Master Study Plan to Assure WaterSupplies in Area for Next 30 Years

PRECEDENT SET - Engineer Peter Homack (right) discusses (he Monmouth County master water•tudy plan, first of Hi type In the slate, with diaries M. Pike (left), director of the County Plan-ning Board, and Freeholder Director Joseph C. Irwin. Mr. Homack Is president of Elson T. KillainAssociates, Inc., Mlllburn engineering firm which conducted the two-year study projecting watersupply requirements to meet the increasing population demunds in Monmonth County through theyear 2000.

- — — —• i%6,In addition to the Manasquan

RtVflT development, the survey re-veals that a potential 80 to 9*million gallons a day might bedeveloped from ground water, dueto the fortunate presence of theEnglishtown and Raritan water-bearing formations.

Another 60 to 70 m.g.d. from sur-face water is possible from riverdevelopment and the MonmouthConsolidated Water Co. facilitiesall of which would equal adequatewater for the next 30 years,

Mr. Homack said the lower res-jrvoir of the Manasquan Riverwould be developed first, at acos! of about $12,600,000, with itsadded 10 m.g.d. made immediatelyavailable to the Coastal area andhe Monmouth Consolidated area.

This would permit "resting" ofcoastal wells and enable the Mon-mouth Consolidated to m a k eSwimming River water availableio !Jio Bayshore, thereby avoiding

FREEHOLD — A pioneer mas-ter study plan that will assure anadequate water supply to Mon-mouth County for the next 30 yearshas been presented by the Boardof Freeholders.

Keystone of the plan is develop-ment of the Manasquan River wa-tershed by the state and county,at an estimated cost of $45.6 mil-lion.

The study was made over a two-year period at a cost of $25,000 bythe engineering firm of Elson T.Killam Associates, Millburn, andwas explained at a press confer-

Mr. Homack. After adoption bythe Planning Board and approvalby the Freeholders, it will becomepart of the county master plan.

Charles M. Pike, director of theCounty Planning Board, empha-sized the importance of the studyby saying:

"The federal government haslegislation that requires everycounty to have adopted a mastersewerage and water plan, to beeligible for grants through HUDiDept. of Housing and Urban De-velopment). The deadKne is Oct.1. Monmouth County is one of (he

ence by its president, Peter Ho-'few that will have this and there-mack, (fore be eligble for both water and

"Xo other county has embarked sewer grants." The county sew-on such a survey as this", said erage master plan was adopted in

net, GOP Senatorial cand;dateNelson G. Gross, State ChairmanJohn ft Dimwi and RepublicanCongressional candidates.

Mitford k. Vieser, Chairman othe GOP Finance Comm ttee, re-?o ts that a capacity attendance;•= expected. The number vf ticjts is limited, Mr. Vieser said

| pipeline from Manasquan to theBayshore. This first stage devetopment he estimated wouldtake thiec to five years.

The Coastal area, includes town:south of Shark River and north othe Manasquan River, and WaiTownship. In this area, where each(own has its own supply facilitythe ground water table has drop-ped greatly in recent years, amthe engineers are most conrernecabout potential salt water intrtTsion. Outside water sources arcneeded for reinforcement whicrwill allow the wells to "rest" andrise again. Us 3.6 m.g.d. use dou-bfcs in summer, and its gallon-age will rise to 8 m.g.d by 1965ind to 14 m.g.d. by 2000

Mr Homack emprasized that interaction between the county andMonmouth ConsoHdaled was nec-essary to provide an economicalfacility.

Freeholder Director Joseph C.Irwiti c:.ted the fact that two weeksago the Freeholders purchased the'irst-phase land needed for tiieManasquan River lower reservoir.

Emphasis was placed on theact that private companies will

continue to operate their own wa-er lines. Efforts will be made tontegrate existing facilities, to as-

sure that water is fairly allocated."The county tioesn'V want to get

my further into the water busi-ness than it has lo," said Mr.

Mr. Mohr recommends (hat youalways follow the directions andprecautions on Ihe pesticide labelto protect anyone in the vicinity.ChiMren and pets are particularlyheedless and vulnerable.

Pesticides should n e v e r bestored within the reach of childrenor pets at any time and never putin any but the original contain-ers. "Left over" pesticides, stotecin soda bottles, milJt bottles, unmarked jars or packages or canthat have become stained so thathe label's are unreadable are aninvitation to poisoning and evendeath. Buy just enough to do the' "). Let your dealer's shelf beyour storage space. Ptey it safe

Pesticides are a boon to mankind but only if used exactly asstated in the directions on thcontainer.

Don't Fertilize NowDon't fertilize most shrubs am

perennials in late summer or earlyfall. Many shrubs and perennial!may be stimulated by such a fer:ilizer application and then thisender growth may be nipped or

even killed by the first hard frost.Mr. Mohr ecommends that you

taivii ii off your shrubs and peren-nials so that there is less dangerof winter injury.

If the leaves show a deficiencyif any nutrient, especially a yelow-grecn color, which would de-

note an iron or magnesium effici-ency, make a note of this and cor-rect such conditions in the spring.'erhaps change your fertilizeriractices next spring and earlymmmer in order that this will notappen again next growing sea-in.Don't fertilize your shrubs or

wrcnnials any more this growingseason. Wait until next spring.

The bill approved by the Hou.serestricts to $55,000 the amount offederal funds to be paid (o farme, who do not grow crops.

"Th»! House refused to consideia motion on House Resolution11612 which would have set thelimit at $20,000," Mr. Dowd"And the vote was very close181 lo 177. On that vital question, the Third Congressional Dis-trict wasn't even represented —because our repesentative wasn'ithere.

"This is just one example ofthe extent to which Mr. Howard'sincredible absenteeism is hittingthe pocketbooks of our citizens,''Mr. Dowd said.

Tie said his records show thatMr. Howard was absent from roll-call vote 26 percent of the timelast year. "And I don't think hisattendance is any better this yeareither," Mr. Dowd said.

"Too many wealthy farmershave soaked our middle-class tax-payers by receiving millions fornot growing a sbigle crop," Mr.Dowd charged. "Had I been inCongress on this issue, I wouldhave fought for the $20,000 limit."

Mr. Dowd acknowledged (hat hisposition was at odds with the WhiteHouse, which supported the $55,000ceiling. "The President and 1have our differences," Mr, Dowdsaid, "and this is one of them."

"We also know where the in-cumbent stands on this issue,"Mr. Dowd said, "because his con-stant stream of notices from hisoffice have publicized his viewfavoring the lower limit. But whenit came time to vote and supportargument on the lower figure, hewas absent.

"A switch of four votes wouldiflVO defeated the tabling motion,"Mr. Dowd said. "Mr. Howardlas bsen fooling people into be-ieving he is working hard in Con-

gress. Actually, his attendancerecord shows he is not."
