As information providers to the global hydro

industry, the editors here at PennWell’s Hydro

Group must continually think about how our

“consumers” prefer to get their information.

likely remember having to wait a pretty long

period of time to receive your copy of the

magazine in the postal mail. At that time, the only format we had to

provide information was print.

What a difference a few years makes in advances in information

delivery! Today, to deliver useful, practical information that helps pro-

fessionals working in hydro-related fields do their jobs better — and

in the format that is most helpful to them — we provide HRW-Hydro

Review Worldwide magazine in two formats ... digital or print. Each of

the more than 11,000 subscribers may choose which format works best

for them. And, most of you are choosing digital. With this format, not

only are subscribers able to see the latest edition almost immediately

upon our completion of it, but you can quickly and easily search for

something specific in the issue or share specific pages with colleagues.

We also launched our news website — www.HydroWorld.com —

nearly a decade ago, providing daily breaking news coverage of the

global hydro market, available at the tips of your fingers. Today, we

and, as soon as it was printed, it was out of date.

Today, the format we all use and prefer to get information about

NEW DEVELOPMENT

Work under way at 1.2 GW Suwalong facility in Tibet

The China Huadian Corp. has begun construction of the 1.2 GW

Suwalong facility on the Jinsha River, the upper section of the Yangtze

River, according to several published reports. This location is at the

junction of Mangkam County, Tibet Autonomous Region, and Batang

County, Sichuan Province, in southwest China.

The project is expected to cost about US$2.77 billion and will

include a 112 m-high dam that will impound the Jinsha River to form

a 674 million m3 reservoir. The powerhouse will include four 300 MW

mixed-flow generators, according to officials.

The Suwalong station is the first large-scale hydropower project

constructed on the upper reaches of the Jinsha River. According to

Tibet’s central government, it is also the first project regarding West-

East electricity transmission.

Officials said the river will be dammed by the end of 2017 and the

facility is expected to begin generating power by 2021.

Local reports say this is an important project with regard to sup-

porting Tibetan socio-economic development.

Pakistan issues loan for 969 MW Neelum Jhelum hydropower plant

The Pakistani government has guaranteed US$955 million in Islamic

bonds to help pay for the country’s 969 MW Neelum Jhelum hydro-

electric project. The specialized Islamic bonds, known as a “sukuk,” will

be privately placed by the Neelum Jhelum Hydropower Company Ltd.

with a 10 year repayment period.

The run-of-river project is being developed by Pakistan’s Water and

Power Development Authority using water diverted from the Neelum

River in Pakistan-occupied Kashmir.

Construction of the plant was about 80% complete as of mid April,

according to credit rating company JCR-VIS, which gave the sukuk a

AAA preliminary rating.

Neelum Jhelum has sparked controversy throughout its development

— most notably due to conditions established between Pakistan and

India by the 1960 Indus Water Treaty. With India developing its

330 MW Kishenganga project on the same waterway, the agreement

dictates that whichever country completes its plant first will have

priority rights to the river.

The project was originally to have begun operation in 2015, although

Pakistan’s Water and Power Development Authority (WAPDA) said

its first units will likely not be commissioned until this year.

REHABILITATION AND UPGRADES

Colombia’s Guatape hydro facility back on line after fire

Colombian utility Empresas Publicas de Medellin (EPM) brought two

of the eight turbine-generator units at its 560 MW Guatape hydro

facility back on line April 25, after a February fire.

The utility says emergency work to bring the remaining six units

on line is advancing according to schedule, according to BNamericas.

All eight units should be fully functional by September.

EPM says the Feb. 15 fire resulted from an incident with the cables

that take electricity from the powerhouse to the substation.

The plant is in Antioquia Department of Colombia and was built in

the late 1960s. Guatape generates 4% of Colombia’s electrical capacity,

thus the outage is a serious blow to the country’s electrical grid.

PUMPED STORAGE

Kidston pumped storage potentially to be expanded to 450 MW

Genex Power Ltd. has announced its Kidston Pumped-Storage Hydro

Project has the potential to be built with an increased capacity of

450 MW. Previous reports contained a capacity of 330 MW.

The company released a market update on April 28 indicating

“the design layout of the project has evolved substantially since

the pre-feasibility concept was initially identified.”

Three options for developing Kidston were studied and one chosen

as the most ideal. Work will now progress to the detailed design phase.

The option chosen involves the construction of a “turkey’s nest,”

a shallow dam upper reservoir on top of Eldridge Pit North Rock

Dump. An embankment 5 to 6 m high will be built around the existing

dump to create the dam. The new upper reservoir will be lined with

high-density polyethylene. The elevation of the upper reservoir will be

35 to 40 m higher compared those in the other two options.

The powerhouse will be located directly below the southeastern end

of the upper reservoir dam, adjacent to the west side of the pit. A single

pressure tunnel will bring water to a twin turbine. The turbines will be

built to enable variable output during generation but fixed pumping speed.

Completion of the feasibility study is targeted for the third quarter

of 2016. Earlier this year, Genex Power reported the plant would be

commissioned in 2018 and was anticipated to cost US$282 million.

Brazil suspends Rousseff; impeachment trial looming

Brazil’s Senate voted on Thursday, May 12, to impeach President

Dilma Rousseff in part as a result of accusations Rousseff used illegal

accounting methods to garner public support through spending.

The 55-22 vote means that Rousseff ’s ally-turned-enemy, Vice

President Michel Temer, will take over as acting president while she

is suspended. The Senate has 180 days to conduct a trial and decide

whether Rousseff should be permanently removed from office.

Solicitor General Jose Eduardo Cardozo said after the vote that

Rousseff would fight impeachment in the Supreme Federal Tribunal,

Brazil’s highest court.

The move ends 13 years of rule by the left-leaning Workers’ Party,

which is credited with lifting millions out of abject poverty, but vilified

when billions were siphoned from the state oil company, Petrobras.

Rousseff was Brazil’s first female president. But, seven years of

economic growth began to slow after Rousseff took office in 2011.

She narrowly won re-election in 2014.

Atlantis signs deal with SBS to develop Indonesian tidal project

Marine energy developer Atlantis Resources Ltd. has signed a mem-

orandum of understanding with SBS International Ltd. to establish a

tidal stream array in Indonesia. Per the agreement, the partners will

construct a number of stages for what could ultimately become a

150 MW project at an estimated cost of US$750 million.

“The Indonesian archipelago of over 17,000 islands represents an

extremely promising tidal stream resource,” Atlantis Chief Executive

Officer Tim Cornelius said. “We are looking forward to working with

SBS on this exciting project that offers the potential to provide highly

predictable tidal stream power generation to the people of Indonesia.”

The announcement is the culmination of several years worth of

research by SBS, which said it has already completed a feasibility

study for the project. Energy generated by the project will be sold

to state-owned utility Perusahaan Listrik Negara (PLN) through a

25-year power purchase agreement.

“After more than three years of research into Indonesia’s archipelagic

ocean resources, resulting in an exclusive offshore site development

agreement with state-owned utility PLN, we are progressing toward

signing a bankable 25-year feed-in tariff for the project,” said SBS

Chairman and CEO Michael Spencer. “SBS acknowledges and wel-

comes Atlantis Resources’ world-leading manufacturing experience,

technology and United Kingdom tidal current experience.”

Diesel fuel spill at 41.8 MW Meadowbank facility in Tasmania

Australia’s state-owned Hydro Tasmania said the utility spilled about

500 liters of diesel fuel on April 18 at its 41.8 MW Meadowbank

hydroelectric facility in the Central Highlands region of Tasmania.

The company said, “The spill was the result of human error.”

The region is facing an unprecedented combination of below average

rainfall and an extended outage of the Basslink cable (a high-voltage

direct current cable link crossing Bass Strait), according to the company.

To ensure electricity supply throughout the state, the company

selected two sites for temporary diesel generation: the 48 MW

Catagunya and Meadowbank hydropower facilities in Derwent Valley.

At each site, about 24 diesel generation units are being housed in

their own shipping containers, to provide 24 MW of capacity. Hydro

Tasmania said additional containers were placed onsite to house

supporting equipment and fuel, and the spill occurred at one of the

containers on the Meadowbank site.

“The spill was onto a 5-meter square area of crushed rock. It did not

enter, and was not near Lake Meadowbank,” said Andrew Hickman,

manager of major works with Hydro Tasmania.

No dam, hydro project damage after Japan, Ecuador earthquakes

The impacts of deadly earthquakes felt in Asia and South America in

April are still being assessed, although preliminary evaluations have

not yet revealed significant damage to dams or hydropower structures

on either continent.

In Japan’s southern island of Kyushu, which was rocked by a pair

of earthquakes on April 15, hundreds were ordered to evacuate near

Nishihara for fear that a dam might collapse.

Meanwhile across the Pacific Ocean, a magnitude-7.8 earthquake

a day later caused some Ecuadorian operators to temporarily shutter

their hydroelectric plants as a precautionary measure, news agencies

said, though no damages have been reported.

The death toll has risen to 49 in Japan and an estimated 600 in

Ecuador. On May 2, 72-year-old Manuel Vasquez was recued after

being trapped in a collapsed building in Jaramijo, Ecuador.

SMALL HYDRO

Kuwaiti agency financing small hydro development in Cuba

GE Cuba has signed a deal with the Kuwait Fund for Arab Economic

Development (KFAED) that will see KFAED provide US$30 million

in financing for the construction of 34 small hydropower projects.

The agreement targets Cuba’s rural areas with the hope that improved

energy supplies will decrease immigration toward cities and stimulate

agricultural production.

KFAED said the 34 projects will be constructed on existing infra-

structure and have a cumulative capacity of about 14.6 MW. The

initiative will also include the construction of three linking substations

that will transmit to Cuba’s national grid, along with about 75 km of

transmission line.

The organization also said the financing will lead to the

“expansion of scientific research centers and universities to enhance

in general the development of the hydropower sector, as well as the

institutional support and consulting services for the detailed designs,

preparing tender documents and supervision of the project.”

The 21 year loan includes a grace period of seven years and is expected

to cover about 40% of the project’s overall costs. The remainder will be

paid for by the Government of Cuba.

KFAED said the initiative should be completed within seven years.

eStorage Project report quantifies 2,291 GWh of new pumped

hydro possible in Europe

Development-ready sites, with existing reservoirs for new pumped

hydro energy storage plants, offer generation potential of 2,291 GWh,

according to a newly released report from the eStorage Project. These

sites are in the EU-15, Norway and Switzerland.

The 2,291 GWh identified is more than seven times the current

installed capacity of pumped hydro energy storage in Europe and

more than enough to supply Malta’s electricity consumption for a

year, according to a press release. It would require 95 million lithi-

um-ion batteries of the type found in most electric cars to provide

equivalent storage.

Southern Norway is the region with the most potential feasible

capacity, with 1,242 GWh or 54% of the study’s total. This is followed by

the Alps with 303 GWh or 13% (Austria, France, Italy, Switzerland and

Germany) and the Pyrenees with 118 GWh or 5% (France and Spain).

The eStorage Project, an EC-funded consortium of major European

stakeholders from the entire electric power value chain, has been tasked

by the EC, under its FP7 program, to develop cost-effective solutions

for the widespread deployment of flexible, reliable, GWh-scale energy

storage across the EU and to enhance grid management systems to

allow the integration of a large share of renewable energies.

DNV GL conducted the study and focused exclusively on existing

water body pairs because of the cost advantages of connecting existing

water bodies rather than building new reservoirs. DNV GL developed

a GIS model to identify potential locations for new pumped storage

plants. The potential locations from the model were further refined

by national hydro experts using regional or country specific selection

criteria. “The qualitative review by leading national hydro experts

is what really sets our study apart,” says Haike van de Vegte, senior

consultant at DNV GL.

With a global emphasis on reducing carbon emissions, hydropower has

come to the forefront as an effective means of balancing other forms of

renewable generation. Hydro’s role in the modern power mix has led to

favorable climates for development, translating to the construction of

new plants and the upgrade of existing projects.

Although climate change mitigation

through the worldwide reduction

of greenhouse gas emissions has

long been a topic of hot debate, no single

mechanism perhaps better exemplifies a true

global commitment to true, tangible shifts

than the Paris Climate Accord.

The accord, agreed on by 195 countries

from around the world during the United

Nations Conference of Parties in December

2015, establishes sweeping, long-term eco-

logical and economic targets.

And although the accord does not specifi-

cally cite hydro — nor any other lone form of

generation, for that matter — as the catalyst

that will guarantee the proposal’s success, data

shows that both public and private power

producers around the world continue to

develop hydro, often citing its cleanliness as

a primary consideration.

So important is hydropower’s ability

to provide cost-effective power on a large

scale that the World Bank Group reversed

a two-decade decision barring investments

into large hydro in 2013, opening doors for

significant projects that would have previously

been unfeasible for many developers.

Hydropower’s continuing growth around

the world is confirmed in reports from a

number of multinational industry, watchdog

and lending organizations — data from which

is compiled here alongside research presented

by the International Hydropower Association

in its 2016 Hydropower Status Report.

IHA’s 2016 report, which draws on the

association’s global hydropower database,

shows a worldwide increase of 33.7 GW

of new installed capacity in 2015, including

2.5 GW of pumped-storage, bringing the

worldwide total to 1,212 GW of hydropower,

including 145 GW pumped storage.

The growth reflects trends from locales

around the world, with highlights here

by region:

Africa

While Africa holds about 10% of the globe’s

total hydroelectric potential of 270 GW, less

than 10% of that potential has been developed.

Of that 27 GW, 70% is concentrated in nine

countries, including the Democratic Republic

of Congo, Egypt, Mozambique, Morocco,

Ethiopia, Nigeria, Ghana, Sudan and Zambia.

This disparity and enormous hydroelec-

tric potential have led to the creation of the

Programme for Infrastructure Development

in Africa (PIDA), spearheaded by the African

Union and African Development Bank. The

program and others like it push for the

creation of pan-African electricity grids

through the integration of existing power

pools, with energy coming in large part from

hydroelectric projects.

Leading the charge to develop this poten-

tial is Ethiopia, which has said it wants to

increase its hydroelectric capacity by 22 GW

by 2030. Further behind are Egypt (2.8 GW

by 2020), Uganda (1.2 GW of large and 85

MW of small capacity by 2017), and Morocco,

Mozambique and Nigeria — each of which

has said it wants to add at least 2 GW of

hydropower over the ensuing two decades.

Africa’s capacity will be bolstered signifi-

cantly in the coming years with the completion

of plants like the 6,000 MW Grand Ethiopian

Renaissance, as well as new developments at

DRC’s Grand Inga site, where there is the

potential to install 40 GW.

Developers are also showing a keen interest

in smaller, more localized projects as much of

rural Africa lacks access to grid infrastructure.

Asia

The Asian Development Bank estimates

that demand for energy in the East Asia and

Pacific regions will more than double by 2035,

while need in the southeastern portion of

the continent is even higher, with a projected

increase in demand of almost 300%.

The uptick is being met in large part by

China, which again led the world in new

development with more than 19,370 MW

of new hydroelectric capacity added in 2015,

including 1,230 MW of pumped storage.

Additional projects — including the massive

10.2 GW Wudongde, which is expected to

be completed by the end of 2021 — will

contribute to China’s stated goal of adding

260 GW of conventional and 30 GW of

pumped-storage capacity by the end of 2017.

Elsewhere in Asia, growth remains strong

in Turkey, which added 2,225 MW of new

hydropower capacity in 2015, including the 582

MW Beyhan 1 plant. Turkey has also recently

announced 101 new projects totaling more

than 2,000 MW.

Fueling much of the growth are aggressive

hydropower development targets, which nota-

bly include Japan (49 GW by 2020), Turkey (34

GW of capacity by 2023), Vietnam (19.2 GW

by 2020), Thailand (5.1 GW of conventional

and India (2.1 GW of small hydro by 2017).

Europe

While hydro accounts for 218 GW, including

51 GW of pumped-storage hydropower, it

represents only about 10% of the continent’s

overall supply of electricity. Still, IHA said,

the highest growth rates for hydro remain in

Europe’s eastern countries, which are growing

fast and have significant hydroelectric potential.

In total, new hydroelectric installations

accounted for slightly more than 209 MW in

Europe in 2015. At the same time, increas-

ingly stringent renewable portfolio standards

have positioned conventional hydro as a key

player, with pumped storage also important

in helping balance the intermittency of wind

and solar generation. In fact, a recent report

from the European Commission’s eStorage

Project shows the potential for more than

2,291 GWh of new pumped storage hydro,

with the greatest opportunity lying in the

EU-15, Norway and Switzerland.

Marine energy is also attractingstrong inter-

est in Europe — particularly within the United

Kingdom, where MHK sites in Scotland, Wales,

Northern Ireland and England remain in devel-

opment. Ocean power isn’t limited exclusively

to the UK, however, as a new test site was

inaugurated off France’s west coast in 2015.

Estimates vary, but previous reports from

European governments have shown the

continent’s waters have the potential to gen-

erate between 30 and 50 GW of cumulative

marine energy.

North America

Hydropower remains king in Canada,

accounting for more than 60% of the country’s

total electricity mix. Canada ranks fourth in

IHA’s most recent statistics, with 78 GW

in total installed capacity. 708 MW of new

capacity was built there in 2015, while notable

projects like the 1,100 MW Site C, 824 MW

Muskrat Falls, 330 MW Amisk, 395-MW

Romaine 3, 245-MW Romaine 4 and others

continue progressing.

To Canada’s south, federal legislation in

the United States continues to streamline

the process for hydropower projects — par-

ticularly those built on existing infrastructure.

The highest growth rates for

hydro remain in Europe’s eastern

countries, which are growing fast

and have significant potential.

Construction of new large plants has, for the most part, fallen

out of vogue — minus, perhaps, the completion of four projects

this year by American Municipal Power that have a cumulative

output capacity of 313 MW — although policy like the Obama

Administration’s “Clean Power Plan” could spark further interest

in the sector.

Meanwhile, hydropower in Central America remains strong

— particularly in Mexico, which saw an increase of 760 MW of

hydropower in 2014, and a further 25 MW in 2015. The government of

the country has announced plans to construct the 240 MW Chicoasen

2 plant in coming years, while also partnering with Canada’s Manitoba

Hydro to learn more about small hydro development.

South America

Drought remains a significant concern for many South American

operators, although it hasn’t stopped operators from increasing

the continent’s hydroelectric capacity by over 3,800 MW in 2015.

The bulk of this new installed capacity — 2,457 MW — was

commissioned in Brazil, which recently saw the first units at both

the 11.2 GW Belo Monte and 1.8 GW Teles Pires plants begin

operation. An ailing economy and political strife have stifled new

development somewhat, but the government still seems keen on

developing nearly 8 GW of hydroelectric capacity by 2021.

At the continent’s southern tip, Argentina continues moving

forward on a number of projects, including the 1,100 MW Cordon

western neighbor, Chile, is developing the conventional 640 MW Cuervo and 300 MW

Espejo de Tarapaca pumped-storage plants. New partnerships with France also aim to

help Chile cultivate its marine energy industry via funding and the sharing of knowledge.

Also of note, Colombia added 600 MW, with the majority coming from the

400-MW El Quimbo project.

What it all means

Global perceptions of hydro are constantly changing, as are interpretations regarding

what constitutes hydropower. Meanwhile new technologies, improved designs and

advances in engineering are redefining how and where projects can be developed.

As countries race to meet looming renewable portfolio standards and address hydro-

logical issues impacting many regions, hydropower will remain a strong commodity. ■

Chile’s location and geography provide

it with vast, untapped marine energy

resources located close to centers of

power demand. The country stretches from the

Atacama Desert in the north to the Magellan

Strait in the south, equivalent to the distance

between Nigeria and Norway.

Estimates vary, but the total wave

resource is likely to exceed 200 GW.

Much of this power is located off the

coast of Patagonia and the practically

extractable power will be a fraction

of this value, yet UK marine energy

specialists Aquatera estimate that with

the right support policies, Chile could

install more than 300 MW of wave

power generation capacity by 2030.

The tidal resource is only about 1%

of the wave resource, but Chile has

many attractive sites. With tidal stream

turbines closer to commercialization than wave

devices, according to Aquatera, tidal projects

may have a head start in Chile and could reach

150 MW of capacity by the mid-2020s.

The situation in Chile

The U.S. Energy Information Administration

says Chile is South America’s fifth largest

consumer of energy but it only produces a rela-

tively minor amount of fossil fuels and imported

97% of its energy consumption in 2012. To

reduce dependence on imports, Chile seeks to

develop greater domestic energy production.

Aquatera says that politically, the Chilean

government promotes electricity generation

from “non-conventional renewables” (this

excludes large hydropower) through a sys-

tem of fines for larger electricity generating

companies, which are required to increase

their production of power from renewables

year on year. However, these incentives are

technology neutral, so the cheapest forms

of generation (wind, small hydro and solar)

enter the market first. Despite this, there are

a number of R&D, technology transfer and

community development funds that could

be used to support marine energy projects.

In February 2014, we reported on

HydroWorld.com that the Inter-

American Development Bank called

for consultants to support development

of two pilot marine energy projects in

the country. However, with a change

of government and a renewed focus on

fast-tracking solar and wind projects,

these initiatives were not taken forward.

In 2014, Chilean economic develop-

ment agency CORFO selected DCNS

and Enel Green Power to develop

MERIC, Chile’s Marine Energy

Research and Innovation Center. With

about $20 million in cash and in-kind

funding, the center will work with Chilean

universities and companies to carry out marine

renewable energy R&D and conduct studies

to identify the first sites where marine energy

technologies could be installed. It is hoped that

by 2019, MERIC will have the experience and

consolidated infrastructure to allow it to provide

services to local and international industry

interested in testing marine renewable energy

technologies in the Chilean environment.

In-depth report released

Aquatera released its report, Recommendations

for Chile’s Marine Energy Strategy - A Roadmap

for Development, in 2014. This study, available

at bit.ly/1UUDHdc, was commissioned by the

British Embassy in Santiago and was developed

by Aquatera in partnership with the Renewable

Energy Division of the Chilean Ministry of

Energy and other local partners.

This study was the first to produce detailed

reports on the marine energy development

potential of Chile’s coastal regions. Aquatera

identified that Chile has vast potential for

generating power from waves and much

smaller but still significant tidal potential. With

input from international industry experts and

through workshops and interviews held in nine

of Chile’s 15 regions, Aquatera produced a set

of recommendations to support the develop-

ment of marine energy strategy. These included

measures such as including wave and tidal

energy in the regulations for securing marine

concessions, focusing R&D activity on areas

of existing strengths, targeting niche markets

with high energy costs, and securing financial

support for early demonstration projects.

The report indicates hydropower has a

capacity factor of 45% to 65%. Wave energy

in Chile is listed with a capacity factor of 50%

(about 20% higher than in Europe) and tidal

energy 30%. This compares favorably with

onshore wind at 30% and solar energy at 25%.

In addition, Aquatera points out that waves

and tidal are more predictable than wind and

solar and more densely energetic.

The report also acknowledges the challenges.

Chief among these is that wave and tidal power

technologies are in the early development stage

and the cost of power from these sources is

higher than Chilean grid electricity prices.

Nonetheless, the report identifies niche mar-

kets where wave and tidal power may be able

to compete, for example in remote locations

where energy costs may be three or four times

those inside the grid, and where the power

can be used more directly (in wave-powered

water pumping). Aquatera highlights that the

challenge of wave energy is to generate power

from the low-speed and high-force oscillations

of waves, which is a more complex problem

with apparently a more diverse range of power

conversion solutions than for tidal power.

The report says, “The fact that marine

energy has yet to be commercialized means

that Chile has a chance to play a development

role and establish a manufacturing capacity

which would be difficult to achieve in more

established industries such as wind and solar,

where equipment is largely imported.” Detailed

recommendations are outlined, covering actions

in areas such as government strategy, regulatory

framework, R&D and innovation, infrastruc-

ture and supply chain development, and finance.

The Chilean government has set up MERIC,

but progress in other areas has been limited.

There has been a continued increase in

marine energy activity in Chile since the report

was published. Marine renewable energy asso-

ciation ADEMAR has seen its membership

grow and has organized marine energy events.

Chile’s technology developers and universities

continue to develop prototypes and research

areas. International technology developers

have been studying the Chilean market to

identify potential project opportunities.

Wind and solar have shown how the energy

cost from sources not previously considered

viable can drop faster than expected. With a

growing demand for energy and enormous

untapped resources, it can surely only be a mat-

ter of time before Chile generates a significant

amount of power from waves and tides. ■
