Dear Judo Friends,
The Portuguese Judo Federation and the Portuguese Federation for Disability Sport have once again
the pleasure to invite your blind and visually impaired judo athletes to take part in the IBSA JUDO
WORLD CHAMPIONSHIPS 2018 for Blind & Visually Impaired, which will take place in Odivelas,
Portugal, on November 16 – 18, 2018 and Training Camp on November 19 – 21, 2018.
This is the second time that the two federations unite to organize an International Judo Competition
for blind Judokas and want to repeat the success of 2015.
We looking forward to see you in Portugal and we wish good luck to all athletes for the qualification
process for Paralympic Games in Tokyo that starts here in Portugal.

Deadlines
PLEASE RESPECT ALL DEADLINES AND RULES DETAILED IN THESE OUTLINES.
Deadline of the entry by names: 8 weeks before the first day of the competition, by the IBSA rules,
to be able to arrange eye classification and the appropriate organisation of the competition. Entry
forms after the deadline is not acceptable and it would mean that the IBSA Member could not enter
their team in the competition.

1. Fundamental Principles
All IBSA member federations, officials, coaches and athletes participating in the event described
in these outlines have to respect and accept the authority of the IBSA Officials, the IBSA Statutes
& rules, the IJF Sports and Organization Rules (SOR), the IBSA Refereeing Rules and IJF Code of
Ethics. Individuals deemed to have acted against the above-mentioned rules, its principles or
purposes shall be subject to suspension or expulsion from the event and/or cancellation of their
accreditation cards. All judokas have to possess an IBSA ISAS code number. From 1st January
2015 all IBSA athletes must be registered on the IBSA Sport Administration System (ISAS).
2. IBSA Online Registration on the IBSA ISAS DATABASE
IBSA began online registration through the ISAS database for all sanctioned competitions in 2018.
We enclose a very simplified Powerpoint Presentation, which explains how this is done.
Online accreditation means the following:
1. The IBSA member chooses directly the athletes registered in the database and inscribes them
online;
2. It means they must be registered in the database before they can be inscribed in the competition
and entry BY NUMBER must be completed before ENTRY BY NAME;
3. The LOC will receive a list of competitors with all their data including photos if they wish for
accreditation downloaded from the ISAS database;
4. The TD will have all data about every athlete readily available and this will be integrated into
software for the judo championship assisting their draws and accreditation etc;
4. Normal paper entry forms are completed for accommodation AND FOR STAFF.ONLY

3. Insurance
Each IBSA member Federation (in the following: IBSA Member Organisations) is responsible for its
competitors (the control of non-pregnancy as well as the control of gender are placed under the
responsibility of the National Federations) and must assume all responsibility for accident and
health insurance as well as the civil liabilities for their competitors and officials, during the event
described in these outlines.
The organizer of the event and the IBSA will not be responsible for any insurance related to the
above-mentioned matters. Nevertheless, the IBSA Member Organisations staging the event shall
take all necessary actions to provide insurance coverage against civil liability for the entire
duration.
The organizer of the event and the IBSA are not liable for any claims of injury, illness or death
arising out of the participation and traveling in connection with this event.

Hotel reservations MUST be made through the organizing committee. All delegates inscribed
for an IBSA Judo official event must stay in one of the official hotels suggested by the
organizers for a minimum of four (4) nights. If this is not respected accreditation will not be
given.
Possible reservations of extra rooms after the hotel reservation deadline will be surcharged with
an additional 10%. NO exceptions will be made.
If rooms need to be cancelled, please inform the organizer immediately. Cancellation of rooms
cannot be made at check-in. Illness, injuries or visa problems are not valid reasons for the
cancellation of rooms. If rooms are cancelled, the organizer has the right to charge the participating
delegation as follows:
• Before September 15th 2018: No charge
• September 15th to October 19th 2018: 50% refund
• After October 19th 2018: No refund - 100% of the hotel costs must
be paid.
Any damage to hotel property resulting from the stay of a national delegation will be charged to
the national federation and must be paid in full.
Delegations are kindly requested not to dry clothing (including judogi) or have training sessions in
the corridors of the official hotels.

All bank fees and money transfer costs must be paid by the sender federation. Payment is also

9. Visa
The organizer is happy to help any country to obtain a visa for athletes and officials. For nations,
who need a visa to enter the organizing country, please send a full list of participants with full
names, passport numbers, date of birth, and positions along with scanned copies of all passports
before the deadline stipulated.

10. Transport
The organizer will provide free of charge transportation for competing delegations staying in official
hotels during the event. This includes transport to and from the official hotels, accreditation, VI
Classification, the draw, weigh-in, training and competition unless they are within walking distance.
For arrivals and departures, a transfer service is available to official hotels from:
• Humberto Delgado International Airport in Lisbon.
Travel information must be sent to the organizers by September 15th 2018.

11. Competition Rules
The competition will be conducted in accordance with the latest IJF SOR, IJF & IBSA Judo
Refereeing Rules, IBSA Judo Regulations IJR and actual IBSA Anti-Doping Rules.
System of competition: double repechage, or round Robin (it depends of the number of judokas)
Weight categories – individual competition
Men: -60kg, -66kg, -73kg, -81kg, -90kg, -100kg, +100kg
Women: -48kg, -52kg, -57kg, -63kg, -70kg, +70kg
Weight categories – team competition
Men: -66kg, -73kg, -81kg, -90kg, + 90kg
Women: -52kg, -57kg, + 63kg
Duration of contest: Men five (4) minutes and women (4) minutes (real time).
12. Refereeing
International Referees will referee the contests with IBSA Judo certificates.
The referees will use the CARE system.
IBSA Refereeing Commission selects the referees for the event
13. Inscription of Delegates
Competitors can only be entered in one weight category and only entries of IBSA member national
judo federations will be accepted. Participating athletes must be 15 years in the calendar year or
elder.
Each national federation can inscribe a maximum of two (2) athletes per weight category.
Non-competing athletes or training partners can be inscribed as judoka.
After the deadline no additional delegates can be added. Changes can be made one to one, like for
like, due to injury or illness. For example, another athlete regardless of gender or weight category
can replace an injured athlete. An ill team official can be replaced by another team official etc.
14. Athletes' Eligibility
Please note that all athletes must comply with the following conditions before being accredited to
the event:
• IBSA Athletes License for the current year;
• Paid IBSA Membership fee for the current year;
• Valid VI classification,
• Participating athletes must be born in 2003 (15 years in the calendar year) or before
• The judokas have to wear a judo-gi with their own back number.
15. Accreditation

The control of entries and issuing of accreditation cards will take place during accreditation (see
program for time and place).
The provisional team accreditation should happen during the accreditation process.
The accreditation will be verified by IBSA ISAS Database and by the Judo Classification Master
(IBSA website http://www.ibsasport.org/sports/files/810-General-Judo-Classification-Master-List-
as-of-7th-May-2018.pdf
At least one team official must attend in time to confirm the entries of all athletes and officials with
his/her signature. Passports or photocopy of passports of all athletes must be available on request.
An accreditation card will be issued to athletes, officials and media. This accreditation card must
be carried at all times.
A delayed appearance or no-show at control of entries may result in the exclusion of all participants
from the draw and the event. In case of unforeseen delay of arrival the IBSA Member Organisations
must contact immediately the organizer.
Number of accreditations for officials:
1 – 4 competitors: 3 officials
5 – 9 competitors: 5 officials
10 or more competitors: 7 officials
16. Visual Impairment Classification
Classification will occur in accordance with the IBSA Classification Manual for organisers of
sanctioned competitions and the Classification Manual for IBSA members
VI Classification will take place from 08:30h November 14th 2018 to 19:00h November 15th
2018, at Olaias Park Hotel (Floor 2)
IMPORTANTE NOTES
1. Each IBSA member must have paid his or her membership for the year 2018;
2. Every athlete should be registered on ISAS with a current license for the year 2018;
3. The IBSA Medical Diagnosis Form (MDF) - updated form 2017, must be completed in
English, correctly and completely filled, signed and stamped at the specific points by a registered
ophthalmologist and by the National Federation of the athlete;
4. The MDF and the necessary additional medical tests cannot be older than 12 months at the
time of the athlete’s International Classification in Lisbon
5. The MDF and the additional medical tests should be uploaded on the ISAS record of the
athlete on the database 6 weeks before the first day of classification (last day - 2 October).
Athletes with non-correct MDF or uploaded after due time will be excluded.
NO EXCEPTIONS
6. At classification, athletes must show the original MDF and other medical documents
required. As well the passport or ID card with photo.
7. During the classification, athletes should attend with their best possible optic correction.
Athletes who wear glasses and /or contact lens are obliged to bring it to classification (even if not

used at competition). The characteristics of the contact lenses are also required when at
classification.
8. Athletes may be subject to controls during any competition. In the case of an athlete found
during the competition, to be wearing contact lenses, which were not declared, during
classification, he or she will be subject to disqualification. Athletes already with a valid VI
Classification must declare any change in their mode of optic correction (glasses or contact lens)
to the IBSA at least one month before the competition on the Update form for Optical Changes to
be found in the Classification Manual for IBSA members. It must also be uploaded in ISAS database
classification documents.
9. All athletes who require VI Classification must arrive Lisbon at least the evening of 13th
November (Enough time to rest is required for a good cooperation at Classification). All athletes
must be ready for classification at 08:30h the 14th November – meaning arrival on the
13 November.
The classification schedule will not consider the arrival times of each national team.
10. Classification schedule and transports timetable from Hotel Roma to Classification will be
posted at the Official hotels in the morning of 13th November
11. Athletes not competing at Word IBSA JUDO Championship – 2018 (Lisbon) cannot be

17. Training
A training room will be available in both hotels from 13th to 15th November 2018.
Training is the responsibility of the organizing federation. Planning and scheduling of training
sessions will be organized taking into consideration requests made by delegations daily on a first
request first served basis. If you are interested in booking training, please contact the organizer.
18. Draw
Each IBSA Member Organisations must send at least one delegate to attend the draw. A maximum
of three (3) delegates per national federation (2 officials and 1 athletes’ delegate) will be
authorized.
The top four (4) athletes from the entered competitors in each weight category will be seeded
according to the current World Ranking List.
19. Judogi control

Athletes must compete wearing an IJF approved judogi supplied by one of the following
manufacturers:
Greenhill, SFJAM NORIS, DANRHO, MIZUNO, Double D Adidas, HAYAKAWA, Fighting Film, Budo
Sport AG, ESSIMO, MATSURU B.V, KAPPA, DAEDO.
Each competitor is obliged to have sewn on the back of his/her judogi a back number
bearing his surname and his/her National Olympic Committee abbreviation. The back numbers
must be fixed horizontally and centred on the back of the judogi. They must be placed at a distance
of 3 cm from the bottom of the collar. The back number can only be ordered from
www.ijfbacknumber.com or www.mybacknumber.com.
The judokas have to wear a judo-gi with a back number. The judoka, who does not wear a back
number on her or his judo-gi will be disqualified. (If the judo-gi is dirty or blood stained
the local organisers will provide a reserve judo-gi).
The back number and publicity should comply with the current IBSA and local organiser’s
agreement.
The official sponsor label of the event may be given provided that:
• The judogi are clean and dry.
• The back number, publicity and emblem are properly sewn on and do not show any wear
or tear.
• All previous advertising has been removed.
For further information on judogi, rules please refer to the IJF SOR section 8 and appendix C.
20. Weigh-in
The weigh-in will be carried out in accordance with the IJF SOR section 7, and the IJR.
Athletes must bring their passport (or ID card) and their accreditation card.
The athlete’s official weigh-in will be scheduled the day before the competition.
The random weigh-in should be held at the Sport hall at the competition day.
21. Coaching
Coaches nominated by their IBSA Member Organizations should respect the IBSA Judo Regulation
Code of Ethics. Any coaches not adhering to these rules could be subject to disciplinary action.
22. Awarding ceremony
The competitors wearing their white judogi (no shoes, flip-flops or socks) will stand behind the
podium according to the following order 2,1,3,3. Competitors who have won a medal have to

attend the ceremony to receive their medal in person. If a competitor is absent during the awarding
ceremony for no valid reason they will lose the right to have the medal. It is strictly forbidden for
competitors on the podium to bring national flags or the similar identification other than the one
represented in the regular manner on their equipment. Any demonstration of religious, political,
personal or commercial sign is prohibited and so is wearing a cap or any other head cover.
23. Doping control
Regulation by the actual IBSA Anti-doping rules, collaboration with IBSA sport & anti-doping
committees and the local organizers.
Prior coordination is highly recommended beforehand of the event between IBSA, local organizers
and the sample collection agency.
Every anti-doping education activity is encouraged within or prior to IBSA competitions.
As per Doping Control, IBSA Anti-doping rules, WADA Anti-doping Code and ISTI and technical
documents (including the Technical Document for Specific Analysis per Sport) apply, aiming to
implement a compliant anti-doping program within approved IBSA competitions.
The draw is carried out by a collaborative effort between the sample collection agency and IBSA
delegate, in accordance with the IBSA Anti-doping Rules and the selection policy proposed by IBSA
during the competition. Selection for doping controls may also include target tests under IBSA
authority.
Competitors have to report to the Doping Control Station immediately after signing the Notification
form. Pursuant to WADA ISTI Art. 5.4.4, prior to doping control, athletes are allowed to take part
in the awarding ceremony and fulfil their press commitments or receive medical treatment if
needed. The selected competitors will be constantly accompanied by an official chaperone
(appointed by the organizing committee) from the time of notification until arriving at the Doping
Control Station. A person of the athlete’s choice (team doctor, coach, trainer, delegation head
etc.) may accompany them." When applicable, an extra person can be present within the process
as translator.
All doping controls at IBSA approved events are under IBSA as Testing authority and as Results
management authority as well, as mentioned on the ADAMS mission order to be issued by IBSA
Anti doping committee from ADAMS system and sent to the Sample collection authority (appointed
by the Local organizers) http://www.ibsasport.org/anti-doping/
24. IBSA Capitation Fee:
All participating countries must pay an IBSA capitation fee of 25 euros per judoka. (Local organisers
will collect the fees during the accreditation process.)

25. Training camp
The Training camp will take place in the Pavilhão Multiusos de Odivelas, the same Sports hall of
the competition. The Warm-up hall of the competition will be used for the training camp.
The Training Camp begins on Monday, November 19th 2018, and ends on Wednesday, November
21th 2018.
