GPRA Modernization Act – DRAFT © 2011 IBM Corporation

This section addresses the remaining three roles of our six role approach

Revise strategic plans and annual performance plans this year toinclude specific high performance goals.

Develop appropriate measures of performance to measure progress against strategic and annual performance plans

Establish a review process with top agency executives to use real time data to make strategic decisions and improving performance

Use analytical tools including dashboards, drill downs, and automated alerts to generate metrics, explore problem areas and develop scenarios

Integrate disparate and distributed data sources to create the central data repository needed for decisions and performance management

Enable agencies to effectively manage the growing volumes of structured and unstructured data, to improve data quality and integrity

Scorecards & Dashboards

Immediate Insights to Business Performance

Operational

Dashboard

Track core operational

processes and often display

real-time data. These

dashboards emphasize

monitoring more than

analysis or management.

Tactical

Dashboard

Track departmental

processes and projects and

emphasize analysis more

than monitoring or

management. Often

implemented using portals

and run against data marts

or data warehouses.

Strategic

Dashboard /

Scorecard

Monitor the execution of

corporate strategic

objectives at each level of

the organization and

emphasize management

more than monitoring or

analysis.

Scorecards & Dashboards Reports

Periodic Reporting of Business Performance

Definition

Frequently used reports are

predefined and either pre-

run by operations staff, or

maybe run by a user by

specifying criteria for a fixed,

defined set of attributes.

Use

Standard reports are run on a

fixed schedule (daily, weekly,

monthly, quarterly, yearly,

etc.) for a very fixed purpose,

e.g. Regulatory Reports.

Scorecards & Dashboards Reports

Automated Notification of Business Performance

Alerts

Description

Standard alerts and notifications

set so that if a metric crosses that

threshold, a user group

(operations, controlling, etc.)

receive an alert informing of this

event. This would trigger an

event such as further analysis and

possibly some subsequent

corrective action.

Use

Alerts and notifications can be in

the form of emails, or application

messages.

Page 10: IBM GPRA

Performance related issues can be analyzed to determine why specific metric values were generated

Ad Hoc Query

Deeper Analysis of Trends & Patterns

Description

Users pick and choose

attributes to develop their

own custom reports, to

explore specific trends and

patterns.

Use

Users are allowed to pick

from a defined set of

metrics and dimensions to

form the report.

Ad Hoc Query

Explore Trends & Patterns

Drill Down

Description

To move from summary

information to explore the

detailed data that created

it.

UseExplore the reasons behind

summary information.

Ad Hoc Query

Deeper Analysis of Trends & Patterns

Drill Down Trend / Pattern Analysis

Description

Forecasting technique that

relies primarily on historical

time series data to predict

the future of a variable

Use

Determine potential impact

of current trends and

patterns

Determine Impact of Different Options

Description

Determine the impact of

potential solutions based

on different alternatives

Use

What If

Develop Scenarios to Select Optimal Decisions

Predictive Modeling

Description

Determine relationships

between explanatory

variables and the predicted

variables from past

occurrences, and develop

models to predict future

outcomes

Use

Optimize the allocation of

specialized resources by

identifying the most

effective resource

deployment options

Data Integration is one of the most complex and critical aspectsof developing and maintaining data warehouse environments

• Data Integration is a set of maturing processes,

techniques, and technologies used to extract, restructure,

move, and load data in either operational or analytic data

stores either real-time or in batch

• Data Integration can also involve Extract, Transform,

Load (ETL) processes.

• It requires that data from often multiple source

systems is extracted at certain times, checked for

quality, “re-crafted” into a form that is required for

analysis, then loaded into a data warehouse.

GPRA Act Section 7 requires Agencies to report how they ensure and maintain the accuracy and reliability of data

Quality Security & Privacy

Lifecycle Standards

• Correct management of data is critical to accurate performance measures,

and four key component

Data are deemed of acceptable quality if they correctly reflect the real-world conditions represented

Methods, practices, processes, and tools used to management data across its lifecycle

Policies, processes, and technologies to protect data from misuse

Data standards are documented representations, formats, and definitions ofcommon data

The quality of the performance reporting and metrics is directly dependent on the quality of data.

Data should be handled according to its stage in the lifecycle

When data is integrated, the correct handling of security and privacy is crucial

Common data standards have to be in place within an agency as well as between agencies that share data
