Dear Hunter Mill Friends,

Back in the 1980’s the Reston Black Focus, a civic organization, developed the idea of a sister city relationship with Nyeri, a county in Kenya. The main emphasis was on educa-tion. A series of interesting events took place. Restonian Johnny Early and her then spouse, a Peace Corp worker, were living in Nyeri and were able to acquire land for a camp for children with disabilities. Through that experience a delegation of special educa-tion teachers from Nyeri came to Reston to visit schools. They received training in special education. However, this partnership became inactive in the early 1990s.

In view of the prior relationship between Nyeri and Reston, two Reston residents, formerly from Nyeri, approached the Hunter Mill District office seeking help in restoring the Nyeri, Kenya partnership in Reston.

Speed forward and I am pleased to note that a delegation from Nyeri, Kenya arrived in Fairfax County on June 4

th. County staff members from Health and Human Services, Plan-

ning and Zoning and Solid Waste shared information across their disciplines. They toured the Reston Town Center and thoroughly enjoyed the views, the people, and the food. They were excited about Fairfax County and anxious to learn as much as possible. County staff has met with them to discuss an array of issues ranging from Health and Human Services, to Planning and Zoning. This cooperation will be of mutual benefit to Reston and Nyeri. Both localities will exchange ideas and best practices on governing issues. A great start for a long term future relationship.

Furniture, custom jewelry, textiles, baking, coffee roasting and 3D printing - these are all examples of the kinds of artisanal manufacturing and small-scale production that are on the rise and bring new vibrancy to the com-munities where they reside. Fairfax County is considering how to support and grow this business sector that is becoming increasingly popular in today’s “maker” culture.

Each month, Supervisor Hudgins hosts a television program on the County’s Channel 16, on a variety of important issues and topics in the Hunter Mill District and the County. Broadcast times and days, and video on demand links to the current show are available on the “Connecting with Supervisor Hudgins” webpage.

You are invited to attend a public comment meeting on Wednesday, June 20, 7 pm at South Lakes High School lec-ture hall (11400 South Lakes Drive, Reston) to learn about the draft Lake Fairfax Park Master Plan Revision. The Park Authority held a public information meeting back in November 2017, to begin the process for updating the Lake Fairfax Park Master Plan and to collect the public’s input and comments for future changes to the park. The in-put from this meeting was collected and used to help guide the draft master plan. The Master Plan considers parcels that were recent-ly added to the park, changes to park facilities, and a provides a framework for guiding the future of the park. The Park Authority will again gather input on the plan from community members in a comment session following the presentation. Visit the Lake Fairfax Park Master Plan Revision to learn more.

Come early for a picnic in the park, visit with the farm animals. Then, set up your blanket or chair, sit back and relax, and enjoy the show. Fairfax County Board of Supervisors has filed a 2232-Public Facility Review request to replace the Reston Fire Station #25 facili-ty, located at 1820 Wiehle Avenue [Tax Map 017-4 ((5)), Parcel 5].

TH Holding Company LLC has filed a Proffer Condition Amendment (PCA 79-C-090-02 and PCA 91-H-001, Rezoning Application (RZ 2017-HM-019) and Special Exception (SE 2017-HM-016 for a Suite-style hotel at 1741 Business Center Drive (Lake Fairfax Business Park) Reston, [Tax Map 018-3 ((10)), Parcel A1]. The property is located north of Sunset Hills Road and west of Business Center Drive. The PCAs and RZ application are needed to remove the property from the Lake Fairfax Business Park approvals and allow development of the existing surface parking lot on the property into an approximately 98,500 square foot twenty-four hour suite-style hotel to its own set of independent proffers. The Special Exceptions will permit the hotel and increase the per-mitted Floor Area Ration (FAR) from .50 to .67 (within the allowable range of up to .70). The Planning Commission voted to rec-ommend approval at their May 3, 2018 meeting. The Board of Supervisors approved this application at their May 15, 2018 meeting.

Reston Town Center has filed a Comprehensive Sign Plan Amendment (CSPA 85-C-088) to permit 200 square feet of signage for Building 5 located at 1746 Presidents Street [Tax Map 17-1((16)) Parcel 5A]. The Planning Commission public hearing is sched-uled for Thursday, June 14, 2018 at 7:30 pm. Additional information online CoreSite Real Estate Sunrise Technology Park LLC has filed Rezoning (RZ 2017-HM-032) and Special Exception (SE 2017-HM-030) applications to reclassify the properties located at 12369A, 12343 and 12379 Sunrise Valley Drive, Reston from Industrial 4 Dis-trict to an Industrial 5 District and increase the floor area ration from 0.5 to 1.0. The Applicant is proposing to adaptively reuse this aging and underutilized office park with a revitalization effort as a state-of-the-art Data Center. (Tax Map 17-3 ((1)) Parcels 17B, 23 and 32). The proposed Data Center will be linked by high-quality fiber to CoreSite’s existing Data Center on the north side of Sunrise Valley Drive. The Planning Commission public hearing is scheduled for Thursday, June 28, 2018 at 7:30 pm. Addi-tional information online and RZ 2017-HM-032 One Reston Co. LLC and Two Reston Co. LLC have filed a rezoning application RZ 2016-HM-007 to rezone the property located at 12000 and 12010 Sunrise Valley Drive, Reston [Tax Map 17-3 ((8)) Parcels 1B and 1A1 from I-4] to Planned Development Com-mercial. The Property is currently developed with two (2) existing six-story office buildings totaling approximately 388,000 square feet and above-grade parking structure surface parking lot and two wet stormwater management ponds. The Property currently has approval for an additional 1.1 million square feet of development for three (3) new office buildings. The new pro-posal is to develop 3.88 million square feet of development for a total of 2.45 to include Transit Oriented Mixed-Use Develop-ment consisting of mid / high-rise residential buildings with potential hotel rooms and amenities, commercial buildings and ground floor retail. The Planning Commission public hearing is scheduled for June 28, 2018 at 7:30 pm. The expedited Board of Supervisors public hearing is scheduled for July 31, 2018 at 3:30 pm. Additional information online Daniel W. McKinnon has filed a Rezoning application to rezone from Residential-1 District to Residential-3 District for the pro-posed development of four (4) residential lots. The proposed density is 2.27 dwelling units per acre. Mr. McKinnon proposed to replace the existing main house and guest house and create a four-lot subdivision. The parcel is located on the south side of Sunset Hills Drive, approximately 980 feet east of its intersection with Michael Faraday Drive. The Planning Commission public hearing is scheduled for Thursday, July 26, 2018 at 7:30 pm. Additional information online and FDP2017-HM-006 Boston Properties LLC (Reston Gateway) has filed a Proffer Condition Amendment (PCA- 86-C-119-07), Planned Residential Community (PRC – 86-C-119-02) and Development Plan Amendment (DPA 86-C-119-03) for property located on the north side of Sunset Hills Road, East side of Town Center Parkway and the south side of the W&OD Trail [Tax Map: 017-3 ((01))29A (Parcel 1), 17-3 ((01) 29B - Parcel 2, 17-3 ((01)) 5H1 – Parcel 3 and 17-3 ((01)) 5 – Parcel 4]. Development is focused on Parcels 1 and 2; with parcels 3 and 4 remaining unchanged with this application. The proposed mixed use development will include 3.94 million square feet of new development across nine blocks, divided into two phases. Presented with two options: Option1: Retail/Restaurant = 182,400 Square feet; Office= 1,872,080 (includes 195,080 in block 3 that remains the same); hotel = 509,000 square feet (570 keys) and residential 1,575,000 square feet (1,520 units) with a total of 4,138,840 square feet. Option 2: Retail/restaurant 185,400 square feet; Office = 1,801,080 (includes 195,080 in block 3 that remains the same); Hotel = 458,000 (570 Keys); and Residential=1,694,000 (1,710 units) with a total of 4,138,480 square feet. Phasing of the potential build out will occur based on current lease obligations. Planning Commission public hearing is scheduled for July 19, 2018 at 7:30 p.m. The Board of Supervisors public hearing is scheduled for July 31, 2018. The Applicant proposes to construct forty-four (44) single family attached dwelling units and a parking garage. The existing building on the property will remain. The Planning Commission public hearing is scheduled for Thursday, July 19, 2018 at 7:30 pm. The Board of Supervisors public hearing is scheduled for July 31, 2018. Additional information online and RZ 2016-HM-031 and PCA 80-C-086-02 and PCA 83-C-069-02 1941 RCP LLC and 1950 RCP LLC – Woodfield Acquisitions, LLC has filed applications Planned Residential Community (PRC B-846-05),Proffer Conditional Amendment (PCA B-846-04) and Development Plan Amendment (DPA HM-117-03) to supplement and/or replace the existing office buildings and surface parking lot with two multifamily residential buildings containing 699 dwelling units at a 2.30 FAR. The property is located at 1941 and 1950 Roland Clarke Place, [Tax Map 17-4 ((14)) (1A)2 and 17-4 ((14)) (1A)3]. The Applicant intends to ultimately remove the existing buildings on the site, but develop the Property in phases. In order to facilitate this phasing the Applicant has divided the Property into two development blocks, Block A and B. In Phase I, Block A will be fully redeveloped with an approximately 332,240 square foot, 7-story multifamily residential building with a cellar on the southern end of the block and a parking garage positioned on the north side of the site towards the Dulles Toll Road. In Phase II, Block B will be fully redeveloped with an approximately 412,178 square foot, 8-story multifamily residential building with a cellar on the southern end of the block. To serve the approximately 383 units planned for this residential building an above-grade parking garage will be positioned on the Dulles Toll Road side of the block. The Planning Commission public hearing is scheduled for July 26, 1028 at 7:30 pm. The Virginia Department of Transportation (VDOT) will host a public information meeting for the community to learn about the environmental study of a plan to extend the I-495 Express Lanes by approximately three miles from the I-495 and Dulles Toll Road interchange to the vicinity of the American Legion Bridge and Maryland line. The meetings will be on Monday, June 11, at Cooper Middle School (977 Balls Hill Road, McLean). More than 1200 Virginians died in 2017 from an opioid overdose, including fentanyl and heroin, and in the first three months of 2018 the death toll increased more than 30%. At the same time emergency departments reported more than 10,000 visits for opioid and heroin overdoses. Like most of the country, Fairfax County has seen a great uptick in the abuse of prescription drugs, which has made the Operation Medicine Cabinet Clean Out partnerships so important. For the 9

th year, Fairfax County Government, police, grocers and pharmacies have teamed up to host a safe drop off

day for unused and expired medications. This year more than 3500 lbs were turned back in the annual collection day held on April 28 – a 36% increase.

Fairfax County now has places to drop off drugs in between annual collections. People can use the medicine disposal drop box located at any of the public controlled substance disposal locations. Locations in/near Hunter Mill are:

Celebrate Father’s Day with more than 400 classic and antique cars at Sully’s 45th An-nual Antique Car Show, on Sunday, June 17, from 10 am to 3:30 pm, at the Sully Historic Site (3650 Historic Sully Way, Chantilly). The Park Authority’s 2018 Discovery Trail Map features the rich diversity of wildlife you’ll see in Fairfax County parks. The map encourages children and adults to explore 12 distinctive parks and learn interesting facts about the wildlife that lives in the parks. Participants who visit at least eight of the featured sites will receive tickets to more park fun valued at $93 and be entered in a drawing for one of four bicycles. The maps will be available beginning May 11 at any Park Authority staffed park, RECenter, nature center, historic site or golf course, at any Fairfax County public library, at the Board of Supervi-sors’ offices, and at Park Authority online.

National Association of County Park and Recreation Officials selected the Lee District Family Recreation Ar-ea for recognition. The facility includes Our Special Harbor sprayground, an accessible Tree House, Chessie’s Big Backyard playground and more features that are accessible to all children, regardless of abilities. The Government Finance Officers Association has awarded the Park Authority with their Certificate of Achievement for Excellence in Financial Reporting, the highest form of recognition in governmental accounting and financial reporting.

James Madison High School’s Students for Environmental Action Club “Stream Team” were featured in the Washington Post for their program to reintroduce brook trout in Virginia streams. Working with Trout Unlimited, a non-profit dedicated to preserving and improving fish habitat, the students collected data on stream conditions, narrowed down their search to the most viable streams, released their classroom-raised fingerling trout, and returned to the site months later to see their results. Trout released last winter were sighted! The Stream Team will continue its with its mission to revive brook trout in Virginia’s streams.

On Tuesday, June 26, learn about cyber workforce needs and strategies at a conference aimed at teachers and veter-ans. Sessions will be held at George Mason University Prince William Campus, beginning at 9 am to 4 :30 pm. The conference aims to identify career opportunities, investigate curriculums, present training pathways and programs and more. Each year, in conjunction with Celebrate Fairfax, Lord and Lady Fairfax from each of the County’s magisterial districts are selected to be honored for their service to the County and their district. This year’s honorees from the Hunter Mill District are Lady Carmen Powell and Lord Ronald Copeland.

Carmen Powell recently led research efforts to identify lost and hidden cemeteries that connected the congre-gation, community, and descendants with their history.

Ronald Copeland was recognized for his many years of service on the County ’s Civil Service Commission, rep-resenting public interests in improvement of personnel administration and policies.
