Hydrogen bonds or polarity

Explanation: The polarity of water caused by the unequal sharing of electrons causes water molecules to form hydrogen bonds with each other and/or other water molecules. One water molecule can form four hydrogen bonds. One hydrogen bond is weak but many hydrogen bonds are strong. Water is highly cohesive and adhesive as it takes a lot of energy/force to overcome the combined force of many hydrogen bonds.

Answer

The unequal sharing of electrons which creates sides with opposite

charges in the molecule. Explanation: The oxygen atom in a water molecule exerts a larger force on the shared electrons in the water molecule. The unequal sharing of electrons creates a partial negative charge in the oxygen atom and partial positive charges in the hydrogen atoms. The water molecule as a whole is neutral though. A water molecule is polar due to the unequal sharing which create sides with opposite charges in the molecule.
