Background: The budget has been reviewed and approved at it meets the IEEE 20% surplus requirement. The IEEE Oregon Section will provide $4,000 loan to the conference as well. An MOU has been signed between the IAS and the Oregon Section.

Motion to approve technical co-sponsorship of 2012 IEEE PES Innovative Smart Grid Technologies (ISGT 2012) to be held January 16-20, 2012 in Washington. DC, USA. Background: The IAS was a technical co-sponsor of ISGT 2011. PES is the sole financial sponsor of this meeting. The IAS, the Communications Society, and the Signal Processing Society are technical co-sponsors of this meeting. The attached MOU has not been submitted to the conference sponsors.

No loan request has been made yet.

210 --- OD Motion Oriti-Ojo/IPCSD Motion to approve the creation of the Renewable and Sustainable Energy Conversion Systems Committee within the Industrial Power Conversion Systems Department (IPCSD) of IAS, with the following scope: The Renewable and Sustainable Energy Conversion Systems Committee is responsible for all matters within the scope of the IAS in which the emphasis or dominant factor specifically relates to the design, analysis, manufacture and use of electric devices and systems for renewable and sustainable energy conversion industrial applications. Topics include, but are not limited to, electric generators and drives for wind turbines, ocean/marine and other renewable and sustainable energy harvesting systems, photo-voltaic, energy storage and micro-grid devices and associated electrical energy conversion systems.

IAS Chapter, following the earthquake, tsunami, and nuclear events in Japan.

I co-signed (along with Dave Mills) a letter of condolences to the family of Mrs. Prafulla Pillay, former

I&CPS Department chair (2003-2004) (5/20/2011).

2. Appointments and nominations

I appointed Dr. Tony O’Gorman to be member-at-large from IAS on the APEC conference committee

(6/6/2011).

I appointed Dr. Mary Capelli-Schellpfeffer as IAS representative to the IEEE Life Science Initiative.

Our interest in Life Science is based mostly on our work in electrical safety, and related issues

(7/6/2011).

4. Feedback from TAB meeting in Bellevue, WA, 6/2011:

− Membership bundling: TAB and the Board of Directors approved bundling a basic society

membership with IEEE membership. The main rationale is to increase retention. As a

consequence, every society has to define, by 12/15/2011, what is included in a basic society

membership. What is expected is mostly electronic components. The societies are then free to

define “enhanced membership”.

− Awards:

Kliman award increase approved

New Transportation award approved

− Transactions: The proposed joint PELS-IAS Transactions failed to pass the PARC

(Publications) committee, by a vote of 5-4. Apparent reasons: 1) Page backlog cannot be a

reason, this can be addressed by increasing page number; 2) Name indicates too much overlap,

“emerging applications” may be better although it is hard to define. The committee, however,

encouraged us to review and resubmit our proposal.

− Conferences:

IEEE is developing a web-based conference-management tool called ICX (IEEE Conference

Exchange). It is a large investment, intended to eventually to cut down on administrative

burden, and help the societies with conference management.

− Fellows: The point was raised (by PES) that technical groups without Fellows are stuck, because

they will never have the 5 needed references. This will be followed up.

5. Intersociety Meeting at TAB (PES-PELS-IAS-IES)

− New Intersociety agreement was signed on 6/23/ 2011.

− We agreed to expand and generalize the practice of having an appointed individual within each

society as an observer on each other’s boards (on mailing lists, invited to board meetings, etc.).

− IEMDC: The IEMDC steering committee agreement was reviewed and will need some

revisions. Some are editorial in nature. Also, there was a concern (especially coming from

IES) that there was not enough communication between this steering committee and the society

boards. The agreement will make clear when appointments are needed, and the duration of the

term.

− Conferences:

o The creation of an “ECCE-India” with the 4 societies shared 25% each was discussed.

PELS (although they supported the idea in when discussed at ECE 2010) was OK

except for the use of the name ECCE which they’d like to use sparingly (and control).

o IEVC 2012 (Int. Electric Vehicles Conference); it was agreed that it was the right thing

to have one society have majority stake, so that someone would feel responsible for its

success. PES agreed after some deliberation. At this point, PELS and IAS have 15%

each, along with IMS, FDC (IEEE Future Directions Committee), and possibly VTS.

These proportions will be revisited for 2013 (if there is a 2013 edition).

o ITEC: (International Transportation Electrification Conference): The agreement is for

PELS to be the lead society with 60%, and PES and IAS 20% each.

− Transactions:

o PELS and IAS agreed to revise their joint Transactions proposal, based in part on input

from the TAB Periodical Committee. PELS and IAS agreed to keep PES and IES

abreast of these revisions. Eventual participation of other societies in the Transactions

will be decided accordingly.

o There is an impression that IAS and PELS are contributing to the new Transactions on

Sustainable Energy Systems and on Smartgrid less in proportion than their respective

6. Standards: Issue about standard management between IEEE-SA and the societies: At the June TAB

meeting, there were some discussions centered around IEEE support for the societies (or lack thereof)

for standard development.

7. ICEMS conference:

During the ICEMS conference, there were discussions with our Korean, Japanese, and Chinese sister

organizations concerning the items below. Bob Lorenz and Longya Xu were also present, representing

IAS.

New journal based on ICEMS papers: The first issue is expected in Nov. 2011. I promised to help

clarify copyright issues as these papers are already on IEEE Xplore, at least in some form. I confirm

Tom Nondahl’s offer for IAS to co-sponsor this journal, and to start the process through IEEE.

I offered the possibility for IAS to be a co-sponsor of ICEMS.

The Renewable and Sustainable Energy Conversion Systems Committee is responsible for all matters within the scope of the IAS in which the emphasis or dominant factor specifically relates to the design, analysis, manufacture and use of electric devices and systems for renewable and sustainable energy conversion industrial applications. Topics include, but are not limited to, electric generators and drives for wind turbines, ocean/marine and other renewable and sustainable energy harvesting systems, photo-voltaic, energy storage and micro-grid devices and associated electrical energy conversion systems. Potential membership: Over 50 people interested.

The Nov/Dec 2011 issue of the IAS Transactions has been filled with 30 papers. All of the papers were delivered via export through ScholarOne Manuscripts before the manuscript due date of September 16th. Attached is a table showing the source by technical committee of the papers that will have been published or scheduled for publication in 2011 as of September 14th. This table shows the number of papers approved by each technical committee, either not yet processed or not yet received, for publication. Of these 62 papers, Carl has already received 6 papers. All of these papers have arrived via the electronic submission function of ScholarOne Manuscripts' Final Files with minor additions from our old legacy review process.

It appears that Carl has eliminated the large backlog of received papers and is more reasonably processing papers as they arrive rather than holding them for a couple of months before he can assign them to an issue. This should help to improve one of the metrics that IEEE holds us to, submission to online publications time. However, on a negative side, we have had to reduce the number of papers published per issue from 45 to 30 this issue since we are receiving papers at a much reduced rate (1 to 2 papers per week vs. 4 to 6 last fall, and do not have backlog to fill in the missing papers. We have not been able to identify the cause for this reduction.

Carl will be reducing the number of planned papers per issue next year to reflect the current rate of arrival of approved papers as well as to anticipate the effect that the proposed joint Transactions with PELS will have on the IAS Transactions.

IEEE Industry Applications Magazine

The first 5 issues were mailed on schedule, and Nov/Dec issue production is on schedule. The page budget actuals, including Nov/Dec issue is on track with the forecast. Lanny continues to work with Lynda Bernstein to publish the IAS eNewsletter to coincide with

mailing of each magazine issue. Jan/Feb and March/April eNewletters were published as email messages. The July/August and September/October issues were published using IEEE Communications services, using standard IEEE enewsletter templates.

Effective with the Jan/Feb 2012 issue, Barry Brusso succeeds Erling Hesla as editor of the History column, and Mark Halpin, incoming IAS Standards Dept. Chair succeeds Bruce McClung as editor of the Standards column.

There are no outstanding issues or concerns with magazine planning at this time.

Here are a few usage statistics as of 8/23/11: Total registered users 4,853 Registered users invited to review papers 2,268 Invited reviewers who completed at least one review 1,341 Average review turnaround time 21 days

A few observations - the IEEE Annual Report indicated that the IAS membership at the end of 2010 was a bit more than 10,000. That number was almost certainly exaggerated - it included a few deceased members as well as a number of people who were members in 2010 and who opted to not renew their membership for 2011. So the actual membership is probably more like 9500. We've always said that the technical diversity of IAS encouraged decentralized functionality, and these statistics bear out that argument - the numbers indicate that more than 50% of the membership are registered in S1M, and about 25% have either authored papers or have been asked to review papers written by others. I think those are some pretty amazing statistics.

This graphic looks at the question of reviewer turnaround:

There are a few outliers, as should be expected, but most reviewers are responding positively to the request that reviews be completed in 30 days or less. There is one person who has now completed 53 reviews, with every review completed on the day the review assignment was made; when asked to review papers, that person simply stops doing whatever he was doing to immediately attend to the reviews.

This data was taken from a standard COGNOS report prepared by IEEE staff and distributed to all S1M users - because we didn't create the report, we can't explain how any of the numbers are determined, but the fact that it's the standard report that we are expected to use for the PRAC audit means that we can simply take it on face value. The lines shaded in green are additions that expand on IAS practices.

Some observations on this data:

We are approaching 500 submissions per year. Actually, we suspect that we could exceed that number in 2011.

Our rejection rate is gradually increasing and more than 1/3 of submissions are being rejected. I'm not aware of any target for rejection rate. But we are clearly becoming more selective.

We don't have any numerical statistics on this point, but anecdotally we can see an increase in the frequency of 'revise and resubmit' decisions. That means that the IAS committees are actively working with authors to improve the quality of papers.

Our first decision time is hovering around the IEEE target. The time reported in 2008 probably is close to the 'natural system response' (to apply a technical term) since all 2008 submissions were post-presentation, so the only constraint on first decision was the time required for the process to work. We started doing pre-presentation submissions in 2009, and we expected that the fact that the constraint that the first decision could not be recorded until the 'presentation first' requirement was satisfied at the conference would drive up the first decision time. That actually happened, but it is coming back down, no doubt thanks to the policy that the first decision on 'pre-presentation' submissions is supposed to be recorded no later than two weeks after the conference.

Row 3d includes papers that are withdrawn. The numbers in this row are understated; there is some 'shrinkage' that doesn't get captured in the formal withdrawn/abandoned category. Row 3c includes papers that received a 'revise and resubmit' first decision; in some of these cases, the authors will simply walk away rather than doing a revision. Likewise, row 3e1 shows that there was one paper approved for Transactions in 2008 for which "final files" have never been submitted.

1. We are at the time of year when we need the committees to advise the following information: • Incoming paper review chairs • Incoming administrators • The ISBN number for 2012 conferences Louie has requested that information for 15 November so that we can update the S1M configuration.

2. The experience in using S1M to process the 2011 Annual Meeting papers was very positive. It was not nearly the onerous task that we expected, and the ability to use COGNOS reports to construct the indices for the Conference Record made that work fairly easy. The only significant issue was that many authors failed to record their conference registration number as requested. Louie is planning a reconfiguration of the site for next year that will give us a dedicated conference registration number question in the submission sequence, and also permit creation of COGNOS reports that include that number.

3. We are continuing to struggle with the system issues associated with copyright transfer. Louie had a brief discussion of the subject with Ken Rawson and Bill Hagan at the S1M user group meeting in Boston that concluded that IEEE is unable to do anything to correct the problem and that we will have to continue to employ our 'workaround'.

4. We do appear to have a growing number of instances where authors refuse to execute the copyright transfer. One paper invited for the 2011 Annual Meeting was withdrawn because the author didn't like the transfer form. Curiously, most of the persistent unresolved issues appear to be in one committee - PCIC.

5. S1 released two new versions of S1M this year. Version 4.6 was released in April and contained an updated COGNOS reporting package. This release was seriously flawed, and many of the new or enhanced COGNOS data sorting functions simply didn't work. S1 has either fixed a those defects, or has implemented some kind of temporary patch, so we are able to use COGNOS to generate reports. Version 4.7, released in June, focused on the main S1M application and was relatively bug-free.

6. Louie is planning to conduct another series of telephone training sessions for new AEs in December and January.

IEEE TAB Periodicals Review and Advisory Committee Review

Our publications, IEEE Industry Applications Magazine and IEEE Transactions on Industry and Applications, are scheduled to undergo a periodicals review on Wednesday or Thursday, 15, 16 February 2012 during the TAB OU meeting series in Phoenix, AZ, USA.

Only one or two society representatives will be expected for the face-to-face review. It is recommended that one of those attendees is the Editor(s)-In-Chief (EiC) of our publications. Other society representatives may participate by phone as necessary. We will need to provide a list of names and emails for those individuals that you would like to receive a meeting announcement from IEEE Meeting Planning Services by Friday, 6 January 2012.

The PRAC will need to review our report prior to meeting with you face-to-face. Therefore, we must submit it electronically by Friday, 13 January 2012.
