Sanitary Rules “Hygienic requirements for ensuring radiation safety of personnel and population during transport of radioactive material”

2) Department for Nuclear and Radiation Safety: the Resolution of the Council of Ministers of 2008 № 1397 “About some questions on the order of movement of some kind of goods across the custom border of the Republic of Belarus” (permits for carrying out import/export of ionizing radiation sources)

The transport of radioactive materials is carried out in accordance with the requirements of the IAEA regulation (National Dangerous Goods Transport Regulation of 2010 № 61 )

2 - Monitoring of transport operations

To monitor transport operations it is necessary to know the magnitude of the transport in the country. Please indicate:

a. Radioactive materials: Сo-60, Cs-137, Se-75, Ir-192 and unsealed sources I-131, Tc-99m, Ga-67.

a. Type and quantity of facilities using radioactive materials: 1349 organizations use sources ( medicine, industry, the scientific activity)

b. Types of packages used: usually A, B(U).

c. Number of packages transported by year: approximately 350 packages

The service of radiation control of a carrier can inspect the goods.

3 - Import-export of radioactive materials

Consignee or consignor shall be allowed permits for the import / export of radioactive materials. Department for Nuclear and Radiation Safety issues permits for the import / export of radioactive materials.

To obtain a permit must be submitted to GAN following documents:

contract between the shipper and consignee;

sanitary passport copy for the right to work with radioactive material issued by the consignee on the territory of Belarus;

confirmation of the availability of materials and products that create a 0.1 m dose rate of gamma radiation of 0.2 mcg / h above background (for import);

information on the application form for the supply sources of radioactive material (for import);

Documents confirming compliance with the conditions of safe transportation of goods, if the goods are classified in accordance with the legislation as dangerous goods:

copy of the certificate of the dangerous substance copy of the approval by the competent authority of origin package design copy emergency card system information about the risks of the dangerous substance;

a copy of the conditions of safe transport of dangerous goods (radiation protection program);

agreement with the competent authority of the neighboring state of unimpeded reception of cargo for shipment (transit of nuclear materials);

for road transport:

Blank traffic route agreed with the authorities of the State Automobile Inspection of Ministry of Internal Affairs;

A copy of vehicles carrying dangerous goods;

for air transport - information about compliance with the rules and regulations in the field of nuclear and radiation safety.

4 - Establishing responsibilities

GSR-Part 1, para. 2.5(6)

“…The framework for safety shall set out the following: … (6)Provision for assigning legal responsibility for safety to the persons or organizations responsible for the facilities and activities, and for ensuring the continuity of responsibility where activities are carried out by several persons or organizations successively…”

Responsibility is distributed according to the following chain: manufacturer (consignor) - carrier – consignee – user.

The regulatory body is responsible for issuing permits for all phases.

5 - Training and distribution of information

Transport regulations in paras 311 to 314, and GSR Part 1 in Requirement 36, establish provisions for training and communication.•Is the appropriate training available (for all modes of transport)

6 - Emergency planning and exercises

Transport regulations rely on national provisions to respond to an emergency or incident.

a. Do you have a national response plan? At the moment time the following plans are developed and approved:

The plan of protection of the population and territories of Republic of Belarus from emergency situations of natural and technogenic character approved by the Prime minister of Republic of Belarus (The appendix No. 29 "Plan of protection against radiation accidents");

Territorial and industry plans of protection of the population and territories from emergency situations of natural and technogenic character;

The plans of measures on protection of the personnel and population in case of radiation accident of users of sources of ionizing radiation.The national response plan is developed.(It is connected with construction of nuclear power plant in Republic of Belarus)

• Is response to transport accidents/incidents covered in that? Yes.• Are the proper authorities involved? Yes.• Is the appropriate equipment available? Yes.• Are responders properly trained? Yes.• Do you have notification requirements? What about members of the public?

At the republican level the automated system of the centralized notification for the notification of the population, an administrative board of GSChS and GO of Republic of Belarus, republican state bodies, employees of the enterprises and establishments about the arisen accidents, accidents, natural disasters and informing on the course of elimination of their consequences is used. It is in constant readiness for application, is constructed by the hierarchical principle and provides the notification with use of electrosirens, broadcasting knots, local networks of wire and radio broadcasting, television.

• When was the last emergency exercise for transport? In 2010.• Have you exercised the response plan?

7 - Compliance assurance and enforcement

SSR-6 requires the competent authority to assure compliance with the regulations (para. 307) and GSR Part 1 requires the establishment of an enforcement policy in cases of non-compliance (Req. 31).

For your country, who is responsible for:

a. Verification of compliance of packages: Documentation, Labelling, Doses – consignor.

b. Verification of Shipments: Approval, Marking for transport - carrier.

c. The instruction of rather technical accounting and investigation of the reasons of the accidents and incidents including dangerous freights (an air way, darling, internal waterways, by rail), approved by Resolutions of the Ministry of Emergency situations is developed. This instruction establishes requirements for the notification of state bodies in case of accident.
