IATA Dangerous Goods Regulations

ADDENDUM Posted January 2005

Users of the IATA Dangerous Goods Regulations are asked to note the following amendments and corrections to the 46th Edition, effective from 1 January 2005. Wherever possible, change or amendments to existing text have been highlighted (in yellow - PDF or grey - hardcopy) to help identify the change or amendment.

New or Amended State Variations (Section 2.9.2)

Amend BEG (Belgium)

BEG-03 Add:

UN 3317 – 2-Amino-4,6-dinitrophenol, wetted with 20% or more water by mass [416, 412]

Amend CAG (Canada)

CAG-20 Add a Note as follows:

Note: Transport Canada has issued a “Permit for Equivalent Level of Safety” allowing the use of the format of the Shipper’s Declaration for Dangerous Goods as shown in the 46th Edition of the DGR until such time as Subsection 12.2(b) of the Transport of Dangerous Goods Regulations (TDGR) has been amended.

New or Amended Operator Variations (Section 2.9.4)

New GA (Garuda Indonesia)

GA-03 Dangerous goods in Limited Quantities ("Y" packing instructions) will not be accepted for carriage.

New KJ (British Mediterranean Airways)

KJ-06 Primary (non-rechargeable) lithium batteries are PROHIBITED from carriage on all British Mediterranean Airways aircraft. The prohibition applies to:

Equipment containing large (in excess of 25 g net of lithium) non-rechargeable lithium batteries;

Primary non-rechargeable lithium batteries transported as cargo;

Vehicles, machinery and equipment (e.g. cars, lawn mowers etc.) powered by primary (non-rechargeable) lithium batteries, and being transported with the batteries installed.

The prohibition does not apply to:

Secondary (rechargeable) lithium and lithium-ion batteries;

Lithium (non and rechargeable) batteries or devices (laptops, games etc) carried by passengers for their own use and in their carry-on or checked baggage;

Shipments of articles, equipment and devices, which contain primary (non-rechargeable) lithium batteries.

New MS (Egyptair)

MS-01 The transport of dangerous goods on Egyptair must comply with the following:

1. The name, address and telephone number of the consignee must be written in full on the air waybill and on the package(s);

2. The shipper of and dangerous goods must provide a written undertaking to re-ship the consignment at the shipper’s cost and risk if the consignment is not cleared, or received by the consignee, within fifteen (15) working days from the arrival of the consignment.

MS-02 Dangerous goods in excepted quantities originating in Egypt will not be accepted.

MS-03 Infected animals, dead or alive, will not be accepted.

Amend TK (Turkish Airlines)

TK-02 Emergency Response: The shipper must provide a 24-hour emergency telephone number of a person/agency, who is knowledgeable of the hazards, characteristics and actions to be taken in case of an accident or incident concerning each of the dangerous goods being transported. This telephone number, including the country and area code, preceded by the words “Emergency Contact” or “24-Hour Number“ must be inserted on the “Handling Information” box of the DGD and also outside of the package, preferably.

A 24-hour emergency telephone number is not required for shipments that do not require a Shipper’s Declaration for Dangerous Goods. TK-03 Dangerous goods in consolidations will not be accepted for carriage except for the following shipments: • Consolidated shipments / consolidations containing Carbon dioxide, solid (dry ice) when used as a

refrigerant; • One master air waybill with one house air waybill; • One master air waybill with more than one house air waybill, which have the same shipper and

different consignees. TK-04 Booking and confirmation are required for all dangerous goods shipments as defined in these regulations (see 1.2, 1.3,1.4 and 9.1).

TK-06 All dangerous goods classes and radioactive materials will not be accepted in airmail. TK-07 In addition to the Shipper’s Declaration for Dangerous Goods, all shipments containing dangerous goods must be accompanied by it’s respective Material Safety Data Sheet which must include at least:

a) The description of the dangerous goods. b) Immediate hazards to health. c) Risks of fire or explosion. d) Immediate precautions to be taken in the event of an accident or an incident. e) Immediate methods for handling fire. f) Initial methods for handling spills or leaks in the absence of a fire. g) Preliminary first aid measures. (see 8.0.1, 8.0.2 and 8.1.2)

New AH (Air Algerie)

AH-01 The shipper must provide a 24-hour emergency telephone number of a person/agency who is knowledgeable of the hazards, characteristics and actions to be taken in case of an accident or incident concerning (each of) the dangerous goods being transported. This telephone number, including country and area code, preceded by the words “Emergency Contact” or “24-hour number” must be inserted on the DGD preferably in the “Additional Handling Information” box, e.g. 'Emergency Contact +47 67 50 00 00'.

A 24-hour emergency telephone number is not required for shipments that do not require a Shipper’s Declaration for Dangerous Goods.

AH-02 Class 1 – Explosives. Due to the requirements of the Algerian Civil Aviation Authority shippers must obtain prior approval from Air Algerie for all explosives, including ammunition in passenger baggage, transported to, from or through Algeria. The request must be submitted at least five (5) days prior to shipment or travel.

Amend CI-03 (China Airlines)

CI-03 Add the following text:

Dangerous goods in consolidations will not be accepted for carriage, except for: 1. Consolidations having one master air waybill with one house air waybill; or 2. Consolidations having multiple house air waybills containing ID8000-Consumer commodity;

or 3. Consolidations having multiple house air waybills containing UN1266-Perfumery products; or 4. Consolidations having multiple house air waybills containing ID8000 and/or UN1266 mixed

with general cargo.

Amend FX-03 (Fedex)

FX-03 Amend the following text:

Class 7 substances will not be accepted for carriage outside the USA without prior approval. Plutonium 238, 239 and 241 will not be accepted as, UN 2977, UN 3324, UN 3325, UN 3326, UN 3327, UN 3328, UN 3329, UN 3330, UN 3331, UN 3333.

Amend US (US Airways)

US-09 Diagnostic specimens offered for transport as cargo under UN3373, will be accepted on Domestic or International flights, as defined in 49 CFR Part(s) 171-180, if the following requirements have been met: • Diagnostic or Clinical specimens must be packed in accordance with IATA Packing

Instruction 650 and will only be accepted when the material being transported does not contain infectious pathogens.

• Any substances containing infectious pathogens must be classified under UN2814 or UN2900, as applicable.

Pg. 95 – 3.6.2.1.3 Amend as shown:

3.6.2.1.3 Cultures (laboratory stocks)are the result of a process by which pathogens are amplified or intentionally propagated in order to generate high concentrations, thereby increasing the risk of infection when exposure to them occurs. This definition refers to cultures prepared for the intentional generation of pathogens and does not include cultures intended for diagnostic and clinical purposes does not include human or animal patient specimens as defined in 3.6.2.1.4.

Insert new 3.6.2.1.4 as follows:

3.6.2.1.4 Patient specimens are human or animal materials, collected directly from humans or animals, including, but not limited to, excreta, secreta, blood and its components, tissue and tissue fluid swabs, and body parts being transported for purposes such as research, diagnosis, investigational activities, disease treatment and prevention.

Users of the IATA Dangerous Goods Regulations are asked to note the following amendments and corrections to the 46th Edition, effective from 1 January 2005. This list includes the corrigendum to the 2005-2006 edition of the ICAO Technical Instructions.

Wherever possible, change or amendments to existing text have been highlighted (in yellow - PDF or grey - hardcopy) to help identify the change or amendment.

New or State Variations (Section 2.9.2)

FRG (France)

Replace FRG-06 “Not used.” With the following:

FRG-06 Category B infectious substances and biological products listed under UN 3373 may only be transported by air to, from or through France under the conditions described below. These do not apply to the non-stop overflight of French territory:

• dangerous goods training as outlined in 1.5.1 is strongly recommended for shippers of Category B infectious substances;

• the proper shipping name, the UN number, and the name, address and telephone number of a responsible person must be indicated on the package;

• the operator must put in place dangerous goods training as outlined in Table 1.5.A for the personnel in charge of the transport by air and the handling of Category B infectious substances, UN 3373;

• the operator must establish procedures so that:

— the incidents related to Category B infectious substances, UN 3373, are reported to the Competent Authority and handled as Category A infectious substances incidents;

— the emergency measures to be taken for Category B infectious substances, UN 3373, are expedited as those of Category A infectious substances.

1. speaks English fluently; 2. is knowledgeable of the hazards and characteristics of the dangerous good(s) being transported; 3. has comprehensive emergency response and accident mitigation information for the dangerous

good(s); 4. has immediate access to a person who possesses such knowledge and information.

JMG-04 Transport of dangerous goods by air must be in accordance with the current edition of the ICAO Technical Instructions for the Safe Transport of Dangerous Goods by Air (Doc 9284). Failure to comply with the Technical Instructions is a violation of the Jamaica Civil Aviation Regulations, 2004.

USG-02 In addition to the dangerous goods included in Subsection 4.2 (List of Dangerous Goods) with the word “Forbidden” shown in columns I and J and K and L and with no A1 or A2 Special Provision indicated, any material forbidden for transport by the United States' Regulations is also forbidden for transport under any circumstances to, from or within the United States (see 49 CFR 173.21 and the Hazardous Materials Table in 49 CFR 172.101).

Primary (non-rechargeable) lithium batteries and cells, UN 3090, are forbidden for transportation aboard passenger-carrying aircraft. Equipment containing or packed with primary (non-rechargeable) lithium

batteries and cells, UN 3091, are forbidden from transport aboard passenger carrying aircraft except if they meet the conditions of 49 CFR 172.102, Special Provision A101 or A102. Packages containing primary (non-rechargeable) lithium batteries and cells that meet the exceptions in 49 CFR 173.185(b) or (c) or special provision A45 of these Regulations are forbidden for transport on passenger aircraft and must be marked “PRIMARY LITHIUM BATTERIES-FORBIDDEN FOR TRANSPORT ABOARD PASSENGER AIRCRAFT”.

Notes:

1. A list of materials forbidden from transport in 49 CFR 172.101 (e.g. spent oxygen generators) is available via the internet at http://hazmat.dot.gov/icaovar.htm

2. Dangerous goods that are forbidden on passenger aircraft by 49 CFR 172.101 (Column 9A) are also forbidden on passenger aircraft even when these Regulations permit such carriage. Dangerous goods that are forbidden on cargo aircraft by 49 CFR 172.101 (Column 9B) are also forbidden on cargo aircraft even when these Regulations permit such carriage.


Amend US (US Airways)

The following amendments to the US Airways (US) variations are effective 1 October 2005.

US-01 Dangerous Goods in excepted quantities will not be accepted (see Subsection 2.7).

US-02 Carbon dioxide, solid (Dry Ice) UN1845 is accepted only as a refrigerant for non-dangerous goods subject to restrictions of 4.4 pounds or less per package (see Packing Instruction 904).

US-03 Shipments which contain articles in these Regulations and / or DOT Hazardous Materials Regulations and revisions thereto except those listed as not restricted, in said regulations will not be accepted.

US-04 Not used.

Pg. 544 – Gas Specific Provisions. Amend paragraph “(e)” as shown:

(e) UN 1040 and UN 3300 may also be packed in hermetically sealed glass ampoules (IP.8) or metal inner packagings (IP.3 and IP.3A) suitably cushioned in fibreboard, wooden or metal boxes meeting the Packing Group I performance level. The maximum quantity permitted in any glass inner packaging is 30 g, and the maximum quantity permitted in any metal inner packaging is 200 g. After filling, each inner packaging must be determined to be leak-tight by placing the inner packaging in a hot water bath at a temperature, and for a period of time, sufficient to ensure that an internal pressure equal to the vapour pressure of ethylene oxide at 55°C is achieved. The total quantity in any one outer packaging must not exceed 2.5 kg. When cylinders are used, they must be of the seamless or welded steel types that are equipped with suitable relief devices. Each cylinder must be tested for leakage with an inert gas before each refilling and must be insulated with three coats of heat retardant paint or in an equally efficient manner. The maximum net quantity per cylinder must not exceed 25 kg.
