Carol Akerlof, director of the Bird Center of Washtenaw County, said she is worried about the duck because of the large number of unsupervised children who come to play in the park. “I’m concerned for the bird,” she said. “That park is becoming a drop-off place for children. It’s a disaster waiting to happen.” Akerlof said she has witnessed children poking the mallard with sticks and fears the antagonizing might get worse if young people are not taught how to act prop- erly around the bird. “If there were parents with the children, they wouldn’t be molesting the duck,” she said. Akerlof said proper nesting period is essential for the hatch- lings’ survival, requiring the mallard to sit on the nest for a specific amount of time. “She incubates them for 23 days,” Akerlof said. “She doesn’t sit on them until all the eggs are laid. Once she sits on them, they all begin growing in the eggs.” Akerlof said mallards in the area often choose structures such as the Mill Pond playground because they feel more protected as they sit outside all night long. She explains that if mallards were to nest in the open, preda- tory animals would have an easy time hunting them. “They love those (enclosed) locations because there are less likely to be raccoons there,” she said. “She sits there all night and is very vulnerable Akerlof also advises park visi- tors against feeding the mallard because any leftover food could also potentially bring harm. “If you put food or water there, it will draw predators to her,” she said. Akerlof said city workers put protective boards around the mallard’s nest sometime in the last few days in an effort to make the animal less visible. However, she asks that parents continue to supervise children around the bird and advise them to leave it alone. Akerlof said the Bird Center of Washtenaw County was founded in 2004 with the mis- sion of protecting and rehabili- tating area songbirds. Last year, Akerlof said the center took about 2,000 calls concerning birds in need, and was able to help 830. Akerlof said a bird help line with recorded emergency con- tact information is available through May 3. Afterward, volunteers will answer the center’s phone line from 7 a.m. to 9 p.m. seven days a week throughout the summer. SPECIAL ASSESSMENT FOR FIRE PROTECTION

(2010-2011)

WE DO NOT INTEND TO ENACT THIS SPECIAL ASSESSMENT FOR THE 2010- 2011 FISCAL YEAR, BUT ARE REQUIRED TO HOLD THE PUBLIC HEARING

TO ALL OWNERS OR PARTIES IN INTEREST OF ANY LANDS WITHIN THE CITY OF SALINE:

PLEASE TAKE NOTICE that pursuant to the provisions of Act 33, Public Acts of Michigan, 1951, as amended, the voters of the City of Saline approved a ballot proposition at the general election held November 8, 1994 to provide fire protection to all the lands and premises within the City of Saline and to defray the cost by creating a special assessment district comprised of all the lands and premises within the City of Saline.

TAKE FURTHER NOTICE that this Council has tentatively declared its intention to approve the proposed Saline Area Fire Department Capital and Operating Budget for the fiscal year 2010-2011 in the amount of $1,028,231 and tentatively approved payment of its proposed percentage share in the amount of $298,487 to be assessed against all the lands and premises within said special assessment district to defray the cost of the fire protection.

TAKE FURTHER NOTICE that the Saline Area Fire Department Capital and Operating Budget for the fiscal year 2010- 2011 and percentage shares, prepared by the Executive Board for the Saline Area Fire Department, are on file with the City Clerk for public examination.

PUBLIC NOTICE IS HEREBY GIVEN that a public hearing will be held on Monday, May 3, 2010 at 7:30 p.m. in the Council Chambers of the Saline Municipal Building located at 100 N. Harris Street, Saline, Michigan, to hear objections which may be offered against the estimated cost for fire protection for the fiscal year 2010-2011.

TAKE FURTHER NOTICE that appearance and protest at this hearing is required in order to appeal the amount of the special assessment to the State Tax Tribunal if an appeal should be desired. A property owner or party in interest, or his or her agent, may appear in person at the hearing to protest the special assessment or may file his or her appearance by letter delivered to the Clerk of the City of Saline by 7:30 p.m. on Monday, May 3, 2010, and his or her personal appearance shall not be required. The property owner or any persons having an interest in the property subject to the proposed special assessment may file a written appeal of the special assessment with the State Tax Tribunal within thirty days after confirmation of the special assessment roll if that special assessment was protested at this hearing.

TAKE FURTHER NOTICE that for the fiscal year 2010-2011 there is a proposal to pay the $298,487 City of Saline share of fire protection cost from the general operating millage revenues and thus not use a special assessment to pay those costs for said fiscal year.

The City of Saline will provide necessary reasonable auxiliary aids and services to individuals with disabilities upon three (3) business days notice to the City of Saline.
