Called Fusion AnalyticS for public Transport Emergency Response, or Faster, the two-year tie-up will see data from SMRT and Starhub combined and studied using IBM data analytics. SMRT would provide video feeds from certain MRT stations, while Starhub would share anonymised telecommunications data. By making commuters' travel patterns more visible to agencies, the idea is to improve their decision-making in responding to incidents such as train breakdowns, overcrowding, or other emergencies and unplanned events. President and chief executive officer of SMRT Desmond Kuek called the collaboration "a potential game-changer" in helping the company be ready for any eventuality on its train and bus networks. Starhub chief executive officer Tan Tong Hai called the move "very timely" in the country's transformation into an "intelligent" nation.

Here is the joint statement from the Land Transport Authority of Singapore, SMRT, StarHub and IBM: The Land Transport Authority of Singapore (LTA), SMRT Corporation Ltd (SMRT), StarHub and IBM today announced a collaboration to apply fusion analytics to create a state-of-the-art public transport system that will significantly improve the commuter experience across Singapore. With over 6.3 million passenger trips made daily on the Singapore public transport system, any disruption can impact the travelling experience of hundreds of thousands of commuters. This research collaboration brings Singapore another step closer to a people-centred, intelligent and integrated public transport system designed to improve mobility and the liveability of Singapore. The LTA and IBM will create a Fusion AnalyticS for public Transport Emergency Response (FASTER) blueprint for better crowd management and proactive information services by using data-driven analytic models that provide situational awareness, impact prediction and actionable insights for mitigating the anticipated impact. The collaboration, announced on Monday (June 2), has been named Fusion AnalyticS for public Transport Emergency Response, or FASTER. It will use data-driven analytical models for better crowd management and public transport incident management. Public transportation has been a subject of great discontent over the past few years. With sky-high car ownership costs in the island-state, it comes as no surprise that citizens turn to trains and buses as their main mode of transportation. In fact, according to Desmond Kuek, CEO of SMRT Corporation Ltd (SMRT), over 6.3 million passenger trips are made daily across the Singapore transport system, and each day trains cumulatively run one-and-a-half times the circumference around the Earth’s equator – that’s about 40,000km. In recent years, however, disruptions have become frequent occurrences in Singaporeans’ daily commute, justifiably causing much unhappiness. For example, in 2012, multiple train breakdowns caused SMRT to be fined a sum of S$2 million back in 2012. As a result of these inefficiencies, heads have rolled, complaints have been issued; and while Transport Minister Lui Tuck Yew promised that he would improve the Mass Rapid Transit (MRT) system, these incidents continue to happen on a too-often basis. In a bid to address these problems, the Land Transport Authority of Singapore (LTA), SMRT, StarHub and IBM (NYSE: IBM) have put their heads together and come up with a solution, aptly titled Fusion AnalyticS for public Transport Emergency Response, or FASTER. Specifically, the LTA and IBM will combine farecard data and information provided by industry partners SMRT and StarHub, and use data-driven analytic models to provide situational awareness, impact prediction, and actionable insights for mitigating any anticipated impacts at hand. In doing so, they hope to improve the public transport system, and by extension, the commuter experience. As part of the agreement, SMRT will provide video data from selected MRT stations, while StarHub will provide anonymized telecommunications data to track commuters’ movements on an aggregate-level from point to point. “Through this research collaboration with IBM, SMRT, and StarHub, we endeavor to harness intelligence from the myriad of data collected, and in turn, these analytics will enable us and the transport operators to better manage public transport incidents and special events through improved resource allocation and pre-emptive crowd management,” said LTA’s Chief Executive, Chew Hock Yong.

A Smarter Singapore? This collaboration is part of IBM’s mission to help cities leverage the information that is already available to deliver better citizen services. To borrow their phrase, IBM wants to create a “Smarter City,” which they define as any urban area that exploits information to optimize the delivery of city services. The American multinational corporation has embarked on multiple projects under this initiative, such as traffic management, smart grids, water systems, healthcare, emergency management, and city operations. In the case of Singapore, they have chosen to focus on the transport system. Having caught a glimpse of IBM’s soon-to-be-implemented analytics solution, I was impressed by the amount of actionable data that could be provided through this collaboration. The scenario painted during the demonstration was that of a typical train breakdown in Singapore. Using data drawn from the current road traffic situation, as well as traffic police and bus locations, a hypothetical operator was able to quickly create a bus bridge plan to ferry commuters over to the most convenient location possible. With all this information at hand, there will certainly be greater situational awareness at train stations and bus interchanges, transport operators can better identify patterns, develop contingency plans, and predict when, how, and which commuters will be be affected upstream and downstream. In addition, the system will also give transport operators insight into Singapore’s mobility patterns, and provide a basis for recommendations with regard to improvements in bus routes or schedules. Put together, transport authorities have an all-encompassing view of the entire commuter environment in Singapore.

Named Fusion AnalyticS for public Transport Emergency Response (FASTER), the collaboration will enable the authorities to better respond and manage public transport incidents. As part of the agreement, LTA and IBM will combine farecard information and video data from selected MRT stations from SMRT with anonymised telecommunications data from StarHub. Data-driven analytic models will then be used to provide situational awareness, as well as impact predictions and actionable insights for mitigating any anticipated impacts. "These analytics will enable us and transport operators to better manage public transport incidents and special events through improved resource allocation and pre-emptive crowd management," said Chew Hock Yong, LTA's chief executive. For instance, in the event of a train breakdown, IBM's analytics solution will use various available data, such as road traffic conditions and bus locations, to enable an operator to quickly create a bus bridge plan to shuttle passengers to the next station. Besides using FASTER for incident response and management, it can also be used to offer transport operators a visualisation of Singapore's mobility patterns and provide a basis for recommendations for improving resiliency of bus schedules or route. At the sidelines of the World Cities Summit on 2 June 2014, the Land Transport Authority of Singapore (LTA), SMRT Corporation (SMRT) , StarHub and IBM announced a research collaboration to develop a “fusion analytics” blueprint for better crowd management and proactive information services using data-driven analytics models. With over 6.3 million passenger trips made daily on the Singapore public transport system, any disruption can impact the travelling of hundreds of thousands of commuters, noted IBM. The blueprint, dubbed FASTER (Fusion AnalyticS for public Transport Emergency Response), aims is to improve situational awareness, predict the impact of incidents affecting public transport, and come up with actionable insights and recommendations for mitigating the anticipated impact. As part of the agreement, LTA and IBM will work together to combine fare card data and information from partners SMRT who will provide video data from selected MRT stations, and StarHub who will provide anonymised telecommunications data for aggregate-level mobility analysis. The aim, said Janet Ang, Managing Director of IBM Singapore, is to create “insights in motion” for “people-centred real-time and dynamic public transport incident management”. “Transport lends itself very well to big data analytics,” said LTA’s Chief Executive Chew Hock Yong. “It involves a lot of moving parts every single day, whether we’re talking about the bus, the train, commuter fare cards, taxis etc.” While LTA trying to make headway in the area of data analytics to serve commuters better, it also recognises that there are two things it does not have, said Mr Chew. “One is we don’t have all the data that will help us do our job better. We have data points relating to buses and trains but we don’t have useful data points like where mobile phone customers (commuters) are in different parts of Singapore.” “The second thing we do not have is that we don’t have all the wisdom to serve the commuter better. The Land Transport Authority (LTA), transport operator SMRT, telco StarHub and IT giant IBM yesterday unveiled the pilot, in which passenger data will be gathered for analysis to improve the commuter experience. Under the programme, the LTA and IBM will obtain depersonalised, location-based commuter data from StarHub, video feeds from key MRT stations and fare card transactions to see which stations are getting too crowded, where bottlenecks are occurring and how many bus-bridging services should be deployed if necessary and how frequently, for instance. Dubbed Fusion AnalyticS for public Transport Emergency Response (FASTER), the programme can also help authorities and operators manage crowds and send alerts to inform commuters of expected delays so they can plan alternative routes. SMRT chief executive Desmond Kuek called the programme a potential game-changer. “We now have faster responses by our train station staff during disruptions, near real-time updates on social media and increased urgency in the effort to upgrade our train network. FASTER is a potential game-changer to help in all of these efforts,” he said.

An SMRT spokesperson told TODAY that “as the project is in its early stage, we are unable to specify the MRT stations which will be involved at this preliminary stage”. More details of the programme will be announced as the trial gains traction, he said. LTA chief executive Chew Hock Yong said: “Through this research collaboration, we endeavour to harness intelligence from the myriad of data collected and, in turn, these analytics will enable us and the transport operators to better manage public transport incidents and special events through improved resource allocation and pre-emptive crowd management.” This is the first time IBM is deploying such an extensive combination of data in their collaborations with cities, though mobile data from telcos have been used elsewhere. For example, in Istanbul, the company collects billions of pieces of data each week from mobile phone users that reveal how people move through the bustling metropolis. The data provides insights into the daily transport habits of commuters and allows bus operators to adjust service frequencies and coordinate transfers between different buses. Dr Laura Wynter, director of IBM Research Collaboratory in Singapore, told TODAY the programme here would not go live during the two-year pilot, but would harness a few months’ worth of mobile, video and fare-card data to present a snapshot of the system at any given point in time. “The fare-card data (tells us) how many people are tapping in and out and the telco data gives us an idea of where people come from before they get to the station and where they go after they leave the station. Together, it gives us a mobility pattern for the population,” she said. “It allows us to better manage the transport network, for instance, knowing what the crowd levels are on the platforms and in the trains, as well as how long is it taking people to get into the trains. It’s giving LTA and the train operator a quantitative understanding of the passenger experience, and that allows them to take different actions,” she added. On how the success of the programme will be judged, she said the performance indicators will be worked out during the pilot. The pilot programme ties in with the Government’s goal of making Singapore a “smarter nation” through the use of technology. Senior Minister of State (National Development) Lee Yi Shyan said last week that big data could help citizens enjoy a better quality of life as Singapore faces increasingly complex urban development challenges. Prime Minister Lee Hsien Loong said on Sunday that Singapore was making better use of technology to strengthen citizens’ and residents’ ownership of their shared future. National University of Singapore’s Professor Lee Der Horng, a transport expert, said the level of data used in the pilot programme was unprecedented in Singapore. “Traditionally, operators or the Government have been very strict in data sharing, and it is not easy for research institutions to obtain such data as well. So, it is a good move,” he said. However, he cautioned: “Big data can be very useful, but its application or value can be very broad, so authorities have to ask themselves how it can actually help commuters in their daily journeys, looking at factors such as the degree of congestion as well as the arrivals and departures of trains.” Prof Lee also suggested that the use of big data go hand-in-hand with station designs and operations, such as adjusting the speeds of escalators leading to and from train platforms, and developing systems to give commuters an idea of the level of congestion on platforms.

The study, announced yesterday at the World Cities Summit, has been named Faster, which stands for Fusion AnalyticS for public Transport Emergency Response. Under this, SMRT will provide video data from selected MRT stations to help with crowd counting on trains and in areas within and without the stations. SMRT will also provide fare card data, which gives mobility insights - such as the start and end points of the journey and the mode of public transport - to derive patterns in travel movements. StarHub will pitch in with anonymised telecommunications data to refine journey patterns by pinpointing true origins and destinations of commuters before reaching or after leaving the train stations and bus stops. The three data sets will be integrated and analysed using IBM's Intelligent Operations Centre software, which was created for cities to deliver better citizen services by tapping into available information. Merging these data sets will give transport operators real-time situational awareness of the transport network. LTA chief executive Chew Hock Yong said that the agency uses data analytics, but lacks exhaustive data and knowledge, so it is getting on board this research collaboration, which may take on new partners. Laura Wynter, the director of IBM Research Collaboratory in Singapore, said: "It means knowing at any point in time what the crowd levels are in stations and on trains, and what the delays to the trains are if there's an incident." Predictive models can be applied to fare card data to see how people will move in the future; with telecommunications data to complete the mobility pattern, combining these with video analytics allow predictions to be made about crowd levels as a function of time, day and special events. The system can also predict the impact of an incident in terms of expected delays and passengers affected, and recommend actions the operator can take to respond to the incident. As part of the FASTER agreement, the LTA and IBM will work together to combine farecard data and information from industry partners: SMRT Corporation Ltd (SMRT) who will provide the video data from select MRT stations; and StarHub will provide anonymized telecommunications data for aggregate-level mobility analysis. LTA is the government agency responsible for planning, operating and maintaining Singapore’s land transport infrastructure and systems. Along with IBM, LTA will create a Fusion Analytics for Public Transport Emergency Response (FASTER) blueprint for better crowd management and improved information services using data analytics. This will provide situational awareness, impact prediction and actionable insights for mitigating any anticipated impact. As part of this collaboration, LTA and IBM will also work to combine farecard data and information from industry partners, SMRT and StarHub. SMRT, one of Singapore’s largest public transport providers, will provide video data from selected mass rapid transit (MRT) stations in the city. StarHub, a telecommunications company in Singapore, will provide anonymised telecommunications data for aggregate-level mobility analysis. LTA’s Chief Executive, Chew Hock Yong, shared, “Through this research collaboration with IBM, SMRT and StarHub, we endeavour to harness intelligence from the myriad of data collected. In turn, these analytics will enable us and transport operators to better manage public transport incidents and special events through improved resource allocation and pre-emptive crowd management.” The farecard data indicates how many commuters are entering and leaving the transit stations and telecommunications data will estimate where the travellers come from and where they are headed after leaving the station. This aggregated data gives a mobility pattern of Singapore’s commuters. This initiative will enable transport operators and authorities to provide better information services to their employees and passengers.
