EASA Regulation requires:
• Air traffic services (ATS) provision and prescription - Safety oversight of ATS- EUR FIRs iaw Implementing Rule
• Operator authorization - Airworthiness certification- AO files in FPL, A/C communication capability
(CPDLC technical capability, flight crew qualifications and authorizationfrom the NSA)
• Post-implementation monitoring of actual performance- Continuing analysis against the performance requirements - Problem reporting and corrective actions

Baseline 1: Required Availability
10
Availability requirementsAvailability parameter Efficiency Compliance means
1.Availability of Service provision (APROV) Probability that communication with all aircraft in the area is in service, when needed. Loss of CPDLC mainly affects efficiency.(Shared between ATSU and CSP: impacts all A/C within a FIR)
0.999
Contract/service agreement terms
Unplanned outage duration limit (min) 6
Maximum accumulated unplanned outage time (min/yr). Assuming 24/7 operation over a 12 month period(Outage due to planned maintenance is excluded)
520
2. Availability of Use (AUSE): The probability that the communication path between a single aircraft and ATSU is in service, when needed. (Impacts a single A/C within a FIR)Determines number of redundant components in A/C; one component can meet 0.993 availability
0.993
Baseline 1: Required Integrity (1)
11
ED120 provides safety requirements for the components of the operational system Integrity is defined as the acceptable rate of transactions having
undetectable errors and so by definition cannot be regularly monitored in service.
Integrity is achieved through system design, architecture and supporting analysis (e.g. CRC and FPL correlation with logon information)
System integrity issues discovered during operations should be reported to the Regional/State monitoring agency for further action
Integrity Requirements
Integrity parameter Integrity value Compliance means
Integrity (I) Malfunction = 10-5 /FH)
Analysis, safety requirements, development assurance level commensurate with integrity level, (compliance shown prior to operational implementation).
Baseline 1: Required Integrity (2)
12
Two End-system design SRs against corrupted/mis-delivered CPDLC messages 1. 32-bit E-to-E Application Message Integrity Check (AMIC): Part of each CPDLC
message • ‘Built-in’ Mitigation in CPDLC application in Aircraft and Ground systems• AMIC Contents: Data, FID, 24-bit AA, ICAO designator of CDA
2. 2nd Identifier for FPL/Aircraft association (DLIC/Logon or OLDI/LOF) and in CRC of each CPDLC message
• 1st Identifier = FID + ADEP + ADES • 2nd Identifier = 24-bit Aircraft Address
- Mandated by ICAO/Doc 7030 (EUR) and Doc 4444 (PANS-ATM)

RCP: Required Communication Performance
B1 integration into Future EUR PBCS Plan?
Baseline 1/CPDLC supports ATC Comm function, which is also supported by Baseline 2. Same Performance Requirements Same Safety Requirements Same Safety Assessment approach (ED78A/DO264)
Compliance to RCP130 spec for B1 operations, rather than ED120 Reqs? Same spec in other CONT regions and EUR for En-route CPDLC
operations Allows performance capability indication in FPL More chance on compliance assurance Ensures integration with ICAO/PBCS concept, used in the rest of the
world EASA to streamline this when new B1 Regulation comes into force?
