May 2001 Thanks to the efforts of Vicki Danoy and all the resi- dents that called the numbers in last months issue of The Highlander, Kinross Circle is now on the list for resurfac- ing in 2003 and potholes should be repaired this month. If you have a pothole that is in need of repair, call 703-383-8368. If you would like to have your street re- surfaced call John Ford of Area 3 for paving at 703-383- 2800. It may require some persistence; however, the more people they hear from the more likely they are to listen! More numbers are on page 19. Street Sense Prepare now for the pool season beginning in just a few weeks. The Chantilly Highlands pool will open at 11:00 A.M. on Saturday, May 26, 2001. Everyone will be asked to sign in at the front desk. Life guards will need your lot number and a current photo of every member of the family. In this issue are the 2001 Pool Rules. Please take the time to read the rules, share the rules and consequences with your children, and teach your children their lot number. Newcomers can take a few steps to ensure a smooth first visit. Complete the Database/Directory Update Form on page 12. Mail the form with a current family photo to CHHA, P.O. Box 710238, Oak Hill, VA 20171. All residents are also encouraged to send their updated photos to the above address to avoid delays the first few days. “Get Your Feet Wet” The children were delighted, the parents proud, and all 1,000 candy and toy-filled eggs were found. On Sunday, April 8th the Annual Spring Egg Hunt was underway at 2:00 PM. The afternoon was sunny - just as "ordered." About 100 children came to hunt brightly col- ored candy-filled eggs. An exact count was not possible as they did not stay for long! Most carried baskets, some highly decorated. Two motorcycle helmets even did double duty as Egg Baskets. Those four who found the golden eggs were rewarded with stuffed animals. After the hunt, everyone came inside the Community Center for home- made cookies, juice, and juice boxes. Many stayed to play in the playground because it was such a beautiful day. Special thanks to all those who helped stuff the eggs, hide them, and make cookies: Susan McCullough, Becky Donatello, Peggy and Nigel Wright, Laura McCafferty, Sharon Hughes, Liz and Warren Grasty. Prepare now for the pool season beginning in just a few weeks. The Chantilly Highlands pool will open at 11:00 A.M. on Saturday, May 26, 2001. Everyone will be asked to sign in at the front desk. Life guards will need your lot number and a current photo of every member of the family. In this issue are the 2001 Pool Rules. Chantilly Highlands Homes Association April 5, 2001 Board Meeting Minutes

Submitted by Barbra Mooney Board Members in attendance: David Howlett, John Tandler, Jim Wright, Bill Wolff, Bill Jeffrey, Barbra Mooney, and Vicky Danoy

Others in attendance: Virginia Hodge, Doug Fearson, and Corinne Graver

Meeting was called to order at 7:45 PM. 1. Approval of Minutes: Motion for accepting March Minutes made by Bill Jeffrey, seconded by Bill Wolff. 2. Treasurer�s Report presented by Jim Wright was given and approved. The following details were discussed:

A. Mortgage is paid off. B. As of balance sheet report 167 lots were not paid, but by the meeting about 70 lots were unpaid. C. Tax returns and financial statements are done.

3. Committee Reports:

A. Architectural Control presented by Barbra Mooney: · Comments presented by various members were addressed and explained. · Six ACC alterations were approved and 1 rejected. · Cost for printing and mailing guidelines was under budget at $1,100.

B. Civic Affairs: Vicki Danoy reported resurfacing Kinross Circle is now in VDOT�s 2003 budget, and pothole repairs should be-gin. Phone numbers should be published again in the next issue of The Highlander.

C. Community Facilities presented by Bill Wolff: · Crystal Aquatics bid for lane lines was $2.200. Bill was asked to look into options because only $1,500 was budgeted. · Bill is currently working on a list of keys to the community center, facilities, and pool and who has them. · Pool rules are ready for The Highlander and Website. · Outside memberships offered to last years members are $425/family of 4 with $50/additional person. Seven members to

date have rejoined. D. Land Management: No report E. Long Range Planning/Capital Improvements: Bill Jeffrey reported the capital improvement and repair plan is still underway.

The meetings are lonely. New members were invited to join his team. F. Neighborhood Watch presented by Bill Jeffrey: One home on Scotsmore Way was egged. G. Newsletter: David Howlett reported the issue was submitted on time and welcomed articles of interest to the community. H. Social Activities: It was reported that plans for the Spring Egg Hunt are under way. I. Web Site presented by John Tandler:

· John presented a proposal for offering The Highlander via email or web. Hard copies would continue to be sent during the trial period. Current contracts to be checked before moving forward.

· New postings for the Garden Club and Swim Team will be added to the site. 4. New Business: Virginia Hodge, President of the Garden Club asked permission for awards received by the club to be displayed in the

foyer of the community center. A motion was made and passed unanimously. 5. Meeting adjourned at 9:10 PM. The next meeting is scheduled for Thursday, May 3, 2001 at 7:30 PM.

CHHA Committees These committees are always open for new mem-bers. The liaisons are listed on page 2. Call ahead or just show up at the next meeting with your ideas! CHHA Board of Directors (BOD) - Meeting is open to

all CHHA members. To add to the agenda, contact David Howlett at 703-689-9840 or any of the board members listed on page 2. Meetings are held the first Thursday of each month.

Architectural Control Committee (ACC)- Requests for architectural changes and discoveries of non-compliance are reviewed. Volunteers welcome. Meetings are held the first Tuesday of each month.

Community Facilities Committee (COMFAC)- Decisions are made concerning the pool, playground, tennis courts and community center. New members always welcome. Meetings are held the second Monday of each month.

Land Management Committee - Care of our common areas, land, signs and snow removal are considered. Meetings scheduled as needed.

Long-Range Planning Committee (LRPC) - Long range plans and capital improvement projects are considered and presented to the board. Meetings are held as needed.

Neighborhood Watch Committee - Coordinate the crime prevention program. Everyone�s invited. Meet-ings held as needed.

Some of these tips may start to sound redundant, how-ever, if you get in the habit of taking less than one minute to secure your car, you could be spared days, weeks, or even months of inconvenience. LOCK YOUR CAR. This includes in your garage, driveway, and front of your house. Half the cars stolen are left unlocked. TAKE YOUR KEYS. Nearly 20% of all vehicles stolen have the keys in them. PARK IN WELL-LIGHTED AREAS. Car thefts occur at night more than half the time. DON'T LEAVE YOUR CAR RUNNING, EVEN FOR A MINUTE. Convenience stores, gas stations, and ATMs are common hunting grounds for thieves. Cars left running to warm up on cold mornings are easy prey. COMPLETELY CLOSE YOUR CAR WINDOWS. DON'T LEAVE VALUABLES IN PLAIN VIEW. DON'T HIDE A SPARE SET OF KEYS IN THE CAR. Pros know where to look. KEEP YOUR REGISTRATION CARD WITH YOU. Not in the glove compartment. PARK WITH YOUR WHEELS TURNED TOWARD THE CURB. IF YOUR VEHICLE HAS REAR-WHEEL DRIVE, BACK INTO YOUR DRIVEWAY. Rear wheels lock on rear-wheel drive vehicles, making them tough to tow. Front-wheel drive vehicles should be parked front end first. ALWAYS USE YOUR EMERGENCY BRAKE. I hope that these tips are helpful. PLEASE try to use any or ALL of them. They work!! CHANTILLY HIGHLANDS POOL FACILITY 2001 RULES AND REGULATIONS

These rules and regulations were approved by the Community Facilities Committee in coordination with the Board of Directors. Their purpose is to assure that everyone has a safe and enjoyable time at Chantilly Highlands Pool. All homeowners, their families, out-side pool members, and guests must abide by these rules. Revisions may be made at any time by the Community Facilities Committee. The safe operation of the Pool depends on every parent being responsible for his or her own children and on the fact that the Pool Manager has adequate enforcement authority. These rules are not intended to replace or diminish the parents� responsibility for the safety of their children. Non-swimmers and novice swimmers require special attention of their parents. Children using the baby pool, which is not guarded, require constant supervision. Throughout these rules, the term �Pool Manager� will be used to denote the actual Pool Manager or, when not present, his desig-nated assistant. A �Responsible Person� is defined as a parent, guardian, or other individual, 14 years old or older, designated by a parent.

Section I. ENFORCEMENT OF RULES A. The Pool Manager has complete authority and responsibility for the safety and orderly operation of the Pool. He may deny the use of a

section of the pool to any person of any age that does not exhibit adequate proficiency for that section. Any situation not covered within these rules will be subject to the judgment of the Pool Manager. The Pool Manager and lifeguards are instructed not to take orders from homeowners. Failure to obey the direction of a lifeguard is cause for removal from the Pool facility.

B. The Pool Manager has complete authority to eject anyone at any time from the pool enclosure for the remainder of the day. Such ac-tion will be documented on a special form and reported to the Community Facilities Committee within a timely manner. If the of-fender is under 13 years of age, he/she must stay within the pool enclosure until a Responsible Person is contacted.

C. Serious or repeated infractions of the rules and regulations will be documented in a log and will result in dismissal from the pool for the remainder of the day. A second dismissal will result in a one week suspension from the pool. A third dismissal will result in sus-pension from the pool for the remainder of the summer. Parents will be notified after each incident.

D. The penalty for extreme incidents may include suspension of pool privileges for the individual or the entire household. E. Any matter requiring immediate action should be discussed with the Pool Manager. Homeowners with comments or complaints

about the operation of the pool should submit them in writing to: David Howlett, President, CHHA Board of Directors Bill Wolff, Board of Directors� Liaison

Section II. MEMBERSHIP A. Membership is available to all persons whose primary residence is located in Chantilly Highlands. A limited number of memberships

are available to outside homeowners for a designated fee. Membership privileges will be withheld for all persons residing in a home for which the homeowner�s dues (including late fees) are not fully paid, pool guest fees are unpaid, or failure to complete registration. Currently, funding for the Pool comes directly from homeowner�s dues.

B. Baby-sitters, 14 years old or older, will be admitted with a note of authorization from a parent. C. Members must provide up-to-date membership data and a recent family photo for use in the membership rolodex. D. All members must sign in at the front desk before entering the pool area.

Section IV. GUESTS A. Guests must be accompanied by a homeowner who is a Responsible Person and must depart the Pool facility when the homeowner

departs. B. Guest Fees: The cost of guests will be paid at the Pool at the time of admission. The rates are: Adults /Children (over 2 yrs.) $3.00/day Monday - Friday $5.00/day Saturday & Sunday, Memorial Day, July 3 & 4, and Labor Day

Pool pass cards may be purchased at the pool house for $20.00. Each card will have ten punches equivalent to $2.00 per punch.

Weekday admissions with pool pass card is one (1) punch ($2.00/day) per person Saturday & Sunday admissions with pool pass card is two (2) punches ($4.00/day) per person C. A maximum of five (5) guests per homeowner household will be admitted per day. D. Homeowners will be responsible for the conduct of their guests and responsible for any damage to Pool property. If a guest damages

Pool property, the cost of the damage will be charged to the homeowner.

Section V. HEALTH AND SANITATION A. All persons must wear proper bathing attire and take a shower before entering the pool. B. Admission will be refused to all persons having colds, coughs, inflamed eyes or infections, or individuals wearing bandages. C. No pets are allowed within the Pool enclosure. D. No smoking is allowed within the Pool enclosure. E. Eating, drinking, and gum chewing will be confined to the grassy, fenced areas. F. All children using the pool facilities who are not reliably toilet-trained must wear: (1) swim diapers, or (2) snug-fitting plastic pants over

diapers and an appropriate bathing suit, or (3) a swimsuit set (which is a bathing suit with a sewn-in plastic diaper that can be pur-chased at local baby stores. DISPOSABLE DIAPERS ARE PROHIBITED IN THE POOL WITHOUT SNUG-FITTING PLAS-TIC PANTS WORN OVER. All persons are encouraged to use the diaper-changing tables located in the dressing rooms.

Section VI. DIVING

A. Divers will not dive until the previous diver has cleared the area below the board. B. After surfacing, a diver must swim directly to the nearest ladder without delay. C. Only one person is permitted on a diving board or ladder at any time. D. Excessive bouncing or horseplay of any kind is prohibited on the diving boards. E. Flotation devices of any type are prohibited in the diving area, even when such devices are authorized for other parts of the pool.

Section VII. SPECIAL RULES FOR CHILDREN A. Children under 16: In order to prevent excessive fatigue or chilling, children under 16 are required to leave the main pool, upon sig-

nal of the lifeguards, for a 10-15 minute break period once every hour. This rule will not apply to the baby pool. This rule will apply whether or not a child displays the swim test emblem.

B. Children under 12: (1) To encourage children to develop strong swimming skills, a swim test emblem will be awarded to any child under 12 who

demonstrates swimming proficiency by passing a swim test conducted under the supervision of the Pool Manager. This test con-sists of:

- Swimming one length using any combination of strokes - Treading water for one minute in an upright position EMBLEMS MUST BE ATTACHED TO BATHING SUITS TO BE VALID. (2) Children of ages 10, and 11 may come to the pool unaccompanied only if they display the swim test emblem. (3) Any child under 12 who does not display the swim test emblem must remain in the roped-in shallow section of the main pool

or must be accompanied by a responsible person who will remain within easy reaching distance of the child. (4) Children under 12 may use the diving boards only if they display the swim test emblem. C. Children under 10: Children under 10 will not be admitted to the Pool unless accompanied by a Responsible Person.

Section VIII. BABY POOL A. Only children 5 years of age or younger may use the baby pool. B. All children using the baby pool must be accompanied by a Responsible Person who must remain within the baby pool enclosure at all

times. C. Food is not allowed in the baby pool enclosure.

Section IX. CAPACITY A. Maximum pool capacity is 244. The Pool Manager will post a notice at the pool entrance when the maximum capacity is reached. B. When the number of members and guests within the pool enclosure reaches 180, only members will be admitted. Guests will not be

admitted until the attendance declines to below 180. C. When the pool attendance is at capacity, members must wait in the parking lot area and will be admitted as others leave the pool facil-

ity. Members will be admitted in the order in which they arrived.

Section X. RULES OF CONDUCT A. Running, pushing, wrestling, dunking, or causing undue disturbance in or around the pool area is prohibited. B. Abusive, offensive, or profane language is prohibited. Unruly, offensive behavior is prohibited. C. No skateboarding is allowed on the pool grounds. D. No persons under the influence of alcoholic beverages or drugs will be permitted on the pool property. E. The cost of any property damage will be charged to the member responsible. F. Swimming goggles are permitted for eyewear usage only. They must not be used as projectiles or diving toys.

Section XI. ACCESSORIES (Floats & Toys)

A. No snorkels, balls, rafts, canoes, inner tubes, or any other type of aquatic equipment is permitted in the main pool, except upon specific approval of the Pool Manager and on designated Float Nights. The size of floats used on Float Nights must not exceed 5 feet by 3 feet. Snow tubes are prohibited, regardless of size. Nerf and Koosh balls are allowed unless the situation becomes unruly as determined by the lifeguards.

B. Children with water wings must be under adult supervision. C. Radios, tape players and CD players are prohibited except when earphones are used. D. No heavy sports equipment will be allowed in pool enclosure, (i.e. bats, baseballs, footballs, etc.). E. Masks must be of the plastic or tempered-glass type. F. All bicycle riders will park their bicycles in the designated area. Bicycles, strollers, etc. are prohibited on all sidewalks to allow for ac-

cess of emergency vehicles. G. Lifeguards may remove a toy at any time if it is being misused or causing safety problems.

Section XII. FOOD A. Food is permitted only on grassy areas and the cement area adjacent to the Community Center. B. Glass bottles, jars or other glass containers are prohibited in the pool enclosure. C. No alcoholic beverages are permitted anywhere on the Pool premises, including the parking area. D. Snack sales occur during break time. There are no snack sales during the last break of the day. Bills larger than a $10 will not be ac-

cepted. E. The soda machines are not the responsibility of CHHA; therefore, lost money cannot be refunded by the lifeguards.

Section XIII. GENERAL A. All swimmers must wear appropriate bathing suits: no cut-off jeans are allowed in the pool. Street shoes are not permitted on the

pool deck. B. No persons will use the pool facilities unless it is officially open and the lifeguards are on duty. C. All injuries that occur on the premises must be reported immediately to the Pool Manager. D. The swimming lane nearest the diving boards will be roped off at all times for the use of those wishing to swim laps. Others should

stay clear of this area. During periods of heavy lap lane use, the Pool Manager may move the rope to include two lanes, provided that doing so would not cause undue crowding in other parts of the pool.

E. Tables on the deck area may not be reserved by placing towels and/or personal belongings on them. F. All members will respect the property rights of homeowners in the neighborhood. Do not use lawns for shortcuts or in any way vio-

late the rights of others. G. CHHA and the Pool management company will not be responsible for the loss of, or damage to personal property. All lost articles

turned over to the Pool Manager will be held for about 15 days. All unclaimed articles will be disposed of at the discretion of the Community Facilities Committee.

Section XIV. PARKING AND SPEED LIMIT

A. The parking lot is for the vehicles of the Pool members and their guests while utilizing the pool, tennis courts, playground, or picnic

area. All other uses including overnight parking, driver training, commuter parking, and vehicle maintenance are prohibited.

B. Vehicles in violation will be towed. The cost for towing and storage will be the responsibility of the member.

Attorney General Mark Earley wants you to guard against identity theft. This is where con artists falsely ob-tain your personal information, impersonate you, and then use your personal information for fraudulent pur-poses. Identity theft can cause you financial harm and de-stroy your credit reputation. Armed with computer know-how and a little knowl-edge about you, a criminal can obtain a surprising amount of additional data to defraud you, as well as banks and retailers. Although there is no way to com-pletely prevent identity theft, you can protect yourself by limiting who has access to your personal information. Never disclose to a stranger, especially over the tele-phone or Internet: ➣ Your credit card number, unless you initiate the

transaction with a company that you know is reputa-ble.

➣ Your credit card expiration date. ➣ Your checking account number and other numbers

printed on your checks, which could be used to with-drawal money from your checking account without your authorization.

➣ Your telephone calling card number, which could be used by others to charge calls to your account.

➣ Your social security number, which could be used to track down information about you from other sources or to establish a false identity. While a com-pany can ask for it and even refuse you service if you do not provide it, it is still wise not to give your num-ber unless it is legally required.

➣ Your driver�s license number, which could allow someone to obtain identifying information about you, including your physical description. In Virginia, when you obtain a driver�s license or have your li-cense renewed, you can request a license number that is different from your social security number.

➣ Health information, such as your insurance, medical and mental health history, and doctor�s name, which could be used to obtain health care and health ser-vices fraudulently.

➣ Information about your home security system, in-cluding whether you have one and what kinds of valuables you have in your home.

Chantilly High School�s Drama Department will close a highly successful year with the Children�s Theater production of Stuart Little. This is the second production for the Children�s Theater this season and follows the highly successful A Tale of Nine Princesses, which was performed in January. Stuart Little will be performed on Thursday, May 31st through Saturday, June 2nd. This production is for children of all ages. There will be performances every evening at 7:30 PM and a special mati-nee performance on Saturday June 2nd at 2 PM. The Children�s Theater productions feature the Drama I and II students in-cluding Chantilly Highlands� own Kevin Pearson. For ticket information call the Chantilly High School Drama Department at 703-222-8182. On April 6th the Chantilly High School Drama Depart-ment performed at the Folger Shakespearean Library�s annual Shakespeare Festival. Their 30-minute performance of The Mer-chant of Venice earned the Department two Excellence in Acting awards, an Excellence in Comedic Acting award, and an Out-standing Ensemble award to a group that included Chantilly Highlands resident, Sarah Blum. This is the second year in a row that the Department has participated in this festival and the second year in a row they have earned multiple awards. Congratulations for an outstanding performance! The crowning point to this outstanding season will occur on June 9th. This is date for the 2nd Annual Cappie Awards to be held at the John F. Kennedy Center For The Performing Arts. The �Cappies� are the Washington DC�s equivalent to Broadway�s Tony Awards. Approximately 35 area high schools entered one of their main stage productions (Fall or Spring) and student critics from other schools reviewed these perform-ances. Categories, that mirror the Tony Awards, include Best Musical, Best Play, Best Actress, etc. Chantilly High�s entry this season was their Fall performance, Room Service. Nominations will be announced sometime in May so watch the next High-lander for this exciting news.

mortgage. If a creditor calls, telling you to send your checks to a different address, look up your creditor�s phone number, and call back to confirm.

If you discover that you have been a victim of identity theft, immediately contact: 1. The fraud units of the following three credit reporting

companies to request that your credit account be flagged: CFC (formerly Equifax) at 800-685-1111; Ex-perian (formerly TRW) at 888-397-3742; and Trans Union at 800-888-4213.

2. Your creditors, to notify them of the identity theft and to request that your accounts be closed and re-placed with new account numbers.

3. Your local police; the United States Secret Service at 804-771-2274; the Social Security Administration at 800-772-1213; and the Federal Trade Commission at 877-FTC-HELP.

Make sure that you document and keep copies of you oral and written correspondence with these entities. You should also consider hiring a private attorney that has ex-pertise in identity theft to make sure that your credit re-ports and your personal and financial records are accurate. Avoiding identity theft is the best option, and can be achieved best by following these guidelines: ➣ Keep you passport, birth certificate, social security

card, canceled checks and other personal information locked up. Do not give it out over the telephone or the Internet; do not put it on questionnaires, warranty registration cards, or address labels; and do not store it on the hard drive of your computer.

➣ Do not have your telephone number or social security number printed on your checks.

➣ Refuse to disclose any information about yourself to strangers calling you on the telephone, even if they sound legitimate, appear sincere and helpful, or al-ready know some information about you.

➣ Common scams begin with a postcard or telephone call saying you have won a contest or qualify for a ma-jor credit card. If you respond to the offer, the caller may ask for financial information to �verify your iden-tity,� ship the prize, or charge a processing fee. Once you provide the information, however, it is unlikely you will ever see the prize or credit card.

➣ Obtain a copy of your credit report to be sure that it is accurate and to see what companies have requested information about you. Call CFC at 800-759-5979; Experian at 888-397-3742; and Trans Union at 800-888-4213.

➣ Review all of your bills monthly to see if they contain any inaccuracies or charges that you did not make.

➣ Have your name, address and telephone number re-moved from credit bureau mailing lists. Call CFC at 800-759-5979; Experian at 800-353-0809 (this call claims to remove you from four credit bureaus); and Trans Union at 888-567-8688.

➣ Instruct major direct mailing companies to remove your name from solicitation mailing lists. Write to: Di-rect Marketing Association, Mail Preference Service, P.O. Box 9008, Farmingdale, New York 11735

➣ Instruct major telemarketing companies to remove your name from solicitation calling lists. Write to: Di-rect Marketing Association, Telephone Preference Service, P.O. Box 9014, Farmingdale, New York 11735.

➣ When telemarketers call, instruct them to put you on their �do not call� list. By law, they must comply.

➣ Instruct companies not to sell information about you. Many companies now provide a check-off box on credit application forms.

➣ Do not give personal information such as your ad-dress or telephone number to a company unless you are having merchandise shipped to you. Generally, sellers do not need this information. If a company claims to need it, ask why.

➣ Shred all documents that contain personal informa-tion, including pre-approved credit card applications, before discarding them in a trash container.

➣ Be cautious of what personal information you leave in an unlocked mailbox. Also make arrangements to pick up your social security checks if direct deposit is not available.

➣ Always take credit card and ATM receipts with you, and never throw them into a public trash container. Also, shield the keypad from view when entering your PIN number into a telephone or and ATM or debit machine.

➣ Notify you credit card issuer if a credit card that you are expecting does not arrive.
