A Monthly Newsletter for the Chantilly Highlands Homeowners Association October 2000 CHHA Board Invites All Homeowners to Open Forum At its October meeting, the Board of Directors will discuss the issue of outside memberships for the pool. Twenty-six families held outside memberships during the 2000 pool season. The cost to each family was $450.00, resulting in additional funds for the community, and also additional bodies on crowded days. Issues of discussion will encompass various options, including keeping all memberships, lowering the number of memberships, or eliminating them completely. The Board solicits the views of homeowners on this issue and will welcome those who would like to speak about it at the October 4th meeting at 7:30 PM at the community center. Community members may also submit written material on this issue either at the meeting or ahead of time by dropping it in the mail slot at the community center. Dolphins Winter Swim Program The Chantilly Highlands Dolphins Swim Team is holding their Winter Swim Program at Oak Marr Recreational Center on Saturday evenings from 6:00 to 7:00 PM. Terri and Bill Marlin, and a few assistant coaches, will be coaching the swimmers and working on stroke development and endurance. The winter season runs from mid- September through mid-May. Chantilly Highlands Homes Association Board Meeting Minutes: 7 September 2000

1. The meeting was called to order at 7:45 by Vice President, David Howlett. 2. Review of the August meeting minutes. No changes, minutes were approved as submitted. 3. Treasurer's Report, Jim Wright: Current month's financials reviewed, budget is tracking within expectations.

Preliminary budget inputs for 2001 are due at the November meeting. 4. Legal Update: No report. 5. Old Business:

a. ACC Guideline Revisions: Committee is restructuring the guidelines to make each section standalone. Revised copy will be distributed to board by the 15 September. Comments will be heard at the next meeting, after which they will be reposted to the Website for review.

b. Expiring Contracts: Bids have been received and reviewed for Pool (3 Bids received), Website (3 bids received), and resale package (1 Bid received). Pool contracts have been awarded to Crystal Aquatics, Website to Jeff Parnes, and Resale to the Fearsons.

c. Community Center Inspection: Original problems have been addressed. An additional inspection revealed new violations that must be repaired before final fire marshal approval.

6. Committee Reports:

a. Architectural Control, George Hargenrader: ACC meeting was held on the previous Tuesday. Still receiving some requests addressed to previous P.O. Box. No other significant issues. ACC Guideline revisions are nearing completion, will be distributed to the board next week.

b. Community Functions, John Jaacks: Adult pool party was canceled due to a lack of interest. Golf tournament now has a volunteer to organize it. Halloween party is being planned by the Mom & Tot group.

c. Civic Affairs, Bill Jeffrey: No report. d. Neighborhood Watch, David Howlett: Recent car brake-in on Ramesses (last Saturday). For some reason

it is not showing up in the police reports. e. Land Management, Terri McGinnis: No report. f. Long Range Planning, John Tandler: Potential locations for pool expansion were presented, parking for

additional capacity is an issue. Options are very limited, however the committee still needs to complete their study.

g. Community Facilities, Bill Wolfe: Pool has been winterized and closed for the year. h. Newsletter, David Howlett: Published on time, no significant issues. One letter to the Editor will be

addressed in an article. i. Web Site, John Tandler: Need to get website updated, information is very out of date. Will be priority once

Webmaster contract is awarded .

7. New Business: Common Area Walk-through: Needs to be completed by the November board meeting. 8. Closed session was held to discuss proposals received for pool, Webmaster, and Resale packages. 9. Meeting adjourned at approximately 9:45 PM. The next meeting is scheduled for 7:30 PM on Thursday, October 5th.

Many residents may have seen the news report on the larcenies of vehicles in our area. It is imperative that members of our community understand the importance of Neighborhood Watch. Most cars are parked in our neighborhoods, where we reside. Neighborhood Watch is a prime crime deterrent for thieves!!! Common sense also comes into play as well. As unfortunate as it is, we CAN NOT leave our vehicles unsecured. This includes when you park your vehicle in your garage and shut that door behind you. DO NOT leave ANY valuable items in plain view. Stop prior to leaving your vehicle, turn around, look inside and see if there is anything that you would take if YOU were the thief!! Let�s make it more difficult for vandals and thieves. Properly installed and maintained smoke detectors can double your chance of surviving a fire. Detectors that are hard-wired into the home electrical system should be installed by a qualified electrician. If the detector plugs into a wall socket, make sure the outlet is not connected to a wall switch that will allow someone to accidentally turn off the electricity. Make sure the plug has a restraining device to keep it from being accidentally disconnected. Many detectors are battery powered and can be installed by the homeowner. Read the directions that come with the detector for proper placement or call your local fire and rescue station for advice. For minimum protection, smoke detectors must be placed near bedrooms and in all basements, either in the middle of the ceiling or six to twelve inches below the ceiling on the wall. This placement enables the detector to sense the smoke as it approaches the sleeping area. Smoke, heated air and toxic gases will rise to the ceiling and begin to mushroom down. Additionally, it is recommended that there be at least one smoke detector on every level of the home. For individuals who are difficult to awaken, it may be necessary to install an additional smoke detector inside the bedroom. Routine maintenance on smoke detectors includes vacuum monthly, test monthly, and change the battery annually. An easy way to remember this is to change the battery every fall at the same time clocks are changed back from daylight savings time. Smoke detectors do not last forever. It is a good idea to replace smoke detectors over 10 years old.

Installing and Maintaining Smoke Detectors

The Fairfax County Fire and Rescue Department offers the following suggestions to avoid Halloween hazards: ➡ Costumes should be bright, loose,

marked with reflective tape and not so long as to be a tripping hazard.

➡ Masks should have large openings for the nose and mouth, and large eye holes for good visibility.

➡ Knives, swords, and all accessories should be made of cardboard or flexible materials in case of a fall.

➡ Each trick-or-treater should have their own flashlight.

➡ Have children remove masks and look both ways when crossing the street. Cross the street at the corners and never dart out from between parked cars.

➡ Trick-or-treat in groups with an adult escort. There is no �trick� to making Halloween a success. With a little thought and planning, Halloween can be a real �treat� for the entire family.

Get Involved - Citizens Advisory Council

The Citizen Advisory Council (CAC) is comprised of citizens representing neighborhoods in the Fair Oaks District. The program was established in 1979 to enhance communication between Fairfax County police and it�s citizens. The CAC promotes a harmonious police-community relationship and works to improve the Police Department�s abilities in providing the best service to the community. It provides a forum for obtaining citizen input about the delivery of police service, facilitates citizen and community cooperation with the police and identifies potential problem areas. The CAC is always looking for new members and invites all residents to attend their meetings held on the third Tuesday of each month at the Fair Oaks District Station. The next meeting will be October 17th at 7:00 PM. This is a great opportunity to meet Commander, Captain Stephen Lipovsky. WANTED: Responsible Pet Owners

On a morning walk recently, one of our neighbors� dogs dropped �something� on another neighbor�s property that was NOT wanted. This is a reminder to pet owners to please be responsible and take something along with you on your walks to pick up your dog droppings. With pet ownership in Fairfax County comes certain rights and responsibilities. Parents should set a good example by removing droppings no matter where they are deposited (this is true of common area also), and remind their children of this same responsibility. Please don�t wait for your neighbor to remind YOU!

Chantilly Highland�s Garden Club October Program We invite our neighbors and friends to join the Chantilly Highland�s Garden Club for its October program at the Chantilly Highlands Community Center on Tuesday, October 24th at 7 PM. Charter Club member, Trish Skaptason, will lead us in crafting fall wreaths of pinecones and other woody materials. We have admired Trish�s stunning wreaths in the past. This year she has offered to share her secrets in creating these long-lasting decorations. Advance preparations for making these wreaths are required prior to the October 24th meeting. Community Clean-Up The Chantilly Highlands Garden Club will be sponsoring an Adopt-a-Spot cleanup on Saturday, October 28th. Please join us at 9:00 AM in the Sears Hardware parking lot for a �donut tailgater�. We plan to clean up the debris along Stoneheather Drive and will expand the clean-up area if we have enough volunteers. The Garden Club will provide bags and safety vests.
