To the HCCC Class of 2019: Your big day has finally arrived, and we are honored to be able to share it with you!

During the past eleven months it has been my privilege to become acquainted with many of you. I have learned about your dreams, the roadblocks you’ve encountered on the journey to this day, and I have found your passion, perseverance, and persistence inspiring. John Quincy Adams wrote: “If your actions inspire others to dream more, learn more, do more and become more, you are a leader.” That appropriately describes you!

The trustees, faculty, administration, and staff join me in celebrating you, your families, and all who assisted you in achieving this milestone in your educational and life journey. We know that as you continue to advance in your studies and careers,

you will take what you achieve and use it to better your own lives and those of others.

THOMAS A. DEGISE

Hudson County Executive Thomas A. DeGise took office after winning a special election in November 2002 following a scandal that led to the resignation of his predecessor.

On his first day in office, County Executive DeGise submitted legislation to the Board of Chosen Freeholders to finally create an Ethics Oversight Board for Hudson County government.

In January 2003, the County Executive made parks, historic preservation, and open space the centerpiece of his first State of the County address, calling for Hudson to finally join New Jersey’s other 20 counties in adopting an Open Space Trust.

The Hudson County Open Space Trust Fund has already helped increase the amount of open space in Hudson County’s 12 municipalities by approximately 25 percent.

County Executive DeGise has made workforce development a priority, highlighted by his creation of the innovative Hudson County Summer Youth Employment Partnership (SYEP).This program brings government and business together to provide jobs and job training to hundreds of at-risk youth.

That focus on investing in Hudson’s people can be seen in the DeGise Administration’s strong support for the expansion of Hudson County Community College. The school constructed a new, $40 million North Hudson Campus directly over a light rail stop in Union City, opened a state-of-the-art Culinary Conference Center to house the nationally accredited program, and cut the ribbon on a new library media center and STEM Building in just the last decade.

Within the Northern New Jersey region, County Executive DeGise has served as the Chairman of the North Jersey Transportation Planning Authority (NJTPA) and continues to serve on its executive board with a focus on the nexus between infrastructure investment and private sector job growth.

He has been honored by a host of community and civic organizations for his dedication to the environment, anti-homelessness efforts, and for supporting the independence of individuals with disabilities.

Mr. DeGise was re-elected to full, four-year terms in November 2011, and November 2015. His current term will expire on December 31, 2019.

Prior to serving as County Executive, Mr. DeGise was Jersey City’s longest serving Municipal Council President, holding that office from 1993 to 2001.

He entered public life as a community leader during the 1980’s, founding the New #28 School Neighborhood Association and eventually chairing the Heights Coalition of Neighborhood Associations (HCNA), a group dedicated to improving the quality of life in the city’s Heights Section.

The County Executive served for more than two decades as a Jersey City public schools teacher and administrator. He earned his bachelor’s degree in Political Science from Saint Peter’s College in 1973.

He has two grown daughters, Linda and Amy. Mr. DeGise and his wife, Caren, live in the Jersey City Heights neighborhood where he grew up.

“Education has always been an important part of my life, and Hudson County Community College holds special meaning to me on many levels,” Mr. DeGise said. “The College has been a gateway to a better future for thousands of our residents, including my daughter. It is gratifying to play a part in the growth of the College, and the education of those who live and work here in Hudson County.

“I congratulate the Class of 2019, and invite them to partner with me and the College in working to make the future brighter and better for everyone in Hudson County.”

2019 HERITAGE AWARD RECIPIENT

2019 COMMENCEMENT KEYNOTE SPEAKERGOVERNOR PHIL MURPHY

Philip Murphy took the oath of office as New Jersey’s 56th governor on January 16, 2018. Governor Murphy has put a new emphasis on rebuilding the state’s economy by reinvesting in the middle class, workforce development, and innovative start-up companies to restore New Jersey’s standing as a world leader in technology and innovation, and to increase

private investments in the state’s cities and urban infrastructure. Governor Murphy has enacted among the country’s strongest automatic voter registration measures, as well as bills to provide in-state tuition assistance to DREAMers, provide for tuition-free community college for qualified students, and expand protections for the state’s LGBTQ community, among others. He has signed legislation to put New Jersey’s minimum wage on a clear path to $15 an hour and to provide all workers with paid sick leave. Under his leadership, New Jersey enacted the strongest equal-pay law in the nation. He also has led the fight for greater healthcare access, including protecting the principles of the Affordable Care Act and funding Planned Parenthood.

Governor Murphy also enacted a six-bill package of laws that strengthened and updated New Jersey’s gun laws. Governor Murphy appointed the most diverse cabinet in state history, and was the first governor to have a cabinet which consists of a majority of women. From 2009 until 2013, Governor Murphy served as the United States Ambassador to The Federal Republic of Germany, appointed by President Obama. Governor Murphy has been deeply engaged in civic life and philanthropic pursuits. From June 2015 until March 2017, Governor Murphy served proudly on the National Board of the NAACP. The youngest of four children of the late Walter F. Murphy, Sr. and Dorothy Murphy, Governor Murphy was born in Boston, Massachusetts on August 16, 1957 and was raised in both Newton and nearby Needham, Massachusetts. He is a graduate of Needham High School, Harvard University, and The Wharton School of the University of Pennsylvania. Governor Murphy and his wife, Tammy Snyder Murphy, are the parents of four children: Josh, Emma, Charlie, and Sam. The family resides in Middletown, Monmouth County.

WomenRising, Inc. is the foremost community-based organization for women in Hudson County. WomenRising assists women and their families to achieve self-sufficiency and live safe, productive and fulfilling lives, through social services, economic development, and advocacy services. Founded in 1905 as the Jersey City YWCA, WomenRising has continually adapted its services in response to the emerging needs of women and families. These needs include stable employment, healthy families,affordable housing and freedom from domestic violence.

WomenRising addresses these needs by providing supportive counseling, crisis intervention, workforce training and job placement, shelter and ongoing support for victims of domestic violence, in-home visits and family activities, community education, advocacy and referrals.

ACADEMIC REGALIAAlthough the exact origin of academic dress is not known, most authorities believe that it was ecclesiastical rather than secular. The first known statute regarding the wearing of academic dress appeared in 1321 at the University of Coimbra (Portugal). In this country, the practice dates from 1754 when King George II transplanted many of the regulations from Oxford and Cambridge Universities in England to the newly chartered King’s College (now Columbia University).

Originally, the hood was a tippet, or shoulder covering, worn by begging friars in the Middle Ages. It also was used to cover the head. When caps came into use in the fifteenth century, hoods became ornamental and were draped over the shoulder and down the back. Caps were conferred as a symbol of the master's degree and varied greatly in style: stiff; soft; square; or round with a tuft in the middle. The mortar board style came from Oxford. The tuft has become today’s tassel.

In 1885, a commission of leading American educators adopted a code that standardized academic dress. It is still in effect with only slight modifications made in 1935 and 1960. The type of degree can be determined by the style of gown and hood. Doctors’ black silk gowns have full, flowing sleeves barred with black or blue velvet, and are faced with velvet the entire length. Masters’ gowns, made of either black silk or wool, have long, closed sleeves with a slit near the upper part of the arm. Bachelors’ gowns are made of black worsted material and have long, pointed sleeves. The higher the degree, the longer the hood and the wider the velvet band that edges it. In each case, the velvet neck band on the hood symbolizes the wearer’s field of study, while the lining of the hood indicates the official colors of the institution from which the degree is received.

THE COLLEGE MACE AND CHAINThe chain of office, worn by the College president, and the mace, carried by the chief academic officer, were presented to the College by the Hudson County Community College Foundation to recognize the tenth anniversary of the installation of President Glen Gabert, Ph.D. They were commissioned from the Medallic Art Company of Nevada. Ceremonial chains and maces, like the academic regalia, are medieval in origin. Both are symbols of authority. They are traditionally used in academic ceremonies and reflect the power given to colleges by the state and trustees to confer degrees and academic honors.

REGALIA & HONORSPHI THETA KAPPA INTERNATIONAL HONOR SOCIETYPhi Theta Kappa traces its beginnings to a Society that originated with six charter members under the name of Kappa Phi Omicron at Stephens College in Columbia, Missouri, in 1910. Today, Phi Theta Kappa is the largest honor society in American higher education with more than 3 million members and 1,285 chapters located in the 50 United States, U.S. territories, British Virgin Islands, Canada, and Germany. The innovative programs and services and array of membership benefits offered by Phi Theta Kappa are unequaled among honor societies. Co-curricular programs focus upon the Society’s hallmark of scholarship, leadership, service, and fellowship. It is estimated that 200,000 students participate in Phi Theta Kappa programs each year. Annually, more than 100,000 students are inducted into Phi Theta Kappa. To be eligible for membership, a student must complete a minimum of twelve hours of associate degree course work and earn a grade point average of 3.5 or higher. Students must maintain a high academic standing throughout their enrollment in the two-year college. The HCCC chapter, Beta Alpha Phi, was established in 1995.

PSI BETA NATIONAL HONOR SOCIETYPsi Beta, the national honor society in psychology for community colleges, was inspired by Ruth Cousins, former Psi Chi Executive Officer. Psi Beta was founded and incorporated in the state of Tennessee by Carol Tracy with eleven charter chapters on November 5, 1981. Psi Beta’s affiliation with the American Psychological Association was approved in August of 1988. Psi Beta became an affiliate of the American Psychological Society in 1991. On February 19, 1994 Psi Beta was approved for membership in the Association of College Honor Societies as that organization’s first two-year college honor society member. As of April 30, 2019, there are 160 active chapters, and 46,448 students have joined Psi Beta as lifetime members. The HCCC chapter was established in 2001.

CHI ALPHA EPSILON NATIONAL HONOR SOCIETYChi Alpha Epsilon was formed in 1989 to recognize the academic achievements of students in developmental and Educational Opportunity Fund programs. The society promotes continued high academic standards and fosters increased communication among its members. HCCC’s chapter, Delta Nu, was established in 2009.

SIGMA KAPPA DELTA NATIONAL HONOR SOCIETYSigma Kappa Delta is a collegiate honor society for two-year colleges founded on April 21, 1996 and has its origins in Sigma Tau Delta, the national English honor society for four-year colleges. The organization has 110 chapters in the United States, and its members are eligible for scholarships and awards. Eligibility requirements for membership are current enrollment in a two-year college with a Sigma Kappa Delta chapter ; completion of a minimum of one college level course in English language or literature with a grade no less than a B; minimum grade point average of 3.0 (on a 4.0 scale) in general scholarship; and completion of at least 12 credits of college course work.

SALUTE VETERANS NATIONAL HONOR SOCIETYSALUTE Veterans National Honor Society is the only organization recognizing the academic achievements of Active Duty, National Guard, and Veteran students. It was founded in 2009 at Colorado State University and made possible by a generous grant from the American Council on Education (ACE) and the Walmart Foundation. The HCCC chapter of SALUTE was chartered in the fall of 2017.
