“A certified aerodrome shall implement a safetymanagement system” acceptable to the State/CAA.

Why to Certify Aerodromes?

Page 13: ICAO Requirements on Certification of Aerodromes Module - 1 · 2016-10-24 · ICAO Requirements on Certification of Aerodromes Objectives: Review the basic provisions found in ICAO

Module - 2 14

Certification enables member State to discharge safetyresponsibilities in aerodrome regulations and providesevidence of action taken.

Without the process of certification, a strongcommitment to quality assurance of safety is difficult todemonstrate:

- What evidence is there of compliance withstandards?

- How can procedures be assessed as safe?- What staff competencies are required, and is

appropriate training provided?- How can the accuracy of published aeronautical data

be assured?October 16

Module - 2 15

Certification will be reviewed in the ICAOUniversal Safety Oversight Audit Programme

The ICAO Safety Oversight Audit Programme is acomprehensive systems approach for the conduct of safetyoversight audits and includes a comprehensive system’sapproach review of States conformity with core elementsof the safety provisions contained in:

Annex 1 — Personnel Licensing, Annex 6 — Operation of Aircraft, Annex 8 — Airworthiness of Aircraft, Annex 11 — Air Traffic Services, Annex 13 — Aircraft Accident and IncidentInvestigation, and

Annex 14 — Aerodromes.
