SESA Meet Application Process – Summer 2016-2017

NOTE REGARDING MEET TIMELINESSESA acknowledge the increasing length of timelines of carnivals. In an effort to ensure timelines are maintained at SESA approved limits, we draw the attention of clubs to the timeline requirements on pages 12 and 13: Development Meets:

Development Meets may run for no more than 4 hours. Development Meets are designed for swimmers who have not yet reached country level

qualifying times. Development meets may have rule considerations applied to swimmers 8 years/under –

Rule considerations may be applied to 8 years/under swimmers. Times may be used for qualifying purposes only if the referee deems the stroke to be correct. Clubs must nominate if 8 years/under events are to be qualifying or non-qualifying events when applying for a meet.

Rule considerations do not apply to competitors aged 9 years/over.

Qualifying Meets: Qualifying Meet timelines must not exceed 8 hours, plus half an hour for an official lunch

break. For two day meets, total duration meet must not exceed ten hours, with no more than five hours on either day.

Qualifying Meets should have minimum qualifying times for entry. Qualifying meets do not have rule considerations – if the referee deems the stroke to be

incorrect this will result in disqualification.

Club Meets: For clubs wishing to provide opportunities for both development and qualifying level

swimmers at the same meet, it is suggested that a club program is implemented. Club program timelines must not exceed 8 hours, plus half an hour for an official lunch

break. A sample club meet program is provided at the back of the application.

.Club Race Secretaries are directed to monitor online entries to ensure meet timelines are not exceeded. If meet timelines are exceeded, clubs will be directed to take measures to reduce the meet timeline.

HOW TO APPLY1. To apply for a meet, clubs must submit to the SESA Competition Committee:

Request Approval of Swim Meet: Summer 2016-2017 Meet program, including any applicable time standards and maximum meet timeline ,

and conditions of entry Clubs must nominate three dates for their meet, and rank them accordingly.

2. Meet applications open on Wednesday 22 June, and close at 5pm Wednesday 6 July.

3. Clubs will be notified of their meet date/s by Wednesday 13 July, and the Summer Meet Calendar will be published on the SESA website.

Approvals will take longer if the meet applications are incomplete.

MEET APPLICATIONS1. SESA has adopted the Swimming NSW Competition Structure. Refer pages 11-13 for

a summary of meet conditions, events matrices and age groups.

2. The Competition Committee will allocate Meet levels to each available weekend, in conjunction with Development squad activities. SESA will also run time trials in the lead up to SESA Championships, and NSW Country and State Championships to provide members with additional opportunities to qualify for these meets.

3. The Summer calendar is attached and clubs must consider the restrictions on some dates when applying for meets due to SESA, Swimming NSW and Swimming Australia meets.

4. Clubs applying to host Development or Qualifying Meets have one of two options for their meet program:

i) select from one of the approved meet programs, including conditions of entry, available on the Swimming NSW website

ii) develop their own program provided it includes the events specified in the Swimming NSW Competition Structure (pages 11-13).

All programs, including conditions of entry and time standards (if applicable), will be approved by the SESA Competition Committee and SESA Executive Committee.

5. Clubs may not secure their first choice date for their meet.

All clubs will have the opportunity to host a meet before any club is allocated a second meet within the Summer season.

On dates other than those when the Area Championships are held, there may be up to two meets held within the SESA area, however, the meet locations must be separated by at least 150 kilometres.

On dates where multiple clubs have indicated they would like to host a meet, the Competition Committee will choose which club will hold a meet on that date.

A range of resources, including template Meet Manager shells and TM event files, are available from the Swimming NSW website, www.nsw.swimming.org.au at Member Information > Competition > Competition Structure

Training is available for clubs to prepare Meet Manager shells, Team Manager files, and online entries. Contact Swimming NSW to arrange training for your club.

FOLLOWING THE MEET – RESPONSIBILITIES OF CLUBSResultsIn July 2012, Swimming NSW revised the Meet Approval Policy that all areas and clubs must follow to ensure their meets are approved. The main change to the policy requires meet results to be submitted to Swimming NSW by the area approving the meet rather than the club running the meet.

SESA has adopted the following procedure to ensure times swum at SESA approved meets can be used as qualifying times for SESA, Swimming NSW and Swimming Australia approved meets:

i. The Club Meet Convenor must forward by email the results no later than three days after the meet to SESA at [email protected]

The following information must be provided:

a. Name of meet e.g. XYZ Swim Club Point scoreb. Date and location of meetc. Name of qualified referee and starter that officiated at the meetd. Attach a copy of the Meet Manager backup and Team Manager Results filee. Attach a copy of the Technical Official sign-on sheet.

ii. The Swimming NSW Development Officer uploads the results to ResultsCentral no later thanseven days after the meet, and submits the files to Swimming NSW.

iii. Swimming NSW will go through the following process once the results are received:

a. Check TM, MM files are includedb. Check the Referee and Starter named are currently accreditedc. Check that the meet is included in the Area Meet List (i.e. Meet has Area approval)d. Approve results in ResultsCentral.

Please note that clubs that submit files directly to Swimming NSW will have the files returned to the area for approval.

Any duplicates, misspelt or incorrect information included in the Meet Manager and Team Manager files will be returned to the club to be corrected. If the file is not corrected, the times from that meet will not be eligible for qualifying times. This is extremely important, as swimmers need to have access to their latest and best times in order to enter SESA, Swimming NSW and Swimming Australia events.

Technical Officials – Sign on SheetThe SESA Executive has approved a Technical Official Award to be presented annually. All clubs must forward their Technical Official sign-on sheet with their results (refer to point i above).

SESA Long Course Area Records‘Season best’ records have been established for SESA swimmers competing in area meets. Times swum at SESA approved long course meets during the Summer season, 1 October 2016 – 31 March 2017, are eligible. Times swum at club nights, approved or non-approved, are ineligible for records.Time Trials and Club Point Scores

Clubs may hold time trials* or run their club point scores as approved qualifying meets by applying to the SESA Competition Committee for approval.

Clubs that elect to run their club nights as approved meets or conduct time trials must note:

1. The club night must be conducted under the rules of Swimming Australia and Swimming NSW,2. The club night is deemed a Qualifying Meet and no rule considerations apply.

Given these requirements, clubs have the option of applying for all events in their club point score program to be approved or only specific events (i.e. all 50m+ events).

Club point scores and time trials approved by SESA will be published on the SESA website and host clubs are encouraged to invite visitors from neighbouring clubs to participate. Visitor rules, including fees charged for entering, are applied at the discretion of the host club.

Application and Approval process1. Submit to the SESA Competition Committee (email: [email protected]) at least

five days prior to the event: the Club night program of events or details of the time trial events name/s of the qualified referee and starter that will officiate timing equipment that will be used, i.e. electronic timing, semi-electronic

timing, or timekeepers.

On receipt of the information, the SESA Competition Committee will confirm approval of the event.

2. The Club Meet Convenor must forward by email the results no later than the three days after the meet to SESA:[email protected]

Automatic timing, semi-automatic timing, or manual times (*only automatic and semi-automatic times accepted by SAL); SNSW accredited Starter and Referee appointed to the meet by the relevant Area must be in attendance; TM and MM backup of the meet as well as the name of the Starter and Referee who actually attended the meet must be

submitted electronically to the Area in the first instance within seven days of the completion of the meet; The Area Competitions Committee will then forward to SNSW at [email protected] for final approval within

seven days of completion of the meet (SWGR16.1).(iii) All Area Meets (Championships, Qualifying, Development) and Club Meets must satisfy SNSW Competition Strategy.(iv) The meet must be conducted in accordance with the Pool Depth Guidelines adopted by SAL.(v) Finish judges are not required where there are three timekeepers per lane.

Swimming NSW and SESA Competition Structure – Championship Meets

To be run by Areas only. All events must have Qualifying Standards. No rule considerations. Designed as a meet for swimmers to qualify for State and National meets. Approval from Swimming NSW and SESA Executive. The program of events must include all events specified in the Swimming NSW Competition Policy. The age groups offered must include the age groups as indicated below. It is not a requirement that

all events are offered in individual age groups. Age grouping of events can be set by the Area to suit their individual requirements.

Championships are run over two days. Area-run Championship Meet Programs must be set prior to the start of the applicable season. Clubs may not conduct Championship meets on an Area’s behalf.

Swimming NSW and SESA Competition Structure – Qualifying Meets

To be run by Areas and Clubs. Qualifying standards (Qualifying Times or Break Times) are Optional. 25 metre events are not included in the program of events. No rule considerations. Designed as a meet for swimmers to qualify for Area and State Level meets. Approval from SESA Competition Committee. Meets may run for one day, total duration must not exceed eight hours, or two days, total duration

must not exceed ten hours, with no more than five hours on either day. Clubs can adopt one of the approved programs and conditions of entry provided or develop their

own program that includes the events in the matrix below. The age groups offered must include the age groups as indicated below. Age grouping of events can

be set by the Area or Club to suit their individual requirements. Meet program must include Multi Class 50m events. Other Multi Class events may be included at

the Club’s discretion.

Swimming NSW and SESA Competition Structure – Development Meets

To be run by Areas and Clubs. Qualifying standards (Qualifying Times or Break Times) are Optional for all events except

25m events. Clubs can apply restrictions on eligibility for medals, for example, clubs may include the clause: Swimmers that competed in an event at a 201X Country, State, Metropolitan or National Championship will be ineligible to medal in that stroke. Alternatively, clubs may set break times at Country Championships qualifying times. Qualifying standard (SESA break time) apply to 25m events. Swimmers will be permitted to enter a 25m event if they have a time faster than the SESA break time, but will be ineligible for medals. SESA Competition Committee will set the break times based on performances in the Winter 2015 season.

25 metre events are permitted in Short Course pools. 25-metre and 100m Medley events may be added to Long Course Development meets given they are classified as Non-Qualifying events and adhere to the Swimming NSW requirements. Results of Non-Qualifying events are NOT uploaded to the National Results Database. Meet conditions of entry must include point 11 (see page 24).

Rule considerations may be applied to 8 years/under swimmers. Times may be used for qualifying purposes only if the referee deems the stroke to be correct. Clubs must nominate if 8 years/under events are to be qualifying or non-qualifying events when applying for a meet.

Rule considerations do not apply to competitors aged 9 years/over. Approval from SESA Competition Committee. Meets may run for no more than four hours . Clubs can adopt one of the approved programs and conditions of entry provided or develop their

own program that includes the events in the matrix below. The age groups offered must include the age groups as indicated below. Age grouping of events can

Approved Swimming NSW and SESA Meet Conditions of Entry for Development and Qualifying Meets

1. Meet is approved by the South Eastern Area and Swimming NSW Limited.

2. Meet will be conducted under the rules of Swimming Australia and Swimming NSW.

3. Age as at (clubs to fill in date - typically day of meet).

4. Events will be conducted as timed finals.

5. Events may be conducted as mixed gender events. Multi Class events may be swum with age-group events.

6. Late entries will not be accepted.

7. The meet director reserves the right to amend the program of events and conditions of entry as required.

8. Medallions/Ribbons will be awarded to (clubs to fill in detail)

9. Entries will be restricted to (clubs to fill in detail, e.g. Development Meets restricted to four hours or number of entries, and/or age groups)

10. Warm up available from (clubs to fill in detail)

11. Athletes that enter 25m events are ineligible to enter the 50m, 100m and/or 200m events of the same stroke and 200m Individual Medley (clubs to delete if running a Qualifying Meet or Development Meet 1, 2, 3)

12. Results will be submitted to the South Eastern Area and Swimming NSW and uploaded to the ResultsCentral.

13. Clubs will be asked to supply time keepers.

14. Pool entry fees may be levied by the pool operator for competitors, coaches and spectators (clubs to delete if not applicable)
