Use of Mongolian Character Encoding 1 Abstract

The principles of the Mongolian character encoding, and basic characters, presentation forms, the Mongolian reference table, Mongolian ligatures, punctuation marks and control symbols in Mongolian encoding are estabished by this standard.

2 The Principle of Mongolian character encoding

2.1. The Mongolian script character set is an encoding standard of Mongolian scripts which includes traditional Mongolian, Todo, Sibe, Manchu and the Ali Gali letters (used for the transcription from Tibetan and Sanskrit), their punctuation marks, digits and control characters. Ligatures which are logically larger than one character unit and graphemes which are logically smaller than one character unit are excluded from the encoding.

2.2. The encoding is given in the sequence • punctuation marks and control symbols • digits • letters

The letters comprise traditional Mongolian , Mongolian Todo, Mongolian Sibe, Mongolian Manchu and the Ali Gali letters.

2.3. Most traditional Mongolian, Todo, Sibe and Manchu characters have variants according to their different positions in the word (initial , medial or final). In some cases, there can be nine variants for a given character. According to the relevant principles of ISO/IEC 10646-1, only one of those variants must be encoded . This form is named "basic character". Generally this is the isolated form for the vowels and the initial form for the consonants, with the particular variant form occurring when the consonant is followed by the letter "A" being chosen in cases where this initial form has several alternative variants . All other forms are classified as "presentation forms".

2.4. Some characters of these different scripts have the same shape of the isolate form or the initial form but different shapes when used in a medial or final position . In these cases, as an exception to the previous rule , in order to indicate such difference between characters in different scripts, some presentation forms are adopted as basic characters. For example, • the medial form of the character ANG in traditional Mongolian, Toda, Sibe and

Manchu is �~�.� its final form is .:I in traditional Mongolian and Manchu , .1 in Toda, �a�n�d�~� in Sibe. In order to emphasize this difference, the medial form �~� is chosen as basic character for traditional Mongolian and Manchu, the final form .1 is chosen for Toda and the final �f�o�r�m�~� is chosen for Sibe. This exceptional treatment covers the following Toda, Sibe and Manchu letters: '9 (TODO �B�A�)�,�~� (TOGO MA) , �~� (TODO HAA); �~� (SIBE E), .;w (SIBE I), $1 (SIBE U), �:�~� (SIBE KA) , .fl (SIBE �T�A�)�,�~� (SIBE DA), .,.. • The following four characters require special treatment. The two traditional Mongolian pairs of letters 0 and U as well as OE and UE have almost the same shape both as basic characters and in their presentation forms. This duplication can in fact lead to complete words being visually indistinguishable: for example, the Mongolian words "bodo" (to think) and "budu" (to dye) both have the same written

form �~� , and also the words "oegelehue" (to trim) and "uegelehue" (to make a

statement) both have the same written form �~�.� because the positional forms of

the Mongolian letters "O" and "U", and letters "OE" and "UE" occurring in the words are identical. However, the coding must be able to distinguish between the letters in order to be able to distinguish between the words. Thus, in the Basic Character Set, the four vowels are encoded as if (isolated form of 0), �~� (initial form of U) , cf (isolated form of OE), and.( (initial form of UE) . In this way, the problems specific to traditional Mongolian vowels are settled and accordance with ISO/I EC 10646 is achieved.

2.5. Thus, all the basic characters of the Mongolian Script Standard are different according to their shapes and they are arranged in the order of traditional Mongolian , Toda, Sibe, Manchu and Ali Gali characters.

2.6. The letters in the encoding are named according to the scripts in which they are used as follows:

• letters used only in traditional Mongolian and letters shared between traditional Mongolian and other scripts are named MONGOLIAN LETTER;

• letters used exclusively in Toda are named MONGOLIAN LETTER TODO; • letters used exclusively in Sibe and those shared between Sibe and Manchu are

named MONGOLIAN LETTER SIBE; • letters used exclusively in Manchu are named MONGOLIAN LETTER MANCHU. • similarly, the Ali Gali letters are named after the script with which they are

associated: MONGOLIAN LETTER ALI GALI, MONGOLIAN LETTER TODO ALI GALI, and MONGOLIAN LETTER MANCHU ALI GALI for Mongolian, Toda and Manchu respectively.

2.7. The punctuation marks and the control symbols used in more than two of the scripts are indicated as "MONGOLIAN"; the punctuation marks used exclusively in Toda, Sibe or Manchu are indicated as "MONGOLIAN TODO", "MONGOLIAN SIBE" or "MONGOLIAN MANCHU" respectively; the digits are named as "MONGOLIAN DIGIT'.

2.8. The basic characters of the Mongolian script and all variant forms of each character with their respective names are recorded in the �"�M�o�H�r�o�m�K�~�H� �6�~�4�r�n�e�1�H� Jlasnax XycH3n" (Mongolian Reference Table) table.

2.9. In the majority of cases, the presentation forms of a character can be determined by its position and other constraints. However, there is a very small number of cases where the proper forms cannot be distinguished by word-internal constraints alone. In order to distinguish these, various control characters are used. Their use is explained in the sections the Mongolian Reference Table and Explanation of Peculiar Punctuation Marks and Control Symbols in Mongolian. Several symbols from the general punctuation of ISO/IEC 10646-1 are used.

2.10. The presentation form set of the Mongolian script is given in the separate Presentation Character Set.

3 Basic Characters

3.1.Basic characters includes in the Table 1 and Table 2. This chapter includes the Table 245 and Table 246 with their names of the second edition of ISO/IEC 10646-1.

3.2.The numbers beneath the characters in the "Basic Character Set" tables are the decimal identification numbers of the characters. The hexadecimal identification number of each character, which corresponds to its official code in the standard, is obtained by concatenating the numbers at the head of the column and the left of the row in which

the character is located. Thus, for example, the code of the character �~� (Mongolian Letter A; decimal identification number 32) is 1820 and the code of the character in the bottom of the same column (Mongolian letter LA; decimal identification number 4 7) is 182F.

3.3.The three characters listed at the upper right corner of the end Table 246 from ISO/IEC 10646-1 must be used in Mongolian encoding.

3.4. Other basic Mongolian characters

The basic Mongolian character set described here only includes characters which are peculiar to Mongolian and its related scripts. Other symbols which are used not only in the Mongolian scripts but also in other scripts are encoded as general punctuation symbols in the General Punctuation block of the standards. These include the two combination symbols "?!" and "!?" and the Mongolian space.

The combination symbols"?!" and "!?"are represented by characters 2048, QUESTION EXCLAMATION MARK, and 2049, EXCLAMATION QUESTION MARK, respectively.

The Mongolian space is not coded explicitly in the standards, but its functionality is provided by character 202F, NARROW NO-BREAK SPACE �(�~ �) �,� uses of which are explained in the section Explanation of Peculiar Punctuation Marks and Control Symbols.

4 Presentation forms

4.1.The actual written form of any given letter in Mongolian generally depends on its position within a word : the letter assumes its initial form when it is the first letter in the word, its final form when it is the last letter in the word, and its medial form when it occurs somewhere in the middle of the word . However, there can also be a number of possible variations of a given positional form, and these variations can depend on a number of factors including the preceding and following letters, the syllable which contains the letter, and the gender of the word . In fact , a given positional form may have as many as four different variants , while a letter may have as many as nine different variant forms altogether. The complete set of variants of each letter are shown in the table "M0Hrom1<1t1H 61t11·ff1t1il1H nasnax XycH3n" (Mongolian Reference Table), which forms the appendix A to the document.

4.2.Taking account of the fact that different variants may look the same as discussed in Section 1, a set of presentation forms is defined, all of which are visually distinct not only from each other but also from all the characters in the basic character set. These are shown in the "Presentation Character Set" tables on the next two pages, and their names are given in the following two tables. The set of all possible character shapes in Mongolian is therefore represented by the basic character set together with the set of presentation forms (Table 3 and 4) .

4.3. These presentation forms are not encoded explicitly in the ISO/I EC 10646-1 standard. Instead, the appropriate positional form of a character is determined directly from its position in a word and the first (which is the most commonly occurring) variant of this is taken as the default form. Then a different (non-default) variant of that positional form is obtained by appending one of the Mongolian free variant selectors (characters 1808, 180C and 1800 �(�[�~�~ �) �,� �[ �~�~ �] �, �[ �~�~�]�) �i�n� the basic character set) to the code for the basic character.

5 Mongolian Reference Table

5.1.The Mongolian Reference Table (MoHromKVIH 6111LJr1t1iliH Jlasnax XycH3rT), given in the appendix A, is compiled with a view to ensuring the unified use of Mongolian Character Encoding Conventions as well as meeting the needs for popularizing such an encoding system. 5.2.The contents of the first column ( headed "Basic Characters" - "YH,D,C3H T3M,D,3nyy,o,") are identical to the characters and their names in "Table 245, Table 246 MONGOLIAN" in ISO/IEC 10646-1. 5.3.The second column "Presentation Forms" (,Qypcn3X Xys111n6apyy,o,) shows the glyphs and the names of all the variant forms of each character. The variant forms are named as following:

TYCIAAP (isolate form), 3X3H.Q (initial form), .QYHA (medial form), A,QAIT (final form), if there more than one variants of a letter at a certain position they are identified as H31.QY133P XYBV1n5AP (first form), XOEP.QYIAAP XYBV1n5AP (second form) , IYPAB.QYIAAP XYBV1n5AP (third form) and .Q8P8B.QYl33P XYBV1n5AP (forth form).

5.4.The particular variant form which occurs on the same horizontal line as the name of the basic character in the first column is the variant which belongs to the basic character set. 5.5.All other variant forms are numbered as follows:

• if the glyph of the variant has the same shape as that of one of the basic characters, the (decimal) number of that basic character is shown in the left-hand column under the heading "No.";

• if the glyph of the variant corresponds to one of the presentation forms, the (decimal) number of that presentation form is shown in the right-hand column under the heading "No.", this number being shown on a shaded background where a particular presentation form occurs for the first time in the table.

• The final column (headed "Rule" - ",Qyp3M") of this section of the table shows the sequence of basic characters (including zero-width joiners where necessary) which can be used to generate the particular variant in isolation (that is , as a single character surrounded by white space).

5.6.The last column (headed "Usage" - "X3p3rn3x") in the table shows, for each of the four scripts, the letter in that script to which each particular variant corresponds. A blank space in this column indicates that the particular letter is not used in that script.

5.7.When we write the variation forms in isolation we should use the basic characters combining with �[ �j�~�~ �]� and the variation selectors. When the variants are written in a word

�[ �j�~ �]� should be omitted and there are three ways of using the variation selectors:

• The variation selectors, printed on the white background, should be preserved. • The variation selectors, printed on the black background, should be deleted. • Use of the variation selector, printed in brackets, should be determined by certain

concrete conditions given in " Explanation of Peculiar Punctuation Marks and Control Symbols in Mongolian".

6 Mongolian Ligatures

In Mongolian script, a pair of letters consisting of a "bowed" consonant (that is a consonant without a trailing vertical stem, for example characters 182A MONGOLIAN LETTER BA (<!>) , 183A MONGOLIAN LETTER KA �(�~�) �,� and 1838 MONGOLIAN LETTER KHA �(�~ �)� followed by a vowel generally combine to form a ligature. These ligatures are standard in Mongolian script and the set of all different ligatures of this type is shown in the "Ligature Set" tables (table 5 and 6).

As for the basic characters and the presentation forms, all ligatures in the table have visually distinct forms, though one such form may in fact correspond to more than one different combination of letters.

The "Mongolian Ligatures" (M0Hrom1<111H AM111ncaH Ye) table, which forms the appendix B to the document, gives information about each of these ligatures. We are giving some explanations below:

6.1.Each ligature is assigned a (decimal) identification number, which appears in the first column of the table, and this is followed by the ligature's glyph and its (unique) name.

6.2.The remainder of the table shows, for each of the different scripts, to which combinations of letters at which positions the ligature corresponds: isolate (column headed "we"); initial (column headed "3x"); medial (column headed "AHA"); and final (column headed "AAr").

6.3.The column headed ",lJ,yp3M" - "RULE" shows sequences of characters which generate the versions of each ligature corresponding to its different possible spellings as a stand-alone symbol.

6.4.ln principle, ligatures in the table are named according to Mongolian Character Encoding Conventions and the words MONGOLIAN LETTER are replaced with MONGOLIAN LIGATURE (MLI) only.

6.5.This set only regulate the input and output forms of ligatures but it does not regulate the way of combine of the output forms .

Apart from the above-listed 15 punctuation marks and control symbols peculiar to Mongolian, some general punctuation marks from ISO/IEC 10646-1 are specially used in Mongolian encoding. The use of the following three:

14. �~�f�~� - NARROW NO-BREAK SPACE (U+202F). In the Mongolian encoding, there is

need for another peculiar space called the NARROW NO-BREAK SPACE (U+202F) which differs in its form and function from both SPACE (U+0020) and NO-BREAK SPACE (U+ OOAO), which does mark a division between words but which forbids a line of text to be broken at that division.

The NARROW NO-BREAK SPACE has the following characteristics: (1) In form, it indicates a gap. On the computer screen, a graphic symbol that differs in

length from the general SPACE should be displayed; in printing, it should be a permanent gap with about a third part of the length of a whole character.

(2) It is used between stem and separate endings, showing that though there is a gap here, it is not the bound of a word.

(3) It also has the function of a variant selector that determines the character preceding it to be in its final form; and determines various forms of the string that follows it.

The following examples illustrate how narrow no-break space �~� is used to generate the most commonly occurring case endings in Mongolian:

15. �[ �5�~�~ �]� - ZERO-WIDTH JOINER (U+200D) 1. The ZERO-WIDTH JOINER is used to

write a single presentation form of a letter or to split a word into parts but keep the original forms of the letters. The joiner acts as an invisible letter.

Thus, for example, the initial , medial and final forms of any character can be printed as a single character surrounded by white space as follows:

initial form: space + character + zero-width joiner + space medial form: space + zero-width joiner + character + zero-width joiner + space final form: space + zero-width joiner + character + space

More generally, appending a zero-width joiner to the beginning of a sequence of two or more letters converts the first letter in the sequence from initial form to medial form, while appending it to the end of such a sequence converts the last letter in the sequence from final form to medial form. Inserting a zero-width joiner into the middle of

such a sequence has no effect. Thus, for example, the Mongolian word t.l1os:m1107r

16. �[ �~�'�.�~ �]� - ZERO-WIDTH NON-JOINER (U +200C) . In Mongolian encoding the non-joiner

effectively acts as an invisible space. Thus, the zero-width non-joiner only produces a visible effect when it is inserted between two letters. In such a situation , it has the effect of breaking the cursive connection between the two letters, thus effectively splitting the sequence into two at that position. The letter immediately preceding the non-joiner is thus treated as if it were the end of one sequence, and hence would default to final form (assuming there were some other letters preceding it; isolate form if not) , while the letter immediately following the non-joiner is treated as if it were the beginning of another sequence, and hence would default to initial form (assuming there were some other letters following it; again , isolate form if not).

A combination of one zero-width joiner and one zero-width non-joiner, in either order, also has a visible effect when inserted into the middle of a sequence of letters. If the joiner precedes the non-joiner, the cursive connection is only broken on the right, so the letter to the left of the break retains its original default positional form while the one on the right becomes initial form (or isolate form if it is a single letter) . If, on the other hand , the joiner follows the non-joiner, the cursive connection is only broken on the left, so the letter on the left of the break becomes final form (again isolate form if it is a single letter) while the letter on the right retains its original default positional form.

Two adjacent joiners have the same effect as a single joiner, and similarly two adjacent non-joiners have the same effect as a single non-joiner.

Finally, two joiners separated by a non-joiner and two non-joiners separated by a joiner have the same effect as a single joiner or a single non-joiner respectively. Any sequence consisting of three or more joiners and non-joiners in any order can therefore be reduced to either a single joiner, a single non-joiner or a joiner/non-joiner pair, the effects of each of which have been specified above.

On the computer screen, it may be displayed as a graphic symbol; but in printing, there is no need for such a graphic symbol.
