October 2002 2002 Community Day!

The Chantilly Highlands annual Commu-nity Day started off in the morning with our own farmer’s market. Farm fresh vegetables, shrimp, and lobster along with kettle corn and baked goods were a hit. At 1:00 PM, the after-noon events began. The child ID program, which was free to community members, was a success with well over 200 identification book-lets being distributed. The Rainforest Reptile Show was informative and entertaining. There was a captivating 12-foot Burmese python at the rainforest touch and feel counter. Colorful spin art and tie dyed t-shirts added to the fes-tivities. Hair styling, provided by the Graham Webb Hair Academy, had a steady line of

young girls and boys. The old -fashioned pop-corn and umbrella ice cream carts added to the carnival theme. The lightning strike game chal-lenged all takers at the Fun n’ Games carnival booths. Adults had the massage therapy canopy to seek relaxation. The wonderful Kaz-1 DJ had dancers and contestants moving to the beat of the music. The day was filled with tremen-dous community and national spirit with red, white and blue from the decorations to prizes. The success of this day was made possible by all of the volunteers and our sponsors. What a difference we make when a community comes together. Thank you! (see pages 9-11 for more.)

Fall is a great time to trim branches on trees and shrubbery. Please be sure that your trees, shrubs and plants do not impede walk-ways or interfere with traffic sightlines. (see section 4.5.1 Landscaping.) Before tackling exterior home improve-ments, we urge you to refer to the related sec-tion of our guidelines. This will help to main-tain the standards of the Chantilly Highlands community. Feel free to call any of the ACC members about your project if you are unsure of your specific ideas or plans. A good rule of thumb is...any time you are changing a paint, siding, foundation or roofing color, an Exterior Alteration Request must be submitted to the ACC. This form can be downloaded from the Website: http://www.chha/extaltr. Please be sure to allow enough time (up to 60 days) for approvals. (See section 4.3.9 Exterior Painting and Color Change.) You can find the suggested colors for Chantilly Highlands at any McCormick Paint Store...reference the 'McCormick Statehouse Exterior Color Collection'. As the weather changes, and we turn our attentions to preparing for the coming winter, we must remember that our community has standards for how our properties are to be maintained. It is for the purpose of "preserving and enhancing the community environment for all our residents" that the ACC exists, and we have some thoughts to share, and the reference to our specific 2001 ACC Guidelines & Stan-dards. Many of us are planning for our next deliv-ery of firewood. Please be sure to locate your woodpile “behind the house”, as stated in the guidelines. Any other storage of materials, gar-den equipment and the like should be main-tained behind your house, with consideration to the impact on your neighbors' view. (See sec-tions 4.5.3 Firewood; 5.0 Maintenance Require-ments; 5.3 Outdoor Equipment.) If your vegetable garden or vegetables plants were located anywhere but “behind your house” this past summer, please move them now for the next growing season. (See section 4.5.2 Gardens.) Also, if you have stored your waste con-tainer or any other materials in the front of your home, such as driveway or on the side of your house, please remove it from view to a location in keeping with our guidelines. (See section 5.1 Trash Cans and Trash Removal.) On the recent walk-through of the commu-nity, it was noted that many of our homes are

CHANTILLY HIGHLANDS HOMES ASSOCIATION Board Meeting Minutes

September 5, 2002 Submitted by James Ceh

The meeting was called to order at 7:40 PM. The Board accepted the August Board meeting minutes with one change – the ACC meeting was held Tuesday, August 6. Long Range Planning: Nothing to report. Neighborhood Watch: A Fairfax County police officer will present information on the Neighborhood Watch Program on September 12 at 7 PM at the community center. Land Management: Several bids have been submitted for 1) common area mowing 2) landscaping and 3) landscaping maintenance. A meeting is scheduled on Thursday, Septem-ber 19 to review and vote on the contract bids. Treasurer’s Report: Five homeowners still owe dues & late fees; four homeowners owe late fees only. The actual ex-penses and revenues through August of this year were re-viewed. ACC: The ACC had two rejections, five approvals, and one notice of discovery at their last meeting. Social Activities: Community Day is scheduled for Satur-day, September 7th with a rain date of Sunday, September 8. Civic Affairs: Nothing to report. Community Facilities: There was discussion about the swimming pool season and Crystal Aquatics management. The committee is waiting on a third bid for the pool house painting.

Old Business: Playground equipment parts are on order. Work is ongoing to account for all clubhouse, pool house, and office keys. No update on the stop sign at Lady Bank and Stone Heather.

New Business: Residents expressed concerns with work being done in the neighborhood by Cox Communications and Dominion Vir-ginia Power. Swim team representatives presented information on the value of the swim team program and the team’s accomplish-ments this past summer. They also asked the Board to con-sider a subsidy as has been provided in past years. The Board agreed to provide the subsidy to the swim team for the sea-son just completed to help defray costs. The Board discussed a letter from a homeowner asking about a sound barrier on Centerville Road. The homeowner will be referred to the appropriate Fairfax County office. Meeting was adjourned at 9:45 PM.

Friday the 13th, BOD member Dan Feer met with three Cox Communication managers and a G.D.I. Contract manager. The meeting was far from the an-ticipated fright. After a drive around Kinross Circle as-surances were once again given by both G.D.I and Cox that homeowners with outstanding remediation prob-lems would be contacted and that problems would be resolved to the satisfaction of the homeowners. Where portions of our common areas have been impacted by Cox, the Project Administrator, Doug Gaetano promised that the turf would be restored within three weeks. The delay was at the request of the Land Management committee to allow cooler weather to take hold to increase the chances that the sod would survive. Next year we will again be visited by Cox and its contractors as the coaxial network is restructured to finally fully change over to the new network. The Land Management committee will maintain contact with Cox as each phase progresses to ensure that conflicts are resolved before they become problems. A couple of weeks ago, while picking through a pile of rubble on Kinross Circle created by the Domin-ion Virginia Power project to install new power con-duit, an unusual rock was discovered. The rock was mostly the familiar brownish red, but at one edge there was a narrow, pointed piece of gray. After careful scru-tiny, the pointed piece looked a bit like the inside of a beef bone. Only this was a very old piece of bone. There was, of course, no way that this could be a dino-saur bone. Right? The archeology office of the Fairfax County Park Authority and scientists with the US Geological Survey (USGS) were very interested in this discovery. To date, there had only been one dinosaur bone found in Northern Virginia. An archeologist and paleontologist visited the site and stated that the bone was sand-wiched between layers of Triassic sandstone formed 220 million years ago, but without a more complete skeleton, it was not possible to determine the type of dinosaur that this bone came from. So, we didn’t get a new dinosaur named after Chantilly Highlands, but we do get to know that inter-esting things were walking around in our back yards long before we got here. Cloudy skies and cool temperatures were perfect weather conditions for the quarterly neighborhood clean up along Stone Heather Drive that was held on September 14th. A small but motivated group met at Starbucks for coffee before the start of the project which "netted" seven bags of trash. A success! Cathy Hargenrader organized the event, and the team of volunteers included Ryan McCafferty who brought his parents, Bob Spoone, Steve Edwards, and Liz and Warren Grasty. The CHHA Garden Club sponsored the clean up. Thanks to Starbucks and Sears for their support. The next neighborhood clean up is scheduled for Saturday, November 2. Attendance at the 12 September CHHA Neighbor-hood Watch kickoff presentation was embarrassingly low. Our presenter, PFC Liz Barrington from the Fair-fax County Police Department, addressed an audience of only three individuals, far less than one-third of 1% of our neighborhood population. Those who did not attend missed an excellent op-portunity to receive the training necessary by the Fair-fax County Police Department to be a recognized member of the Neighborhood Watch (NW) Program. The training explains the procedures to be used during the patrols and also safety instruction. Perhaps a lack of understanding of what participat-ing in the NW program involves is negatively influenc-ing the overall willingness to participate. Here are some examples of how one might participate: -- While out for your regular walk for exercise (OR while walking your dog...OR while riding bikes with your children...), be alert to unrecognized vehicles, un-

usual activity, or perhaps even ongoing vandalism acts. Call the police as the situation demands. Otherwise, simply report to the NW coordinator Will Gregory as to what you witnessed. -- When arriving near your home during mid-day hours or late at night, vary the route to your house through the neighborhood, looking for any suspicious activity to report to the police or NW coordinator. (The high-est rate of residential crime occurs during regular day-time work hours.) -- Wear a NW vest during your jog to show any "would-be burglars" that eyes are watching and this neighborhood will not be an easy target. As the above examples illustrate, you can partici-pate in the NW program within your normal daily rou-tine. Please consider participating. Properly installed and maintained smoke detectors can double your chance of surviving a fire. Detectors that are hard-wired into the home electrical system should be installed by a qualified electrician. If the detector plugs into a wall socket, make sure the outlet is not connected to a wall switch that will allow someone to accidentally turn off the electricity. Make sure the plug has a restraining device to keep it from being accidentally disconnected. Many detectors are battery powered and can be installed by the homeowner. Read the directions that come with the detector for proper placement or call your local fire and rescue station for advice. For minimum protection, smoke detectors must be placed near bedrooms and in all basements, either in the middle of the ceiling or six to twelve inches below the ceiling on the wall. This placement enables the detector to sense the smoke as it approaches the sleeping area. Smoke, heated air and toxic gases will rise to the ceiling and begin to mushroom down. Additionally, it is recommended that there be at least one smoke detector on every level of the home. For individuals who are difficult to awaken, it may be necessary to install an additional smoke detector inside the bedroom. Routine maintenance on smoke detectors includes vacuum monthly, test monthly, and change the battery annually. An easy way to remember this is to change the battery every fall at the same time clocks are changed back from daylight savings time. Smoke detectors do not last forever. It is a good idea to replace smoke detectors over 10 years old.

The Fairfax County Fire and Rescue Department offers the following suggestions to avoid Halloween hazards: á Costumes should be bright, loose, marked with

reflective tape and not so long as to be a tripping hazard.

á Masks should have large openings for the nose and mouth, and large eye holes for good visibility.

á Knives, swords, and all accessories should be made of cardboard or flexible materials in case of a fall.

á Each trick-or-treater should have their own flashlight.

á Have children remove masks and look both ways when crossing the street. Cross the street at the corners and never dart out from between parked cars.

á Trick-or-treat in groups with an adult escort. There is no “trick” to making Halloween a success. With a little thought and planning, Halloween can be a real “treat” for the entire family.
