Notice of Public Hearing & Availability of the Draft Supplemental Environmental Impact Report/Environmental Reevaluation (SEIR/ER) WHAT IS BEING PLANNED? The Public Hearing regarding this project will be held on Thursday, March 28, 2013, from 6:30 pm to 8:30 pm at the Council Chambers-City Hall-City of Santa Clarita, 23920 Valencia Blvd., Santa Clarita, CA 91355. The California Department of Transportation (Caltrans) District 7 and Los Angeles County Metropolitan Transportation Authority (Metro) are proposing to implement High Occupancy Toll lanes (HOT) instead of the previously proposed High Occupancy Vehicle (HOV) lanes. Caltrans approved the Final Environmental Impact Report/ Finding of No Significant Impact (EIR/FONSI) for the I-5 HOV/Truck Lanes Project on September 1, 2009. The proposed HOT lanes would not change the project design components discussed in the Final EIR/FONSI. The project would widen the existing I-5 from State Route 14 (SR-14) (PM R45.4) on the south, to Parker Road (PM R59.0) on the north. The length of the project is 13.5 miles. WHY THIS NOTICE? This notice is to advise you of the availability of the Draft Supplemental EIR/Environmental Revaluation (SEIR/ER) for review. In conformity with the National Environmental Policy Act (NEPA) and the California Environmental Quality Act (CEQA), Caltrans has studied the effects that the proposed change in scope of the project may have on the environment. The results of these studies are contained in the Draft SEIR/ER for the proposed I-5 HOT Lane project. The document describes the reason for the proposed change and the potential environmental impacts associated with it to ensure that the environmental documentation reflects the current project. Project-level conformity analysis shows that the project will conform with the State Implementation Plan, including localized impact analysis with interagency consultation for carbon monoxide (CO) and particulate matter (PM10 and PM2.5) required by 40 CFR 93.116 and 93.123. The HOT Lane project is considered a project of air quality concern regarding particulate matters (PM10 and PM2.5) as defined in 40 CFR 93.123(b)(1) and the 2006 U.S. EPA Particulate Matter Hot- Spot Analysis Guidance. A detailed qualitative PM10 and PM2.5 hot-spot analysis was completed, as required by 40 CFR 93.116 and 93.123, based on U.S. EPA Guidance. The regional Interagency Consultation group, as coordinated by the Southern California Association of Governments Transportation Conformity Working Group, has reviewed and concurred with the findings of this qualitative PM10 and PM2.5 hot-spot conformity analysis. The project comes from a conforming Regional Transportation Plan (RTP) and Transportation Improvement Program (TIP). Comment is requested regarding the project-level conformity analysis.
