Project Description Project Title Branch Village Transportation Improvements for Economic Development

Provide a brief description of the proposed project:

This proposed project is the key to redeveloping Branch Village as a growth center. The project will support a new corporate park of more than 60 acres and 500,000 SF of manufacturing, warehousing, R&D and related offices. The proposed corporate park has rail service running through it.

The north side of Great Road will include mixed-use commercial/residential development and one manufacturing site to be converted to live/work business incubator space.

The Town and state funded a 2008 revitalization study. The Town has committed $83,000 for 30% engineering design of at least the middle third of this project. The multiple goals include providing safer turning for entering/exiting WB-65 tractors and semi-trailers, improved pedestrian access, additional parking and more effective street/sidewalk lighting.

The Town will coordinate a new sewer installation with this project work.

Describe need for proposed project:

Rhode Island needs more good-paying jobs. This project would greatly improve access to one of the best remaining commercial/manufacturing sites in northern Rhode Island, complete with rail service.

Branch Village needs town sewers. Coordinating this transportation project with sewer installation would make it economically feasible.

Branch Village needs better pedestrian access. By installing sidewalks and reducing access points to off-street parking, the project will enhance energy conservation, air quality, mobility choices and public health. These are also equity issues for neighborhood quality of life.

Describe anticipated municipal or state transportation network or economic development benefits:

Economic development benefits: This project would greatly improve access to one of the best remaining commercial/manufacturing sites in northern Rhode Island, complete with rail service. The Branch Village revitalization study found that build-out of the planned site will yield more than 2,600 jobs, including 1543 in professional/technical services, 384 in manufacturing and 500 in advanced manufacturing (notably biotech).

Municipal and state transportation network: Route 146 runs south-to-north through North Smithfield, intersecting with 1-295 in Lincoln and 1-90 in Millbury, MA. It provides a fast municipal corridor, notably for fire and emergency vehicles.

Route 146 has an exit to Great Road about a half mile from the entrance to the proposed corporate park site. Entrances north and south to Route 146 are nearby. The project would make better use of the 146 spine. The project site provides 33-minute access to Worcester, 22-minute access to Providence, and 30-minute access to TF Green Airport in Warwick. It is a spanning location between major markets.

Mobility benefits: By enabling walking rather than short auto trips, the project increases mobility choices, relieves congestion, conserves energy and improves air quality.
