President’s Report

the Illawarra to survive, grow and flourish’

‘A year of achievement and building for

the future’The Illawarra Business Chamber has

finished another positive year working with our members and stakeholders to support Illawarra businesses.

The start of the 2012-13 year marked the commencement of the IBC’s partnership as a related entity of the NSW Business Chamber (NSWBC). This formalisation of the alliance with the NSWBC has seen a major boost in resources for the IBC, including our full-time Policy Manager, Jancey Malins and full-time Local Chamber of Commerce Relationship Manager, Steve Lawson.

This has improved the impact, reach and activity of the IBC in the important areas of policy and advocacy, and strengthened the relationships and network with local chambers of commerce.

One of the main policy and advocacy activities this year was the Too Big to Ignore campaign, which was visibly effective in putting the needs of small business squarely on the agenda across major and minor parties in the lead up to the federal election.

Over 100,000 active voices nation-wide showed their support for the campaign, highlighting the importance of Australia’s two million small businesses as the backbone of the economy.

Following the election, the main focus now is holding the new Government to account on its promises to business.

Some proposed policies include a review of the national competition policy, a reduction in the company tax rate and a target of reducing the red tape burden by $1 billion per year.

In particular, the IBC will maintain a strong focus on ensuring that appropriate regulatory settings are in place to enable all businesses in the Illawarra to survive, grow and flourish.

While times for business are challenging, the IBC prides itself on providing opportunities to identify and celebrate business success.

The 2012 Origin Energy Illawarra Business Awards received more than 150 entries and 855 people from across the business community attended the Awards night.

The strength, diversity and innovation of our local businesses received special mention in the NSW Parliament by our new

Minister for the Illawarra, the Hon. John Ajaka, MLC, in acknowledgment of his attendance at our Awards and the success of the event.

We continued to provide a range of opportunities for our members to network, learn and develop through events held during 2012-13.

A total of 25 member events were hosted, attracting over 4,800 attendees overall. These included the newly established and successful Business Before Hours, the flagship Business After Hours and an Executive Lunch Series.

Another significant achievement during the year has been the implementation of the Local Chamber of Commerce (LCC) Alliance Program. This fantastic initiative has enabled us to strengthen our relationship with the network of 20 LCCs that exist across the broader Illawarra region. This program bolsters our representation and enables us to tap into the market intelligence and grass roots issues facing businesses throughout the region.

I wish to acknowledge the contributions made by both Mike Leask, as IBC CEO to February 2013, and then Mike Halloran who served as our interim CEO while recruitment proceeded. I thank them both for their hard work.

It has been a pleasure recently to welcome Debra Murphy as our new CEO. Her appointment is a real win as Debra brings with her extensive senior management experience, understanding of member organisations and passion for policy and advocacy.

Her strong relationships with businesses and stakeholders across the region will hold the IBC in good stead over coming years.

I thank you all for your strong support and involvement with the IBC over the past year, and we look forward to working with you over the coming year to foster the continued success of your business and the region as a whole.

CEO’sReport

‘The year ahead’It is a great time to be joining the IBC

as CEO, and it certainly is good to be ‘home’. The Illawarra is a unique business community and the importance of fostering relationships cannot be underestimated.

Over the past 12 months the IBC’s strengthened affiliation with the NSWBC, its expanded policy and advocacy resourcing and its engagement with local chambers through the Local Chamber of Commerce (LCC) Alliance Program have laid sound foundations for further advancing our service

to member businesses. We are building on these developments to enhance research and policy development, deliver improved membership packages and develop more targeted education programs.

As CEO, my focus will be on working with the Board to develop strong directions for the IBC for the years to come, to ensure we help support you in meeting the challenges faced by business in the Illawarra. We will focus our efforts to achieve maximum leverage and representation at all levels of government, ultimately delivering greater value for our members and the Illawarra business community.

IBC member numbers stood at 797 by June 30, and are set to continue to rise steadily in the year ahead. The strength-in-numbers of the Too Big to Ignore campaign highlighted the importance of small businesses.

The challenge will be to keep the momentum going now that the new Government has formed cabinet, both in terms of our relationship with our 20 local chambers and in continuing to deliver the message to Government at all levels, that they must listen to Illawarra business and will be held accountable to their election promises.

Over the coming year, the IBC will seek far greater input from members on a range of business issues, including infrastructure, economic development and issues associated with the cost of doing business in the Illawarra. This consultation and research will be used to develop policy and direct our advocacy and representation activities.

In 2012-13, after responding to member feedback, the IBC team developed new membership packages that offer greater flexibility for members to choose the products and services they are most likely to need.

Feedback from members also indicated the collective desire for more learning and professional development opportunities. This resulted in the delivery of the PeopleCare and Sydney Business School ‘Healthy Business Series’, with more educational seminars on the horizon.

I look forward to the year ahead and feel confident that building a strong strategic framework for the IBC will be a defining characteristic of 2013.

The IBC membership base represents a broad cross-section of industries.

The industry sector with the largest number of IBC members is professional, scientific and technical services, followed by retail trade.

Within the professional, scientific and technical services sector, the majority of businesses are:

The 2012-13 year featured a range of IBC events and networking opportunities and demonstrated the Business Before Hours networking breakfasts have become an essential feature of the IBC calendar, opening up new networking opportunities to IBC members.

IBC Business After Hours remains one of the Illawarra’s largest and most successful networking events, drawing an average of over 200 attendees to each event.

Marketplace 2013IBC presented Business Marketplace on

18 June 2013 at WIN Entertainment Centre. Over 40 businesses from across the

region exhibited at Marketplace, which provided members with a unique opportunity to demonstrate their business capabilities, increase their profile in the community and connect with new businesses.

The IBC Business Marketplace was officially opened by the NSW Small Business Commissioner, Yasmin King, and gave visitors and exhibitors the chance to hear more about how the Small Business Commissioner can help them with advocacy, dispute resolution and business support services.

Event gold sponsor, Commonwealth Bank treated attendees of the Executive Lunch to special guest speaker, Commsec Economist Tom Piotrowski. 2012 Origin Illawarra Business Awards

The Origin Illawarra Business Awards 2012 was once again a highly successful event, showcasing the best businesses the region has to offer.

More than 150 high quality entries were received and the field was narrowed down to 88 finalists.

The IBC acknowledges the commitment and effort demonstrated by the 35 judges. The judging panel was chaired by Professor Paul Wellings, Vice Chancellor of University of Wollongong. The IBC especially appreciates the hard work of Warwick Shanks, Partner at KPMG, who again diligently audited the judging process.

As part of an objective to unite the Chamber movement, the NSW and Illawarra Business Chambers are proudly championing the Local Chamber of Commerce Alliance Program, which engages with and provides support to the 20 plus Local Chambers of Commerce and their members in the Illawarra, Southern Highlands and Shoalhaven areas.

The Local Chamber of Commerce Alliance program provides direct support in the form of advice, education and advocacy for Local Chamber members as an added benefit of being members of a Local Chamber, at no additional cost.

Most importantly, this program allows and encourages Local Chamber members

Local Chambersof Commerce to have their voice heard on the important

issues affecting businesses today, an example being the Too Big to Ignore campaign that was created to provide a voice for small business in the lead up to the federal election.

The IBC is pro-actively engaging Local Chamber executives and their members on advocacy and policy issues and providing thought leadership on a range of business and economic development initiatives in the region.

The program has been well received by local chambers with nine already involved as Alliance Partners and the remainder at various stages of engagement. This compares favourably with program results across the state where at present around 50 per cent of the some 270 Chambers in NSW have joined the Alliance Program.

IBC membership services focus on delivering resources that improve business operations and assist with business compliance and legislative requirements. Members are also actively encouraged to connect with like-minded professionals at regular educational and networking events, where they can promote their business to other members.

By the end of the financial year, the IBC had reached a significant milestone of a record 800 members. Below is an outline of the key membership entitlements available in 2012-13.

to use the appropriate modern award and the majority of IBC membership packages give members access to these modern awards. The IBC assists members to find and apply the most appropriate modern award to meet their requirements.

based tools that provide IBC members with access to a comprehensive library of HR documents, including contracts, forms, correspondence and checklists that can be customised to suit any business. Using this web based tool ensures your documentation is compliant and up to date.

Discounted member prices on products and consulting services

Through the Australian Business Solutions Group, members can access expert advice on areas including International Trade, Business Performance, Marketing, Workplace and Occupational Health and Safety, Human Resources and Industrial Relations and legal advice at discounted prices.

Workplace advice line The workplace advice line provides IBC

members with quick access to human resources specialists who help businesses develop the right approach to workplace relations issues or questions.

Business Vitality™In April this year the NSWBC’s Business

Vitality Health Check diagnostic tool won the World Chamber Federation’s Best Small Business Project Award at the 8th World Chambers Federation. The Business Vitality™ Check is a confidential, practical and easy-to-use online diagnostic tool available to IBC members, which is designed to assess a range of business operations and facilitate improvement.

The business areas covered include: • Customer Management• Strategy and Planning• Marketing• Finance• OperationsThe diagnosis is completed in a

secure environment, using password details sent to members after activation. Upon completion, participants receive a comprehensive report on the health of their business including benchmarks, recommendations and tips to address the areas that most need help.

Policy &Advocacy

Advocacy winsThe NSWBC and IBC have been active

and vocal in campaigning for the State Government to cut payroll tax. The impact of payroll tax as a tax on jobs was highlighted as one of the most significant issues in the Small Business Barometer thought leadership study.

In the 2013 Budget the NSW Government announced that the payroll tax threshold will rise from $689,000 to $750,000. This is estimated to exempt 1,300 additional businesses from paying payroll tax and save those businesses that do an average of $3,325. Campaigning will continue to either remove this tax altogether, or to further increase the threshold to ensure more businesses are exempt from this tax.

Federal Election –Too Big to IgnoreOne of the main policy and advocacy

activities over the last year has been the successful Too Big to Ignore campaign that was visibly effective in putting the needs of small business squarely on the agenda for major and minor parties in the lead up to the federal election. Over 100,000 active voices showed their support for the campaign, which highlighted the importance of Australia’s two million small businesses as the backbone of the economy.

The Too Big to Ignore Skyboard was in Wollongong on Saturday 24 August 2013, as part of the campaign tour. The Skyboard is the Southern Hemisphere’s largest mobile billboard and visited towns and cities across the state in the countdown to polling day to bring the community together and demonstrate that small business is the lifeblood of the economy.

Federal election candidates from Cunningham and Throsby were given the opportunity to speak about what they would do for small business. We heard from:

• The Hon. Sharon Bird MP, Member for Cunningham

• Philip Clifford, Liberal candidate for Cunningham

• Peter Moran, Greens candidate for Throsby

• John Flanagan, Non-Custodial Parents candidate for Cunningham

• Brian Boulton, Democratic Labour Party candidate for Throsby

Following the election, the main focus now is holding the new Government to account on its promises to business. The Coalition has proposed a number of reviews and reforms including a reduction in the company tax rate, a reduction in red tape by $1 billion per year, a Commission of Audit and a Productivity Commission review of industrial relations.

In conjunction with the NSW Business Chamber, the IBC will be following the activities of the Coalition Government very closely to ensure that the interests of businesses in the Illawarra are clearly represented.

Member driven policy

In order to increase member input into our policy and advocacy work, we introduced the IBC Policy Taskforce initiative during 2012-13. A Policy Taskforce will be set up in response to a specific issue or to inform submissions to Government and will provide short, sharp input into that particular issue and then disband once this has been achieved.

Two Policy Taskforces were established and supported in 2012-13: a planning taskforce to develop the IBC Policy Strategy, and one on the ideal objectives and outcomes of the $100 million Restart Illawarra Infrastructure Fund.

A Policy Taskforce is advisory in nature, providing recommendations on advocacy positions to the IBC Board. Policy Taskforces, in addition to member surveys, are the main vehicles through which the IBC will obtain member input into the development of policy positions.

Engagement with stakeholders

The IBC is often called upon by local, regional and state government representatives to provide the voice for business on issues of importance. The IBC participated in a number of stakeholder and community committees during 2012-13 in order to advocate the needs of Illawarra businesses.

We are pleased to see a significant focus on the economic development of the region through the Wollongong Council Economic Development Advisory Board, through work being undertaken by the Transition Illawarra stakeholder group, and also through the work of the NSW Government and Infrastructure NSW on the Restart Illawarra Infrastructure Fund.

The key goal for the IBC is to ensure that these activities focus on creating sustainable long-term jobs and ensure there are sensible regulatory settings in place to enable businesses to get on with what they do best.

Key committees and stakeholder groups the IBC participated in include:
