Overview of WSAA
The Water Services Association of Australia (WSAA) is the peak industry body
representing the urban water industry. Our members provide water and sewerage services
to over 20 million customers in Australia and New Zealand and many of Australia's largest
industrial and commercial enterprises.
Based around our vision of 'customer driven, enriching life', WSAA facilitates collaboration,
knowledge sharing, networking and cooperation within the urban water industry. We are
proud of the collegiate attitude of our members which has led to industry-wide approaches
to national water issues.
WSAA can demonstrate success in the standardisation of industry performance monitoring
and benchmarking, as well as many research outcomes of national significance. The
WSAA Executive retains strong links with policy makers and legislative bodies and their

1 EXECUTIVE SUMMARY
Hydroflow Distributors (Aust) Pty Ltd was established in 2013 and operates a distribution
centre located in Altona, Melbourne. It is owned by Hydroflow Distributors Limited,
originally established in New Zealand in 1985, a company focussed on distribution of
products to the water and gas industries of Australasia through plumbing merchants and
specialist resellers. Pipe and Infrastructure Ltd, based in NZ, is also owned by Hydroflow
and imports a range of P & I branded gunmetal mechanical tapping bands from China.
Hydroflow Distributors Australia distribute the P & I tapping bands within Australia.
This Appraisal addresses a range of P & I branded PN16 gunmetal mechanical tapping
bands for use with PVC and Asbestos Cement pipes. The tapping bands are designed to
suit:
(a) Series 1 PVC-O, PVC-M and PVC-U. These bands are designated Type F, suitable
for flexible pipes. Sizes considered in this Appraisal are DN80, DN100 and DN150.
(b) Series 2 PVC-O, PVC-M, PVC-U and Asbestos Cement (AC) pipes. These tapping
bands are branded Type F. Sizes considered in this Appraisal are DN100, DN150
and DN200.
Gunmetal tapping bands are not recommended for use with CI/DI pipes unless appropriate
insulation is installed to counteract potential bi-metallic corrosion. The tapping bands
included in this appraisal are not suitable for use with polyethylene pipes.
The tapping bands are manufactured in China by SCE Technology (Ningbo) Co Ltd.
situated in Ningbo, Zhejiang.
Hydroflow and SCE both operate Quality Management Systems certified to ISO 9001:2008.
The tapping bands have product certification to AS/NZS 4793:2009 Mechanical tapping
bands for waterworks purpose issued by IAPMO R&T Oceana to Pipe and Infrastructure
Limited.
The P & I tapping band range included in the product certification product schedule is more
extensive than the range considered in this Appraisal. The sizes included in this appraisal
are limited to those tapping bands that have been type tested in accordance with AS/NZS
4793.
This Appraisal has determined that the range of P & I gunmetal tapping bands, as detailed
in Section 4, comply with the requirements of WSA PS310 Tapping Bands – Mechanical for
Pressure Applications – Water Supply and are considered as ‘fit for purpose’.
1.2 Recommendations
It is recommended that WSAA members, subject to any specific requirements of the
member, accept or authorise the P & I gunmetal tapping bands, as detailed in this report,
for use on PVC and AC drinking and non-drinking water reticulation pipelines, provided any
relevant conditions relating to the design, installation, acceptance testing and
commissioning are in accordance with WSAA Codes, AS/NZS 4793 and the manufacturer’s
requirements.
2 THE APPLICANT
2.1 The Supplier
Hydroflow Distributors (Aust) Pty Ltd was established in 2013 and operates a distribution
centre located in Altona, Melbourne. It is owned by Hydroflow Distributors Limited,
originally established in New Zealand in 1985, a company focussed on distribution of
products to the water and gas industries of Australasia through plumbing merchants and
specialist resellers. Pipe and Infrastructure Ltd, based in NZ, is also owned by Hydroflow
and is the importer of a range of P & I branded gunmetal mechanical tapping bands from
China. Hydroflow Distributors Australia distribute the P & I tapping bands within Australia.

2.2 The Manufacturer
SCE Technology (Ningbo) Co Ltd is owned by SCE Hardware (Holdings) Limited, a
company based in Hong Kong. The company, established in 1993, is engaged in R&D,
design and manufacturing. It is located in the Chalu Industrial Zone of Ninghai County on
the east coast of Zhejiang Province in China. SCE Technology currently employs more
than 350 staff members. The site has an area of 38,000 square meters and a gross f loor
area of 22,000 square meters. The Company has 30 specialized production lines and more
than 500 sets of production equipment, with an annual production capacity of
approximately 3,000 tons of copper alloy fittings and valves.
3 THE PRODUCT
Tapping bands are commonly used to provide a means for connection of property services
to reticulation pipelines.
This Appraisal addresses a range of P & I branded PN16 gunmetal mechanical tapping
bands for use with PVC and Asbestos Cement pipes. The tapping bands are designed to
suit:
(a) Series 1 PVC-O, PVC-M and PVC-U. These bands are designated Type F, suitable
for flexible pipes. Sizes considered in this Appraisal are DN80, DN100 and DN150.
(b) Series 2 PVC-O, PVC-M, PVC-U and Asbestos Cement (AC) pipes. These tapping
bands are branded Type F. Sizes considered in this Appraisal are DN100, DN150
and DN200.
Gunmetal tapping bands are not recommended for use with CI/DI pipes unless appropriate
insulation is installed to counteract potential bi-metallic corrosion. When gunmetal tapping
bands are utilised with CI/DI pipes, the bands are generally coated with a thermal bonded
polymeric coating and an anti-tuberculation bush is inserted into the pipe wall after drilling.
The tapping bands proposed for this appraisal do not include these features.
The tapping bands included in this appraisal are not suitable for use with polyethylene
pipes.
The two halves of the tapping bands are moulded from copper alloy Grade C83600 (LG2)
to AS1565. Nuts and bolts are Grade 316 stainless steel and the O-ring seal is
manufactured from Nitrile (NBR) rubber to AS1646. An O-ring is provided on each bolt to
ensure it is retained in the tapping band during installation.
The tapping bands are available with ¾”, 1” and 2” BSP tapped outlets with a parallel Rp
thread to AS ISO 7.1. Where alternative outlet sizes are required, Dezincification Resistant
copper alloy bushes may be utilised.

4 SCOPE OF THE APPRAISAL
The products included in the scope of this appraisal are detailed in Section 3 and Table 1.
The P & I tapping band range included in the product certification product schedule is more

5 APPRAISAL CRITERIA
5.1 Quality Assurance Requirements
The WSAA Product Appraisal Technical Advisory Group accepts mechanical tapping bands
manufactured in compliance with AS/NZS 4793:2009 Mechanical tapping bands for
waterworks purposes and duly certified by means of an ISO Type 5 product certification
scheme undertaken by a JAS-ANZ accredited Conformity Assessment Body (CAB) or by
an international accreditation system recognised by JAS-ANZ.
The manufacturer is generally expected to have a production management and control
system that has been duly accredited in accordance with AS/NZS ISO 9001 as a
prerequisite to undergoing a product certification audit.
5.2 Performance Requirements
Hydroflow P&I tapping bands have been appraised for compliance with AS/NZS 4793:2009
Mechanical tapping bands for waterworks purposes.
Appraisal criteria are also determined by the WSAA Product Appraisal Technical Advisory
Group and regularly reviewed to ensure that the criteria reflect the requirements of WSAA
members.
The following Product Specification is also relevant to this application:
WSA PS-310 Tapping Bands – Mechanical for Pressure Applications-Water Supply
A copy of the above Product Specification can be found in Appendix C or downloaded from
the WSAA website.
6 COMPLIANCE WITH APPRAISAL CRITERIA
6.1 Compliance with Quality Assurance Requirements
Hydroflow has submitted the following quality assurance certificates:

9001– Issued by Telarc – Registration Number 2516.
SCE Technology (Ningbo) Co Ltd – ISO 9001 – Issued by BSI – Certificate Number FM
562839.
Tong Ming Enterprise Enterprise (Zhejiang) Co Ltd (bolt manufacturer) – ISO 9001– Issued
by TUV Rheinland Registration Number 01 100 065669.
Xiamen Maifeng Seal Products Co Ltd. (rubber seal manufacturer) – ISO 9001 – Issued by
TUV SUD – Certificate Number 12 100 49800 TMS.
Pipe and Infrastructure Limited – OceanaMark Product Certification to AS/NZS 4793:2009
– Licence Number OMK30038.
Copies of primary quality certificates are attached in Appendix B and are available from
WSAA.
6.2 Compliance with Performance Requirements
6.2.1 Materials
The P & I tapping band material specifications are detailed in Table 2 and comply with
AS/NZS 4793 requirements. Material test results have been submitted by Hydroflow to
demonstrate compliance with the nominated materials.

6.2.2 Effect on water
Clause 2.7 of AS/NZS 4793 requires compliance with AS/NZS 4020:2005 Testing of
products for use in contact with drinking water. Hydroflow has submitted a complying Test
Report No. JS2015WS0218 from Beijing Building Materials Testing Academy Co Ltd where
testing was carried out on a DN 100 tapping band with a scaling factor of 0.05. The Beijing
Building Materials Testing Academy Co Ltd is registered by China National Accreditation
Service for Conformity Assessment (CNAS), Registration Number L1449.
A test report from AMS Laboratories Pty Ltd, NATA accreditation number 15773, was also
submitted to demonstrate compliance of the NBR rubber to AS/NZS 4020.
6.2.3 Type testing
Copies of type test reports to demonstrate compliance to the performance requirements of
AS/NZS 4793 have been submitted for the tapping band sizes included in Table 1. The
tests were carried out by Prove Standards and Engineering Pty Ltd, NATA accredited
laboratory number 18640.
The tests completed were:

Visual observation for defects and surface imperfections
Assembly test
Leak-tightness during application of a bending moment to the connecting pipe
Joint infiltration
Hydrostatic leak-tightness
Resistance to rotation, longitudinal sliding and depressurisation
7 FITTING INSTRUCTIONS, TRAINING AND INSTALLATION
Tapping bands are considered to be a common use item and training is not considered
necessary. Fitting instructions are contained in Appendix A.

Hydroflow P & I tapping bands are marked in accordance with the requirements of AS/NZS
4793:2009 as per the following:

9 PACKAGING AND TRANSPORTATION
The tapping bands are packed into wooden crates and separated by cardboard baffles for
transport to resellers. Resellers repackage the tapping bands appropriately for on selling to
contractors and water agencies.
10 PRODUCT WARRANTY
The products are covered by the normal commercial and legal requirements of the
Competition and Consumer Act 2010 (Cth), which covers manufacture to the relevant
standard, and details of Hydroflow’s warranty is included in their terms and conditions of
sale.
11 WATER AGENCY EXPERIENCE WITH THE PRODUCT OR FIELD TESTING
REPORT
Tapping bands are considered common use items within the industry and no benefit is
envisaged in conducting a field trial.
12 OUTCOMES OF EXPERT PANEL PRODUCT REVIEW
There are no outstanding issues.
13 FUTURE WORKS
There are no future work items identified.
