FOREWORD

Followingfrom theprovision ofthe Education National Minimum Standard andEstablishment

ofInstitutions Decree 16 ofAugust 1985 it is the policy ofthe Board that all programl1les leadingto national awards such as the National Diploma ND and Higher National Diploma HND

shall be re accredited every five years This is to ensure that high academic standards are

maintained in our technical education institutions

This re accreditation exercise is intended to ensure that all programmes granted accreditationhave the minimum teaching resources available to them which are being maintained and teachingand learning are takingplace Allbeing well it is hoped that a culture must have been establishedin the department that ensures atall times that the l1linimum nationalstandard of education was

being maintained and improved upon

This publication highlights the re accreditation process It also includes the criteria forre accrediting aprogramme the composition of the adhoc programme accreditation team theroles of the NBTE the institution and team members before during and after the adhocaccreditation visit It is hoped that the content willprovide adequate information andguidanceto affected institutions team members and the general public on the issue

1 0 INTRODUCTION

1 1 Re Accreditation What it is

The re accreditation of a programmeby the National Board fotTechnical Education NBTE means theconfirmation of the recognition granted by the Board that after aperiod of time say five to ten yearsthe standard and quality of education and training in the programme as determined during the initialand subsequent accreditation visits were still being maintained or have been improved upon

1 2 Objectives Of Re Accreditation

The objectives of re accreditation are similar to those of initial accreditation and Include the followinga to promote and foster good quality post secondary technical education and training In diploma

programmes offered by polytechnics colleges ofagriculture and similar tertiary institutions leadingto national awards such as the National Diploma NO and Higher National Diploma HNDb to ensure parity of standards in similar diploma programmes offered by polytechnics monotech

nics such as colleges of Agriculture and similar tertiary institutions

c to assistsuch institutionsand their variousdepartments todevelop and nurture aculture of internalself evaluation and accountabiiity as a means of maintaining the minimum national academicstandard set for the programme at the level of training and to improve upon it and

d to counsel and assist established anddeveloping institutions and programmes where necessary

2 0 PROGRAMMES THAT QUALIFY FOR RE ACCREDITATION

2 1 Only programmes offered by accredited institutions that have been granted initial accreditation and or

subsequent accreditation for a period of not less than five years qualify for re accreditation

3 0 CRITERIA FOR RE ACCREDITING A PROGRAMME

The Board in ensuring good quality training parity of standards industrial and professional credibilitymay wish to satisfy Itself that the programme to be e accredited has met its established criteria Thesecriteria are derived from issues relating to academic matters goal and objectives of the programmethe curriculum resources avaiiable for teaching the programme satisfactory standard and quality ofstudents work effective management of the department and employers rating of diplomates performances on the job

ACADEMIC MATTERS

3 1 GOAL AND OBJECTIVES OF THE PROGRAMME

The goal and objectives of the programme which are to produce a technician or technologist in the

discipline field or simiiar manpower in business occupations are being met through the totality ofactivities taking piace in and the sources available to the department offering the programme

3 2 There should be evidence to the Board that

a The curriculum in use is adequate to produce a technician technologist and therefore reflects the

requirements of relevant industry and employers

b Teaching learning strategies are directed towards achieving the programme goal and objectivesc Asslgnment s practical class exercises and projects reflect the objectives as well as the skills of

the programme Simulated Work Experience Asslgnment s are provided The main skill areas are

covered

d Details of how students progress Is monitored and reviewed are available Internal quality control

and procedures for assessment are satisfactorye Students communicate well verbally and In written and demonstrate awareness and under

standing of the social economic cultural and plitical environment

3 3 Curriculum

The curriculum In use for the programme Is adequate limd therefore not inferior tothe NBTE s approvedminimum curriculum and course spec lcatlon for the I vel oftraining It should reflect the requirementsof relevant Industry and employers and adequate in content to prepare students at appropriate level in

the particular field to acquire skills that is sound theoretical background and competences to fulfil the

requirements for specific job objectives In addition tb social and communication skills necessary to

understand the environment and to live work and make useful contributions as a citizen

3 4 The Board shall be satisfied that

a There is a curriculum for the programme designed by the departmentinstitution Its structure

inciudes professional and general education courses and students industrial work experiencescheme SIWES

b All the courses listed in the NBTE curriculum for the programme are included

c The content of each course Is adequate and similar to those contained in the NBTE curriculum

d

The curriculum content is clear to the lecturers teaching the courses

Skill and professional components are adequate for the level of programme and

The mode of teaching the curriculum is effective and includes lecture recitation practical exer

cises projects and written exercises

4 0 RESOURCES AVAILABLE FOR TEACHING THE PROGRAMME

4 1 Teaching Facilities

Adequate teaching facilities accommodation for classrooms workshops and laboratories and their

complement of furniture equipment tools machines and instruments are being maintained and used

for teaching the programme effectively4 2 The Board shall confirm that j

a i Adequate accommodation classrooms workshops studios laboratories and farm field

facilnies as appropriate required to teach theprogramme are available Used factor for each

facility workshop and laboratory should not exceed 0 7 which is about 30 hours per week

and in the case of classroOln lecture theatre 0 8 that is 32 hours per week

Ii adequate space is provided In each facility In i above to take all machines tools and

equipment work benches tables and seat and writing desks etc for the number of students

in each class 30 No for technical courses and 40 for art social science based courses and

for the field and farm facilities

5 0 STAFFING

5 1 Teaching staff are adequate in number and competence and maintains high standard of instruction inall subjects taught In the programme Usually all academic staff Including the Head of Departmentshould have teaching assignment

5 2 The Board shall confirm that

d for a single stream NO or HND programme a minimum of 4 qualified lecturers or 3 lecturers and1 instructor where necessary are requlrlld In addition to the 4 lecturers for one option 2addilionallecturers are required for each addilional option at the HND level Where the HNDprogramme does not have an option a minimum of 4 lecturers are required For double or morestreams the number of teaching staff may Ie prorated

e a qualified technologists technicians or farm manager as appropriate and attendants are providedin each laboratory workshop studio or farm

6 0 STANDARD AND QUALITY OF STUDENTS WORK

6 1 The standard and quality of students work are gpod for the level of programme as demonstrated bytheir course work examinations practical work and projects There shall be evidence to the Boardthat

a class tests and course work in each module course of the programme are at the level of trainingof the programme 1

b mid semester and end of semester examinations theory and practical adequately cover thecourse content are ofgood standard and require answers Involving in addition to understandingknowledge and application analysis synthesis and evaluation as appropriate

c students performance in tests courseworkand examinations is good and indicates that they have

mastery of the curriculum content

7 0 ADMISSION PROBATION AND GRADUATION OF STUDENTS

7 1 The Institution s policies on admission graduation probEjtiDn withdrawal and expulsion dismissal Dfstudents are clearly spell DUt In one of its publicatiDns and well publicised

7 2 The minimum qualification for admission into the programme are similar to those laid down by theBoard For graduation candidates should have fulfilled the entry requirements and those for the awardof the NO or HND which Includes a satisfactory ompletion of a 4 months supervised industrial

experience class attendance course work projectand final examinations in the general educationbasic and professional courses There Is a standing regulation making tt mandatory for the institutionto give an advance notice of at least one semester to a student having a cummulative grade pointaverage CGPA of less than 2 0 before he Is asked to wtthdraw from the programme The academicregulations have been well publlclsed

73 The Board shall confirm that

a academic regulations exist and are well publicisedb the students enrolled in the programme are qualifiedc the entry requirements of the institution are not Inferior tothose prescribed by the NBTE

d the requirements for the national award as laid down by the Academic Board ofthe institution andthe NBTE are being complied with

e students expelled withdrawn for poor academic performance were placed on probation for at least

one semester

8 0 ADMINISTRATION OF THE DEPARTMENT 11

8 1 There should be asubstantive head of department who should not be lower than a Senior Lecturer Inrank for National Diploma Programme and a Principal Chief Lecturer for Higher National Diplomaprogramme He should be qualifleQ ln the discipline fIeld of study and have post qualification cognateexperiences In Industry teaching III1d educational management to guarantee to the Board that the

department is being efficiently and effectively run

8 2 There shall be evidence to the Board that

a the head of department is qualified by credential experience and rank to head the department

Iv the supervision of students work is effective especially laboratory workshop farm practlcalsand projects

v the evaluation of students work Is being properly done using appropriate assessment

methods and relevant marking schemes

vi students academic and other records are properly kept and are readiiy available on demand

vII espirlt the corp exists among staff In the department and the staff are being fully involved inthe administration of the department

9 0 FINANCIAL SUPPORT

9 1 There should be adequate financial support tothe Institution and to the department to be re accreditedas a measure of dedication of the proprietor to the goal and objectives of the programme and as a

predictor of continuity of good quality eduction and programme stability Funds available shall beadequate for the institution to support good oondition of service that may attract new staff and retainexisting ones provide adequate consumabie training materials and update and improve its capitalassets A minimum per capita recurrent expenditure of about N1 0 000 00 should be provided

9 2 The Board shall confirm that there are adequate funds to support the activities of the department andthe institution Indicators of adequate funding shall Include

a Institution s ability to meet Its personnel costs and allowances regularlyb a reasonably stable staff and improved staff and student welfare services

c availability ofthe number and diversity of books journals periodicals for the programme About8 of recurrent costs is required to maintain a good library

d reguiar supply of consumables training materials and adequate practical project exercises in thelaboratories workshops and farms where applicable A minimum per capita provision of 10 ofthe recurrent cost orN1 000 00 for engineering and technology and N600 00 for business relatedcourses Is required

e Improved capital assets and maintenance of the department facilities

f a minimum recurrent provision of at least Nl0 000 00 per capita10 0 EMPLOYERS RATING OR TRACER STUDY OF DIPLOMATES

10 1 Employers and tertiary institutions are the two main consumers of products of the ND HND programmeto be re accredlted It is therefore important that their views be obtained on how well diplomates ofthe programmewereor were not performing in their chosen field as one means ofdetermining whetherthe goal and objectives of the programme were being met or not and if the curriculum in use requireImprovementsThe evidence to the Board on the status ofthe programme shall bethe result of a tracer study or surveyby the department or InstitUlpn of employers and tertiary institutions to obtain their views on theperformance of diplomates ofthe programme

11 0 GENERAL STUDIES FOR ND HND PROGRAMMES

11 1 General studies courses are Included In the curriculum of tertiary Institutions so that students mayimprove their communication skills oral and written arid their understanding of themselves and theirenvironment where they will live work and make useflll contributions as worthy citizen of the countryand the world at large General studies courses will also inform the student on how to relate his skillsto the society and the economy

112 The general studies courses account for 10 15 ofthe contact hours allocated to the programmedistributed by courses in the art and humanities social and behavloural sciences mathematics andbasic sciences and physical and health education

All students enrolled In the ND and HND programmes Irrespective of discipline are expected to takeall the modules In use of English Communication in Enpllsh Physical and Health Education ContemporarySocial Problems andOutline Historyof Nigeria citizenship Othercourses are taken as electivecourses depending on the professional programme aM the resources available to the institution tomount them

11 3 The Board will require evidence that the general studies course exist in the institution and that

a the compulsory and other mandatory courses are offered and passed by any student that mayqualify for the award of either the ND or HND as appropriate

b thereare available In required numberqualified teachingstafffor each course An average teachingload of between 15 18 hours weekly and astaff student ratio SSR of about 1 20 so as to allow

the staff adequate time to grade students work

c appropriate books journals and non book items related to the general studies courses are

available in the library in addnion to the text books recommended for each course

d The mode of teaching Include lectures student participation in practical assignments Jnvolvlngwritten work and projects

e students oral and written communication and theirknowledge of theenvironment and world affairs

are good

12 0 PROCESS OF RE ACCREDITING A DIPLOMA PROGRAMMME

12 1 The process of re accrediting a programme Is as follows

a The Institution shall complete 5 No form NBTE PRO RA1 and return to the Executive SecretaryProgrammes Department NBTE PMB 2239 Kaduna at least one month to the date of the visit

b On receipt of the completed forms the Board shall compose a team and fix a date to visit the

programme

o The visit which Is estimated to last for working days Is then made and acomprehensive reportof the visit Is submitted to the Rector after an exn interview

d The Rector shall make available to the Board his comments on the team s original report based

on statements of fact

e The report is then presented to the Board todecide on whetherto accredit the programme or denyit accreditation

13 0 COMPOSITION OF THE ADHOC RE ACCREDITATlON TEAM

13 1 The composition of the team shall include representatives of

I The Academic Community Polytechnics and or other tertiary institutions 2 No

iil Registration Council Professional Association if any 1 No

iv NBTE staff as co ordinator

The number may be reduced by one if programme is offered only at ND level and increased on

pro rata basis if department offered more than two options of the programme at HND level

b For General Studies for All Programmes

i The Academic Community Polytechnics or other tertiary institutions 2 No

ii NBTE staff as Co ordinator

13 2 The appointment of team members is the prerogative of the National Board for Technical Education

The Board may however consider making a change to the membership of an accreditation team if the

institution has good reasons for objecting to any member of the team In all the final decision on the

membership of the team is that of the Board

Purposes of the Adhoc Re Accredltation Visit

13 3 The on site adhoc accreditation visit is undertaken for three reasons

a To verifyon the spot some vital information thatare not adequately described on thequestionnairefor example the intellectual atmosphere the morale of staff and students the character and

standard of work performed and in sighting various items of teaching facilities and how they are

being used to educate the student

b To help the staff and head of department offering the programme to assess its weak and strongpoints

c To examine in further detail the materials compiled by the department reiating to the overall

management ofthe department For example teaching facilities teaching staff admission requirement quality of each course offered etc

14 0 ACTIVITIES OF TEAM MEMBERS DURING THE ACCREDITATION VISIT

The ChairmanTeam Leader

14 1 Among others the Chairman Team Leader shall

a Draw up a programme of activities to accomplish in the least possible time the objectives of the

team s visit to the institution to wit

to determine if the programme offered by the institution has in all

respect met the accreditation standards laid down by the Board and

if the programme can therefore be re accredited

The proposed agenda should bediscussed and agreed to by all team members at the beginningof the visit

b Allocate specific responsibilities to team members functioning singly and in groups in performingvarious activities of the team

c Give guidance on the presentation of individual or group report on their areas of responsibilitiesfor the final report and final recommendations of the team

d Discuss frequently with team members their observations and where necessary direct on furtherareas of Investigations to ensure that all the reqilred Information about the Institution Is available

to team members to enable them to make a rational recommendation on accreditation action

e Beforethe exit Interview the Chairman should agree with team members on the following aspectsof the final report

I the goal and objectives of the programm and how these were being met vis a vis the

philosophy and objectives of the Institution and the goal and objectives stated by the NBTEfor the programme

II The observations of the Individuals or grollp members on each Item of the accreditation

criteria

III The weaknesses and strengths of the programmeIv The recommendations of the team to the Board highlighting whether

a to re accredit the programme or

b not to re accredit the programme

In each case of 14 1 e above the team should slate the reasons for recommending granting or

denying the programme accreditation In the case of a programme not recommended foraccreditation the steps to be taken to bring the programme to the minimum standards requiredfor accreditation should be highlighted

14 2 Submit the final report to the NBTE Secretariat programme co ordlnalor before the departure of the

panelTeam Members

14 3 Team members will be assigned specific responsibl lties singly or In groups by theteam leader and

they will confer frequently with each other and exchange Impressions They will ensure that the criterialaid down by the Board for programme re accreditatlon are being met Typical activities to be

undertaken by them during the visit will Include among others the followinga the examination ofstudents work past examination questionpapers samples of students scripts

and external moderators report

b the assessment of relevant teaching facilities and Instructional aids and how they are being used

to promote effective teaching and learning

c the evaluation of the quality number and mix of teaching staff Teaching staff credentials may be

sighted by team members where necessary

d the assessment of supporting department such as general studies mathematics science and

librarye determining the adequacy of the budgetary allocallons for the programme

f determining the adequacy of physical facilities for the programme classroom and workshopspace laboratory facilities staff offices machines and equipment and college l1rm etc

g Informal discussions with administrators teaching staff support staff and students about the

programmes the administration student welfare services etc Information gathered from these

Individuals are combined with personal observations to form the basis of the Individual or group

report

h sit In ClaSS WOrkshoplaboratoryfesSIOns to determine the quality ofteaching and learning takingplace In the department Where necessary conliluct simple tests quizzes or assign practicalexercises to the class or a group of students to determine their knowledge and competences In a

144 Roles Of NBTE

Staff Representation On The Adhoc Visitation Team

14 5 As it is necessary for the visiting team s rep9rt to be consistent the National Board for Technical

Education NBTE will assign s staff member s to each programme vis ation team Among others

some of the responsibilities of the NBTE staff Inember s during the accreditation visit are

a To liaise with the authorities of the institution for local transportation refreshments and typing of

team s report during the visit

b To assist the team leader in the smooth management of the visitation exercise

c To assistthe team leader orany other member of the team in their enquiries to facilitate the team s

work

d To serve as an Information source on the Interpretation of the Board s accreditation criteria and

policies

e To arrange exit interview between the team members and the head of the institution

f To ensure that transport fares and honoraria are paid to team members before they leave the

Institution for their stations

g To forward with a covering letter to the head of the institution for his comments on statements of

facts the original copy of the draft team report of the visit before he leaves the Institutionfor Kaduna

I15 0 A SUMMARY OF INSTITUTION S RESPONSIBILITIES BEFORE DURING AND AFTEfl THE

ACCREDITATION VISIT

Before the Visit

15 1 The institution shall request for and complete the self study questionnaire form NBTE PRO RA 1 and

return to the Executive Secretary Programmes Department National Board for Technical Education

15 2 1 The list of programmevis ation team members It should be noted that the final decision on

the composition of the team is that of the Board

15 2 2 the suitability of the dates of the visit hotel reservations and local transportation arrangements

for the team members

Note As the student and staff are very illportantto the exercise the institution must be in

session during an accreditation visit

During the Visit

15 3 The institution shall

a provide a room equipped with writing tables and chairs as well as secretary typist for the exclusive

use of the team members during the period

b Allow team members

i access into the various teaching and other support facilities e g laboratories library

workshops classrin session etc

ii to interview staff cademlc and administrative and students of the department where the

programme to be accredited is offered

iii access to question papers for the cpurses taught and students answer scripts for the two

years preceding thevisit students academic records external examiners moderators report

budgetary allocations for recurrent ard capital costs etc

15 4 The Institution shall be responsible for the local trjmsportatlon of team members and for their hotelexpenses during the period Also the Institution s all provide team members w h light refreshmentsand teaduring the working sessions Timeand effort may be saved If lunch Is arranged In agood hotelor cafeteria nearest to the Instkutlon or wkhln the Illstltution This will give team members more timeto do a thorough job

15 5 The Institution shall render any assistance that teamimembers may require to facilitate theirwork duringthe period

15 6 The exit Interview should be attended by the Rector of the Institution the head of department wherethe programme to be accredited Is offered and key teaching staff who have responsibilities for various

aspects of the programmeAfter the Visit

15 7 Acopy ofthe report shall be made available totheRlletor The Instllutlon shall comment on statementof facts contained In the team s report highlighting areas of agreement and disagreement wllh thereport

15 8 The Institution shall ensure that the accredllation status Is warranted by continua Improvement on theaccredited programme

15 9 An Instllution whose programme Is denied accredlta110n may appeal against the decision ofthe Boardon the matter W he chooses Such appeal should r ach the Executive Secretary National Board forTechnical Education P M B 2239 Kaduna within thirty days from the date of the letter conveying theBoard s decision to the Institution Appeal procedur Is explain In Appendix E

16 0 APPEAL PROCEDURE

16 1 An Institution may appeal against an adverse decision of the National Board for Technical Educationdenying II an Initial accredllatlon or re accredltatlon status for Its programme s

16 2 The appeal process shall be as follows

a The Rector Head of the Institution shall provide the Board wlth n thirty 30 days of notification of

the Board s decision on the matter awritten statement which must address failure to comply wllhthe evaluative criteria laid down In the Board s Guidelines for Re Accrediting Diploma ProgrammesIn Polytechnics and Similar Tertiary Instllutlons

b The Board shall arrange a hearing panel consisting of three qualWled persons to consider theappeal The composition ofthe panel shall nclude

I one representative of the professional bodies or association related to the programme W

II one representative of the polytechnicsill a member of the National Board for Technical Education

Iv a representative of the Board s Secretariat

c At Its first meeting the hearing panel shall

v elect Its Chairman from among members of the panelvi determine the schedule and general procedures for the appealvII determine the date and locat on of the hearing but this should not be later than thirty 30

members of the programme visitation leam the NBTE and or other witnesses whose statements

may be useful to the panel The testimony may be presented In written or oral statement

f The recommendations of the panel shall be based upon evidence presented to it and subject to

the condition that was existing at the time of the Programme Accreditation visit on which the

decision being appealed against was made

g The appeal panels reports and recommendations concerning action on the accreditation status

of the appellant institution shall be submitted to the Board which may

i set aside its earlier decision and reconsider the programmefor accreditation

OR

ii reaffirm its earlier decision not to accredit the programme

h The honourarla travelling and hotel expenses of members of the appeal panel will be borne bythe appellant institution The total amount involved shall be depos ed with the Board before the

hearing begins

17 0 FUNDING OF THE RE ACCREDITATION VISIT

17 1 The funding of the re accreditation visit is a joint responsibility of the National Board for TechnicalEducation NBiE and the host institution Tl1e host inst ution shall be responsible for providing hotel

accommodation and localtranspollation between the nearest airport to the institution and between

the Institution and the hotel where team members are lodgedThe National Board for Technical Education shall however be responsible for team members travellingexpenses kilometer claim air taxifares and honoraria The travelling expensesand honoraria payableto team members shall be determined by thE Board from time to time

18 0 LIST OF ACCREDITED RE ACCREDITED PROGRAMMES

18 1 Programmes granted accreditation shall be published in the next issue of the Board s Directory of

Accredited Diploma Programmes Offered by Polytechnics Colleges of Agriculture and Similar TertiaryInstitutions in Nigeria The directory is published annually
