The sheer size of the Humber Enterprise Zone (EZ), being the largest in the UK, is exceeded only by the scale of the opportunity here.

Known as the UK’s Energy Estuary, the Humber has powered the UK economy for decades, bringing everything from food to freight, coal to cars, passengers to petroleum. In fact the Humber is still the UK’s busiest port complex and the fourth busiest in Europe.

Today, the Humber’s location and ports connectivity continues to drive some serious investments and innovation around the Estuary, from energy and engineering companies to chemical and food manufacturers, taking raw materials to manufacture, engineer and invent products and services used around the world.

The ports are within 12 hours sailing of 80 per cent of the UK’s largest offshore wind farms and 60 per cent of the European market (2020).

In our location on the East Coast of the UK, we’re almost equidistant between London, Edinburgh, Dublin and Rotterdam, with the North European Trade Axis (NETA) and E20 Trans-European Network traversing westwards from mainland Europe.

Within a four hour drive of the Humber EZ you can access 40m people and 75 per cent of the UK’s manufacturing and within 24 hours travel 320m customers are accessible via mainland Europe.

The Humber EZ supports growth in ports, logistics and renewables and the region’s ambition to become a leading national and international centre for energy.

It comprises more than 40 sites, with individual sites of up to 290ha, located close to four main ports Goole, Grimsby, Hull and Immingham, as well as several additional deep water quays, rail and motorways on both banks of the Humber estuary.

Planning and Infrastructure

- Enterprise Zone sites offer simplified planning arrangements, for example, through Local Development Orders that grant outline planning permission for certain development (such as new industrial buildings or changing how existing buildings are used) within specified areas

- Enterprise Zones benefit from Government support to ensure that superfast broadband is rolled out throughout the zone, and, if necessary, public funding

- Single Conversation Group, a national pilot, brings together statutory agencies, local planning authorities and the Humber LEP to ensure a smoother process for developing around the Humber Estuary.

Enhanced Capital Allowances (ECA)

- Enhanced Capital Allowances (tax relief) are available to businesses making large investments in plant and machinery. Capital allowances let taxpayers write off the costs of capital assets, such as plant and machinery, against taxable income.

- Enhanced Capital Allowances on Enterprise Zones can give companies a significant cash flow benefit. Normally companies write off such investments every year at a rate of 8% or 18%. ECAs allow the full 100% cost of the investment to be written off in the first year. There is a cap of €125m of allowance per investment project.

- On sites where enhanced capital allowances are available, businesses have until 31st March 2020 to make their investment.

Business Rate Discount (BRD)

- Up to 100% business rate discount worth up to £275,000 per business over a 5 year period.

- Businesses that locate on sites from the first round of Enterprise Zones must have done so before 31st March 2018 to be able to access business rate discounts. For new sites starting in April 2016, they will need to have located onto the Zone before 31st March 2021 to qualify.

Assisted Areas

- Businesses located on Enterprise Zone sites within Assisted Areas can be offered additional financial support from Government under European Commission state aid rules.

The City of Hull is the largest commercial and population centre within the Humber. Hull is experiencing the highest level of inward investment in its history, with investments worth £1bn now being delivered. The City of Hull is one of the largest ports in the country and is home to Greenport Hull, a European scale hub for the offshore wind industry, centred around Siemens and ABP’s combined £310m investment in world class offshore wind turbine blade manufacturing, assembly and servicing facilities.

Development sites at Greenport Hull and in the East of the City include port sites with deepwater access suitable for OEMs and Tier 1 suppliers, as well as smaller sites nearby offering suitable accommodation for supply chain companies.

As UK City of Culture 2017, over one millionextra visitors are expected to visit the city in 2017, delivering a £60m economic boost and putting Hull in the national and international spotlight. The city centre Enterprise Zone sites are designed to compliment the development of the emerging tourism sector as well as helping to grow the digita and creative industries locally.

The western area of the City benefits from easy access to the A63 and the national motorway network. The Enterprise Zone sites in the west of the city are designed to help facilitate the growth of local businesses as well as attract new inward investment.

The River Hull corridor is now enjoying a renaissance in fortunes, following a £40m investment in the River Hull defences, Spencer Group’s £200m investment in a Waste to Energy plant and RB’s decision to invest £100m in a global healthcare facility. The Enterprise Zone sites within this area are ideally suited to energy intensive manufacturing operations.

Kingston Parklands - Phase 1

Offer: Various plots are available ranging in sizes from 0.15 hectares to 4.85 hecatres. The majority of the site benefits from concrete hard standing and multiple routes for access. Some parts of the site are made up of compacted hardcore. The site is enclosed and secure. There is the option to create self contained sites (subject to a minimum site area) to suit specific requirements.

Location: The site is located approximately two miles from the City Centre and the A63 on Rix Road/ Stoneferry Road, one of the main arterial routes into the City.

Current businesses: Current businesses in the immediate proximity include: Sewells, Cranswick Foods, Spencer Group and RB.

Excellent transport links along the M62 and A63 corridor connect the East Riding’s Enterprise Zone sites with the ports of Hull and Goole and markets across the UK. The Humber is a key distribution centre for Leeds, Sheffield, and Manchester, via the M62 and Goole, the UK’s most inland port. This has attracted investments from Tesco, Guardian Industries, Drax Power, E-buyer and Wren Kitchens.

The proposed intermodal terminal at Goole will enable transhipments from the port across the Northern Powerhouse area by road, rail and canal, drawing together the town’s existing rail, sea, motorway and inland waterway links into one site providing an integrated transport facility for business. This facility will offer companies the opportunity of seamless movement of goods; from ship to road, ship to rail or ship to barge and vice versa; shortening the timescale and therefore lessening the cost of moving goods.

Enterprise Zone sites with direct road links to the port of Goole and the M62 offer a range of plot sizes available for freehold and leasehold, including sites with direct rail access ideal for logistics, distribution and advanced manufacturing uses. Strategic sites at Goole, Brough and Melton provide the opportunity for growth across a range of sectors including ports and logistics, renewables and the inter-related supply chain.

East of the City of Hull, the Enterprise Zone site at Paull is located close to the A1033, providing quick and easy access to the A63 and M62 motorway. The site provides 80ha of industrial development land with a prime river frontage which has been earmarked for development as part of Green Port Hull. It offers an ideal location for tier one suppliers looking for major manufacturing sites in close proximity to Alexandra Dock with a secure road corridor that will link the site to the rest of the port estate including BP, Nippon Gohsei and Vivergo Fuels chemical plants.

Goole 36 – Goole

Land ownership: Homes and Communities Agency.

Incentives: Enhance Capital Allowances, within an Assisted Area.

Planning status: Outline Planning Permission in place - Mixed B1, B2 and B8 employment development, Hotel, Class A3, A4 and A5 facilities.

Offer: Goole 36 provides one of Yorkshire’s largest and most high profile industrial / distribution site(s) comprising in total circa 100 acres (40 hectares) of prime development land.

Goole 36 provides oven ready and non-developer tied land from approximately 0.5 hectares up to the largest single plot of circa 19 hectares and therefore able to accommodate buildings up to 1m sq.ft.

Location: Adjacent to junction 36 of the M62 motorway at the heart of the national motorway network.

The site provides immediate access to the ports of Goole and the Humber Estuary and there is potential to add a dedicated rail loading terminal for major cargo handling to the existing rail link.

An ideal location for tier one suppliers looking for major manufacturing sites in close proximity to Alexandra Dock with a secure road corridor that will link the site to the rest of the port estate.

Location: The site lies adjacent to the city of Hull’s eastern boundary and occupies an area between the BP Chemicals site at Saltend and the village of Paull. It is located close to the A1033, providing quick and easy access to the A63 and M62 motorway. Part of the site has direct frontage to the deep water channel of the Humber Estuary.

Current businesses: Site lies adjacent to Saltend Chemicals Park which is home to BP, Nippon Gohsei, Ineos and Vivergo Fuels.

Location: Humber Enterprise Park is situated to the west of Hull city centre and is ideally positioned for the national motorway network, being a short distance form the M62, M18, A1M and M1 motorways. It is adjacent to the mailine railway station of Brough, with daily services to the North of England and London Kings Cross giving easy access to employess and clients.

Offer: Currently a greenfield site, the land will be sequentially developed through various planned phases to develop the site masterplan enabling the site to be occupied at the earliest opportunity to support the renewables sector. Initially the road and utility infrastructure will allow access into the site and the development of the business park and extensive warehousing (approx 1,700,000m2) alongside external storage and transport depots.

Location: Direct access to rail and improved road connections via the newly duelled A160 allows immediate connectivity to the UK motorway network enabling a population of over 1.8million to be reached within 60 minutes.

North Lincolnshire offers the UK’s largest developable land bank, including nearly 600ha of Enterprise Zone. These sites provide a perfect location for port-centric logistic operations. Direct access to rail and improved road connections via the newly duelled A160 allows immediate connectivity to the UK motorway network enabling a population of over 1.8million to be reached within 60 minutes.

At Able Marine Energy Park (AMEP), a new port facility designed around the needs of the offshore wind industry is currently under construction. Once completed, AMEP will provide a purpose built, environmentally friendly port facility to suit the needs of the offshore marine renewables sector, particularly offshore wind.

The high profile of the development is driving potential demand for nearby land at Able Logistics Park in North Lincolnshire, a 497.5ha site which is currently greenfield. The land will be sequentially developed to support the growing renewables sector. The major benefit of the park is its close proximity to the deep water quays on the Able Marine Energy Park allowing “just in time” delivery and unrivalled workflow efficiencies.

The growth of the offshore wind sector is also driving changes in use and increases in demand at Humberside Airport, which is seeing rapid growth and is now the second largest heliport in the UK. As a key strategic site in the Humber it has great potential for further growth, with strong demand for airport based sites from helicopter operators and associated supply chain. The mix of aviation business has created new enquiries ranging from heliport, hangar usage as well as a domestic airport, supporting the renewables, chemicals and ports and logistics sectors.

Offer: Humberside International Airport is a key strategic site in the Humber, which is seeing rapid growth and is now the second largest heliport in the UK, supporting the oil, gas and offshore wind sectors. Demand analysis indicates a requirement for additional business park opportunities.

Location: Located on the A18 just off Junction 5 on the M180. The site provides a short journey (less than 30 minutes) to Scunthorpe, Grimsby and Hull. There are numerous transport links via road, rail, air and sea available within a 20 mile radius.

Humber Enterprise Zones

North East Lincolnshire has ambitious plans for economic growth, which includes the creation of 8,800 jobs and the building of 13,000 homes, while providing strong business support services and a great lifestyle offer for investors and their workers. The opportunities and benefits that the new Enterprise Zone sites offer are therefore significant.

In a prime location on the South Bank of the Humber, the Enterprise Zone sites are adjacent to the Ports of Grimsby and Immingham and are also only a short drive away from Humberside Airport.

The Port of Grimsby is the established centre of excellence for operations and maintenance (O&M) activities for offshore wind farms in the North Sea and home to E.ON, DONG Energy, Siemens, Centrica, MHI Vestas Offshore and their suppliers. Developments at the Port include modifications to the lock gates, allowing more vessels to access the port on a 24-hour basis, and also major investment at the slipways, including a new boat hoist, to enable essential marine maintenance to be carried out.

The Port of Immingham’s proximity to the state-of-the-art £150m Humber International Terminal for dry bulk cargoes, four specialist liquid-bulk terminals and two in-dock container terminals, drives strong demand for adjacent land from the chemical processing and logistics and distribution sectors.

North East Lincolnshire’s EZ sites are supported by a £30m programme of infrastructure investment, the South Humber Industrial Investment Programme (SHIIP). A new strategic route between the ports is being created, as well as fully serviced land for freehold and leasehold developments. Modern industrial units are being built for sale or rent and strategic ecological mitigation sites are being developed, which is one less thing for investors to worry about. An attractive package of business incentives to suit either large scale investors, or supply chain companies, is offered and with outline planning consents in place, these sites are ready for investment.

This brownfield site has the benefit of an existing on-site power station and has its own effluent treatment, 24 hour security and existing infrastructure.

Offer: Imm-Port presents a unique opportunity to unlock valuable private sector off-port land for optimum utilisation from growing businesses in logistics and allied services which have a strong affinity with the Humber Estuary, ports and established supply chains. Infrastructure works to put in place power, utilities, offsite highways’ access and on-site access roads, have commenced.

Location: The site is less than a quarter of a mile from the east gate of the Port of Immingham, the busiest port by tonnage in the UK.

Current businesses: Other high profile companies located in the vicinity include ENGIE Fabricom, Novartis, Cristal Global and BOC.

Offer: Stallingborough is a greenfield site offering prime industrial development opportunities with excellent access to the port and A180. Ideally suited to logistics/distribution-based development linked to increases in containerised freight volumes at the port of Immingham or to manufacturing businesses.

Location: Two miles south of the Port of Immingham and adjacent to the A180, part of the strategic highway network connecting the ports with the M18, M62 and M1/A1.

Current businesses: Novartis, Cristal Global, Morrisons and AIS Training, which is based at the CATCH facility, are located nearby.

Planning status: Planning consent recently lapsed for Bio

Fuel Plant, but there is a proposed allocation in the Pre-Submission Draft Local Plan for mixed use, B1, B2 and B8 employment development.

Offer: Hobson Way is a major strategic greenfield site available as a whole, although also capable of being split into smaller plots. It offers an opportunity to purchase a large freehold site with good access to the Ports of Grimsby and Immingham, roads and utilities.

Location: This site holds a prime position off Hobson Way, close to the Humber Estuary and the Port of Immingham and its wide ranging industrial base including ports and logistics, food processing, chemical processing and renewables, predominantly for offshore wind.

Current businesses: There are numerous high profile companies located in the vicinity including, Centrica, RWE, BOC and Cristal Global.

Ports and Logistics

The Humber Ports are the busiest in the UK by tonnage and the fourth busiest in Europe, handling 85 million tonnes of cargo annually - 17.5% of Britain’s maritime trade and more than any other ports complex in the UK.A 4-hour drive from the Humber gives access to 40m people and 75% of UK manufacturing making the Humber Ports a critical hub for trade and industry.

There are currently five main ports in the Humber. The Humber has scheduled EU/Scandinavian shipping links with daily and weekly container and RoRo (Roll on Roll off) line departures stretching from as far north as Iceland, through Scandinavia and the Baltics, Northern Europe and Benelux, using main EU ports such as Gothenburg, Rotterdam and Zeebrugge to link to all parts of the globe.

- The Port of Immingham is the largest port in the country in terms of tonnage and, along with the Port of Grimsby, handled over 59.4 million tonnes in 2014 which was 12% of the UK market. This includes 20 and 10 million tonnes of oil and coal respectively. Spanning over 1,230 acres with substantial RoRo and LoLo (Lift on Lift off) facilities, Immingham also handles general cargo, steel and forestry products, wind energy components, food products and biomass.

- The Port of Grimsby acts a major centre for the import of cars (more than 550,000 vehicles per year) along with an important fishing industry. The Port has an established centre for the construction, operation and maintenance activities for wind farms in the North Sea.

- The Port of Hull handles some 10 million tonnes each year and spans over 3,000 linear acres. Core operations include container terminals, dry bulks, RoRo, general cargo and cruise and passenger terminals, providing the only Humber ferry services for 1 million passengers per annum.

- The Port of Goole is the UK’s most inland port, handling some 2 million tonnes per year on a site spanning approximately 100 acres. The port plays an important distribution centre role to cities including Leeds, Sheffield and Manchester through its connection to road, rail and canal networks.

- The Port of Killingholme provides 107 hectares of freehold port development land, six lock-free RoRo berths capable of handling vessels up to 230 metres, three of which can handle deep sea vessels.

Energy and Renewables

The Humber is the UK’s Energy Estuary - a vital contributor to the UK energy sector. It refines a third of UK fuel, imports a third of UK coal, lands a fifth of its natural gas, is home to the biggest biofuel producer in the UK and is central to the largest proportion of the UK offshore wind market as well as reaching those markets in Europe.

The Humber is rapidly transforming the region into a national and international centre for renewable energy - ideally located to take advantage of the massive UK Offshore Wind opportunity. To date the Humber has attracted significant investment from major Tier One companies and their associated supply chains with a strong visible pipeline of more to come. The Humber is leading the way within the UK as a world leader in offshore wind for size of market and deployment.

The Humber is located at the centre of the world’s largest offshore wind market with 80% of UK and 60% of European offshore wind projects within 12 hours steaming time. The Humber is the widest estuary in the UK, providing congestion free access to the ports and open sea. Complementary port infrastructure offers the ability to facilitate the construction and operations of all elements of offshore wind projects. Heavy lift and transport equipment is readily available to efficiently manoeuvre offshore wind components.

Siemens and Associated British Ports are investing £310m in Green Port Hull to establish the company’s only UK wind turbine blade production facility along with its logistics and service centre.

Able UK is investing £450m in its ports facility to attract a truly integrated offshore wind and renewable energy cluster. This investment will create c1,300m of new deep-water riverside berths suitable for offshore wind installation vessels.

The UK’s most established and successful O&M base is located in the Humber - Centrica, DONG Energy, E.ON, Siemens, MHI Vestas Offshore and their associated supply chains have already established construction and O&M bases at the Port of Grimsby to serve Round 1 & 2 offshore wind farms and presently expanding into Round 3.

Humberside Airport, England’s largest helicopter terminal, has a long track record of supporting oil and gas activities offshore and offers an ideal base for offshore wind activities.

The Humber has a thriving marine and offshore wind business community supported by Team Humber Marine Alliance, a vibrant business development organisation which provides a single access point to the region’s full supply chain capabilities.

Visitor Economy

The Humber offers an appealing blend of visitor attractions, including the rich cultural and heritage offer of Hull; stunning heritage coastline and seaside resorts such as Bridlington in East Yorkshire and Cleethorpes in North East Lincolnshire; and attractive villages and market towns across the region.

The visitor economy in the Humber is set to grow as a result of Hull: UK City of Culture 2017, which will see a surge in visitor numbers to the area (not just the city) and a large rise in visitor spending. 1m extra visitors will be attracted to Hull in 2017. The area offers a diverse range of experiences and attractions at good value for money and has considerable scope to develop in green tourism.

Engineering and Manufacturing

25,000 people are employed in advanced engineering in the Humber with many of the international companies operating in this sector using cutting-edge techniques and processes. The presence of advanced engineering companies throughout the Humber has created an abundance of skills in the sector.

The area is home to the largest concentration of caravan and mobile home manufacturers in the country, building on the region’s historic strengths in shipbuilding. The Humber also has a rich history in the packaging industry and a concentration of companies with very innovative practices. The area has particular strenghts in manufacturing linked to healthcare technologies, with large, market leading companies located here including Smith and Nephew, Reckitt Benckiser and Croda.

Food

The Humber’s relationship with the sea and agriculture is as relevant now as ever in terms of the local economy. Grimsby is the UK’s major centre for chilled/frozen seafood processing and has the highest number of cold storage facilities in the country. Local support and supply chains are well established with leading companies in advanced engineering, print and packaging, logistics and electronic tagging/barcoding.

The food processing and manufacturing sector employs 12,500 people in the region and contributes £738m GVA to the Humber economy. Key employers in the food processing sector include AAK UK, Aunt Bessie’s, Icelandic Seachill, Country Style, Cranswick plc, Golden Wonder, Greencore, Lincoln & York, Pipers Crisps, TSC Foods, Saxon Quality Food Scunthorpe, William Jackson Food Group and Young’s Seafood.

Digital

The Humber is home to large businesses employing hundreds of people that have grown organically through revenue growth, utilising the region’s unique assets. Our companies include Ebuyer, KCom, Press Association, SGS Packaging, Summit, APD Communications, Phoenix Software and Sonoco Trident. The region also supports a vibrant start up community, with a 57% increase in new digital companies from 2010-2013.

Investments in future-proofed connectivity across the Humber include over £25m investment in super-fast broadband in East Yorkshire and Northern Lincolnshire under the Broadband Delivery UK (BDUK) programme and tens of millions of pounds invested by communications provider KCOM in its fibre to the premises broadband service to create a best-in-class digital network.

The University of Hull’s Computer Science Department is rated 5th in the UK in terms of its impact on the UK economy, recognising the University’s strengths in delivering projects and research with direct applications for business.

Chemicals

The Humber is home to a £6bn chemicals cluster, specialising in the process industry, refining and pharmaceuticals. Two Humber-based oil refineries, Phillips66 and Total Lindsey, provide 27% of the UK’s refinery capacity. The cluster is supported by specialist infrastructure at the Humber Ports.

The area’s chemicals clusters encompass expertise in petrochemical refining, personal care, pigments and colours, agrochemicals, fine chemicals, paint and coatings, surface treatments, speciality chemicals and inorganic and organic commodities. The sector is supported by Humber Chemical Focus, which operates a unique centre for process, energy, engineering and renewables skills in North East Lincolnshire (CATCH). Companies include Croda, Air Products, BP Chemicals, Nippon Gohsei, BOC (LINDE), BASF, Phillips 66 , Cristal, Kemira, Knauf, Novartis, Syngenta, Total and Yule Catto.
