Key points
During the period January to March 2015 there were 731 referrals1 to the National Referral Mechanism (NRM), comprising individuals from 64 countries of origin.
As at 01/07/2015, 161 of the 731 people referred to the NRM during this
quarter received a ‘positive conclusive’ decision and were therefore found to have been trafficked.
17 of the 731 people referred to the NRM were still awaiting a ‘reasonable
grounds’ decision. 332 of the 731 people referred were still awaiting a conclusive decision.
3 people were referred from Northern Ireland, 20 from Scotland and 20 from
Wales. The remaining 688 were referred in England.

National Referral Mechanism Statistics – January to March 2015 This report has been primarily provided to inform the Home Office Modern Slavery Unit of the UK’s delivery against a number of definitive requirements contained in the Council of Europe Convention on Action against Trafficking in Human Beings. Reports are produced for each quarter; the previous report (0149-UKHTC) included statistics from October to December 2014 and was published in June 2015.
It is important to note that the number of referrals outlined in this report is not a measure of human trafficking in the UK; rather it indicates the number of individuals who have been referred in to the system as potential victims of human trafficking.
Data base The information in this report is obtained from referrals made to the National Referral Mechanism (NRM) for the three month period from January to March 2015. The data used is correct as at 01/07/2015. It should be noted that the data used is a ‘snapshot in time’ and there are decisions on trafficking status yet to be made. The data cut-off date for this report is 01/07/2015.

Detail 1. On 01/04/2009 the UK adopted a National Referral Mechanism (NRM), which is a process to identify individuals who may be potential victims of trafficking (PVoT). The NRM provides them with the protection and support to which they are entitled under the Council of Europe Convention on Action against Trafficking in Human Beings. 2. The process starts when a designated ‘first responder’2 refers a potential victim of trafficking to one of two separate, but linked, UK Competent Authorities: the Home Office UK Visas and Immigration Department and the National Crime Agency UK Human Trafficking Centre. The process has two stages, ‘Reasonable Grounds’3 and ‘Conclusive Decision’4, during which trained staff assess all available information before reaching a decision as to whether or not the individual is a victim of human trafficking. 3. This report contains data derived wholly from information supplied by the NRM. The data only reflects potential victims of trafficking referred into the NRM and cannot be taken as a definitive situation report on human trafficking into, within, or out of the UK. Potential victims of trafficking may not be referred to the NRM for a number of reasons and therefore would not feature within this report. 4. Details of referrals from first responders for the UK are contained in the tables after each summary of adult and minor referrals in the main text. Details for referrals from first responders in England are contained in Annex D; the 688 referrals represent 94% of the total UK referrals. Northern Ireland is contained in Annex E; the 3 referrals represent <1% of the total UK referrals. Details for referrals from first responders in Scotland are contained in Annex F; the 20 referrals represent <3% of the total UK referrals. Details for referrals from first responders in Wales are contained in Annex G; the 20 referrals represent <3% of the total UK referrals.
2 The NRM Oversight Board has a prescribed list of organisations that may act as first responder and can refer individuals to the NRM. This list currently contains police officers, NCA, Home Office, Social Services and a number of non-government organisations (NGOs). 3 The Competent Authorities have a target date of five working days from receipt of referral in which to make a decision. The test that is applied is whether the statement ‘I suspect but cannot prove…’ would be true and whether a reasonable person would be of the opinion that, having regard to the information available, there were reasonable grounds to believe the individual concerned had been trafficked. 4 The Competent Authorities have a target date of 45 calendar days from the reasonable grounds decision to make a Conclusive Decision on the individual’s victim status having gathered further information. The test that is applied is whether on the balance of probabilities ‘It is more likely than not…’ that the individual was trafficked based on the information available.

During the three month period of January to March 2015, there were 731 referrals of adults and minors to the NRM. These referrals included individuals from 64 countries of origin. The table below shows the 10 most frequently referred countries of origin, which account for 515 (70%) of all referrals6. 6. As at 01/07/2015, the most common countries of origin for people referred were Albania (142), Vietnam (83), Nigeria (72), United Kingdom (48) and Slovakia (44). 7. The most common countries of origin for people referred during this period, who received a positive reasonable grounds decision and were therefore submitted to the conclusive decision process, were Albania (129), Vietnam (63), Nigeria (60), United Kingdom (44) and Slovakia (39). 8. 161 (22%) of the 731 people referred to the NRM during this period received a positive conclusive decision and were therefore found to have been trafficked. The most common countries of origin for people who received a positive conclusive decision were United Kingdom (38), Slovakia (25), Poland (23), and Romania (17). 9. 17 (2%) of the 731 people referred to the NRM during this period are still awaiting a reasonable grounds decision. The most common countries of origin for people who had not received a reasonable grounds decision were Albania (6), Vietnam (2) and Nigeria (2). 10. 332 (45%) of the 731 people referred to the NRM during this period are yet to receive a conclusive decision. The most common countries of origin for people who had not received a conclusive decision were Albania (105), Nigeria (50), Vietnam (36), India (14), Pakistan (12) and China (10).

There were 533 adult referrals to the NRM during this period, including individuals from 58 countries of origin. The table below shows the 10 most referred countries of origin, which account for 374 (70%) of all adult referrals7. 12. The most common countries of origin for adults referred this quarter were Albania (101), Nigeria (61), Vietnam (44) and Slovakia (38) 13. 437 (82%) of the 533 adult referrals received a positive reasonable grounds decision and were therefore submitted to the conclusive grounds process. The most common countries of origin were Albania (93), Nigeria (53), Vietnam (35) and Slovakia (33). 14. 115 (22%) of the 533 adult referrals received a positive conclusive decision and were therefore found to have been trafficked. The most common countries of origin for adults who obtained a positive conclusive decision were Poland (22), Slovakia (20), Romania (16) and United Kingdom (15).

The breakdown of exploitation types for the 533 adults who were referred this period were sexual exploitation 228 (43%), labour exploitation 182 (34%), and domestic servitude 90 (17%). The type of exploitation was unknown for 33 (6%) of adults referred. Of these 533, 350 (66%) were female and 183 (34%) were male. 16. Sexual exploitation (204) was the most common exploitation type for referrals during this period who received a positive reasonable grounds decision and were therefore submitted to the conclusive grounds process. However, labour exploitation (68) was the most common type for adults who received a positive conclusive decision and were therefore found to have been trafficked.

Of the 533 adults referred, the largest age group represented were 21-30 year olds who comprised 241 (45%) of all adults referred this period. This age group was also the most prevalent for adults who received a positive conclusive decision (47). 18. The age group 21-30 was the most prevalent across all exploitation types; labour and sexual exploitation, and also domestic servitude.

Breakdown of Minors by Country of Origin, by Reasonable Grounds Decision and Conclusive Decision 19. 198 minors were referred to the NRM this quarter, comprising individuals from 35 countries of origin. The table below shows the 11 most frequently referred countries of origin, which account for 155 (78%) of all child referrals9. 20. The most common countries of origin for referred minors were Albania (41), Vietnam (39) and United Kingdom (30). 21. 148 (75%) of the 198 minor referrals received a positive reasonable grounds decision and were therefore submitted to the conclusive decision process. The most common countries of origin were Albania (36), Vietnam (28) and United Kingdom (28). 22. 46 (23%) of the 198 minors referred to the NRM this period received a positive conclusive decision and were therefore found to have been trafficked. The most common countries of origin for minors who obtained a positive conclusive decision were United Kingdom (23), Slovakia (5) Albania (3) and Vietnam (3).

The exploitation types for the 198 minors who were referred were sexual exploitation (58), labour exploitation (54), domestic servitude (15) and organ harvesting (1). The exploitation type for 70 was unknown10. Of these 198 minors, 101 (51%) were males and 97 (49%) were females. 24. The most common exploitation type, where known, for minors who received a positive reasonable grounds decision and were therefore submitted to the conclusive decision process was sexual exploitation (53). 25. The most common exploitation type for minors who received a positive conclusive decision and were therefore found to have been trafficked was sexual exploitation (31), accounting for 67% of the 46 minors receiving a positive conclusive decision.

The age range 16-17 years old was the most common for minors at the time of referral, which comprised of 106 (54%) of all referred minors. The age range 16-17 years was the most common for minors granted a positive conclusive decision and comprised of 22 minors.
