F-gas reg. Article 5 on Training andcertification

• 1. By 4 July 2007 , on the basis of information received from MSs and in consultation with the relevant sectors, minimum requirements and the conditions for mutual recognition shall be established … in respect of training programmes established … in respect of training programmes and certification for both the companies and the relevant personnel involved in installation, maintenance or servicing of the equipment and systems covered by Article 3(1) as well as for the personnel involved in the activities provided for in Articles 3 and 4.

Personnel certification in RACHP

• Over 8000 persons certified by HRACA,about 2500 p. in the new MCB-system

• The MAC sector has been involved (VI -MHL-I, VII - MHL-II [< 3 kg])(VI -MHL-I, VII - MHL-II [< 3 kg])

• Interim certificates by the Association, then from 4th July, 2009 by the MCB

• Independent Assessment Bodies for all categories – agreement with MCB

Personnel certificationAccording to the F-gas Regulation:

– E-learning up to 600 tasks differentiated by categories

– Internet-based test examination, 2 hours– Theoretical/practical assessment, 1-2 day(s)– Theoretical/practical assessment, 1-2 day(s)– 7 training schools equipped with additional

tools

• Certification are valid for 5 years• MCB IT system for all, from

registration up to Certificate!

Personnel certification• Interim (Updated) card with hologram , • Interim categories based on old HRACA

and final F-gas system (B – B-I, C – C-II, E – MAC VII)

• Final categories by 303/2008/EC, plus MAC VI, MAC VII

• New F-gas card, ID by barcode• Everything is in the Body’s IT system

Company certification

• Intermediate solution (HRACA&MCB)– Registration at the authorities - hazardous

wastewaste– Self-audit, declaration about the acceptance

of MCB’s criteria– Immediate registration, validity 30 days to be

able to buy refrigerant after 4th of July, 2009

Page 13: Hungarian approach to training, certification & leakage checking

Company certification, criteria

Final certification by auditing (start 2011), based on– Compliance with legal requirements– Refrigerant report properly made,– Refrigerant report properly made,– Technical infrastructure, list of minimum tools,– Job-processes descriptions, administration, – And the data of IT system itself!!– Certified personnel, employed + IT registered

Page 14: Hungarian approach to training, certification & leakage checking

Company certification, registration

• 1700 certified companies in the RACHP• The MAC sector has been involved (VI,

VII): over 400 service-stations• All stakeholders are in the system: e.g. • All stakeholders are in the system: e.g.

64 trade companies (wholesalers, redistributors)

• Transitional certificates by the Association, then from 4th July, 2009 by the MCB

• Interim control by IT

A bit different topic: HCFC issues

Always more rumours and facts can be heard and seen, that the refrigeration technicians Europe-wide use instead of reclaimed HCFC or retrofit-procedure the

R422D (HFC blend)as added refrigerant.

Is it a transitional solution ”to keep in life” leaking refrigeration systems charged with HCFC(R22) ????

Page 18: Hungarian approach to training, certification & leakage checking

HCFC issues

My future frequently asked questions to be answered are:

• Is this method an acceptable, long term (eventually experimentally proofed?) (eventually experimentally proofed?) solution by the manufacturers of:– compressors&components, – refrigerants&oils– joints, seals,...– any other institute?

Page 19: Hungarian approach to training, certification & leakage checking

HCFC issues

• What about the changes of COP/EER/secure and reliable operation originating from the always changing originating from the always changing proportion of “onsite-manufactured-blend” ?

Page 20: Hungarian approach to training, certification & leakage checking

HCFC issues

• What about handling of the “onsite-blends”, – can those be used as recovered materials in

other systems (as 1005/2009/EC declares?!) other systems (as 1005/2009/EC declares?!) only by the operator, certified companies,

– or those have to be destroyed?

Page 21: Hungarian approach to training, certification & leakage checking

HCFC issues

• Under which regulation(s) do these blends belong to, and– what is the frequency of the standard leakage – what is the frequency of the standard leakage

checking,– does the operator have to install leak detecting

system?

Page 22: Hungarian approach to training, certification & leakage checking

HCFC issues

• Does any official opinion and statement by DG Environment/Climate in relation of this DG Environment/Climate in relation of this method already exist?

Page 23: Hungarian approach to training, certification & leakage checking

HCFC issues

• Should it be an acceptable solution for systems after 31/12/2014? If yes, are there any indications of this arrangement in F-gas any indications of this arrangement in F-gas regulation review?

Page 24: Hungarian approach to training, certification & leakage checking

HCFC issues

• Until now our practice and monitoring system haven’t allowed, accepted and dealt with “on-site-preparations” (except for with “on-site-preparations” (except for accidental fatal errors of the craftsmen). Do we have to change our mind?
