Happy 2020, the new year has started off in slower fashion then
we want here in the Local, but there is optimism in the air for
another good year. Here are a few of the projects in our
jurisdiction that are on tap for 2020 with more to come.
• New Love’s Travel Center on S. Main & Bypass 20 in Rockford with a Spring start.
• A $3 million renovation of 327 W. Jefferson Street to
become a new mixed-use building.
• A $5.5 million new 4-story mixed-use building at 301 S. Main Street.
• Continued work at Swedish American Hospitals, $126 million Downtown Campus Bed Tower addition & remodel.
• Continued work on various upgrade projects at the Mercy Health Rockton Avenue Campus.
• Continued work on the new $34.5 million WWTP in South Beloit.
• Spring & Fall Outages at the Byron Nuclear Powerhouse. Outages will be heavy in electrical in 2020 with the Spring Outage needing 166 Total Wiremen, including 4 Welders.
• Various Solar Farm work throughout the jurisdiction.
• $350 million Hard Rock Casino along with a temporary casino location at Giovanni’s.
• Summer work at various school districts throughout jurisdiction.
• New $30 million Rockford Public Library and 6-story $20 million multi-use building to include high-end apartments, restaurant, retail space, & underground parking downtown along the river.
• Continuation of various projects at Collins Aerospace in part of their ($50 million) 25,000sq’ high-voltage design & testing lab, being built for a future 1MW motor for hybrid electric demonstrator aircraft.
• Continuation of work on Crusader Clinic’s new 2-Story, $13 million downtown campus. The project is to be complete by the end of 2020.
• $21 million Sycamore Wastewater Treatment Plant.
• $1.2 million distribution center for International Food Confectioner – Ferrara Candy in Dekalb
• Proposed $800 million International Knowledge Based Company - Project Venus in Dekalb
• $14 million Four-story Mixed-use apartments & commercial space.
• $10 million Seymore of Sycamore warehouse
• $2.4 million Rochelle Park District Field House
• $25 million Ogle County Jail
• Nelson Station Project units 3 & 4
• $17.3 million Amboy Junior High School Addition
• $1.7 million Franklin Grove Fire Station
On January 15th of 2019 Governor Pritzker started off his tenure
as the 43rd Governor of Illinois. Our Union friendly Governor
went on to have a historic Spring session in 2019.
The Spring session for 2020 is our chance to reshape and
redefine the labor movement here in Illinois, and secure more
work and tighten up labor laws for the foreseeable future. After
four years of Governor Rauner trying to cripple the labor
movement, it is our turn to not only get back what was lost but
capitalize on new laws that will help organized labor. All IBEW
Locals have ideas and pieces of legislation that are near and dear
to their respective locals, but this is our one chance to get
everyone on the same page and show Illinois legislatures that
we are ONE IBEW in ILLINOIS.
All the IBEW branches in Illinois must put all our resources
together and work together in unison. Brothers and Sisters now
is our time to take advantage of what we refer to as the trifecta
(House, Senate, Governor’s Office).
We will be taking suggestions at the February Union Meeting for
our upcoming Inside negotiations. The Negotiating committee
for this cycle will be Brothers Mike Miller, Dave Cargill, Larry
Rowlett and myself.
Under the current contract our Local has made huge strides
forward and created an enormous amount of work
opportunities for our members and contractors. The current
staff here at the hall has brought in millions of dollars of
electrical work over the past five years from rats and their non-
signatory contractors that has gone to our union members and
our signatory contractors, with the casino project being a huge
cherry on top of that. So, as your Business Manager, my
expectation will be to negotiate with our NECA Contractors and
have an open discussion about what benefits our industry, then
come to an agreement and move forward. I look forward in
seeing you all at this month’s meeting to further discuss our
upcoming negotiations.

Work in the northern counties has
definitely slowed down now that we’re
into the worst (2) construction months of
the year, from a weather perspective. The
one bright spot for now is that Allied
Power has started putting in calls for
Journeyman Wiremen. The first calls went
in the week of February 3rd and will
continue weekly over the next 4-weeks.
The outage officially begins on March 9th
and will run through March 25th. As of
right now, Allied Power is stating that they
will hire around 166 wiremen total and
will include 4 welders. Allied is also
wanting to man-up quickly for this project,
then try to layoff members in time for
them to make the Quad City outage in
Local 145 that will begin on March 30th.
Currently, Allied is saying that they need
to have roughly 140 wiremen hired and
onsite by the week of February 24th. The
last Spring outage of the season will be at
Braidwood in Local 176, which is
scheduled to begin on April 20th.
The RAMP Center for Independent Living
facility downtown on Market Street is
about to begin a $1.5 million addition and
interior renovation. The Building Trades
were assured that this would be a 100%
Union project. They plan for work to begin
on the interior renovation of the 1st floor
& basement sometime in February, with
the small addition beginning this summer.
Currently they are going through all the
various bids and starting to award
contracts.
Bids have recently gone out for the new
$8 million Love’s Travel Stop to be built at
4628 S. Main Street just south of US
Highway 20. The facility will have a
9,000sq’ convenience store, 3,200sq’
Hardee’s, 5-auto islands, 6-truck bays, and
eventually have a solar ground array big
enough to power the entire facility. The
anticipated start date for the project is
sometime in March with weather
permitting, and a 180-day construction
schedule after breaking ground. We
should know what GC will be awarded this
project by next month’s union meeting.
The foundation is now in at St. Bridget
Catholic School for a new library &
assembly area addition. Ringland Johnson
is the GC for this small addition and Morse
Electric will wire it.
The interior renovations at the Walmart in
Belvidere are moving along with Climate
Pros and Kwasigroch Electric performing
the electrical and low voltage portion of
the project. Climate Pros are still not sure
if or when they would need to possibly
hire for the project. W.A. Randolph is the
GC.
Work is slowly moving on the new 2-story,
$13 million Crusader Clinic in downtown
Rockford. RSC has recently hired a
wireman and has had a wireman onsite
occasionally to tend the bricklayers when
weather permits. The building steel is
supposed to start arriving onsite
sometime in the beginning of February.
RSC is also onsite at the new Machesney
Park Public Works building next to the
armory behind Target.
In Freeport, at the In Grown Farms
project, Morse Electric has recently laid
off & de-mobilized off the site because of
recent money issues with the various
contractors onsite not being paid for their
services. As of now, Connelly Electric is
down to just their 2 wiremen cleared in on
portability and will stay that way for the
foreseeable future or until payments are
made from Acreage Holdings. Other
trades have been downsizing as of late
and will also be pulling out if payments
aren’t made soon. After all owed monies
are paid, Connelly has stated that they
may just hire the needed manpower and
finish the project themselves instead of
sub-contracting the work to another
contractor. We would like to thank
Brother, Shane Grobe for doing a great job
as Steward for Local 364 and its members
at the Ingrown Farms Project. We will
continue to watch this project and give
updates on the progress when available.

During the month of January, we ambulatory
picketed JP Electric and are currently picketing
them at the new CubeSmart indoor storage at
3720 East State St. in Rockford. The weather
for the month of January has not been very
friendly for picketing or hand billing and we
have received calls from our out of work
members who are available to help. Please
keep contacting the hall if your available. We
can work around any schedule as long as the
weather is favorable.
On Wednesday, January 8th the Statewide
Organizers Meeting was held in Champaign,
Illinois. All locals in attendance reported on
their work outlook and organizing goals for
2020. While work has slowed in most locals,
several of the locals are expecting work to
pick up as soon as the construction season
begins.
We continue to receive calls regarding work
activity in the jurisdiction. If you are not sure if
a contractor is signatory with the IBEW, please
do not hesitate to call. Our jurisdiction is over
5700 square miles, so the more eyes we have
out there the better.
Each month we remind everyone of our
boycott list regarding businesses that our
members need to be aware of who have not
utilized signatory contractors for
their electrical needs. We are continually
working to remove businesses from this list
that will agree to use union going forward so
this list will change from time to time. If you
have questions regarding the list, an updated
version is on our website and at the hall.

In DeKalb County, Seymore of Sycamore is building a 10 million-dollar warehouse. They manufacture spray paint, automotive paint, industrial paint, farm paint, private label paint, spray primer & other aerosol products. They are the inventors of spray paint. Swedberg has this work.
At the Sycamore Wastewater Treatment Plant, Leyden Electric from Local 134 continues to plod along with two members cleared in. The latest news is that they hope to be in a position to hire by late February. Leander Construction is the GC and they don’t seem to be in any hurry to get the major electrical work going.
At Vulcan Materials in Sycamore, Premier Power Professionals from Local 430 Racine will be handling the controls upgrade for their operations systems.
In Byron at Prairie View Golf Course, the Top Golf style facility is nearing completion. Aero Electric had the design build on this project. It has been an uphill battle from the start for this project with constant changes from the golf targeting equipment manufacturer.
The Steel Mill in Sterling will be installing a new 12” reheat furnace this summer. This part of the job will compliment the new billet yard crane and level one controls upgrade that was finished this past summer.
The DeKalb City Hall is moving. The old location is becoming too costly and doesn’t quite fit the needs of the city anymore. The new location will be 164 E. Lincoln Highway, the former First National Bank building know as the Nehring Building. Finney’s Electric will be doing the remodel including new light fixtures and a new Fiber Optic Hub.
The new Franklin Grove Fire Station is a 1.7 million-dollar project slated to start this February. Rockford Structures will be the GC. We will have electrical contractor information soon.
The new four-story mixed-use development at the corner of Second Street and Lincoln Highway is progressing nicely. The paint and tile work are moving into the finishing stages. There are three floors of upscale apartments and a ground floor with commercial development widely rumored to be a Middle Eastern Grocery store. Swedberg Electric is the electrical contractor and Irving Construction is the General Contractor.
The Life Safety and other projects in all the schools this summer is just now starting to come out of the School Boards and committees. It appears that there will be more work being done this summer than in recent memory.
As was reported last month, this year will be another prosperous one in the southern area. There are many sizeable projects along with more modest projects currently being bid. We have everything from an 800 Million-dollar project to small buildouts out for bid right now

NFPA 70E, Standard for Electrical Safety in the Workplace, requires that employees exposed to electric shock hazards be trained in methods of releasing persons being shocked and unable to let-go of live circuits.
NFPA 70E also requires employer-designated first responders to be trained in first aid, CPR, and AED use, if provided. OSHA 29 CFR 1910.151 might be interpreted as requiring: 1) first aid treatment within the first few minutes of injury (three to four minutes to avoid permanent impairment or death); and 2) qualified persons to be trained in first aid, CPR, and AED use.
NFPA 70E's Informative Annex I checklist on job briefing and planning asks: 1) Is a standby person required and 2) Is the person CPR trained? Informational Note 2 for Section 110.1(G) on risk assessment procedures recognizes a possible need to identify the electrical tasks that require a second person (standby person) and the necessary equipment and training for a second person. Even with the weather apocalypse forecast, we held a CPR/First Aid Class on January 11. We would like to thank Brothers Bill Liscom, Patrick Elliott, and Chris Collins for getting certified. The certification for CPR lasts one year, and the First Aid certification is 3 years. The next CPR classes are January 25 and February 29 with 8am start time. Members and Family age 13 and up are welcome (Family of members should have the Member present). This class is scheduled for 4 hours. Following that class there is an optional pediatric training on First Aid. Each class is schedule for 4 hours. The size of the class will affect the length of the class. Please call the training center to sign up for it. See you on Saturday January 25th at 8am or February 29th at 8am.

There are 10 Inside Apprentices on the out-of-work list. The 2nd and 4th year inside classes have just finished their welding classes. A special thanks to Ed Ebens Sr. and Ed Ebens Jr. for teaching the class again this year. The 5th year inside class started estimating class on January 22nd. We had 43 individuals apply to our apprenticeship program in January which is the last month to apply for the 2020 school year. Our year-to-date total is 327 applicants which is 50 more than last year. We have scheduled an aptitude test on March 21st for the 150-plus applicants who have qualified to take the test. This nearly doubles the number of applicants we tested in November. The JATC will be interviewing around 120 applicants in the Spring.
There is a CPR/AED/First Aid class scheduled for Saturday, February 29th at the training center starting at 8am. Please stop by if you want to receive the training. We are preparing for the Northwest Illinois Building and Construction Trades Career Expo. This is a 5-day event starting on Monday, February 10th. There will be 700 high school students from several area schools in attendance. We also have career events at Kishwaukee College, Harlem High School, Boylan High School and Sterling Vocational Center in the near future. There is some good news and bad news concerning the 2020 Code Update Class: The good news is: we have scheduled (2) Code Update classes. Each class will consist of 4-night sessions. The first class will meet on February 3, 4, 10, 11. The second class will meet on March 9, 10,
16, 17. Classes will start at 5pm and will be held at the training center. The bad news is: we were denied approval for WI electrical license CEU’s because the State of Wisconsin has not yet adopted the 2020 Code and until they do our classes will not be eligible for CEU’s. We are working on a way to remedy this situation going forward. We have 19 members in the February class and we have 15 members signed up for the March class. We can accommodate up to 42 in the class. If you are interested in the CPR/AED Class or the 2020 Code Update Class or any other classes offered by the JATC please contact the training center to sign up.

On Wednesday, January 15th Business Manager, Alan Golden and I attended
the AFL-CIO endorsement session for the upcoming March 17th Primary and
the November 3rd General Election.
We have created a combined endorsed candidate list for the primary and
general election for candidates in our jurisdiction. This list will be adjusted
once the Democratic primary winner for the presidential election has been
established. IBEW, Local Union 364 has been working with several of the
campaigns that have primary races including the Winnebago County States
Attorney’s race with J. Hanley and the County Board District 11 race with
Building Trades Vice president and Painters Business Agent, John Penney.
There are several Winnebago county board seats up for election including a
fairly new Democrat running in the 17th District of the county named Rob
Young. Rob shares our same views when it comes to jobs, prevailing wage
and worker rights. He has an opponent in this race so if you are in his district
please take this guide so on March 17th we can insure labor friendly
candidates are on the ballot for the upcoming election on November 3rd.
As of this writing, we are right in the middle of history being made with the
Senate impeachment trial underway. We should know within the next week
if there are enough votes to add more witnesses and evidence to this historic
impeachment trial.
