Dear IBSA Member,

The SEOUL 2015 IBSA World Games Organizing Committee (SWGOC) is proud to

present the information package for the SEOUL 2015 IBSA WORLD GAMES to be held in

Seoul, Korea, 10-17 May 2015. The Opening and Closing Ceremony will take place in the Jamsil

Indoor Gymnasium on the 10th

and 17th May respectively. We are working hard to stage these Games

in the best possible conditions for the many IBSA members who will participate in the nine sports

featured in this competition. We are confident that we can offer all IBSA members and athletes a

memorable experience and a successful World Games.

History of the IBSA World Games The 1

st IBSA World Games made its debut in 1998 in Spain comprising a total of 719 athletes

competing in Athletics, Goalball, Judo and Swimming from 71 countries. In 2003 the 2nd

IBSA World

Games were held in Quebec, Canada. Cycling and Powerlifting were added to the program and about

a thousand athletes from 61 countries competed for medals. The 3

rd IBSA World Games was performed in Sao Paolo, Brazil in 2007. In this championship, the

athletes were given the opportunity to compete in the sports of Athletics, Football B1&Football B2/B3,

Goalball, Judo, Powerlifting and Swimming. A thousand athletes from 75 countries competed here. In

2011 Antalya, Turkey was the host city for the 4th IBSA World Games where Athletics, Chess,

Football B1& B2/B3, Judo, Goalball, Powerlifting and Swimming were offered. Athletics, Goalball,

Judo, and Swimming were qualifying events for the London 2012 Paralympic Games.

In 2015 Seoul, Korea is the host city of the 5th IBSA World Games and we are expecting over 2000

athletes competing in the largest sports programme that have ever been presented in the history of

IBSA: nine sports - Athletics; Chess; Football B1 & B2/B3; Goalball; Judo; Powerlifting;

Showdown; Swimming; Tenpin Bowling. The Athletics, Goalball, Judo and Swimming competitions

will be counted for qualification in the Rio Paralympic Games in 2016.

Criteria for Participation in the SEOUL 2015 IBSA WORLD GAMES

• Each IBSA Member must have paid its 2015 IBSA Membership fee;

• All athletes (except Athletics and Swimming) participating must be registered in the new

ISAS database and have a current ISAS Sport license. For more information please

• For the Athletics and Swimming each athlete must have an IPC license and have at least

achieved one minimum standard in an IPC approved competition between 1 September

2013 – 22 March 2014.

Climate and Geographical Characteristics Seoul, officially the Seoul Metropolitan City, is the capital and largest metropolis of South Korea,

forming the heart of the Seoul Capital Area, which includes the surrounding Incheon metropolis

and Gyeonggi province, the world's second largest metropolitan area with over 25.6 million

people. The language is Korean and the currency the Korean Won (KRW). The time in Korea is

GMT + 9hrs and the weather in May averages 20~23℃℃℃℃. The shop opening hours are from

10:00am to 10:00pm while bank opening hours are from 9:00am to 4:00pm.

Some Tourist Attractions of Seoul 1. Gyeongbokgung Palace

Gyeongbokgung Palace was the first royal palace built by the Joseon Dynasty, three years after

the Joseon Dynasty was founded. Built in 1395, Gyeongbokgung Palace was located at the heart

of newly appointed capital of Seoul (then known as Hanyang) and represented the sovereignty of

the Joseon Dynasty. The largest of the Five Grand Palaces (the others being Gyeonghuigung

Palace, Deoksugung Palace, Changgyeonggung Palace, Changdeokgung Palace),

Gyeongbokgung served as the main palace of the Joseon Dynasty.

2. N Seoul Tower

N Seoul Tower was built in 1969 as Korea's first integrated transmission tower beaming

television and radio broadcasts across the capital. Since opening to the public in 1980, it has

become a much-loved Seoul landmark. The tower's main attractions include multi-colored digital

art projected onto the tower at night, a digital observatory, a roof terrace, the HanCook restaurant,

the Grill restaurant, and the Haneul (Sky) Restroom. N Seoul Tower's mountain surroundings on

Namsan (Mt.) have made it a popular place to unwind for locals and tourists alike.

3. Namsangol Hanok Village

Namsangol Hanok Village is a collection of five hanoks (traditional Korean houses) from the

Joseon Dynasty (1392-1910), recovered from different parts of the city and relocated to the

northern foot of Namsan mountain. The interiors of each of these five houses reflect owners from

different walks of life, from the middle class to the yangban (who were mainly high government

officials, noblemen and aristocrats).

4. Bongeunsa (Temple)

Bongeunsa is a Buddhist temple founded in 794 during the Silla (one of the Three Kingdoms of

Korea) period. The temple has more than 1,000 years of history and has many interesting historic

and cultural features, including woodblock carvings of the Avatamsaka Sutra (Flower Garland

Sutra). The temple is also a very popular tourist destination, offering various programs relating to

traditional Korean Buddhist culture, in a variety of languages.

5. Cheongwadae

Cheongwadae is the Presidential residence of the Republic of Korea and is regarded as the heart

of the nation. It is comprised of the main Presidential office, reception rooms, conference rooms

and living quarters; annexes for Chunchugwan and Yeongbingwan, the Secretariat and Security

Service Office; and gardens and ponds in front and back. The two-storied granite presidential

office is covered with blue roof tiles, from which the name of Cheongwadae was derived

(“Cheongwa” means blue roof tile in Korean).

Mascots

The mascots for the SEOUL 2015

IBSA World Games are three

characters. Haechi (middle) is the

official mascost of Seoul the host

city. Otter (left) and Eagle-owl

(right) are endangered native

animals. These characters reflect the

geographical characterictics of

Seoul and stand for the minority,

mirroring the specificity of the blind.

Slogan

The slogan is ‘See with Passion, Run with Hope!’

It offers encouragement to see and feel a bigger

world and run towards a hopeful future with

a passion beyond visual impairment.

Emblem For the blind, Braille is the key method to communicate with

others and the light to recognize society. This emblem stands

for a running athlete outlined by Braille. The star

above his head signifies hope.

The colours of the emblem mean:

• Wine – Love, Enthusiasm

• Yellow – Hope for the future, Positivity

• Green – Peace, Vitality

• Blue – Trust & Belief in athletes

ATHLETICS: Incheon Munhak Stadium (One hour from hotels)

The Incheon Munhak Stadium (also known as the Incheon World Cup

Stadium or Muhak Stadium ) is a sports complex in Incheon, South Korea and

includes a multi-purpose stadium, a baseball park and other sports facilities. It

hosted some matches in the 2002 FIFA World Cup. It also hosted the 2005 Asian

Athletics Championships and hosted the football matches during the 2014 Asian

Games.

Classification Information for the SEOUL 2015 IBSA World Games

Classification will be offered to all athletes with a new or review status attending the SEOUL 2015 IBSA World Games.

IBSA Sport Administration System – ISAS. From 1st January 2015 all IBSA athletes

must be registered on the IBSA Sport Administration System (ISAS). In this way IBSA will

have all data regarding their athletes and their data registered on a central IPC database.

Please be aware that no athlete can be presented for classification without FIRST

being registered on the ISAS database!

How to apply for classification at the Seoul 2015 IBSA World Games

An athlete will only be permitted to undergo International Classification at

the IBSA World Games if he or she has: • STEP 1: Completed the CLASSIFICATION REQUEST FORM in the 2nd

Entry form applying for a place on the classification programme; • STEP 2: obtained an IBSA ISAS license for Chess; Football; Goalball;

Judo; Powerlifting; Showdown; TenPin Bowling;

• STEP 3: obtained an IPC SDMS license for Athletics and Swimming; • STEP 4: uploaded the Medical Diagnostics Form (MDF) and other

required medical diagnostics documentation on either database BEFORE the 28th March.

Medical Diagnostics Form To facilitate our classifiers and to ascertain that the athlete is correctly classified, it is compulsory that the IBSA Medical Diagnostics

Form (MDF) be completed for each athlete and uploaded no later than 28 March 2015, as well as any medical reports and required as outlined on the form. This allows our classifiers to have enough time to review the documentation and if

necessary ask for more information. The following conditions apply:

• The MDF form must be completed in English and by a registered

ophthalmologist in your country;

• All medical documentation on pages 2-3 needs to be scanned and attached. If

the medical documentation is incomplete, the classifiers will not be able to

allocate a sport class. This medical documentation is necessary to ascertain

that your athlete receives the correct classification: the more information, the

better it is for both the athlete and the classifier;

• The form and any additional medical documentation e.g. electrophysiological

assessments (VEPs and ERGs), should not be older than 12 months at the

time of the Athlete Evaluation.

IBSA Members are reminded that athletes presenting for classification who

have not completed the above four steps before the 28 March will NOT be classified at the SEOUL 2015 IBSA World Games.

How to upload the Medical Diagnostics form and related material into the

ISAS database Your athlete must be already registered on the ISAS database with a copy of

passport, recent photo and IBSA Eligibility Form.

1. Scan the Medical Form Document (MDF) into a PDF (Max. size 1280KB) 2. Name your MDF in this way: : (3 CAPITAL letters for Country code +

underscore + first 2 letters of the first given name small letters and all the last family name in CAPITAL letters (as it is on passport) all together (no spaces) :

• Example: Anna Merkovic from Uzbekistan – File name = UZB_anMERKOVIC_MDF1.pdf

3. Log in to the ISAS database; 4. Under “participants” click on Classification; 5. Select the athlete you wish to upload medical information;

6. Click on the “Documentation + relevant sport “ Tab; 7. Upload the MDF to “Medical Form 1”;

8. Upload any other medical documentation including ERG, VF, OCT medical tests to “Medical Form 2” naming your files as in item 2.

Classification Evaluation Schedule

IBSA will schedule all athletes with a New or Review status and if classification

schedules are full: New athletes will take priority over Review athletes. The Provisional Classification Evaluation Schedule will be distributed via email no

later than 15 April 2014. Updates, if applicable, will be communicated to the respective IBSA Member countries via email and posted on the IBSA website. All

athletes listed on the Classification Evaluation Schedule must present themselves for classification on the specified date, location and time. Appropriate sport equipment, attire and (medical) documentation in the English language are required

to be available with each athlete to be classified at the Classification Evaluation Location.

IBSA Member countries are reminded that failure to present for classification in a

timely manner and/or without required equipment, attire and documentation will be

viewed as a failure to comply with the IBSA and IPC classification rules and an

athlete may be deemed not eligible to be undergo classification evaluation and

ineligible to compete.

Failure of athletes to be present when scheduled to be classified may result

in the athlete not being given another opportunity for classification in the

Classification Evaluation Period. IBSA Member countries are requested to

take note of the Classification Evaluation Schedule and the dates and times

their athletes need to present themselves at the respective Classification

Center. It is recommended to bring originals of all required medical

documents (inclusive of the Medical Diagnostics Form) and any additional

tests, with the athlete concerned during classification.

The athlete shall also sign a Classification Consent Form as required by IBSA and

IPC. The medical documents shall be in the English language or if not, shall be

accompanied by an English language translation.

The athlete shall also make available a photocopy of their passport (photograph and

personal details page only) or national identification document with photograph to

the Classification Panel if requested.

Non-cooperation during Classification Evaluation by an athlete can result in the

athlete not being allocated a sport class and therefore not be allowed to compete.

IBSA Member countries are to ensure that athletes are aware of the need for them

to cooperate during classification and the consequences if they do not.

informed about and comply with all classification policies and procedures relating to the Seoul 2015 IBSA World Games. These policies and procedures

Gimpo International Airport

The history of Gimpo airport started when the Japanese army built a landing strip at the present

site in 1939. After Korean Independence from Japan in 1945, the American air force used it and

commercial airplanes were allowed to land at the airport.

From 1954, the Korean government was partly allowed to use this airport. Gimpo airport was

renamed Gimpo International Airport by a Presidential Order in 1958 and its full-scale upgrade

into an international airport was completed in 1971.Gimpo International Airport has been the

gateway to Seoul, Republic of Korea and nowadays it is giving new pleasure to airport travellers

enjoying the complex space, called 'Sky City' which is, a place of culture, leisure and shopping.

Arrival by Air

Incheon & Gimpo international airports are the official airports of arrival and departure for the

Seoul 2015 IBSA World Games.

Welcome Service

The Seoul 2015 IBSA World Games Organizing Committee will provide teams with an efficient

pick-up service at the airport. After arrival, teams will be escorted to buses, which will take them

to their hotels.

Coach transport will operate for teams. Coaches will be allocated to teams and will be clearly

identified by signage. These coaches will be parked at the airport.

Transportation of Equipment

Transportation of equipment will be arranged by SWGOC.

Departure Service

The SWGOC will provide teams with coach transport for teams according to their flight schedule

departure times.

The entry fee per person includes hotel, meals, ground transportation to/from the

Incheon/Gimpp International Airport and to competition venues during the event.

ENTRY STANDARDS FOR ATHLETICS

The obtained results will be recognized by the IPC and will be a qualifier for the 2015 World

Championships and the Rio 2016 Paralympics. Each athlete is required to have an IPC license

for recognition of his/her results by IPC. Competitions will be conducted based on IBSA /IPC

Participation criteria

• A maximum of 03 (THREE) athletes from each country can be registered per event; • Participation of a minimum of 04 (FOUR) athletes from 03 (THREE) countries is

required to confirm the event at the time of entry by name. Events that do not meet

this criterion WILL be combined or cancelled. B1 or B2 events that do not meet

the criterion will be combined “up” with the similar B2 or B3 event. B3 events

that do not meet the criterion will be combined with the similar B2 event if the B2

event has fewer than 8 B2 entries and the combined event meets the minimum

participation criterion; otherwise the B3 event will be cancelled;

• In order to participate, the athlete must have at least 01(ONE) minimum standard

established in an event of the program;

• Minimum standards obtained will be counted from 1 September 2013 - 22 March

2015 (times are only recognised if the athlete was already IPC licensed at

the time of the achievement);

• Each country can have 01 (ONE) relay team per event;

• If fewer than four athletes appear for an event that originally met the minimum

participation criterion at final entry, the minus one rule will be applied for medals.

• Each country is required to bring its own escort athlete for competitions.

The achieved results from this competition, specifically for swimming classes S11-13, will be recognized as qualifying times for the 2015 World Championships and the 2016 Rio Paralympic Games. Competitions will be conducted under IPC Swimming rules.

ELIGIBILITY OF SWIMMERS Athletes need to have an active IPC Swimming license for the 2015 season and have an IPC Swimming Review or Confirmed class status to have results from this competition recognized by IPC Swimming for inclusion in the IPC Swimming ranking lists.

PARTICIPATION CRITERIA

• Have achieved a Minimum Qualification Standard (MQS) at an IPC Swimming

recognised competition for at least one of the respective events between 1

September 2013 and 22 March 2015 (times are only recognised if the athlete was already

IPC licensed at the time of the achievement);

Other Information

Anti-Doping: Anti-Doping will be conducted in line with WADA procedures at an Anti-Doping

Laboratory in the Korea Institute of Science and Technology, Seoul.

Referees: The number of referees who will officiate at the World Games will be decided in

consultation with the Sports Chairs.

Medical Attendance: Each competition venue will have all the necessary support for urgent

medical assistance for every participant during the competitions and official training.

Insurance: All members of your delegation MUST have an international travel and personal

accident insurance.

Entry Fees: The official arrival date is the 8th

May. Each participant will be charged an entry fee

of € 995, from each of the participants relating to the period from May 8th

to May 18th

, 2015. The

entry fee includes room and board from 8th

to 18th

May, 2015, ground transportation to/from the

Incheon & Gimpo international airport to the hotel and competition venues. The entry fee DOES

NOT include the capitation fee (€ 25) per athlete NOR the air transportation for delegation

members. Delegations can only stay at the official hotels of the World Games during the Games

period.

Outwith the dates of May 8th

to May 18th

, 2015, the Organizing Committee will collect an

additional fee of € 150 in a double room; €270 in a single room per person for each extra day.

However, if the participant wishes to stay in a different hotel from the official hotel of the games

which SWGOC recommends, it will be charged at the amount of €100 in double room; €180 in a

single room per person and per each extra day.
