1 Purpose of Inspection
To gather information necessary to determine the potential for
RCRA andor 311104 Clean Water Act actions regarding Raffi and
Swanson Inc
2 Objectives
To interview appropriate plant personnel determine sampling point
locations and obtain samples for the purpose of preliminary screening
and further analysis

33 Description
Raffi and SwansonSurface Coatings Inc occupies a 25-acre
site bounded on the west by the Boston an~ Maine railroad tracks
and on the south by Eames Street The property consists of
eighteen to twenty separate buildings and storage sheds and
several large outside above ground storage tanks The property
is fenced by chain 1 ink and the front gate on Eames Street
appears to be the sole access point General housekeeping at the
facility is good with the exception of some 55-gallon drums stored
at the rear (north) of the property some gravel fill ~ich
appears to have been recently disturbed (a 1 so at thge rear of the
property) and several deep cuts in the embankment at the west
side of the property which lead into the drainage ditch adjacent
to the Boston and Ma1ne railroad tracks

A three man team will be used to conduct interviews and survey the areas with hazard potential An organic vapor analyser or HNu will be used to delineate areas with hazard potential Samples will be
collected and taken to the EPA regional laboratory for analysis
