Status of progress with implementing the national self-assessment of the regulatory infrastructure for safety:• Status of the first life cycle
• Response completed (7 months, May –December 2010 / 30th December 2010)
• Analysis completed (4 months/ August 2011)• Action plan completed (December 2011)
• Composition of Project Management Team – 4 (DG, PM, Administrator and assistant)
• Composition of respondent team (s) 2- 3 per module • Composition of analysis team(s) 2- 3 per module • Scope of Self-Assessment:• Core questions were selected for the SAT first life cycle, 8 modules• Transport of radioactive material under RAF 9046 were selected for the SARIS
second life cycle, 12 modules

Challenges:Management commitment
Management included the self assessment in the action plan of the Agency (RB)
Training / understandingStaff have been trained on SAT methodology after the regional training course held in Tunis and on SARIS after the regional workshop in Mombasa and the Technical meeting in Vienna
Personnel Lack of human resources and ‘key ‘team members were not available in view of their duties; Build teamwork spirit; respect of deadlines; work online with AIEA library standards; networking and sharing of information

Challenges:Time
Not enough time due to limited staff or multi- tasks
Technical (software, question-sets, etc.) Having difficulties in closing the software, getting to the French version before entering back to SAT.
External (i.e. cooperation from other organizations, etc.)Two (2) Memoranda of Understandings (MOU) were signed with the
Ministry of Transport on 11th May 2011 and Ministry of Public Health on 21st December 2011 to help in the regulatory activities
Regional cooperation through peer review mission under RAF 9046 on transport of radioactive material
• Others: Accessing online GRS library only in English

Project outputs and outcomes:Findings • some aspects of legislation and regulation do not comply with the
international and national standards.• Technical capabilities are not adequately developed to implement full
compliance with IAEA Safety Standards• System of inspection , enforcement of facilities and dosimetry are not
established• Radiological emergency plan is not developed
BenefitsAn action plan for improvement of regulatory process and performances is developed
The new law have been drafted, finalized with AIEA assistance and is in the approval process

Acquisition of 1300 Optically Stimulating Luminescence dosimeters (OSLD) and a MicroStar Reader in March 2011 for Occupational exposure of radiation workers monitoring Drafting of regulations, guides and proceduresThe recruitment of new staffTraining of regulatory staff
Examples of added-value to the organisation The integration of SAT into strategic management process
Notable outcomes • Identification of the SWOT• Improvement of the staff knowledge of the IAEA standards and national legislation• Introduction of the SA into Quality Management of the RB (NRPA)

Relevant observations:• Notable good practices to be shared with all participating States• SA is considered as a good way for improving the regulatory infrastructure• Assign dedicated time and personal for SAT for performing adequate good
quality results
• Areas of common concern to be addressed in other similar project• To translate the question sets to other languages (French, Arabic etc)
• Next steps• Follow up and implementation of action plan• Launch new life cycle• Repeat the core questions if the law is promulgated• IAEA’s IRRS• Follow up and attend FNRBA events
